PROJECT BACKGROUND

In October 2016, Old Dominion University was awarded a grant by the U.S. Department of Commerce as one of five regional alliances and multi-stakeholder partnerships (RAMPS) to stimulate cybersecurity education and workforce development under the National Initiative for Cybersecurity Education (NICE) objectives. This grant established the Hampton Roads Cybersecurity Education, Workforce and Economic Development Alliance (HRCyber).

PROJECT MISSION AND OBJECTIVE

Hampton Roads Cybersecurity Education, Workforce and Economic Development Alliance (HRCyber) is a partnership among educational institutions, government agencies, non-profit organizations, and private employers focused on developing educational pathways from high school through community college to four year institutions and continued professional development providing a capable and fully trained cybersecurity workforce for the region.

HRCyber aligns regional educational and skills development offerings to the workforce practices and activities of business and non-profit organizations within the Hampton Roads region with the specific goal of supporting local economic development and job growth via establishment of a multi-stakeholder alliance. This is achieved by addressing the workforce needs of cybersecurity employers by increasing the pipeline of students pursuing cybersecurity careers from high schools, community colleges and universities.

PROJECT GOALS

Goal 1: Coordinate educational pathways among public high schools, community colleges, and four year institutions

Goal 2: Gather information from the regional workforce about the knowledge and skills needed in cybersecurity programs and revise curricula as needed

Goal 3: Coordinate academic programming among educational institutions and workforce

Goal 4: Strengthen the cybersecurity capabilities of the regional workforce

KEYNOTE SPEAKER – SENATOR FRANK WAGNER

Senator Frank Wagner is a senior member of the Senate of Virginia, representing the Seventh Senate District, which includes the western half of Virginia Beach and northeastern Norfolk. Prior to serving in the Senate, Frank served in the House of Delegates. He is a U.S. Naval Academy graduate with a B.S. degree in Ocean Engineering. In the United States Navy, Frank served as a diving and salvage officer and an engineering duty officer. Frank is a tireless champion for military service members, veterans and their families. See Senator Wagner’s enclosed biography for additional details.

SUMMIT MODERATOR – BRIAN PAYNE (PH.D.), VICE PROVOST, OLD DOMINION UNIVERSITY

Brian Payne is the Vice Provost for Academic Affairs at Old Dominion University and tenured professor in the Department of Sociology and Criminal Justice. He is the principal investigator for the NIST grant that ODU received in October 2016 that established HRCyber. Brian is a former editor for the American Journal of Criminal Justice and past president of the Southern Criminal Justice Association and the Academy of Criminal Justice Sciences. He is the author or co-author of more than 160 journal articles and seven books related to his criminal justice research. Brian received his Ph.D. and M.A. degrees both in Criminology from Indiana University of Pennsylvania, and in a B.S. in Sociology also from Indiana University of Pennsylvania.

SESSION 1. CYBERSECURITY EDUCATIONAL PATHWAYS

Panel members from local high school districts, community college, and four-year institutions will discuss various educational pathways available for students to enter the cybersecurity workforce.

Moderator: Hongyi “Michael” Wu (Ph.D.), Director of the Center for Cybersecurity Education and Research, Old Dominion University Hongyi “Michael” Wu is the Batten Chair of Cybersecurity and the Director of the Center for Cybersecurity Education and Research at Old Dominion University (ODU). He is also a Professor in Department of Electrical and Computer Engineering and holds joint appointment in Department of Computer Science. Before joining ODU, he was an Alfred and Helen Lamson Endowed Professor at the Center for Advanced Computer Studies (CACS), University of Louisiana at Lafayette (UL Lafayette). He received a B.S. degree in scientific instruments from Zhejiang University, Hangzhou, China, in 1996, and a M.S. degree in electrical engineering and Ph.D. degree in computer science from the State University of New York (SUNY) at Buffalo in 2000 and 2002, respectively. His research focuses on networked cyber-physical systems for security, safety, and emergency management applications, where the devices are often light-weight, with extremely limited computing power, storage space, communication bandwidth, and battery supply. He received NSF CAREER Award in 2004 and UL Lafayette Distinguished Professor Award in 2011.

