She was introduced to the metro partners, members of civil society and media on Monday were she called for a work ethic of selflessness and dedication from municipal management, general employees and the political leadership to take the city to its rightful place within the economy of the country. “The appointment will be a major boost in the efforts to put the city back on a positive path,” said executive mayor Zanoxolo Wayile, adding that currently the metro municipality was faced with lack of administration, absence of disci- pline and direction. According to Wayile this re- sulted in service delivery challenges. With Dr Msengana-Ndlela at the helm, the mayor said he believes the metro will work fast- er and efficiently in finding solutions to the com- plex political problems the city is facing. “I am aware of the mammoth task that lies ahead but am also optimistic that these challeng- es are not insurmountable,” said Dr Msengana- Ndlela who believes in working as a collective in serving the community. “I was inspired to come here (to the Bay) to serve. This is a calling to do service to the people of the city,” she said. She promised to spend time listening to the stakeholders and members of the community who she believes have a major role to play in the governance of the city – the engine of the econo- my. In her first 100 days in office, the city manag- er said key issues needing urgent attention in her book was to address basic administration. After just one day in office, Msengana-Ndlela did not waste any time: on Monday she had meetings lined up for the entire day with differ- ent stakeholders within and outside the munici- pality. These meetings included meetings with the ANC Regional Executive Committee, Multipar- ty Whips, Municipal Executive Directors and Union leadership, and the media. She also held a meeting with stakeholders in business, reli- gious fraternity, non-governmental organiza- tions and gender-based organizations. “I am not under any illusion that the challeng- es faced by the Nelson Mandela Bay Municipali- ty will just disappear now that I am here. Coop- eration, collective leadership and a good work ethic will be the key factors,” said Msengana- Ndlela. “We have got a task as a collective to work with speed in bringing normality to this institu- tion. We need to set ourselves goals, over the short, medium and long term. Local government is about service to the people and requires com- mitment from all of us, whether as managers, politicians or employees of the Municipality,” she added. Msengana-Ndlela said her immediate goal was the filling of the vacant Executive Director positions and more streamlined interactions with directorates and sub-directorates to under- stand the current state of affairs in each section. However, Msengana-Ndlela added that she would not spend her days in endless meetings, as there was much work to be done. She is a qualified and experienced administra- tor who holds a PhD in Urban Governance, Leadership and Local Economic Development from the University of Warwick in the United Kingdom. She is known for her principled approach to administration and institutional development. This married mother of three grown-up children is excited to be part of a metro that is named after world icon Nelson Mandela. A MOTHERWELL family is mourning theloss of a woman, who they feel might stillhave been alive, if shewasn’t left towaitmorethan seven days for surgery to a broken armin the Livingstone Hospital.

Barbara Jajula (59) died seven days afterbeing admitted to the hospital after being in-jured in a taxi accident.“We do not know what killed our mother,”

said Jajula’s daughter Sylvia. According toSylvia (24), Livingstone hospital told themJajula collapsed and died of a heart attack.But Sylvia and her mother’s employer Lin-

da Otto of Newton Park are questioning thehospital’s explanation.

Said Otto: “Sylvia was involved in the taxiaccident on theN2 nearBluewater Bay on themorning of Tuesday 12 February. She sus-tained injuries to her arm and was rushed toLivingstone hospital where she was hopingto get medical assistance.”On admission, according to Otto, “She

(Jajula)was coveredwith only a bandage andwas never operated on or her arm put in acast. An X-ray, which revealed that her armwas broken, was only done three days aftershe was admitted to the hospital.”After almost a week of going in and out of

hospital to monitor their mother’s condition,Sylvia said they visited her onWednesday 20February and she was speaking to them nice-ly except for thepains in thearm - only tohearfrom the hospital that later that day she died

of a heart attack.“If the hospital treated my mother on time

I believe she should not have died,” said Syl-via sobbing.“What happened to Barbara (Jajula)? I

can’t find out why did she die?”Otto described Jajula as a shy but wonder-

ful person. “Shewas aquiet but very fantasticperson.We’ve been together formany years,”said Otto.“If the family is not satisfied about the

cause of death they are at liberty to approachthe Department for a post mortem,” said Pro-vincial health spokesperson Sizwe Kupelo.He added that even if the person has al-

ready been buried, the body can still be ex-humed and the real cause of death identi-fied.

