ENVIRONMENTAL CLEARANCE LETTTER ARE AS FOLLOWS:
A. SPECIFIC CONDITIONS
S.No. CONDITIONS COMPLIANCE STATUSi Prospective plan for the site showing thefurther expansion shall be formulatedand submitted to the Ministry within sixmonths.
There is no plan for further expansion now.ii Sulphur and ash contents in the fuel tobe used in the projects shall not exceed0.6% and 34% respectively at any giventime. In case of variation of coal qualityat any point of time fresh reference shallbe made to MoEF for suitableamendments to environmental clearancecondition wherever necessary.
Plant shall use linkage coal from SECLwhich generally comply the requirement.
iii A stack of 275m height shall be providedwith continuous online monitoringequipments for SOx, NOx and ParticulateMatter (PM2.5 & PM10). Exit velocity offlue gases shall not be less than 22m/sec.Mercury emission from stack may alsomonitored on periodic basis.

v High Efficiency ElectrostaticPrecipitators (ESP’s) shall be installed toensure that particulate emission doesnot exceed 50mg/Nm3. Adequate dustextraction systemsuch as cyclones/bagfilters and water spray system in dustyareas such asin coal handling and ashhandling points, transfer areas and othervulnerable dusty areas shall be provided.
99.9% efficient ESP has been provided tolimit emission <50mg/Nm3 . Photographhas been enclosed as Annexure – 2Dust extraction and dust suppressionsystems being provided.Water sprinkling on regular interval isbeing done in the dusty area. photographsenclosed as Annexure-3vi Regional Office of the Ministry ofEnvironment & Forests shall monitor theimplementation of the stipulatedconditions. A complete set of documentsincluding Environmental ImpactAssessment Report and EnvironmentManagement Plan along with theadditional information submitted fromtime to time shall be forwarded to theRegional Office for their use duringmonitoring. Projects proponent will up-load the compliance status in theirwebsite and up-date the same from timeto time at least six monthly basis.Criteria pollutants levels including NOX(from stack & ambient air) shall bedisplayed at the main gate of the powerplant.

Display board has been installed at themain gate of the company. Photograph ofthe same has been enclosed as Annexure-4vii Source sustainability study of waterrequirement shall be carried out by aninstitute of repute. The study shall alsospecify the source of water for meetingthe requirement during lean season. Thereport shall be submitted to the RegionalOffice of the Ministry within six
months.

x COC of 6.0 shall be adopted. The treatedeffluent conforming to the prescribedstandards only shall be re-circulated andreused within the plant. There shall beno discharge outside the plant boundaryexcept during monsoon. Arrangementsshall be made that effluent and stormwater do not get mixed. A sewagetreatment plant shall be provided (asapplicable) and the treated sewage shallbe used for raising greenbelt/ Plantation.
COC 6.0 will be adopted.Effluent will be treated up to prescribedstandard and will be re-circulated andreused within the plant.1. There is no discharge outside the plantboundary (Except storm water duringmonsoon).2. Separate arrangements have beenprovided for runoff effluent and stormwater.3. A sewage treatment system has beeninstalled at colony area in plant site.Photographs has been attached asAnnexure –6.4. Treated waste water will be used forGreen- belt development and gardeningpurposes.xi Rainwater harvesting should be adopted.Central Groundwater Authority/ Boardshall be consulted for finalization ofappropriate rainwater harvestingtechnology within a period of threemonths from the date of clearance anddetails shall be furnished.
Rainwater harvesting plan has beensubmitted to concern authority.
xii Minimum required environmental flowsuggested by the Competent Authority ofthe State Govt. shall be maintained in theChannel/ Rivers (as applicable) even inlean season.Noted and will be complied.
xiii Additional soil for leveling of theproposed site shall be generated withinthe sites (to the extent possible) so thatnatural drainage system of the area isprotected and improved.Complied.
xiv Ash pond shall be moved away from sidefacing river and a thick three tier greenbelt shall be developed on the westernside of the ash pond. Area of reservoirshall be restricted to 75 acres. The proposed ash pond will not beready at the time of synchronization.Hence, we are in proposes toconstruct interim ash pond. Copy ofthe location has been submitted toconcern authority and submissionreceipt has been enclosed asAnnexure-7.
During 2014-2015we have planted14000 plant of total44,000 plantswith 70% survival rate.

