STATE OF MARYLAND OFFICES

Governorduties: The Governor is the chief executive officer

of the state of Maryland and appoints the heads of statewide departments and judges to the state courts. The Governor also makes other appointments as provided by the Maryland Constitution or by law and proposes the annual operating and capital budgets to the legislature. The Governor may veto legislation passed by the legislature.

Lt. Governorduties: The Lieutenant Governor assists the

Governor and is elected jointly on a ballot with the gubernatorial candidate. The Lieutenant Governor fills the office of Governor in case of death, resignation, or disability and carries out specific duties assigned by the Governor.

University of Maryland 3 masters degrees in Computer Science, Psychology and in Advanced Mathematics. 6 years US Marine Corp, served in Korean conflict. Retired civil service. Naval Aviation Logistics, Pax NAS, Computer Analyst GM 17.

energy: To increase the use of nuclear power and wind power generation and decrease petroleum fuel usage. We could try to start getting our Maryland petroleum fuels from other American States.

education: I would be open to new ideas and new strategies. The State could allocate resources by the individual Counties criteria. We can gain school funding by the reforms for the Child Support and Custody laws and by releasing such non violent prisoners throughout Maryland.

economy: Maryland economy is already stimulated a plenty, and the latest reports show Baltimore as the #15 in ranking of American cities which is well placed for our largest city. So we could create new legislation requiring employers to hire more and to lay off less as that is the bottom line.

budget: We do not want revenue increases for employees, but I would cut the unneeded spending on Child Support enforcement and grant release for non violent prisoners. Raise the taxes only on the very financially capable is an option, as like stopping businesses from passing the tax on to the customers.

ralph Jaffe / Freda JaffeQualiFications: I’m a political science teacher

involved in a movement to end corruption in Maryland politics and replace it with ETHICS. Ethical politicians shouldn’t deal with corrupt

lobbyists and shouldn’t accept campaign contributions because they’re disguised bribes. I’ll serve free,one term only.

running mate’s QualiFications: My running mate has been a teacher and library media specialist since 1966. Her ethics and principles are the same as mine.

energy: We must encourage our corporations to explore new energy resources throughout the U.S. This means more government cooperation and less government interference. We have to stop being prisoners of the Middle East dictatorships and become energy independent.

education: The best thing that government can do (whether it’s federal, state, local) is let parents or guardians assume major responsibility for their children’s education. The less interference from government, the better off we’ll be. What we need is moral leadership, not government interference.

economy: The General Assembly should butt out and go on vacation for the next 3 years. Let private enterprise take its natural course.

budget: Streamline the government with more volunteerism. Many government jobs are a waste of taxpayers’ money. I would not fire anyone currently employed in state government. However, when many of the positions become open because of retirement or resignation, I would fill the openings with volunteers.

After serving our country as an army Colonel, he was elected to the state house and served as House Majority Whip. Now, Anthony is the highest ranking elected official in the nation ever to have served a tour of duty in Iraq.

energy: To move forward, we must conserve our existing resources while investing in alternative energy. That’s why I set a goal for energy savings

It is being distributed free at Howard County libraries and other locations and as a special supplement in the Howard County Times and Columbia Flier on September 2.

note: Under Maryland law, the order of candidates on the ballot is determined first by the party of the governor, then by the principal minority party, then other minority parties in descending order based on statewide party registration. The order of listing in this Voters’ Guide follows that directive.

diversify energy supplies so that we are less dependent on foreign oil. Third, enact policies that encourage local energy companies to create jobs, including in our wind, solar, and nuclear energy sectors.

education: As Governor, I increased public school funds by a record $1.4 billion. As a result, high school AP scores were 2nd best in the U.S. and the achievement gap continued to close among African-American & Hispanic students, and students living in poverty. I will continue fully funding public schools.

economy: I will treat small businesses as a source of new jobs, not a source of new taxes. I will repeal my opponent’s 20% sales tax hike, which hurts low and middle income families. I will improve Maryland’s business climate, which currently ranks 45th in the nation, according to the Tax Foundation.

budget: Maryland lost sight of its spending priorities the past 4 years. I will reprioritize how government spends money, redirecting scarce tax dollars into programs that work and that help the most vulnerable in our communities. Ineffective programs that needlessly expand government will be reconsidered.

officer of the state, responsible for collecting, managing and planning for revenue to support the state budget. The Comptroller collects and administers the following taxes: income tax (both personal and corporate), retail sales and use taxes; motor vehicle fuel tax, road tax on motor carriers; state tobacco tax, Maryland estate tax and excise taxes on beer, wine and liquor. The Comptroller serves on the Board of Public Works along with the Governor and the state Treasurer, who is appointed by the General Assembly.

immigration: The Statue of Liberty says it all. Anyone has an opportunity to come to the U.S., but they should enter legally. Federal laws are already in place for immigration. Each state has the right to tighten and enforce those laws. Those wishing to stay should become U.S. citizens.

The county should not buy him a hybrid vehicle when he is driven around in a limousine, with the officer running the engine waiting for his events to finish.

reVenue: Revenues have actually been rising, so this may be a moot point. If cuts are needed, I would first want to involve the community in a large scale Citizens’ Forum (used successfully in many other jurisdictions around the country) to explore the community’s needs and priorities before proposing any cuts.

County is responsible for setting local education policy consistent with state and federal laws governing public education. At the direction of the Board, the Superintendent and the school system’s administrative staff develop procedures and administrative regulations to support policy decisions. general Plan: Minimally, employment of a schools test to reserve adequate school sites should be a priority as increased development will bring new students and a requirement for additional school facilities. Significant coordination of planning efforts and inter-agency cooperation is imperative for the system to address population demands throughout the county.

