About ICATT

The Institute of Chartered Accountants of Trinidad & Tobago (ICATT) wasestablished 40 years ago by an Act of Parliament in 1970. ICATT’s responsibilitywas for the training, development and sustainability of the accounting professionthrough education and lobbying to government on matters of a national interest.

ICATT’s membership stands at approximately 1,000 active members who operate inall sectors of the economy and Government. Our Council comprises volunteers -members who are elected from the general membership at the Annual GeneralMeeting and is represented by the various interest groups within the profession,such as the Big Four, Small and Medium Size Practitioners and ProfessionalAccountants in Business.

ICATT is a member of the International Federation of Accountants and Trinidad andTobago was one of the first countries to fully adopt International FinancialReporting Standards (IFRS) formerly International Accounting Standards in 1999and more recently adopted IFRS for SMEs in 2010. The Institute has alsosuccessfully engaged in the Practise Monitoring initiative which is intended to servethe interest of the public. The Practice Monitoring process involves visiting licensedauditors/firms and reviewing their audit files to verify whether they have compliedwith International Standards on Auditing (ISA) and is an important component ofthe self – regulatory functions of the Accountancy Profession.

The Institute has been engaged in strategic relations with various stakeholders;including the Government, state regulatory agencies, the Bankers Association andvarious Trade Associations. ICATT hopes to forge stronger relationships with ourmembers and our key stakeholders in order to strengthen the profession andprovide a voice on key topical matters that face our business community andeconomy.

The Honourable Winston DookeranMinister of Finance, Government Of Trinidad and Tobago

Keynote Address

The Honourable Winston Dookeran, Minister of Finance was appointed on 28th May, 2010.Minister Dookeran spent some fifteen years as a lecturer at the Department of Economicsat the University of the West Indies. He was a former Minister of Planning and Mobilizationin 1986 and also served as Acting Prime Minister.

Minister Dookeran has worked as a Senior Economist at the United Nations EconomicCommission for Latin America and the Caribbean (UNECLAC). He served as a member ofthe Executive Board of the Inter-American Development Bank (IADB) and as Governor ofthe Caribbean Development Bank (CDB). Minister Dookeran is also a former Governor ofthe Central Bank of Trinidad and Tobago (CBTT) having served between 1997 to 2002.

The Minister attended the University of Manitoba, Winnipeg, Canada, where he graduatedwith a BSc. in Economics. It was there that he made his first entry into politics and servedas the President of the University of Manitoba Students' Union. He subsequently attendedthe London School of Economics, where he obtained his Masters Degree in Economics

Mr. Pierre is currently president of the Institute of Chartered Accountants of Trinidad andTobago, and serves as a director of Institute of Chartered Accountants of the Caribbean,the Caribbean Association of Industry and Commerce, and finance director of JuniorAchievement of Trinidad and Tobago. He is also a fellow of the Association of CharteredCertified Accountants (UK), a member of the Institute of Certified Financial Consultants(USA) and an associate of the Association of Certified Fraud Examiners (USA).

He obtained his primary designation at the London School of Accountancy in the UK,having graduated from St. Mary’s College in Port of Spain. Mr. Carl Hiralal was appointed to the position of Inspector of Financial Institutions at the Central Bank of Trinidad and Tobago effective January 1, 2007.

Mr. Hiralal is an experienced regulator with over twenty-seven years’ supervisory experience. Prior to his appointment in Trinidad, he worked at the Office of the Superintendent of Financial Institutions, Canada as a Senior Director with regulatory and supervisory responsibilities for over four hundred financial institutions, comprising banks, insurance companies and credit unions. For a specific period of time he was also responsible for directing the examinations of occupational pension plans.

Mr. Hiralal was actively involved with the International Association of Insurance Supervisors (IAIS) and was a member of its Executive Committee. He was also a member of the Board of Directors of the Canada Deposit Insurance Corporation.

Mr. Hiralal holds a Bachelors Degree in Business Management and is a Certified General Accountant. He is also a member of the Institute of Chartered Accountants of Trinidad and Tobago.

