  • A huge thank you to all volunteers who helped with the 13th annual village litter pick held on Saturday 6 April 2019. In addition to residents, a couple from Beccles helped and a chap from Gorleston. Many bags were collected during the clean-up process along Longfullans Lane, Lowestoft Road, Noel Close, Seafields Drive and play area, Coast Road, Watsons Close play area and the Recreation Ground.

    Many thanks once again to everyone who helped.

    Hopton's Vicar to Retire

    The Parish Council, on behalf of the community, would like to thank Rev. Roger Key for his invaluable service to Hopton since 2000 at St. Margaret's Church, and wish him and his family all the very best for the future.

    I have been running the slimming world group in Hopton for the last 6 years and I would like to say a huge thank you to both the village hall and the parish magazine which have both supported me every step of the way.

    I would especially like to thank Michaela and Julie who have always been very helpful and supportive with all my endeavours and I look forward to working well with them in the future.

    I would also like to thank my members from Hopton and the surrounding areas for being one of the most supportive groups in the area.

    News from St. Margaret's Church

    May 6th is the Bank Holiday Craft Fayre. Come along and see what delicious delights are in store for this new craft year. Free entry. The Sunrise orchestra are giving a concert in Saint Margaret's Church Hopton on Sunday 23rd June at 4pm. Tickets at the door £7.00.

    Norfolk & Norwich Open Studios is celebrating its 25th year with many artists taking part across Norfolk. You will find artists in every corner of the county opening their studio doors, allowing you to see their artwork and find out more about their skills and techniques. This is a free event with no charge to visit studios. Artwork will be on sale, as well as prints, cards etc, but there is no obligation to buy.

    This year two artists in Hopton are taking part, Della Ames in 1-6 Manor Gardens who paints mainly watercolours featuring the natural world but, recently oil paintings as well and and Beverley Kirk, at 26 Warren Road, whose work includes acrylic abstracts, encaustic fantasy – landscapes, clocks, textiles etc. Other locally based artists are Denise Allen in Herringfleet Road, St. Olaves whose work includes oils, watercolour and mixed media, Colin Palmer, also in Herringfleet Road St. Olaves who paints v ibrant mar ine works, landscapes and pet portraits in oil and Deborah Flueler-Jones, based in Fritton who specialises in abstract impressionism in mixed media. Studios will be open for most of the fortnight. Check for opening times and details of all participating artists at www.nnopenstudios.org.uk.

    Dear Parishioner,

    'The time has come,' the Walrus said,'To talk of many things:Of shoes — and ships — and sealing-wax —Of cabbages — and kings —And why the sea is boiling hot —And whether pigs have wings.’

    This is a verse from the middle of the poem 'The Walrus and the Carpenter' which is recited by the chubby twins, Tweedledum and Tweedledee to Alice in Lewis Carroll's Through the Looking-Glass (1871). The precise meaning of the poem remains elusive, but it remains a popular poem and a classic example of Victorian nonsense verse. It is foolhardy to attempt any analysis or critical commentary where nonsense literature is concerned, but these words serve my purpose ideally today as I write this, the last of my monthly letters under the heading of “Just in Passing – the View from the Vicarage”, to you in the Benefice.

    “The time has come,” the Vicar said,“for me to say goodbye;for I shall be leaving you,for pastures new,at the end of this July.” (with literary apologies to everyone!)

    There are some other immortal words too, those of the fair Juliet to her Romeo, penned by William Shakespeare - “Good night, good night! Parting is such sweet sorrow, that I shall say good night till it be morrow.” These in their turn were later skilfully reflected upon by Tim Radford in his article in The Guardian of Thursday, 8th September, 2005 - “As Ella Fitzgerald sang, every time we say goodbye, we die a little. This is, of course, better than dying altogether, which may explain why there is sweetness even in sorrow. Juliet's lament about her separation from her very new acquaintance was enhanced by the thought that it would be temporary: that she would see Romeo again. In song and story, life goes on, even if something is missing.”

    Unlike the UK on the 29th March, the Key Family do indeed have a VICAREXIT Plan and there is so much work still to be done in putting all the aspects of that plan into effect in good time. As with all clergy in the Church of England when it comes to closing a ministry in any place, it is expected of me that I will “clear out and clear off!” As tough as that may be to accept or achieve, my Parish Pastoral Ministry ends here emphatically on the 31st July, and any further church activities locally are severely curtailed by this convention. However, friendships will endure, Thank God.