xv Utilization of 100% Fly Ash generatedshall be made from 4th year of operationof the plant. Status of implementationshall be reported to the Regional Officeof the Ministry from time to time.Noted, will be complied.
xvi Fly Ash shall be collected in dry form andstorage facility (silos) shall be provided.Unutilized fly ash shall be disposed off inthe ash pond in the form of slurry.Mercury and other heavy metals (As, Hg,Cr, Pb, etc.) will be monitored in thebottom ash as also in the effluentsemanating from the existing ash pond.No ash shall be disposed off in low lyingarea.
Silo is under construction phase andphotographs has been enclosed asAnnexure-8.(Guidelines will be followed as per thenorms.)
xvii Ash Pond shall be lined withHDPE/LDPE lining or any other suitableimpermeable media such that noleachate takes place at any point of time.Adequate safety measures shall also beimplemented to protect the ash dykefrom getting breached.
Ash pond will be lined with suitableimpermeable media to prevent leachate.Adequate safety measures will beprovided to protect the ash dyke formgetting breached.xviii For disposal of Bottom Ash in abandonedmines (if proposed to be undertaken) itshall be ensured that the bottom andsides of the mined out areas areadequately lined with clay before BottomAsh is filled up. The project proponentshall inform the State Pollution ControlBoard well in advance beforeundertaking the activity.

xix Green Belt consisting of 3 tiers ofplantations of native species aroundplant and at least 100m width shall beraised. Wherever 100m width is notfeasible adequate justification shall besubmitted to the Ministry and Green beltshall be raised all around the plantcomprising of at least 33% of total area.Tree density shall not less than2500 perha with survival rate not less than 75%.
We are developing greenbelt around theproject site.During the last year we have beenplanted 14,000 plants of total 44000plant with 70% survival rate.Local planted species being preferred forthe plantation, like; Azadirachta indica(Neem), Terminalia arjuna (Arjuna),Delonix regia (GulMohar),Phyllanthusemblica(Amla), Cassia semia,Peltophorumetc.

xx Two nearest village shall be adopted andbasic amenities like development ofroads, drinking water supply, primaryhealth centre, primary school etc. shallbe developed in co-ordination with thedistrict administration.We have provided basic infrastructurefacilities, conducted education programme,health and renovation of structures in &around the villages. The details ofprogramme under taken are enclosed asAnnexure-10.xxi The project proponent shall alsoadequately contribute in thedevelopment of the neighboring villages.Special Package with implementationschedule for free potable drinking watersupply in the nearby village and schoolsshall be undertaken in a time boundmanner.
Details of the same has been enclosed asAnnexure-10.
xxii An action plan for R&R (as applicable)with package for the project affectedpersons be submitted and implementedas per prevalent R&R policy within threemonths from the date of issue of thisletter.The total land has been taken from CSIDCand the company has signed tri-partyagreement (State, CSIDC and Company) forimplementing R&R Policy actions. Will becomplied with suitable R&R action alreadysubmitted as finalized by CSIDC/ collector.xxiii An amount of Rs 5.0 Crores shall beearmarked as one time capital cost forCSR programme. Subsequently arecurring expenditure of Rs 1.0 Croresper annum shall be earmarked asrecurring expenditure for CSR activities.Details of the activities to be undertakenshall be submitted within one monthalong with road map for implementation.
Requisite amount under CSR has beenearmarked. CSR activities under takenOctober 2014 to March, 2015 are enclosedasAnnexure-10.
xxiv While identifying CSR programme thecompany shall conduct need basedassessment for the nearby villages tostudy economic measure with actionplan which can help in upliftment ofpoor section of society. Incomegenerating projects consistent with thetraditional skills of the people besidesdevelopment of fodder farm, fruitbearing orchards, vocational training etc.can form a part of such programme.Company shall provide separate budgetfor community development activitiesand income generating programmes.This will be in addition to vocationaltraining for individuals imparted to takeup self employment and jobs.
We have developed a CSR team toundertake responsibility to engage with thelocal villagers to put in place a long termstrategy and plan for the socio-economicbetterment of local people. Currentactivities for CSR implementation aredescribed as attachment in Annexure –10.

xxv It shall be ensured that in-builtmonitoring mechanism for the schemesidentified is in place and annual socialaudit shall be got done from the nearestgovernment institute of repute in theregion. The project proponent shall alsosubmit the status of implementation ofthe scheme from time to time.

