Hilton Head Island

A Brief History

hen Hilton Head Island is mentioned, the image which comes to mind is that of a world class resort with scores of championship golf courses and tennis facilities, Five Star Hotels, and miles of sun-

drenched beaches all nestled in the beauty of a semi-tropical sea island. True, of course, but the natural beauty and slow, easy pace of Island life today belies its turbulent history! The first known visitors to Hilton Head were Indians who came to fish and oyster in the plentiful sounds, streams and estuaries some 4000 years ago. This idyllic lifestyle endured until the Island was "discovered" about 1664 by an Englishman, William Hilton, whose name the Island bears. These earliest English pioneers had to subdue the Indians and maintain their settlements against the Spaniards, but eventually hostilities ceased and there followed a long period of prosperity for Island landowners. Their crops of indigo and rice grew well in the semi-tropical climate, but it was the introduction of the Sea Island cotton, which made the plantation owners wealthy. With the advent of the Civil War, the prosperity ended. In 1862, even as General Robert E. Lee was on his way to Hilton Head to oversee the augmentation of fortifications here, the Union Navy staged the largest naval engagement of the entire war! The small earthwork forts, Fort Walker on Hilton Head and Fort Beauregard on Bay Point, were outgunned and overwhelmed by the 80 ship armada and 10,000 man assault force! The Battle of Port Royal was a decisive strike by the Union as it gave them a Southern port from which to launch their naval blockade of Charleston and Savannah.

At one time there were as many as 30,000 Union troops on Hilton Head and they constructed a line of earthwork forts across the north end of the Island. Portions of some of them can still be seen: Forts Sherman and Walker in Port Royal Plantation, Fort Howell in Palmetto Hall Plantation, and Fort Mitchell in Hilton Head Plantation. The Union safe haven attracted slaves from throughout the area to Hilton Head. They established the first "town" of freed slaves near Fort Howell and called it Mitchellville, after the Union commander, General Ormsby Mitchel. The Island's plantations were left in ruins by the occupying Union troops at war's end. These plantations were not rebuilt and the people, and the land, returned to a more sedentary lifestyle of fishing, oystering, farming and, after some time, logging. Much of the land was used as hunting camps. The modern history of Hilton Head began when Charles Fraser, whose family owned a large tract of land on the southern end of the Island, had the idea of developing the tract as a resort instead of continuing to use it for timber. He envisioned development of a kind not tried before: development that attempted to leave the natural beauty intact while providing a resort community second to none! That vision became Sea Pines Plantation, the model of environmentally conscious development, not only for the remainder of the Island, but for resorts all over the world. Today the Town of Hilton Head Island is a "full grown" community sophisticated beyond its size, with well-equipped hospitals, fine restaurants, churches, a community center to the performing arts, schools, ball parks, day care centers, parades and a shopping mall…all the things which make a true community!

HOW LARGE IS HILTON HEAD ISLAND?

ilton Head is the second largest barrier island on the East Coast, the largest being Long Island in New York. The length of the Island is about 12 miles and the width at the widest point is approximately 5 miles.

The shape of the Island resembles a shoe with the "heel" on the north where Port Royal Sound exits to the Atlantic Ocean. Prevailing currents carry sand and silt south from the Sound and deposit it along the beaches and the sandbars just off the coast. The coastline is, literally, a river of sand, slowly building to the south. There are roughly 30,000 acres of landmass to the Island, with 28,000 acres of dry land and 2,000 or so of marsh. A special census taken on the Island in 1975 showed a population of 6,511 people. The 2000 census determined there was a population of nearly 34,000 full time residents. Here again the uniqueness of Hilton Head is evident. We have 260 plus tennis courts, 24 golf courses on the Island and another 13 within a 6-mile radius, 6 public and 3 private marinas, 135 restaurants and we're still counting the shops! Over 1,000,000 visitors to the Island support all these amenities every year. The summertime population is around 50,000 people on the Island at any one time, which is still "small townish", but how many small towns are going to have 60% of the population swimming, golfing, playing tennis, sailing, surfing, fishing or going to the beach at any one time?

This is a tremendous accomplishment for the community and reflects the decades of investment in pathways, safety initiatives, and infrastructure activities to support residents and the nearly 1 million people who bike yearly on the Island.

ISLAND WEATHER

ilton Head is a quality place, and a great deal of the quality of life here is due to the semi-tropical climate peculiar to this coast. The warm waters of the Gulf Stream mix with our low country air

causing early Springs and extending Summers beyond what is normal for this latitude. There is just enough chilly weather to give one an appreciation of the change of season, but the lack of extended cold periods means things grow in abundance, giving us lush lawns, shrubs and green golf courses when most others are brown or covered with snow! TAXES

t's hard to believe, but taxes on the Island continue to be low compared with many areas of the country.