ABOUT 50 angry residents from Veeplaasin Port Elizabeth protested at the magis-trate’s court in New Brighton last Wednes-day to demand the release of two communi-tymemberswhohad been arrested for alleg-edly assaulting Ntsikelelo Ntsangani, aman they suspected of stealing buildingma-terials.

Residents sang and toyi-toyed in front ofthe court at Ntshekisa Street, carrying plac-ards calling for their immediate release.The court, however, did not entertain the

residents’ call. Instead, the accused whosenames cannot be mentioned because theyhave not pleaded yet, were remanded in cus-tody until tomorrow March 7.“The two were charged for assault

(GBH),” confirmed police spokespersonWarrant Officer Thembi Gwe.The residents of Ward 30 allegedly beat

the complainant for stealing building mate-rial at a construction site in Veeplaas.Residents accuse police of failing to do

their job properly. They reported Ntsanga-ni and his accomplice to the police but weredisappointed by their failure to arrest them.“We found some members of the commu-

nity with bags of cement and they claim tohave bought them from these thieves,” said

Khanya Apleni, a resident.“We then beat them. We have been wait-

ing for the construction of the houses forquite a long time,” said Vakele Bukani, an-other resident.According to residents, Ntsangani was

seen with his friends carrying knives andcharging against some of them as targets.Then all hell broke loose, they say.Nelson Mandela Bay Municipal spokes-

person Mthubanzi Mniki condemned vigi-lantism by community members.Although the matter was one concerning

the contractor on site, Mniki did acknowl-edge that it was adversely affecting the mu-nicipality’s service delivery and thereforehe understood the residents’ actions.“We appreciate active citizenry but want

to state clearly that we condemn acts of vig-ilantism by our residents,” said Mniki.According to Mniki, people caught steal-

ing should be reported to the police for thelaw to take its course.Furthermore, saidMniki, themunicipali-

ty condemns buying of stolen property bycommunity members.“This is unlawful. It is equal to stealing

and is punishable by law,” he said.Mniki urged building contractors to

tighten security at sites. He said he contrac-tors should also establish good working re-lations with the communities they serve.

KWANOBUHLE Community Police Fo-rum (CPF), SA Police Service (SAPS) andmembers of theDepartment of SocialWel-fare worked together with local schoolslast week to help children faced with so-cial problems.

In celebration of Child ProtectionWeek, the CPF, SAPS and Social Welfareofficials visited a few schools to identifychildren that were known to teachers toexperience social problems - that couldperhapsmake it difficult for learning andteaching to take place.Three siblings, aged 10, 8 and 5 from

Sikhothina Primary School (whosenames cannot be mentioned to protecttheir identity) were seen to be experienc-ing enormous problems.The children stay with their unem-

ployed uncle in abject poverty while thewhereabouts of their mother are un-known.Their teachers explained that the chil-

dren, who don’t receive social grants,lack basic things that children would ide-ally require, fromwashing to wearing de-cent clothes.

“The older girl would sometimes cometo school not wearing any underwear.She would say they had not eaten sincethe previous afternoon or so,” said one fe-male teacher.She and some of her colleagues collect-

ed clothing from family and friends forthe children whose school-work was alsonot progressing satisfactorily.CPFChairpersonMonicaMbatsha said

she started learning about the children’ssituation when their uncle was arrestedfor possession of dagga, early in the year.“We do have cases of extreme poverty

and child-headed households in theschool. Some children look after theirsick gogos while some look after peoplesuffering from HIV/Aids.“Yes, we do what we can as human be-

ings but sometimes really need support,”said school principal MlungiseleliMiggels. He added that he knew about thekids and their problems as his school didhave an Institutional Leaner SupportTeam whose task was to look after child-welfare.Child and Welfare officials Nozuko

PORT Elizabeth police last Wednesdayarrested a 41-year old man, who allegedlyrents out his fire-arm to criminals, andcharged him for perjury, defeating theends of justice and contravening theFirearms Control Act.