B. GENERAL CONDITIONS
S. N. CONDITIONS COMPLIANCE STATUSi Adequate safety measures shall beprovided in the plant area to check/minimize spontaneous fires in coal yard,especially during summer seasons. Copyof these measures with full details alongwith locations plant layout shall besubmitted to the Ministry as well as tothe Regional Office of the Ministry.
Shall be provided.Photographs of emergency responsefacilities at site is enclosed as Annexure-11.
ii Storage facilities for auxiliary liquid fuelsuch as LDO and HFO/LSHS shall bemade in the plant area in consultationwith Department of Explosives, Nagpur.Sulphur content in the liquid fuel will notexceed 0.5%. Disaster Management Planshall be prepared to meet anyeventuality in case of an accident takingplace due to storage of oil.
All Suitable safety measures NFPA codeIS code will be adopted as perrecommendation of department ofexplosive Nagpur. Two Liquid fuelstorage tanks are installed at plant site.Presently it is in Construction Phase.Photographs of the same has beenenclosed as Annexure-12.DMP will be prepared to meet anyeventuality in case of an accident takingplace.iii Regular monitoring of ground waterlevel shall be carried out by establishinga network of existing wells andconstructing new piezometers.Monitoring around the ash pond areashall be carried out particularly forheavy metals (Hg, Cr, As, Pd) and recordsmaintained and submitted to theRegional Office of this Ministry. The dataso obtained should be compared withthe baseline data so as to ensure that theground water quality is not adverselyaffected due to the projects.
Piezometers are installed in the twolocations inside of the plant. Layoutshowing location of piezometers andphotograph has been enclosed asAnnexure –13.Monitoring around the ash pond areawill be carried out particularly for heavymetals (Hg, Cr, As, Pb) and records willbe maintained and submitted to theRegional Office of this Ministry duringoperational phase of the project.Regular monitoring of the ground waterhas been carried out and ground watermonitoring results has been enclosed asAnnexure–14.

iv Monitoring surface water quantity andquality shall also be regularly conductedand records maintained. The monitoreddata shall be submitted to the Ministryregularly. Further, monitoring pointsshall be located between the plant anddrainage in the direction of flow ofground water and records maintained.Monitoring for heavy metals in groundwater shall be undertaken.
The surface water samples were collectedfrom the river. Surface water Qualityanalysis has been done & results areenclosed as Annexure-15.
v First Aid and sanitation arrangementsshall be made for the drivers and othercontract workers during constructionphase.Proper First aid and sanitation for labourshave been provided in Construction phase.Photographs are enclosed as Annexure-16.
vi Noise levels emanating from turbinesshall be so controlled such that the noisein the work zone shall be limited to 75 dBA. For people working in the high noisearea, requisite personal protectiveequipment like earplugs/ear muffs etc.shall be provided. Workers engaged innoisy areas such as turbine area, aircompressors etc. shall be periodicallyexamined to maintain audiometricrecord and for treatment for any hearingloss including shifting to non noisy/lessnoisy areas.
The noise level in the work zone area willbe maintained below 75 dBA.Earplugs /ear muffs available for use aspersonal protective equipment to theworkers in noise area.The results of noise monitoring areenclosed as Annexure-17.
vii Regular monitoring of ground levelconcentration of SO2, NOX, PM2.5& PM 10and Hg shall be carried out in the impactzone and records maintained. If at anystage these levels are found to exceedthe prescribed limits, necessary controlmeasures shall be provided immediately.The location of the monitoring stationsand frequency of monitoring shall bedecided in consultation with SPCB.Periodic report shall be submitted to theRegional Office of the Ministry. The datashall also be put on the website of thecompany.
Regular monitoring of ground levelconcentration of SO2, NOX, PM2.5 & PM10are carried out & results are enclosed asAnnexure-18.Results are within stipulated standards.Frequency of AAQ monitoring is sixmonthly.Monitoring Locations as per REIA reportalready approved by the concernauthority.