South Carolina State Income Tax The South Carolina State Income Tax system is similar to the Federal system in that you are allowed certain deductions from your total income and you are taxed on the remainder. The following table shows the State tax rate on individual personal income: Two percent (2.5%) on the first $2,530 Three percent (3%) on the next $2,530 Four percent (4%) on the next $2,530 Five percent (5%) on the next $2,530 Six percent (6%) on the next $2,530 Seven percent (7%) on all over $12,650 Please refer to www.sctax.org for full updated tax information. Moving To South Carolina? http://www.sctax.org/Publications/mov2sc.html Personal Property Tax South Carolina does not have an intangible personal property tax on bank accounts, stocks, etc. There is a personal property tax on automobiles, airplanes, and boats. The tax depends on which district you live in. Hilton Head is divided into 7 districts. A county tax map will show the exact district lines; however, the map on the following page will give you an idea of the rates and locations. (Data not Current) Real Estate Tax The county tax assessor places an appraised value on your real estate based upon the sale price. This appraised value is then multiplied by 4% for residents or 6% for non-residents and corporations to obtain the 'assessed value'. The assessed value is then multiplied by the millage rate for your district. Residents that qualify for the 4% tax ratio are exempt from taxes imposed for school operating expenses. Beaufort County provides a convenient Millage Tax Calculator at www.bcgov.net under the On-line Services tab. Use the map below to find the tax district number.

"Plantation" on Hilton Head is another word for a planned community with strict covenants and controlled access. Following are brief descriptions of each plantation and the different Clubs associated with

each plantation. The different Clubs have diverse and complex membership packages based on residency on the Island, couple or individual, which kind of membership (social, golf or tennis) desired, and how much of each you think you'll play. To simplify things for our purposes here, Club Information is based on a "Full" resident couple Membership. Those memberships Tied to Property Ownership will be designated with the letters TPO. ully half of this plantation is devoted to multi-family developments and, therefore, most of the people you run into are probably visitors in pursuit of a good time. This is one of the more

"active" plantations for that reason. There are three 9-hole golf courses; Clipper, Galleon and Brigantine. Clipper and Galleon have hosted the PGA Tour three times! The Shipyard Racquet Club has been called "possibly the most beautiful tennis complex anywhere in the United States" and has been rated in the top 50 tennis resorts in the country by Tennis Magazine. There is a quieter side of single-family homes in Shipyard, but for the most part Shipyard is fast- paced and fun! PALMETTO DUNES PLANTATION

almetto Dunes is a 2000 acre resort/residential community and is one of the most visited on the Island. When you consider the three miles of beach, the three championship courses designed by Fazio, Trent

Jones, and Arthur Hill, the twenty-five court Palmetto Dunes Tennis Center, and Shelter Cove Harbour - the largest deep water harbor on the Island - surrounded by fine restaurants, shops and villas, it is no wonder why Palmetto Dunes is so popular! One of the unique features of this plantation is the twelve-mile lagoon system, fed by the waters of Broad Creek, which meanders by the homes and villas and is great for canoeing and fishing. The Leamington area of Palmetto Dunes, behind its own security gate, is the most exclusive section of the resort. The 427 home sites have the challenging Arthur Hills Course and Clubhouse as their centerpiece! n bygone days when the Spaniards were exploring this part of the coast, they landed on this area of the Island to get fresh water, hence the name Spanish Wells. One of the earliest of the Island's

planned communities, Spanish Wells, because of its location off the "beaten path" of Highway 278, has evolved into the most serene and quiet of all the plantations. Located on a point of land between Calibogue Sound and Broad Creek, it has its own nine-hole golf course and club. It is completely private with no amenities for visitors to access. Forest Beach

he "Off Plantation" areas of Hilton Head Island are comprised of separate distinct pockets of residential and higher density units of home ownership. The term "off plantation" simply refers to a neighborhood

that is not gated, and does not offer 24-hour security. Of the off plantation neighborhoods, one of the more sizable areas is Forest Beach. This neighborhood is divided by Coligny Circle, which separates the higher density beach condominiums to the south from the more residential area of North Forest Beach. The Forest Beach area contains over 3 miles of lush, white sandy beaches. Numerous tourist attractions, shops and cafes dot the area. Coligny Plaza, which is central to the beach area, is one of the oldest and most unique shopping plazas on the Island. It features shops, restaurants, a movie theatre, a grocery store and other service oriented businesses. Nearby, there is a splash fountain and miniature golf courses, plus other boutique shops and specialty restaurants. Hilton Head Medical Center and Clinics opened the Bluffton/Okatie Outpatient Center in January 1999. It is a $4.9 million, 40,000-square-foot health care center adjacent to Sun City Hilton Head. The Bluffton/Okatie Outpatient Center offers a variety of physician services, primary care clinic, physical therapy, outpatient surgery center, and community education and wellness programs. Education: A regional campus of the University of South Carolina was recently completed. The New River Campus is a four-year facility on 80 acres adjacent to Sun City Hilton Head and is expected to attract nearly 1,500 students from the Beaufort and Hilton Head Island areas, in addition to those enrolled from 23 nations. Animal Control Leash Law There is a statewide beach law, which requires that all dogs be licensed, and positive voice and leash control are enforced. Dogs are not allowed on the beach between 10 AM and 5 PM from Memorial Day until Labor Day. Owners are required to clean up after their pets.