The man, from Ngwendu Street in Kwa-Zakhele, allegedly lied to police aboutthe whereabouts of his licensed firearm.

“The accused reported a case of house-breaking and theft, where he reportedthat his firearm was stolen,” said police

spokesperson Warrant Officer ThembiGwe.

After investigations it was later dis-covered that the man gave police false in-formation under oath. There was nevera house-breaking.

“Upon further investigation, it wasconfirmed that the man was renting outhis firearm to criminals - depending onthe crime committed he would allegedlycharge up to R500 cash,” said W/O Gwe.

Investigation Officer Sergeant EvanAckerman of the Task Team arrested theaccused.

He was expected in court soon.

UITENHAGE police have offered a R20 000reward to anyone who can assist them withinformation about the murder of the then20 year-old Shu-Morney Lindsey AstridLeeuwskitter on 26 December 2010.

According to police information, a mem-ber of the community discovered her bodyat about 09:50 on the day after Christmas -on 26 December 2010 inside the premises ofEast Cape Midlands College, Park Avenue,Central, Uitenhage.

Shu-Morney was found (strangled) withher own belt around her neck and the postmortem concluded that her cause of deathwas strangulation, said police spokesper-son Warrant Officer Gerda Swart.

“Police are offering a reward of up toR 20 000 for information that will lead to thearrest and successful prosecution of the ac-cused,” said W/O Swart.

around the country are beingbrought to their knees by ruthless

syndicates who are responsible for citiesand towns losing millions every month.The theft is relentless. In one of the

more recent examples, the NelsonMandela Bay Municipality said it waslosing 24 mi l l ion each month .eThekwini ratepayers are reported tobe losing R120 million a year.The Cit ies of Cape Town and

Johannesburg lose about R121 million andR663 million respectively. The crime has

also been reported as one of the factors thatbrought uMsunduzi Municipality to itsknees. Many other smaller municipalitiesare likewise being devastated.The crime behind these losses is

electricity theft and happens in variousforms. Syndicates employ individuals whoare desperate for work to sell illegalprepaid electricity vouchers, to connecthouseholds illegally, tamper with theirmeters, or to steal electricity cables.The culprits do all of this at a fee,luring innocent people into crime. Thesesyndicates often pretend to be employees

of Eskom or local government, intimidatingand vict imising ordinary cit izens,preventing them from taking action.Recently a large quantity of electricity

boxes, connectors and a receipt book werefound during the arrest of suspects inPort Elizabeth. The receipt book includedaddresses of buildings in Cape Town,George, Knysna and Port Elizabethwhere electricity boxes were installed.Investigations are ongoing and informationfound in the receipt book could lead tofurther arrests. The perpetrators couldface serious criminal charges.

Local government has joined forces withthe power utility Eskom, the businesssector and the media to stem theflow of losses caused by electricity theft.The South African Local GovernmentAssociation (SALGA) is a core partner ofOperation Khanyisa, a campaign thataims to mobilise all South Africans forlegal, safe and efficient electricity use.SALGA has recently committed to

redoubling its efforts to combat thecrime of electricity theft, which it saysis responsible for municipalities losing upto R3.2 billion each year.

According to SALGA’s ExecutiveDirector for Municipal InfrastructureServices, Mthobeli Kolisa, SALGA needsto coordinate and support municipalities toact and report their action in respect ofelectricity theft, and to review their by-laws to have more stringent penaltiesagainst electricity theft.At the launch of Operation Khanyisa,

Xolile George, CEO of SALGA, describedelectricity theft as “a pandemic coursingthrough our delivery capabilities and fiscalplanning.”“Local government,” he said “plays a

pivotal role in the distribution of electricity,and electricity theft hits at the very heartof the electricity distribution industry inSouth Africa.”“Enough is enough,” George continued.