David A. Hall has held executive positions as Chief Internal Auditor (CIA) with two of thelargest conglomerates in the Caribbean. He has also worked at PricewaterhouseCoopers inthe capacity of Consultant in its Business Assurance Services division. Throughout his careerhe has held other Executive and managerial positions. He was selected as one of the top 100managers worldwide to attend the prestigious INSEAD Business School in France and hascompleted a number of Executive management courses at various institutions, including theHarvard Business School in Boston.

While working internationally, he held worldwide audit portfolio responsibilities coveringGroup Information Technology and Security which included the businesses in the UK, Monacoand Macau. He simultaneously had responsibility for the Financial, Operational & Regulatoryaudit portfolios for the United States, Panama and the Caribbean. Mr. Hall has workedextensively with all levels of staff and has interacted with numerous Board of Directors andAudit Committees across a wide range of industries including Telecommunications, Banking,Food Manufacturing & Distribution, Money Services, Retail Services, Insurance and Investmentmanagement. He has recently been integrally involved in the merger exercise being driven bythe Credit Union industry in order to optimize efficiency in its operations.

Mr. Hall is an International Business consultant and currently serves as the President of theInstitute of Internal Auditors, Jamaica. He has done extensive training and has been aninternational presenter on such topics as fraud, Internal Audit, IT and Corporate Governance.He is a Certified Information Systems Auditor, Certified Information Security Manager andCertified in the Governance of Enterprise Information Technology. He is a member of theInstitute of Internal Auditors, Information Systems Audit & Control Association and theAssociation of Certified Fraud Examiners.

Dr. Sealy was originally trained in the Natural Sciences between 1971 and 1975 at theUniversity of the West Indies, Trinidad West Indies and in 1982 completed his PhD inBiochemistry at the University of Nantes, France.

Between 1984 and 1986, he obtained a Post Graduate degree in Management from theUniversity of the West Indies. During this period he also became involved in training in themanagement programmes of the Faculty of Social Sciences, as well as the Faculty ofEngineering. Between 1987 and 1992, he lectured in Organizational Theory & Behavior in theDiploma in Public Administration (UWI), the Certificate in Public Administration (UWI) and upto December 1996 in the Advanced Diploma in Human Resource Management at theUWI/Institute of Business. During this period he became involved in organizationaldevelopment change interventions as a lead consultant.

In 1992, he completed the Executive Masters in Business Administration at the UWI Instituteof Business and started the consultancy firm, Lennox H Sealy & Associates. He has sinceworked as a consultant with major firms, such as Cable & Wireless, Republic Company, TheUnit Trust Corporation of Trinidad & Tobago, The Ministry of Public Administration &Information and International firms such as Norsk Hydro, Phoenix Park Gas, and BritishAmerican Tobacco in a variety of areas of organizational development. His particular area ofinterest is the use of Chaos Theory in facilitating team-based organizational change andtransformation. Larry Kowlessar is the Manager - Audit Assurance of the Agricultural Development Bank of Trinidad and Tobago. He is the holder of a Bachelor’s Degree in Business Management and an Advanced Diploma in Business Administration from the Association of Business Executives of which he is a member. He has acquired several years combined experience in Business Management, Auditing and Accounting.

Larry commenced his career in the Public Service and progressed through the ranks, gaining tremendous experience and training in Government Accounting and Auditing Systems and Procedures. He moved to the NGO sector, in the portfolio of Manager of Finance and Administration gaining invaluable experience in International Fund Accounting.

Larry is a qualified international facilitator of the Institute of Internal Auditors Inc. and he has been heavily involved in training of junior and senior employees. As a facilitator Larry has conducted several training sessions for managers and staff in areas such as Report Writing, Tools and Techniques for Beginning Auditors, Inventory and Stores, The Auditor as a Consultant to Management, Risk Management, Internal Controls, The Auditor-In-Charge Tools and Techniques, Audit Manager Tools and Techniques, Corporate Governance among others.

Born and raised in Antigua, she attended the Christ the KingHigh School and Antigua State College. Ms. Martin started her financial career in Antiguawith Canadian Imperial Bank of Commerce (CIBC). Anton is experienced in the areas of financial audits, controls assurance, regulatorycompliance, business process re-engineering, information technology management,information technology security and financial consulting. He has worked with a wide rangeof clients in the financial services sector in the UK and throughout the Caribbean in the areasof utilities, private banking, retail banking, life insurance, general insurance, investmentmanagement and reinsurance. He has also worked with clients throughout the Caribbean inthe energy sector and in retail and manufacturing services, as well as with UK propertymanagement companies and the Government of the Republic of Trinidad & Tobago.

