3. General Objectives of the Sub-project

1. The aim of the project is to develop a modern laboratory that will facilitate student to gain hand-on expertise. The facilities can offer various chemical testing services for food, pharmaceuticals, cosmetics, and environmental and health issues.2. This laboratory can be used in future to conduct advance research for higher education, training and manpower development.

3. This lab will serve as core facility that can be expanded for advanced studies and research for M. Phil/Ph. D students in Pharmaceutical, Microbiological, Chemical and environmental Sciences.4. The developed facilities will be a helping hand to develop a national guide-line for chemicals used in various sectors, e.g. chemicals used in Ayurvedic, Homeopathic, Textile Industry, Food, Cosmetics, etc.5. A modern laboratory is an integral part of a department such as Pharmacy, Biochemistry Microbiology, and Chemistry etc. Department of Pharmacy and Department of Microbiology & Biotechnology are the newest department in Jagannath University (JNU). Here, we propose to establish a core laboratory facilities that can fulfill the needs of our students of Pharmacy, Microbiology & Biotechnology and Chemistry to develop their skills and professionalism. This lab facility will also serve to address chemical uses in every day life and their consequences at national level.

4. Specific Objectives of the Sub-project

Describe with clarity the specific objectives of the sub-project. Each specific objective will produce results and outcomes that have to be expressed in terms of milestones and be measured with performance indicators.

1) To improve academic excellence and professional skill of our students and young faculties.The aim of Pharmacy, Microbiology and Chemistry education is to help student ain understanding of the natural world, products used in every day life & their safety, chemical & environmental regulatory affaires and generation of new idea through research & development. So, in a teaching subject like pharmacy and microbiology, we build upon students everyday knowledge of the world around them and augment this by providing carefully designed activities in which student observe or interact with real objects and materials. These activities are usually carried out in a chemical, biochemical and biological laboratories. To complete 4 years graduation course on Pharmacy, Microbiology and Chemistry, students have go through several laboratory works. These include basic and applied laboratory works on Organic, Inorganic & Physical Chemistry, Pharmacognosy, Physiology and Microbiology. Students also need to perform advanced leavel laboratory works on Chemical & Biochemical analysis, Bio-analysis, Biotechnology, Pharmacokinetics and Pharmacodynamics studies of chemical and biochemical substances.To fulfill the above mentioned objectives, the proposed laboratory will contain two segments, Aa) Chemical & Biochemical segment and B) Biological segment and b) Chemical & Biochemical segment. Activities of each segment: A). Chemical & Biochemical Segment: i). Basic Inorganic and Organic synthesis and analysis. ii). Presence of heavy metal analysis in the consumer products and environmental samples. iii). Advanced organic and bio-organics analysis of Chemical, Biochemical, Food, Cosmetics and environmental samples.

B). Biological Segment: i). Microbial population dynamics and contamination analysis of food, cosmetics, pharmaceutical and environmental sample will be determined. ii). Biotechnological and physiological works will be carried out.

2).The ultimate objective will be to a] Ensure the quality of food, pharmaceuticals, cosmetics and other chemical based products in the local market as per guideline approved by the official organization as like FAO, WHO, FDA etc. This objective can be achieved by analytical evaluation of targeted products in the local market. b] Help government when a national guide-line will be formulated for the safe use of chemicals in various sectors, such as food, cosmetics, textile etc. c] Enhance the public awareness about the quality of consumer goods and environmental pollutions by publishing the experimental data and also through seminars and symposiums.d] Address Eenvironmental issues:- Geomicrobial identification and chemical analysis of water sample from underground water and surface water will lead to breakthrough in our understanding safe handling of produced water and pollution pattern. With this in mind we will initiateled a sampling and their analysis program throughout the country. Results thus obtain can help the development of water handling and disposal strategies.

5. Sub-project Summary:.

To complete 4 years graduation courses in Pharmacy, Microbiology and Chemistry students have to go through several laboratory works. They must be familiar with the methods and analytical techniques as well as quality control aspects regarding foods, drugs, cosmetics and environmental issues.

