• In 1994 Citizenship and Immigration Canada (CIC) requested medical reports
• With the objective of assessing if the health of the worker is optimal for agricultural work
•The primary reason was that the incidence of tuberculosis is higher in Mexico than in Canada (14 out of every 100,000 persons in Mexico and 4 out of every 100,000 persons in Canada)
• In that same year, the Health Secretariat began preparing medical reports through the Health Services of the Federal District