Anton has led a number of regulatory reviews, relating to compliance with various pieces of legislation and guidelines from regulators, and interfaces with regulators regarding upcoming legislation and the interpretation and implementation of existing legislation. He has experience in working with audit committees, boards of directors and management on a variety of topical issues relating to corporate governance, finance, controls assurance and risk management.

Dr. Kerr is an international expert in corporate governance and board leadership and a leadingCaribbean professional in strategic planning and business restructuring. Dr. Kerr has developeda thorough grasp and working knowledge of corporate governance issues globally and indeveloping countries in particular, Caribbean, the Americas and Sub-Saharan Africa; corporateand commercial laws in Common Law countries; significant board experience as chairman,chairman of audit, corporate governance and member of human resource committees.Dr. Kerr is also an internationally respected professional in designing and delivering executivedevelopment programs for leading private sector corporations, governmental organizations andNGOs—including churches, hospitals, schools and the protective services. His 20 years workhistory has been spent in industry, research and education (in private and public sectors)spanning policy advisement and development, strategic planning, leadership development,change management, corporate finance, operations audit, business research and corporate andacademic training.In industry, Dr. Kerr has held senior management positions at Capital & Credit Merchant BankLtd. and Jamaica Producers Group Ltd. in corporate finance, business development andinternational agribusiness. He obtained his early grounding with the Food & AgricultureOrganization (FAO), as a Farming Systems/Farm Management Economist, in 1988. As aprofessional scholar and international management consultant since 2003, Dr. Kerr haspioneered the training and development of Caribbean public sector boards in corporategovernance and strategic planning; written and published the seminal book, Effective CorporateGovernance: An Emerging Market (Caribbean) Perspective on Governing Corporations in aDisparate World (2005); doctoral thesis: Exploring Corporate Governance Structures andPractices in Jamaica: Towards Policy Reform (2010); played a key role in the StrategicRestructuring of critical Public Sector Enterprises, including the National Insurance Board of theTurks and Caicos Islands and the Bureau of Standards (Jamaica). Dr. Kerr has reviewed andmade recommendations for the strengthening of several laws and regulations, audit codes andpractices. Additionally, he has directly trained more than 2,500 directors of corporate boards,senior executives, permanent secretaries and government ministers in 20 Caribbean, SouthAmerican and Southern African countries, through GovStrat Limited.

Dr. Robertine Chaderton is an academic and professional Accountant. She holds a B.Sc. (Mathand Physics) from UWI, a B. Commerce (University of Windsor), a Ph.D. (Accounting) from theUniversity of Manchester as well as being a Fellow of the Association of Chartered CertifiedAccountants (FCCA) of the UK. Her work experience includes a long stint as lecturer andresearcher with the University of the West Indies as well as administrative positions inaccounting firms and financial institutions in the Caribbean region. She was Director ofBanking and Operations at the ECCB for a two year period. Since 1999 she has been aFinancial Consultant with Caribbean Consulting Group, a firm of financial and businessconsultants which she owns. There are offices in Basseterre, St Kitts and Bridgetown,Barbados. She conducts training and seminars in finance related topics. Dr Chaderton is theauthor of Regulatory Framework of Accounting in Barbados (1986), The Failure of BarbadianBusinesses in the 1980s”Lessons for the Decade of the 90s (1993) and Managing YourMoney: The Caribbean Person’s Guide to Financial Independence (2000).

In 2004 ACCA recognized her as one of the top 100 accountants worldwide during theircentenary celebrations. Dr. Chaderton opened the North Eastern Caribbean AccountingSchool (NECAS) on St Kitts in 2008 which prepares students for the UK professionalaccounting exams. Currently she is also a Temporary Senior Lecturer at UWI, Cave Hill whereshe lectures in Auditing, Fraud Examination and Managing Financial Institutions. Herresearch interests include International Financial Reporting Standards, internal auditing andCorporate Governance in financial institutions.
