    Gentlemen:We are pleased to make this submission in response torequirements defined in your 23 May 1966 Request fQr Proposal

    for the sensor subsystem on th e Hexagon Program. The proposa 1is responsive in a l l aspects to that request.The Perkin-Elmer Corporation considers i t se l f uniquelyqualified to accomplish the objectives of th e Program. The Corporation has a record of signif icant accomplishment in th e design,development, and production of advanced scientif ic instrumentationwith emphasis in the technical disciplines particular to Hexagon.We are prepared to commit the personnel, faci l i t ies , and financialresources necessary to as.sure sat isfact ion of that Program's performance, delivery, and cost goals.As evidence of our confidence in satisfying such goals,

    we have undertaken a series of actions aimed at timely implementation of a full program on date of award. These includePreparations for th e establishment of aseparate Optical Technology Division specifically charged with management and technicalperformance responsibi l i t ies for the HexagonProgram.Purchase of a faci l i ty committed solely to thisprogram with A & E studies (partially funded atcompany r isk) now in progress to provide forexpansion as is necessary.Commitments of funds a t company r isk to procurecr i t i ca l long lead-time materials and services.Evaluation of a series of potential major subcontractors in order that vendor commitmentscan be triggered coincident with contract award.

    Ini t ia t ion, months ago, of a program forrecruitment of professional personnelwhich has produced tangible results to date,and which continues.

    As noted above, to better assure a successful Program,i t is our plan to establish a separate Optical Technology Division.Personnel presently assigned to the Program will be augmentedaccording to plan by ident i f iable personnel presently within theCorporation, and by recruitment as required. This combination ofidentifiable people wil l represent a cross-section of the technicalexcellence, and management and administrat ive capability drawnfrom a ll facets of the Corporation.

    A conscientious effor t has been made as a part of thisProgram to anticipate the principal technical problems to beencountered, and specific conclusions in regard to such problemsare documented in th e proposal. Our extensive analysis, design,and experimentation have led us to ful l confidence that the technical approach which we propose will meet or exceed the requirements of the Hexagon mission for the following reasons:

    The abi l i ty of our design to resolve 2.7 feetfrom a perigee alt i tude of 95 nautical miles,thereby achieving operational f lexibi l i tybetween the increased coverage capability a tthis alt i tude and an even bet ter resolutionof 2.2 feet a t th e minimum al t i tude of 80nautical miles.A passive thermal design that yields a favorableenvironment for th e optics, and which is bothsignif icant ly l ighter and more rel iable thanan active thermal system.An optical design that provides for a generousfocus tolerance ( 1 4 ~ , 2a), yields high resolution,is enclosed in a single structure for maintainingalignment integri ty during launch as well asuncoupling from vehicle distortions in orbit , andprovides an additional measure of thermal protection.The use of proven components and techniques inthe film transport system including: a ir bars,edge-guidance sensors and steerers , focal-plane

    defining rollers , tension sensors andcontrols, a twister mechanism, phase-locksynchronization to the scanners, andadaptive loop control of a l l drives.Additional operational f lexibil i ty in th eabil i ty to operate in th e surveillancemode with eff icient use of film by mixedscan, short scan, and patch mode operation.The successful implementation of an advancedoptical fabrication technique which ut i l izesmachine processing to produce precisionoptical parts on a reliable and repeatablebasis in a much shorter time than can beaccomplished by conventional techniques.

    In consonance with our past record, we advocate abalanced and thorough approach in evaluating technical solutions.Conclusions are the responsibil i ty of cognizant engineeringmanagers, and such conclusions have been, and wil l continue to be,reviewed and approved by th e Corporate Technical Advisory Boardmade up of Perkin-E1mer's most experienced scientif ic andengineering personnel.We recognize that our acceptance of technical directionfrom th e Procuring Agency is an essent ial element in accomplishingthis program. We believe that our record on previous procurementswith this Agency and other Government Agencies is th e best endorsement that can be made to support this statement.Of cr i t i ca l importance in meeting Program goals is our

    abil i ty to add personnel consistent with th e proposed plan. Ourplan calls for the sensible coordination of transfers from withinthe company, recruitment of new personnel, assignment of consultants, judicious sub-contracting, and selective use of purchasedtechnical services. The plan, as detailed in the proposal, willpermit accomplishment of Program goals.Perkin-Elmer submits this proposal on th e basis thati t possesses th e management, scien t i f ic , technical, fabrication,and administrative ski l l s necessary to th e accomplishment of th eHexagon Program. The Corporate managerial record for s tabi l i ty ,integri ty, performance, and service underwrites this conviction,
