1 PROBLEM STATEMENT

The client, a local university, intends to build on a separate piece of land away from the main campus a College of Arts and Music for both local and international students. It includes student dormitory, an Administration Block, an Amenity and Canteen Block, and a School of Arts and Music. Your office has been commissioned to prepare a preliminary master layout plan to explore the feasibility of the development in accordance with general statutory controls and any other statutory enactment imposed on the site. The Brief The site is located on a virgin site in the sub-urban areas of Hong Kong. The proposed development comprises of the following :

1. School of Arts & Music 400 s.m.

3 storeys maximum

2. Administration Block 600 s.m. 2 storeys maximum

3. Amenity & Canteen Block 600 s.m. 2 storeys maximum

4. Student Dormitory 10,000 s.m. 7 storeys maximum(excluding

ground floor)

5 Carpark

30 numbers (GFA not accountable)

Open or covered carpark

6 Loading / Unloading Bay 1 number 3.5m x 7.5m

2 options of prototype layout for the dormitory building is provided for the feasibility study. The profile and configuration can be adjusted to suit the site conditions, subject to the candidates’ justification. The size can also be adjusted to suit the proposed preliminary master layout plan within 10% variation. The corresponding GFA calculation to be duly reflected.

The task

You are to demonstrate the optimum arrangement of the blocking within the site so as to meet the development brief, and to respond to site conditions, orientation and views and the general compliance of statutory requirements. . It is the client’s intention to provide an open space of 2,000sm minimum for the campus. In addition, the College has commissioned an international artist to create a sculpture to be placed in the open space as the focus and image of the campus. Please indicate your preferred location and size of the sculpture in relation to the open space. Special attention should be taken for the pedestrian traffic flow, vehicular traffic arrangement and drop off, and in particular, the relation of the open space cum sculpture with the general blocking and pedestrian arrangement. Your design proposal should be modest yet imaginative, and must be functionally sensible, technically feasible, and shall comply with basic statutory requirements and conditions provided by the proposed basic terms by the Lands Department.

Important Notes :

For the purpose of this Paper, no application for exemption of GFA is required. In other words, there is no need for strict compliance with the Sustainable Building Design (SBD) Guidelines just implemented this year (2011).

2 SITE DESCRIPTION

Site Context The Site is located in a virgin site in Hong Kong. The site has been zoned as ‘OU’ in the Outline Zoning Plan (OZP). The site is generally flat, except for a small portion at the south eastern corner. It is bounded by an external road to its north and east. To its south is an open space, while to its west is an adjacent institutional development.

Access and services There is ingress and egress point at Road A (between X and Y through Z) as specified in the Site Plan.

Height Restriction

No buildings within the site shall exceed the height of 60mPD. The definition of the building height for this Paper shall refer to the level of the roof of the highest usable floor area.

3 SUBMISSION REQUIREMENTS

Master Site Plan Work on blank answer sheet provided, suggested scale 1:500

• Show site development at the roof level.

• Include access point for vehicles and pedestrians.

• Show uses, levels, circulation, open space etc

• Demonstrate compliance with major statutory requirements at critical areas as necessary, such as lighting and ventilation provisions, EVA provisions.

• Show location of carpark provision.

• Show location of essential BS provisions, such as transformer room, switch room, refuse collection area.

Master Section(s) Work on blank answer sheet provided, suggested scale 1:500

• Demonstrate design in minimum one section.

• The section(s) should indicate clearly the Site boundary, Site formation levels, floor levels of different blocks and the design features.