Establishment of a modern laboratory will thus introduce the students with modern analytical procedures and current quality aspects of foods, drugs and cosmetics which are mandatory to fulfill their academic requirement. Furthermore, due to lack of national guide-lines on food , drug and cosmetics, it is necessary to monitor quality control grading of imported and local consumer products. In this situation, a modern lab equipped with experienced researcher will help to ensure the quality of our consumer products, and the research data will help to increase public awareness throughout the country. Thus, a modern lab will not only help students to accomplish their academic requirement (lab sessions) but will also address national issues on food, drug, cosmetics, and environment. Moreover, it will facilitate future scope in collaborative works with other national labs regarding national issues on food, drug and cosmetics.At the end of the project, the established lab will generate its own every day working and maintenance fund from chemical, biochemical and consumer goods testing services and manpower development by offering different training programs.

6. Strategic Analysis

6.1 Strengths Institutional set-up (department and infrastructure). Activities of the Department of Pharmacy and the Department of Microbiology and Biotechnology have been started in 2009 at in Jagannath University. Each department has got an office room, class rooms and laboratory rooms with necessary infrastructure and supports. Students. Students with excellent academic background have been admitted in the session 2009-2010 in each of the above mentioned departments. On the other hand, the Department of Chemistry, offering ed Bachelor and Masters Program, and their student can also getot benefit from this project.

Highly Qualified teachers who have expertise and knowledge of performing research works on Chemical and Biochemical fields. There are fiveour teachers having Ph.D. degree with strong leadership of research works on chemistry, biochemistry, bio-organic chemistry, genetic engineering, biotechnology and microbiology in national and international levels. Other teachers have excellent academic and research background on pharmaceutical technology, biochemistry, microbiology and chemistry.

Accreditations from Pharmacy Council. Getting graduate degree from pharmacy department is not sufficient for a student. To be a professional, a student must get accreditations from pharmacy council from home and abroad which certify his/her ability to practice as a pharmaceutical technologist.

Good professional linkage with other institutes such as Dhaka University, BCSIR, Bangladesh and with the regulatory body such as Drug Administration.

6.2 Weakness New department and lack of some key instrument for this project, reagents and skilled laboratory staffs for quality laboratory works. As a new department, it there is lacks of sufficient funds to maintain and practice a standard laboratory work. Limited scope for up-gradation due to lack of funding. Presently JNU is offering degree programs on in Pharmacy and Microbiology. Though current facilities are sufficient for bachelor degree programs, up-gradation will be necessary for masters and MS programs.

6.3 Opportunities Students can be graduated at international standard. Syllabus for bachelor degree programs is developed by following curriculum in other internationally renowned universities so that the students can perform research works with this background.

Students will be familiar with the pharmaceutical, food & cosmetic technology and testing procedures. Pharmaceutical, Food & Cosmetic technology and testing procedure are the quality parameters for medicine, food and other consumer products. we are taking care. Ignorance about quality will lead to the substandard product which will bring severe health hazards at national level. Students and young facultiesy will acquire sufficient knowledge to address above mentioned matters.

Students will be trained up with the current quality parameters associated with the food, drug and cosmetics. Quality medicine and food not only cure diseases and provide nutrients in short time, but also gives some other benefits like, cost reduction in medicine bills and hospital bills, preventing toxic exposure, low side effects, etc. Academic period is the best time to learn about the quality parameters relevant with food, drug and cosmetics. A knowledgeable student can maintain quality in their professional life and hence can introduce/reinforce quality product for this nation.

Students can be trained with ethics. Pharmaceuticals, food and cosmetics business are is a pretty profitable. To make the business more profitable, entrepreneurs may do sometimes compromises with some unethical and illegal operations like, using low grade raw materials and, unskilled personnel, and by making polluted unqualified environment, etc. which are completely unethical. A pPharmacist/Microbiologist with high morale and professionalism will not bend with pressure and will not be distracted from his duties y and responsibilitiesy.

Masters and Higher research programs can be offered to the students. Qualified students with bachelor degree can earn their masters degree from this institution ast international standard. Students can do research work on regarding food, drug and cosmetics in this lab.