Public ParticiPation: The current direction lacks parent and teacher participation. We need a representative that uses conservative values to reach clear and concise decisions. The school board needs a person who will voice opposition, cause debate, and ensure checks and balances. The BOE deserves to have a clear choice for a change.

are both college and career ready. Provide underachieving students early instrumental music experiences, enhancing brain development, critical thinking, math, reading skills. Add plus/minus to grading for more accurate student performance reporting.

general Plan: Lack of affordable land, especially in Northeast, prevents HCPSS from placing school sites in optimum areas, causing strange redistricting. Mandate Schools Test similar to recent Downtown Columbia precedent. Require APFO high school chart. General Plan should require buildable schoolsite provision with each major residential development plan prior to final approval.

Public ParticiPation: The public is needed to participate on policy development committees, contact Board members directly and testify at public hearings. The Board is responsible for ensuring that public input, including minority reports, is seriously considered concurrent with the superintendent’s recommendation. Each board member should also explain his/her vote for public transparency.

David GertlerQualiFications: I am a parent of two children

in our schools and active in many ways: PTA, Math Advisory Council, Citizen’s Advisory Committee, math tutor and Mathalon coach. I’ve served on many Boards and understand governance, budgeting and community service. I also have a passion for education.

accomPlisHment: I want to continue improving our schools and providing opportunities for all students to achieve. Specific goals include strengthening the connection and collaboration between students, teachers and parents, improving parents and citizens’ ability to interact with the Board and administration to provide better feedback.

general Plan: The top educational priorities should include ensuring that all county students have access to a quality education and that our schools prepare our students for college and careers. We also need to continue working to eliminate the achievement gap.

Public ParticiPation: All Howard County citizens should be given many different avenues to participate in critical policy decisions, including: public forums, public hearings, informal discussions and opportunities to get involved in working committees. The Board needs to provide ample opportunities for discussion of opinions reflecting the great diversity of our community.

accomPlisHment: Acquire land and build new schools in the northeast portion of the county to alleviate overcrowding due to an explosion in residential development, amend the school calendar to limit the number of interruptions to instruction, and streamline services for our special needs and gifted student populations.

general Plan: The county must close an area with schools over 110% capacity to development until the Board can build a new school to alleviate the overcrowding problem. The General Plan must set aside land for schools so that new schools can be built within the time limits of the APFO.

Public ParticiPation: No one person or group has a monopoly on good ideas. The Board of Education must listen closely and consider carefully the concerns and suggestions of all its constituent groups -- parents, teachers, and students. Members of the Board of Education have a responsibility to be accountable to their constituents.

currently in public school) I have recent, first hand experience with our public school system from special education to advanced and enrichment programs. I have professional training and experience in land use and urban development, financial analysis, and have owned and run a small business.

accomPlisHment: Increase open public debate, increase public access to publicly generated documents and reports, increase educational choice and options, world languages starting in pre-k, increased vocational opportunities, true incentive programs and evaluation procedures.

general Plan: School sites and surrounding areas should be designed to maximize walking populations, and smaller community schools with relatively stable feeder systems. If community development standards lead to economically and ethnically diverse community populations, this will naturally lead to diverse school communities.

Public ParticiPation: As our elected representatives, BOE members MUST be demonstrably responsive to public input. Citizen Committees invest countless hours of time and effort, but the resulting recommendations are routinely ignored. We should make all board and staff generated reports and board email communications available to the public online in real time.

experience; currently employed as Chief of Staff for CELEBRATION CHURCH at Columbia. HCPSS positions include Operating Budget Review Committee and the Community Advisory Council. Mt. accomPlisHment: Seek innovative solutions to improve individual student learning to close the achievement gap. Encourage system wide support for increasing parent involvement. Work to eliminate programs that are not meeting their intended goals in favor of new approaches. Increase the use of technology to enhance learning, delivery of instruction and evaluation.

general Plan: Input from the Public School System regarding the impact the plan has on the systems resources. It should always include a test using actual growth to trigger reconsideration of the plan to account for sufficient schools (classroom seating), roads, transportation, and infrastructure issues.

Public ParticiPation: Volunteer for committees; attend committee meetings, read committee summary notes posted on the web. Attend BOE meetings, participate in public hearings. Send written communications to Board Members on issues of interest. Transparency must always be a priority. All reports developed with public participation should be easily accessible to the public.

Students are still dropping out for various reasons and we need to set up conditions and systems for all students to graduate with the knowledge and skills to be problem solvers and lifelong learners.

general Plan: One priority is to incorporate more rigorous and relevant instruction that will increase students’ enthusiasm to learn. All students should have educational opportunities that challenge them to achieve academic excellence, which boils down to applying rigorous knowledge to unpredictable, real-world situations, such as those that drive our rapidly changing world.

Public ParticiPation: Community participation is essential for improving education for students. Questions asked by the public should be answered immediately or referred to staff members for reply. The Board has a responsibility to increase transparency efforts through various communication channels so the public has access to complete information about reports and operations.

Make board meetings more efficient by eliminating wasteful agenda items and focusing on strategic issues and public testimony. general Plan: Before developers are given approval for new residential development, they should be required to provide support for new school sites and construction. We need neighborhoods designed so that the maximum number of children can walk to their local schools and feeder systems that permit attendance of neighborhood schools.