viii Provision shall be made for the housingof construction labour (as applicable)within the site with all necessaryinfrastructure and facilities such as fuelfor cooking, mobile toilets, mobile STP,safe drinking water, medical health care,crèche etc. the housing may be in theform of temporary structure to beremoved after the completion of theproject.
All necessary facilities being provided tothe labourers photographs are enclosedas Annexure-19.After completion of project temporarystructures will be removed.
ix The project proponent shall advertise inat least two local newspapers widelycirculated in the region around theproject, one of which shall be in thevernacular language of the localityconcerned within seven days from thedate of this clearance letter, informingthat the projects has been accordedenvironmental clearance and copies ofclearance letter are available with theState Pollution Control Board/Committee and may also be seen atWebsite of the Ministry of Environmentand Forests at http://envfor.nic.in.
Same has been complied & advertisementhad been given in two newspapers. Copy ofthe same has been enclosed as Annexure-20.
x A copy of the clearance letter shall besent by the proponent to concernedPanchayat, ZilaParisad / MunicipalCorporation, Urban local body and theLocal NGO, if any, from whomsuggestions /representations, If any,received while processing the proposal.The clearance letter shall also be put onthe website of the company by theproponent.
A copy of the clearance letter has beenalready sent to concerned Panchayat, ZilaParisad / Municipal Corporation, Urbanlocal body and the Local NGO.
xi An Environmental Cell shall be created atthe projects site itself and shall beheaded by an officer of appropriateseniority and qualification. It shall beensured that the head of the cell shalldirectly report to the head of theorganization.
We have well qualified EnvironmentManagement Cell. Environmental Manageris directly reporting to Plant Head of SPGCL.

xii The proponent shall upload the status ofcompliance of the stipulated ECconditions, including results ofmonitored data on their website andshall update the same periodically. Ifshall simultaneously be sent to theRegional Office of MoEF the respectiveZonal Office of CPCB and the SPCB. Thecriteria pollution levels namely; SPM,RSPM (PM2.5 & PM10), SO2, NOX (ambientas well as stacks emissions) shall bedisplayed at a convenient location nearthe main gate of the company in thepublic domain.
Half yearly compliance Report along withAAQ monitoring results are beingsubmitted to the Regional Office of MoEFthe respective Zonal Office of CPCB and theSPCB on regular basis. and the same isbeing displayed on company’s website aswell as at a convenient location near themain gate of the company in the publicdomain.Submission receipt of the last compliancereport has been enclosed as Annexure-21.xiii The environment statement for eachfinancial year ending 31st March inFrom-V as is mandated to be submittedby the projects proponent to theconcerned State Pollution Control Boardas prescribed under the Environment(Protection) Rules, 1986, as amendedsubsequently, shall also be put on thewebsite of the company along with thestatus of compliance of environmentalclearance conditions and shall also besent to the respective Regional Offices ofthe Ministry by E-mail.
We are submitting the same on regularbasis and also uploading it on company’swebsite.
xiv The project proponent shall submit sixmonthly reports on the status of theimplementation of the stipulatedenvironmental safeguards to theMinistry of Environment and Forests, itsRegional Office, Central Pollution ControlBoard and State Pollution Control Board.The projects proponent shall upload thestatus of compliance of the environmentof the environmental clearanceconditions on their website and updatethe same periodically andsimultaneously send the same by E-mailto the Regional Office, Ministry ofEnvironment and Forests.
Status of compliance of EnvironmentalClearance is uploaded on company’swebsite and updated the same regularlyand six monthly compliance reports hasbeen submitted to respective authority. Copy of Environmental Clearance is also E-mailed to the Regional Office, Ministry ofEnvironment and Forests.

xv Separate funds shall be allocated forimplementation of environmentalprotection measures along with item-wise break-up. These cost shall beincluded as part of the project cost. Thefunds earmarked for the environmentprotection measures shall not bediverted for other purposes and year-wise expenditure should be reported tothe Ministry.