“We have joined forces with our partners inOperation Khanyisa and will stamp outthis crime.”Together with Crime Line, Operation

Let's talk about TBTB is a disease that, although preventable, is still ravaging the people of our city. Over the following few weeks, the District Office of Health aims at sharing certain key information on TB with you. Theobjectives of these articles are to, primarily, prevent the spread of the disease and, secondary, to advise on how to optimise treatment in order to achieve the speedy cure and recovery from TB for thosewho have contracted the disease (yes, TB is completely curable).In this instalment, I wish to touch on some general issues. TB is largely preventable, yet in our city we have about 10 890 people on treatment every day. This excludes the 417 patients who are in the3 TB Hospitals.

Pulmonary TB (TB of the lungs) is caused by an organism called a TB Bacillus. It is so small and light, that it easily spreads from person to person through the air. That is why we ask people to be aware ofwhen they cough or sneeze in the presence of anybody else. This happens at home, on buses, taxis and trains, in offices and, yes, even in sports bars and shebeens.

In past we asked people to just place their hands over their mouths when they coughed or sneezed, but we now ask people to cough & sneeze into their sleeves or into a piece of cloth that willnot allow any germs to go out into the open air.Also, open windows to allow fresh air to continuously come into any area you are in.Lastly, make sure you eat enough healthy food (yes, a healthy body does not get TB as easily as a malnourished body)

THE 2013 Spur Masidlale Schools Soccer De-velopment Programme and Life-skills Train-ing was officially launched at the NU2 Stadi-um in Motherwell, Port Elizabeth last Tues-day.

The event was honoured by the presence offormer Bafana Bafana and Kaizer Chiefsstriker Patrick Mayo who is the Port Eliza-beth based Ambassador of the programme.Also in attendance were the executive mem-bers of the SA Schools Football Association(SASFA), coaches, teachers, pupils and fans.

“I enjoy being part of this programme. Itgives me more responsibility to encourageboth boys and girls to take the sport seriouslyand do away with drugs, booze and crime,”said Mayo who also had a stint with Super-sport United in his heyday.

According to Interactive Sport’s DanielSerman this year’s programme started witha coach-the-coaches course to assist those in-volved to better their skills.

Serman stressed, however, that the SpurMasidlale programme was not necessarily

about excellence in soccer. It was ratherabout creating opportunities and instillingdiscipline to the young thinkers with the nec-essary life-skills to survive.

The league involves 10 primary schoolsnamely,VukaniBantu,Elufefeni,Vezubuhle,Nxanelwimfundo, Khulile, Mdengeentonga,Imbasa, Canzibe, Mboniselo and Siyapham-bili.

The programme started in earnest thisweek and the competition will continue forthe next nine weeks after which the winnerswill be announced.

The successful team will receive Spurbranded Umbro kit, get a special PSL VIP ex-perience watching a PSL match as mascotsand be treated to lunch.

“The Spur Masidlale Soccer programme iscurrently recognised as one of the leadingyouth soccer development initiatives whichuses local coaches from each region,” saidKhaki Diala of the Spur Group.

SASFA Deputy Chairperson NomondeMakuleni noted that the programme gaveequal opportunities to both boys and girls.“This augurs well for football development inthis country,’ said Makuleni.

ONE of the richest tournamentscalled MOFA Build It Big DaddyHeineken Easter Tournament willonce again be hosted by Mother-well Football Association (MOFA)over the Easter weekend startingfrom March 28.According to the tournament co-

ordinator, Varas Temele, teamsfrom any Local Football Associa-tion (LFA) are invited to registerat a cost of R500. Vodacom Leagueteams are, however, not allowed toregister.Varas urged teams to register on

time because a first come firstserved basis is applicable and firstpreference will be given to MOFAteams. Varas also highlighted thatall law enforcement structureswould ensure the safety and secu-rity of the teams and fans.

Teams and fans are also urged todisplay high levels of discipline.This tournament is known as

one of the richest events in ama-teur football in the Metro town-ships because the prize money ex-ceeds R30 000.The winners will scoop R15 000,

a floating trophy plus 25 gold med-als while the runners up will re-ceive R10 000 and 25 silver medals.The losing semi-finalistswill not

go home empty handed and theywill each get R5 000.The current reigning winners
