Introduction
Enrollment
During the Board of Education meeting on March 9, 2015, the members of the Board of Education were shown a presentation on the student enrollment at Hinsdale Middle School. During the presentation, the Board of Education was given the following information on current student enrollment:

The previous tables show a current 6th, 7th and 8th grade student population in Hinsdale Middle School of 796 students. However, when you add in those students from the elementary schools that are matriculated for one or two periods per day at the school that total increases by 21 students to a total enrollment of 817 students.
Additional information presented to the Board of Education included enrollment trends that were calculated by John D. Kasarda, Ph.D. in January 2014 that showed three different trends of enrollment projections. While each trend used a different birth rate and fertility multiplier, the second trend was widely accepted as the most probable. This second trend (Projection B), while showing a reduction in the enrollment projection in 2015-16, predicted a steady increase in future years.
Is HMS Overcrowded?
The question that must be asked in regard to Hinsdale Middle School is this:
“Is the student population overcrowding the facility?”
In reviewing student population data, usable square footage and completing a tour of Hinsdale Middle School, I have been able to draw the following conclusions:
• Inefficiencies exist in the structure of Hinsdale Middle School that elevate the feeling of being overcrowded. In a recent Educational Adequacy Analysis completed by Healy Bender Architects, it is stated:
“Based on an area analysis, the school building has a total of 77,254 net useable square feet within the 107,385 total gross square feet reflecting a building loss factor of 39% which is higher that the targeted loss factor of approximately 39%.... As an example, classroom 228 has a total net area of 1,109 square feet meaning that 27% of the room is not usable for instruction. Therefore, the actual building loss is effectively higher than the calculated value of 39%”1
• While square footage may be used to calculate an acceptable square foot per student average, this method is cautionary due to the inefficiency of space at Hinsdale Middle School.
• A tour of Hinsdale Middle School resulted in the following conclusions:
o Hallways and corridors on the 2nd floor are narrow for a “typical” middle school that gives the feeling of being more overcrowded than normal.
o Equipment is stored in the hallways that add to overcrowding.
o Wasted and inefficient space in classrooms results in students being forced into a smaller space and does not allow the teacher movement around the classroom to properly instruct.
o There are no “public” washrooms on the 3rd floor that houses the gymnasium. Therefore, spectators of games must either use the student locker room, or travel to the 2nd floor to use a washroom.

Based on these factors, I have drawn the conclusion that Hinsdale Middle School is overcrowded.
Current “Norm” at HMS
Definition:
Norm: a standard, model, or pattern.
“Two cars per family is the “norm” of most suburban communities.”2
Operationally, each teacher at Hinsdale Middle School does not have his/her own classroom for teaching or planning purposes. The administration and staff use the concept of “shared spaces” in order to accommodate the inequity in the number of classrooms versus the number of teachers. For the 2014-15 school year, there is a teaching staff of 61 teachers. An analysis of the 60 teachers’ duties and responsibilities shows that they will move to different classrooms in order to perform those duties and responsibilities. The following is a list of those types of teachers:
• 9 Resource Teachers
• 2 Reading Specialists
• 1 Writing Specialist
• 1 ELL Teacher
• 1 Specialized Program Teacher
• 2 Speech Pathologists