    The whole Bunch of Keys and myself have been extremely privileged on so many levels and in so many ways to have been able to walk with you and talk with you over the years since you welcomed me, 'The Millennium Curse', as your Vicar, on the evening of the 8th November 2000!As we leave The Vicarage now, we say a huge Thank You to everyone for everything.

    I apologise for any offence I might have given or any hurt I may have caused by my personal shortcomings – and I state emphatically this truth - I came as a stranger “Out of Africa” and I leave as a lover of all that is Norfolk and Suffolk – particularly of our two rural villages of Hopton-on-Sea and Corton. My ardent prayer is that you will all thrive.May you each be led, protected and blest by Divine Grace as you continue on your life's path.

    Message from Inspector DallasI would like to take this opportunity to thank you all for your support and assistance that has been given to me and my team here at Gorleston. I am moving away from district to take up a new position within Norfolk Constabulary. I can honestly say it has been a pleasure to work here and working in partnership with members of the public, local businesses, volunteers and councillors, it is still a great place to live, work and visit.     Message from your Engagement Officer PC PotterNorfolk motorists are being urged to keep their vehicles secure following a spate van thefts. The warning has been issued after 23 Mercedes Sprinter vans were stolen in the Great Yarmouth, Broad-land, South Norfolk and King's Lynn areas since 1st January (2019).Vans have generally been stolen overnight during the week from residential areas and car parks. Many are stolen without keys and it is thought suspects are gaining entry by replacing the ECU (Engine Control Unit). Officers are urg-ing owners of such vehicles to be vigilant and take sensible precautions. The majority of offences have happened in Yarmouth where 18 vans have been stolen. The next SNAP Meeting will be taking place on Thursday 13th June 2019 at 7pm at John Anderson Court, Clover Way, Bradwell. Message from PC808 Natalie Simmons, Southern Villages Beat Manager.At the last SNAP a priority voted in was Anti-Social Motor-Cycling in the Southern Villages but also in addition to this it was mentioned about Anti-social cycling and nuisance youths. This is due to the increase in reports from the community regarding large groups of youths causing anti-social behaviour and harassing members of public. These large groups are intimidating to the residents.—Police have increased patrols in the area to focus on the issues this has caused to local residents, we have also used some of our partners such as the local businesses and schools and using the local CCTV and the CCTV van to assist in identifying those who are causing the most issues so we can then target them—the aim is initially to educate those involved on the dangers of this and the Anti-Social Behaviour issues it causes. Many of those involved do not realise the extent their behaviour have on the community. But ultimately if all else has been tried and the behaviour continues then the Police must look at criminal prosecutions. Those who use motor cycles, even off road, are liable to have it seized by police if it is used without appropriate insurance, or if used in an anti-social manner.

    Speeding Letter

    Dear readers,

    I wish if I may, to make a few comments regarding speeding in Hopton.

    Firstly, as a severely sighted member of the community, crossing Station Road is something I now feel unable to do on my own, unless the road is relatively quiet.

    I walk with my wife to the village school most days between 8.15 -9am. Some days I have been able to make out the speed vehicles are travelling, when the speed registering camera is in place. I can't help but feel, since the village and school have grown significantly over the last 30+ years I have been in Hopton, that we should give serious consideration to reducing the speed limit to 20mph. Indeed Anglian Way also suffers from what I perceive to be motorists travelling too fast for the road conditions.

    With the number of people both walking and driving to the village school at the same time, I sadly believe the likelihood of a serious incident is not far away. This is, as we know, compounded by hazardous and inconsiderate parking, including deliveries to local businesses and regular parking on the protruding island opposite the Turnstone PH, which blocks the view onto Station Road when attempting to cross. I have also met with work vehicles completely blocking the path, where the occupants have little idea of the legal requirements to provide temporary safe alternating pedestrian access. This has forced me to seek help from others to cross the road or simply end my journey and return home.

    Finally may I add the current stop start traffic on Station Road is most definitely creating a bubble of pollution that those parents and children walking to school have no option but to breathe.

    HOPTON-ON-SEA PARISH COUNCILMinutes of the Parish Council Meeting held on Monday 8 April 2019 at the Village Hall Station Road Hopton-on-Sea Great Yarmouth NR31 9BE commencing at 7pm.

    Present: Parish Cllrs: Ian Constable (Chairman), Chris Garratt (Vice-Chairman), Dennis Ball, Andy Petersen, Chris Thomas, John Tonks. County/Borough Cllr. Andy Grant, Borough Cllrs. Carl Annison, Sue Hacon. Also present: Julie McNair, Clerk to the Council and eleven members of the public.

    The Chairman pointed out some housekeeping matters in relation to the fire alarm, emergency exits, mobile phones etc.