Help to ensure the quality of foods, pharmaceuticals, cosmetics and chemicals, and chemical based products. The proposed project will not only develop help the professionalism in of our students, but it will also help to ensure the quality of our every day products. This can be done by occasional monitoring of product in the marketed products and environmental sampling. National guide lines on about foods, cosmetics, and ayurvedic medicine can be developed. Right now, we dont have a concrete national guidelines on about foods, cosmetics, ayurvedic medicines and their chemical/bio-chemical grading. This enables to deviate from quality of products and thus become hence life threatening. A modern laboratory like this project can help the gGovernment in formulating when a national guide-line will be formulated for the safe use of chemicals in various sectors, such as foods, cosmetics, etc.

Sustainable financial support. We shall have the opportunity to upgrade the lab as a centre for quality testing of consumer goods and environmental samples. After successful implementation of this project we can offer the cheapest price for testing of food materials, pharmaceuticals, cosmetics, chemicals and related ingredients as per national and international guidelines. This measure will contribute to be the source of finance of the department. As an example, BRTC (Bureau of Research, Testing and Consultancy) of BUET may be mentioned. In addition, fund can be raised through some laboratory training programs.

6.4 Threats Sustainable gas and electricity supply. Gas and electricity problem is a well known national issue in Bangladesh. This issue is manageable though it involves cost. Gas cylinder can be used in case of low gas pressure. Gas/Farness generator can be used to generate electricity in case of load-shedding.

7. Benefits (Qualitative & Quantitative)

A)In this lab qualitative and quantitative analysis of organic, inorganic, and bio-organic compounds can be carried out on a routine or non-routine basis which is included in the course curriculum of our undergraduate and graduate programs. Further research and development works can be preformed as extracurricular activities. Each year at least 60 students can be trained and complete their lab courses. Their professionalisms and ethical values can be enhanced through their research and laboratory activities.

B)The proposed project will not only help in developing the professionalism of our students, but also it will help to ensure the quality of our every day products on the basis and enforcement of cGMP (current good manufacturing practice) and cGLP (current good laboratory practice). The obtained Ddata from the test results of those will be generated from foods, drugs, cosmetics and environmental sample analysis can be used to increase public awareness regarding quality of life and pollution.

8. Please describe the physical and environmental effect/impact of the sub-project on soil, water, air, bio-diversity, biomass, etc.

This project will be carried out for establishing a modern laboratory that will help our students and young faculties to gain practical knowledge on pharmaceutical, food and cosmetic sciences and researches regarding the safety of food, drugs, cosmetics, etc. Samples such as food, drug, cosmetics, soil, and water will also be tested in this laboratory. For all laboratories testing and experiments concept of green chemistry and cGLP will be explored. No chemicals and reagents having harmful effect on soil, water, air, biodiversity, and biomass will be used in this project.. Moreover, overall experimental materials and method, and the disposal systems of used chemicals will be verified by the experts.

The purpose of this project is to develop a modern laboratory which will help the student to gain potential practical knowledge on quality of Pharmaceutical, Food, Cosmetics products. Various environmental samples such as soil, water as well as raw food & vegetable also will be tested to evaluate the environmental contamination and pattern of contaminationTo accomplish these goals, various highly sophisticated instruments such as High Performance Liquid Chromatography (HPLC), Infrared spectroscopy (IR), Atomic-Absorption spectroscopy (AA), Gas Chromatography (GC) etc. are essential to install in the laboratory for the purpose of testing sample and establishing methodology as per cGMP. HPLC- 1) Identification, quantification of organic samples 2) Impurities analysis of an organic.3) Identification and quantification of organic contamination in a sample.

FTIR-1) Identification of organic matters and their impurities in determination.2) Standardization of a sample and sample mixture.

Atomic Absorption Spectroscopy-1) Quantitative determination of heavy metals in any sample

GC-1) Identification and quantification of organic materials and their impurities those have low boiling point below 2000CThese instruments also will be helpful for teaching and learning purpose of young faculty members and students respectively. So, the maximum budget allocation is for buying those instruments.