Of the remaining 44 teachers, 6 teachers (13.6%) must use multiple rooms to instruct students.
A review of a teacher’s schedule indicates
that a 1.0 FTE teacher teaches 6 periods per day. This results in 264
total periods per day (44 teachers x 6 periods) of instruction.
A review of the schedules of the 6 teachers that use multiple rooms for instruction show they are displaced for a cumulative total of 14 periods per day. Therefore, for 5.3% (14 periods / 264 periods) of the total periods per day, 9 teachers share space to provide instruction in Hinsdale Middle School.
In addition to using multiple rooms for core/encore instructional activities, support services that are provided to students do not have a dedicated area to implement those services. The following services are provided to students at a variety of locations within HMS:
• Speech Pathology • Academic Strategies • Testing Center • ELL • Math Support • Writing Lab
While I cannot be definite on this operational norm or the amount of teachers affected in previous years, shared teaching spaces has been the norm at Hinsdale Middle School for the past five years.
Village of Hinsdale
On March 12, 2015, Don White, Ph.D., Superintendent, and I met with representatives of the Village of Hinsdale to discuss the construction of mobile classrooms in a parking lot to the west of Hinsdale Middle School. Some of the Village of Hinsdale’s representatives included:
Kathleen Gargano, Village Manager
Robert McGinnis, Building Commissioner/Director of Community Development
Bradley Bloom, Police Chief
Discussion was held with them concerning the existence of a 2010 Intergovernmental Agreement that leases the parking lot directly west of Hinsdale Middle School to the Village of Hinsdale to generate revenue and allow parking for residents and shoppers of downtown Hinsdale.
By constructing mobile classrooms in this area, there is a possibility that the Village of Hinsdale would lose control of 15-35 parking stalls. The representatives from the Village of Hinsdale were opposed to any scenario that resulted in the loss of parking spaces.
In a follow-up email from Kathleen Gargano, she reinforced the position of the Village of Hinsdale of not reducing the amount of parking spaces in the parking lot that is used by the village.
A review of the 2010 Intergovernmental
Agreement indicates the following:
• The village may terminate the lease upon 30 days written notice.
• The School District may terminate the lease upon six months within notice.
• The agreement is a lease agreement between the Village of Hinsdale and District 181;
• The start date of the agreement is July 1, 2009;
• The end date of the agreement is “…on a future June 30th, year to be determined when the portable classrooms are no longer needed by the school.”
• The total rent for al l years is $10.00.
• The village agrees to maintain any landscaping installed on the premises
and to perform all snow plowing.
• The village is responsible for all repairs to the site.
• The School District receives 10 permits for parking spaces on the leased portion of the premises.

Modular Space Corporation (ModSpace) was created in April 2007 when Resun Corporation purchased General Electric
Capital Corporation’s (GE) North American modular space business.
The combination creates one of the largest modular building providers in North America, joining two leading, national

7.0 Technical Clarifications
1. Only those items specifically shown in this proposal are included in this proposal. Any item/s not
specifically shown in this proposal is excluded.
2. The pricing provided in this proposal is based upon the use of Non- Union labor at prevailing wage.
3. All dimensions provided are nominal unless otherwise noted.
4. ModSpace reserves the right to substitute materials that are equal to or better than that specified.
5. Customer is responsible for normal and routine maintenance, such as changing HVAC filters, light bulbs,
janitorial services and other minor repairs.
6. ModSpace assumes the minimum required distance from any and all assumed and/or common property
lines, all structures on-site and/or all proposed structures on-site. The proposed modular building does
not include interior, exterior and/or corridor fire rate assemblies.
7. ModSpace is not responsible for any and all subsurface and/or pre-existing environmental conditions, to
include hazardous substances as defined under any environmental law, rule or regulation, discovered in,
on or about the project site. All obligations and responsibilities related to such subsurface and/or pre-
existing environmental conditions of or at the project site shall be the sole responsibility of the
Customer. ModSpace shall be entitled to an appropriate extension of time necessary for the Customer
to fulfill its obligations related to such subsurface and/or environmental matters, and compensable
damage
8. Delivery of the modular building described in this Proposal is subject to delays in
refurbishment/manufacturing or delivery due to fire, flood, wind storm, riot, civil disobedience, strike,
failure to secure materials from the usual source of supply, Acts of God or any other circumstances
beyond ModSpace’s control which shall prevent the manufacturing of equipment or the making of
deliveries in the normal course of business.
8.0 Contractual Clarifications
1. ModSpace’s proposal is a proposal only and does not represent a firm offer and/or contractual
agreement. Any contractual undertaking resulting from this proposal must be approved in writing by an
authorized representative of ModSpace in order to be valid.
2. ModSpace’s proposal and any subsequent agreement are based on the terms and conditions of the
ModSpace Lease Agreement , incorporated herein by reference.
3. ModSpace reserves the right to review any terms and conditions that are in addition to or different from
those contained in the Sale Agreement, prior to acceptance of award.
4. In the event of conflict, the contents of the ModSpace Proposal and the Lease Agreement shall
supersede any and all other documents, contracts and agreements.
5. ModSpace’s proposal (inclusive of drawings), in its entirety, shall be included and made part any
agreement resulting from such proposal.
6. In the event of early occupancy prior to substantial completion, the Customer shall be responsible for all
property damage, injury, and deaths that may result from said occupancy, and indemnify the Seller for
the same.
7. ModSpace’s proposal is valid for thirty (30) days.
8. This proposal and pricing excludes all taxes, bonding and insurance.