    To consider matters relating to the Recreation Ground Lowestoft Road.a) A request from a local youth football team (under 8s) has been received, to train on the Recreation Ground and use the Pavilion Building facilities on a Wednesday after school and Saturday morning. Some discussion took place as to the suitability for use, as the field is full of holes, made by dogs digging, particularly around the goal post on the east side. It was proposed by Cllr. Petersen and seconded by Cllr. Garratt that the Under 8's team can use the field for training sessions on a Wednesday after school, and Saturday morning, free of charge, subject to the following:-Adults in charge must carry out a risk assessment of the pitch before each training session. A copy of appropriate insurance is provided to the Council. The Pavilion Building must be left in the same condition that it is found. Any litter left on the field must be removed before leaving. The keys are to be held by a responsible adult and no duplicates made. Any issues with the field should be reported to the Parish Council as soon as possible.The proposal was passed by majority vote (5 in favour, 1 opposed). b) A request to use the Recreation Ground for a table top sale or similar event in the summer, with pitch fees being donated to a local charity/community organisation. The request follows a successful garage sale held recently in Hopton, organised by a resident. The table top/car boot sale would be held in the summer. The organiser has volunteers to help. Advertising can be arranged and the Parish Council could assist with this. The Pavilion Building would be used for toilet facilities. A public events safety checklist/risk assessment should be in place prior to the event.It was proposed by Cllr. Thomas and seconded by Cllr. Ball to confirm the request, subject to the above conditions, and suitable date/time to be agreed. This was unanimously agreed.

    To receive a brief update on matters arising from the Minutes:-a) S106 Recreational facilities update on progress. GYBC has confirmed that the two new picnic benches for the Millennium Garden should be installed shortly. The new bench, zip line and seating will also be installed in the Spring. In relation to the planning application for a metal shelter, feedback has been received from GYBC that some residents are not keen on the location, suggesting noise and anti-social behaviour would be a problem. None of the objections are planning objections. The proposed siting of the metal shelter was on the advice of Norfolk Constabulary who felt it would not cause anti-social behaviour due to the close proximity to the road, footpath and street lighting. If the Parish Council wish to discuss the metal shelter again, a special motion needs to be presented, signed by four Parish Cllrs. in accordance with Standing Orders. b) Feedback - Village litter pick Saturday 6 April 2019, 10.30am Pavilion Building. The turnout was higher than last year with people from Beccles and Gorleston also taking part. The main routes and play areas were covered. The Chairman thanked all those who attended. Some tins of paint have been dumped in the hedges at the turning circle, Lowestoft Road. This will be reported to GYBC. c) Parish Council Election Thursday 2 May 2019. There are three candidates for the 2 May 2019 election. These candidates will be elected unopposed on that date. All other Parish Cllrs. stand down 4 days after the election ie 6 May. The quorum for a meeting is 4 Cllrs. As there will be only 3 Cllrs elected unopposed on 2 May, the Annual Parish Council Meeting cannot take place as scheduled on 13 May. In order to try and reach a quorum, an Election re-run will be taking place on 23 May to fill the remaining 8 seats (7 in the south ward, 1 in the north ward). Nomination papers are available from the Clerk or from the Elections Team at GYBC. Completed nomination forms must be received by the Denise Wilby, Elections Manager, GYBC, Town Hall, by 4pm on 25 April 2019. Training for newly elected Cllrs will be held on Thursday 30 May, 7pm in the Office at the Village Hall.Legislation provides that the Annual Parish Council Meeting must take place within 14 days of an Election. With no quorum for the May meeting, the Annual Parish

    To receive declarations of interest in respect of items on the agenda and consider any requests for dispensation. Cllr. Petersen declared a personal interest in item 8.b) as he is a Trustee of a local charity.

    To confirm the Minute of the meeting held on 11 March 2019. It was proposed by Cllr. Garratt and seconded by Cllr. Ball to approve and adopt the Minute. This was agreed by majority vote (5 in favour, 1 abstention due to absence at the last meeting). The Chairman signed the Minute.

    To receive County and Borough Councillors' Reports. Borough Cllr. Hacon advised the damaged wall at Watsons Close has been repaired. Cllr. Hacon attended the annual village litter pick last Saturday. The front garden of a property in Old Church Road is causing an issue and the matter has been referred to the Environmental Rangers at GYBC. Borough Cllr. Annison said it has taken more than two years to get the wall repaired at Watsons Close. The play area in is also untidy and he will report this to GYBC. County/Borough Cllr. Andy apologised for missing the last two meetings due to other commitments. The Traffic Regulation Order on the Lowestoft Road will be lifted under delegated authority to permit the new development north of Teulon Close to take place. This is Cllr. Grant's last meeting as a Borough Cllr. and he thanked all those he has worked with.