1. IntroductionSKS power Generation Chhattisgarh Limited (SPGCL) is a 1200 MW coal based powerproject is located at villager - Binjkot & Darramura,Tehsil-kharisaof Raigarh district,Chhattisgarh.The project is being executed in partnership with SKS Ispat and Power and Catha global,who initiated development from its inception. The project is being completed in two phasesof (2 x 300)600 MW each. Commenced construction in 2011.The project enjoys a full coallinkage as well as access to a nearby captive coal mine. Power purchase agreements havebeen executed with the State of Chhattisgarh and with Tata Power Trading. Power will beevacuated through a 400 KV transmission line to Power Grid Corporation with long termopen access to the Western and Northern Regions. Presently the project is in under conationPhase.2. Source of Water:Raw Water for the entire plan will be drawn from river Mahanadi and will be stored inreservoir with 15 days storage. The State Government has allotted 34.20 MCM of water perannum for the power plant. The water generated inside the plant will be treated adequatelyand used for dust suppression, washing of floor and also for irrigation the green belt andgardening purpose. The entire treated waste water shall be recycled and reused.3. Rain Water HarvestingMost of rainwater goes as runoff and small portion of total rainfall meets the undergroundwater as per hydraulic parameters. Therefore, a wise, viable and cheaper solution toenhance water availability through Rain Water harvesting. Hard surface such as roofpavements and roads that decrease groundwater percolation constitute catchments andgenerate the high runoff which has to be diverted in to the storage tank and recharged in toground water regime through simple filtration and injection well system for subsequentextraction by service wells. To improve water availability rainwater harvesting is the mostimminent and long term solution.3.1 Rainwater Harvesting SchemeThe run-off from the provisos area will be routed directly to the rainwater harvestingstructures constructed at suitable location as per the contours. Looking into the amount ofrainwater runoff available it is proposed to construct ponds/ injection well within the plantarea. The Total capacity of these tanks/ injection well will works out to be for the basic ofrunoff, which will consider sufficient to capture the storm water generated from the plantarea. This will result in increase in groundwater tables and to some extent the improvementof ground water quality.4. Ground Water levelRaw Water for the entire plant will be drawn from river Mahanadi and will be stored inreservoir with 15 days storage. The State Government has allotted 34.20 MCM of water perannum for the power plant. CONCLUSION:There is no ground water extracted for construction of plant. So due to plant activities there noeffect on the ground water level. For operation of plant raw water for the entire plant will bedrawn from river Mahanadi. The State Government has allotted 34.20 MCM of water per annumfor the power plant. The overall water level and quality of ground water is satisfactory in theplant. The rain water should be collected in the plant premises. This is done by constructingspecial water-harvesting structures. Rain water harvesting has the following objectives:1. To reduce- run-off loss.2. To avoid flooding of roads.3. To meet the increasing demand of water.4. To raise the water table by recharging ground water.5. To reduce ground water contamination.6. To supplement ground water supplies during lean season.Rain water harvesting Techniques:There are two main techniques of rain water harvestings.1. Storage of rainwater on surface for future use.2. Recharge to ground water.

The storage of rain water on surface is a traditional technique and structures used wareunderground tanks, Ponds, check dams, weirs etc. Recharge to ground water is a new concept ofrain water harvesting and the structures generally used are:- Pits: - Recharge pits are constructed for recharging the shallow aquifer. These areconstructed 1 to 2 m, wide and to 3 m. deep which are back filled with boulders, gravels,coarse sand. Trenches: - Trench are constructed when the permeable stream is available at shallowdepth. Trench may be 0.5 to 1m. Wide, 1 to 1.5m deep and 10 to 20 m. long depending upavailability of water. These are back filled with filter materials. Dug wells: - Dug wells may be utilized as recharge structure and water should pass throughfilter media before putting into dug well. Hand pumps: - The existing hand pumps may be used for recharging the shallow/deepaquifers, if the availability of water is limited. Water should pass through filter media beforediverting it into hand pumps. Recharge wells:- Recharge wells of 100 to 300 mm. diameter are generally constructed forrecharging the deeper aquifers and water is passed through filter media to avoid choking ofrecharge wells. Recharge Shafts:- For recharging the shallow aquifer which are located below clayeysurface, recharge shafts of 0.5 to 3m. Diameter and 10 to 15 m. deep are constructed andback filled with boulders, gravels & coarse sand. Lateral shafts with bore wells:- For recharging the upper as well as deeper aquifers lateralshafts of 1.5 to 2 m. wide & 10 to 30 m. long depending upon availability of water with oneor two bore wells are constructed. The lateral shaft is back filled with boulders, gravels &coarse sand. Spreading techniques:- When permeable strata start from top then this technique is used.Spread the water in streams/ Nalas by making check dams, nala bunds, cement plugs,gabion structures or a percolation pond may be constructed.In roof top rain water harvesting, which is low cost and effective technique for houses andbuildings, the rain water from the top of the roof is diverted to some surface tank or pit througha delivery system which can be later used for several purposes. Also, it can be used to rechargeunderground aquifers by diverting the stored water to some abandoned dug-well or by using ahand pump.All the above techniques of rain water harvesting are low-cost methods with little maintenanceexpenses. Rain water harvesting helps in recharging the gainers, improving ground water
quality by dilution, improves soil moisture and reduces soil erosion by minimizing run-offwater.