Modular Space Corporation (ModSpace) was created in April 2007 when Resun Corporation purchased General Electric
Capital Corporation’s (GE) North American modular space business.
The combination creates one of the largest modular building providers in North America, joining two leading, national
players with highly complementary businesses. Resun had a strong presence in education markets and complex
modular building applications, while the acquired business had deep product knowledge in construction markets and
strong national account sales. The combined company is well-positioned to serve the diverse and growing needs of its

7.0 Technical Clarifications
1. Only those items specifically shown in this proposal are included in this proposal. Any item/s not
specifically shown in this proposal is excluded.
2. The pricing provided in this proposal is based upon the use of Non- Union labor at prevailing wage.
3. All dimensions provided are nominal unless otherwise noted.
4. ModSpace reserves the right to substitute materials that are equal to or better than that specified.
5. Customer is responsible for normal and routine maintenance, such as changing HVAC filters, light bulbs,
janitorial services and other minor repairs.
6. ModSpace assumes the minimum required distance from any and all assumed and/or common property
lines, all structures on-site and/or all proposed structures on-site. The proposed modular building does
not include interior, exterior and/or corridor fire rate assemblies.
7. ModSpace is not responsible for any and all subsurface and/or pre-existing environmental conditions, to
include hazardous substances as defined under any environmental law, rule or regulation, discovered in,
on or about the project site. All obligations and responsibilities related to such subsurface and/or pre-
existing environmental conditions of or at the project site shall be the sole responsibility of the
Customer. ModSpace shall be entitled to an appropriate extension of time necessary for the Customer
to fulfill its obligations related to such subsurface and/or environmental matters, and compensable
damage
8. Delivery of the modular building described in this Proposal is subject to delays in
refurbishment/manufacturing or delivery due to fire, flood, wind storm, riot, civil disobedience, strike,
failure to secure materials from the usual source of supply, Acts of God or any other circumstances
beyond ModSpace’s control which shall prevent the manufacturing of equipment or the making of
deliveries in the normal course of business.
8.0 Contractual Clarifications
1. ModSpace’s proposal is a proposal only and does not represent a firm offer and/or contractual
agreement. Any contractual undertaking resulting from this proposal must be approved in writing by an
authorized representative of ModSpace in order to be valid.
2. ModSpace’s proposal and any subsequent agreement are based on the terms and conditions of the
ModSpace Lease Agreement , incorporated herein by reference.
3. ModSpace reserves the right to review any terms and conditions that are in addition to or different from
those contained in the Sale Agreement, prior to acceptance of award.
4. In the event of conflict, the contents of the ModSpace Proposal and the Lease Agreement shall
supersede any and all other documents, contracts and agreements.
5. ModSpace’s proposal (inclusive of drawings), in its entirety, shall be included and made part any
agreement resulting from such proposal.
6. In the event of early occupancy prior to substantial completion, the Customer shall be responsible for all
property damage, injury, and deaths that may result from said occupancy, and indemnify the Seller for
the same.
7. ModSpace’s proposal is valid for thirty (30) days.
8. This proposal and pricing excludes all taxes, bonding and insurance.

Recommendations After an analysis of all the options that were developed as part of this report, the following options are recommended for consideration by the Board of Education to implement for the 2015-16 school year:
Option #2: Install two 4-classroom units on parking lot west of HMS
• Installs 2 new 4-classroom units
• Provides 8 new temporary classrooms for a total of 12
• Loss of 35 parking spaces to the Village of Hinsdale
Pros Cons • Opens up Master Schedule and
allows academic support periods to be held throughout the day instead of twice a day per grade level
• Additional rooms will allow specialists to have teacher desks/resources in “break-out” rooms for academic strategies
• Creates an opportunity for a flexible learning space for each grade level
• Travel distance to portables are connected/close proximity to each other to reduce isolation
• Does not impact green space
• Does not interfere with current sidewalks or flow of pedestrian traffic
• Cost
• Loss of parking for Village of Hinsdale (35 spots)
• No restrooms for teachers or students in portable “wing”
• Utilize 6-month termination clause in lease agreement
• Delay implementation until September/October

Pros Cons • Most cost-effective of all options
• No construction to take place
• Changes would be implemented for start of 2015-16 school year
• No changes to current building or portables
• No changes in number of parking spaces to Village of Hinsdale
• Would cause overcrowding issues at CHMS
• Will not resolve issue of “shared” spaces for teachers at HMS
• Transfer of staff from HMS to CHMS due to increased enrollment at CHMS
• Students and families would bear the cost of this decision
• The boundary shift would take three years to implement