    To receive and consider the Clerk's reports:-a) Correspondence as listed and circulated to all Cllrs.b) Planning applications received:- None. Planning Permissions Granted by GYBC:- None.Planning Permissions Refused by GYBC: Nonec) Finance. Ten cheques and one direct debit from the business current account totaling £2,712.78. The closing balance year ended 31 March 2019 was £38,155.73. It was proposed by Cllr. Petersen and seconded by Cllr. Tonks to approve the cheques and bank reconciliation statement. This was unanimously agreed.

    To confirm the Minute of the Policies & Finance Advisory Committee meeting held on 1 April 2019, and to consider recommendations in relation to (i) policy to consider requests for financial donations, (ii) alternative bank accounts. It was proposed by Cllr. Tonks and seconded by Cllr. Garratt to adopt the Minute. This was unanimously agreed. It was proposed by Cllr. Garratt and seconded by Cllr. Constable to adopt the Donations Policy as submitted. This was unanimously agreed. Following discussion, it was proposed by Cllr. Petersen and seconded by Cllr. Ball to transfer banking arrangements from RBS to the Co-Operative under the Switch scheme, as soon as is practicable. This was unanimously agreed. It was proposed by Cllr. Garratt and seconded by Cllr. Tonks to transfer the balance of 0.97p from the old Ruins Account to the Current Account in order to close the Ruins Account. This was unanimously agreed.

    To consider matters relating to the Millennium Garden/Ruin.a) Tree condition survey and report dated 15 March 2019. Following discussion, there are two trees on the east side that require attention. The Contract Gardener will take a look at them. If he is unable to carry out the work, quotations from Tree Surgeons will be obtained.

    Public ForumMembers of the public raised the following items (in summary):-a) The damage to the Recreation Ground is concerning. The majority of dog owners are responsible. A few are not, and allow their dogs to run off the lead with no knowledge of where or what their dogs are doing. Dogs are digging large holes in the field. This was the main reason the adult football team left. Parish Cllrs. have witnessed many incidents, and approached dog owners, however, the response is usually abusive. County/Borough Cllr. Grant will look into what else can be done to prevent more damage. b) Could the school's under 11 football team play on the Recreation Ground pitch. They cannot play on the school field as the size is not suitable, and have to play all away games. Cllr. Petersen advised he would talk with the Head at Hopton CE Primary School as to whether it is feasible for the school team to play on a public field, with the necessary insurance in place. Another consideration is the filling in of holes frequently dug by dogs and marking out of the pitch. c) When seeking nominations for the re-election, make it clear how much time is involved, the type of work, role and that the Parish Council is totally non- political.

    To confirm the date and time of the next meeting of Hopton-on-Sea Parish Council. There will be no meeting in May in view of item 9.c) above. The Annual Parish Council Meeting will be taking place on Monday 3 June, 7pm in the Village Hall.

    The Chairman closed the meeting at 8.25pm.

    Council Meeting will now take place on Monday 3 June, 7pm in the Village Hall. d) Picnic in the Park Sunday 14 July 2019. The GY Lions are unable to offer a refreshment service at this event. Volunteers are sought to help on the day, putting up the marquee and other jobs. e) Skateboarding/BMX Workshop Sunday 18 August 2019. A date has been set for this event to be held at the Recreation Ground skate park Lowestoft Road. The programme will be for a full day with professional skateboarders, several workshops catering for beginners through to the more experienced boarders, with competitions and awards. Posters are being put together by King Ramps, who are organising the day. It is hoped that Hopton's young people will take part and enjoy the event. It will also be open to youngsters from surrounding villages. Participants should bring a packed lunch. The GY Lions and Potters Foundation have been approached for sponsorship.

    To read Parish Councillors' Reports (previously submitted in writing). a) Monthly update from the Parish Council's nominated representative Trustees, Village Hall Management Trust. It was proposed by Cllr. Garratt and seconded by Cllr. Tonks to accept the April report as read. This was unanimously agreed. b) Update from the Parish Council's nominated representative, Hopton Community Land Trust (CLT). No further meetings have taken place since the last report. County/Borough Cllr. Grant will be providing an update regarding Hopton's CLT at the Annual Parish Meeting on 13 May 2019.

    Representing the view of all residents in Hopton in relation to local issues.

    Helping to organise the one off additional refuse collections which allows residents to clear their garages/gardens. This service is organised and paid for by the Parish Council.

    Village News magazine dropping through every door in Hopton each month keeping residents up to date with news and events.

    Annual litter pick as part of the Great British Clean Up.

    Picnic in the Park, Skateboard/BMX Workshop or any other events organised for the community.

    Dealing with complaints (usually via the Clerk) in relation to fly tipping, street lighting, dog mess, seagulls, boundary disputes, unsightly hoardings etc.

    Considering planning issues that affect the village.

    Financial Management of the Precept, Grants and Budget.

    Negotiating with GYBC regarding S.106 money and upkeep of the various play areas.

    Management of the Millennium Garden/Ruins.

    Would you like to be part of a forward-thinking team of Cllrs? You would need just a few hours spare each month. Some existing Cllrs. are retired, others work full time and fit their role around work and family commitments.

    This summary has been produced following the latest Council of Governors meeting that was held in public on 8th March 2019. We do hope that you find the content useful.

    Following Christine Allen's departure, Anna Hills is the Chief Executive until the role is advertised on a permanent basis. Jon Barber has been appointed as Director of Strategy and Integration. Graham Wilde, Chief Operating Officer will leave at the end of March so Jo Segasby, Associate Chief Operating Officer will take over prior to the role being advertised.

    The Norfolk & Waveney Sustainability and Transformation Partnership will, in future, be known as the Norfolk & Waveney Health & Care Partnership.

    Results of the staff survey conducted last year have recently been published and work has already start to enhance staff engagement and organisational culture. Work is also being done to help staff well-being including “Schwartz Rounds” which will be implemented from April. This encourages staff to discuss with others distressing events that have had an impact on them.

    An action plan was produced following the “Good” rating from CQC to ensure improvements are made in those areas identified. Regular updates are provided to CQC and through the Trust's processes.

    The hospital corridor near ward 12 has been transformed by an array of colourful images and photographs from yesteryear to create a Memory Walk for patients who have dementia. If you visit the hospital, please go and have a look as it is well worth seeing.

    Anna Davidson, Chair, has been very busy meeting with members of various organisations including the Chairs from Norfolk & Norwich University and Queen Elizabeth hospitals. The three acute trusts are working together to bring about a more cohesive service for our patients.

    Members of the JPUH Board have been engaging with staff including a ward clerk and a bay cleaner. Also attended the maternity “Whose Shoes?” event, with staff and those who have used the service working together to review experiences and enable improvement.

    A&E has been extremely busy despite the milder weather with an increase on numbers attending and being admitted when compared to last year, many of them with complex needs. Unfortunately, this has impacted on the 18-week referral to treatment target although staff are working weekends to try and reduce the waiting list. There have also been delays in ambulance handovers during very busy periods, but when this happens, clinicians assess the patient in the ambulance so that treatment is not delayed.

    There has been a slight increase in staff sickness levels which is a concern but, as previously mentioned, lots of work is being done looking at different ways staff can be supported with various well-being activities taking place for staff to choose from.

    JPUH staff in the discharge hub work very closely with partner organisations in the same building to aid patient discharge and to ensure that patients receive the support they require following discharge from hospital.

    Consultant job planning is very much a priority to ensure quality of care to patients and progress will be considered at the March Audit Committee meeting.

    Governors have been busy attending Patient Participation Group meetings, talking to patients in GP surgeries and will also be spending time in local libraries talking to local residents.

  • The boys and girls football teams at Hopton Primary Academy have been buzzing with excitement following the arrival of our new football kits.

    The new kits come courtesy of the Great Yarmouth Sports and Leisure Trust following the hard work of the school PTA and the impact cannot be overstated. “We feel more like a team,” commented a Year 6 pupil. The boys team first used the kits in a tight 2-0 defeat to Herman Primary conceding on the stroke of half-time and full-time, but it was clear to all spectators that they played more like a team compared to previous matches.

    The children and staff at the school are grateful for the support in providing this new equipment for our teams and we look forward to developing further next year.

    Over the next few weeks, we predict that we will be short of volunteers on a number of occasions. This may result in closures which are unforeseen. We will do our utmost to provide as much notice for this as possible.

    With the end of the Academic year coming round quickly, we need to look ahead to September when the new year 5's will be invited to join us. We need to look realistically at whether or not we will have enough volunteers to continue. We are a well-run club, however we are desperate for adults to come along and help us. The future of the Youth Club is dependent upon us having more help. Please get in touch if you can help, even on a once a month basis.

    A questionnaire has been created for the members so that they could give their feedback on the current activities supplied. It also allowed them to suggest new games and fun things they would like to do. We look forward to the coming months where hopefully we can implement some of the ideas.