Panel Member: Theresa Dougherty, Coordinator for Business and Information Technology Programs, Virginia Beach City Public Schools Theresa Dougherty oversees Business and Information Technology programs for Virginia Beach City Public Schools. Ms. Dougherty came to this position with a broad range of experience. Beginning with a Bachelor’s of Science in Business Administration and Management from Old Dominion University, she worked in industry and education in a variety of roles from finance to acquisition to educational consulting. After obtaining an M.A. in Economics, Theresa spent a decade teaching business and information technology courses to high school students in the Tidewater area. She recently completed the latest leg in her educational journey by earning her post master’s certificate in educational leadership from The George Washington University where her research interests centered on leading effective curriculum. Theresa’s professional work extends to acting as a contributing editor for textbook publications for Glencoe McGraw-Hill, revising test framework for the national licensure exam for business education, consulting for Hasbro on the development of product lines related to financial education, and continued development of Cyber Innovation and Cyber Security Challenges as part of the annual STEM Trifecta event.

Panel Member: Chinell Callwood, Program Administrator, Heritage High School Governor’s STEM Academy, Newport News City Schools Chinell Callwood is the Program Administrator for the Heritage High School Governor's STEM Academy in Newport News, VA. She oversees several career pathway programs within the academy including Computer Networking & Cybersecurity. In 2016, Chinell received the National Center for Women in Information Technology’s (NCWIT) Aspirations in Computing Educator Award. She was also awarded the 2015 Virginia Governor’s Award for Career & Technical Education Exemplary Standards and served as the Langley Air Force Association’s 2015 STEM Teacher of the Year. Before pursuing a career in education, Chinell worked within the Information Technology industry for five years as a Network Administrator and IT Specialist.

Panel Member: Joel Kirch, Associate Professor, Tidewater Community College Joel Kirch is an Associate Professor at Tidewater Community College. He teaches Cyber Security and other Information Technology and Networking courses for Information Technology and Business program. He spent the past 18 years working for the U.S. Navy in a variety of roles; contractor, consultant and Civil Servant (twice). While the titles have changed, his jobs evolved from Computer Scientist to Network Security Engineer as his interests shifted more towards computer and network security. Joel earned his Associate of Science in Science, Thomas Nelson Community College; his Bachelor of Science in Information Science, Christopher Newport University and his Masters of Science in Network Security, Capitol College. He also holds his CISSP, GSEC, and GCIH professional certificates.

Panel Member: Steve Foster (CISSP), Professor and Cybersecurity Project Director, Thomas Nelson Community College Steve Foster is the Cybersecurity Project Director and Cybersecurity Adjunct Professor at Thomas Nelson Community College. He assisted the college in recently being designated a NSA/DHS Cybersecurity Center of Excellence by being awarded the CAE2y certification. He is also developing student career pathways that include internships and apprenticeships. Prior to coming to Thomas Nelson, Steve had a 20-year career with the FBI where he worked on investigations involving organized crime, white collar crime, counter espionage, counter terrorism and cyber crime investigation. After retiring from the FBI, he founded a cybersecurity consulting company that worked with Fortune 500 corporations and he was a featured keynote speaker for the IBM Security Road Show. He is the co-author of the “Black Book on Corporate Security.” Steve is completing another master’s degree in cybersecurity with Capitol Technology University.

Panel Member: Lenora Thorbjornsen, Academic Advisor for Cybersecurity, Old Dominion University Lenora Thorbjornsen is the Coordinator of First Year Success with the Center for Advising Administration and Academic Partnerships and the professional advisor for the Interdisciplinary Studies Cyber programs at Old Dominion University. She received her M.S. Ed in College Counseling and her B.S. in Human Services from Old Dominion University.

Panel Member: Aurelia Williams (Ph.D.), Chair of the Department of Computer Science, Norfolk State University Aurelia Williams is the Chairman and Professor of Computer Science at Norfolk State University (NSU). She manages two graduate programs in Computer Science and Cybersecurity and two undergraduate programs in Computer Science and Information Technology. Dr. Williams is the Principal Investigator of the department’s award of $25M Consortium Enabling Cybersecurity Opportunities and Research (CECOR) where NSU leads a consortium of thirteen HBCUS and two DoE national laboratories to increase the workforce pipeline in Cybersecurity. She is a Co-PI of the NSF Scholarship for Service grant and has served as a mentor to students in the program. Dr. Williams is a member of three professional and honorary societies and she volunteers in her community where she participates in various programs that promote the STEM (science, technology, engineering, and math) fields to students from elementary to college age. Dr. Williams received a bachelor’s degree in Computer Science from Norfolk State University, a master’s degree in Computer Science from Johns Hopkins University and a doctoral degree from Pace University in New York.

Panel Member: Antoon “Tony” Rufi, Campus Director of Academic Affairs, ECPI University Antoon “Tony” W. Rufi graduated from the University of Maryland University College with a master’s degree in Information Systems and from Southern Illinois University with a bachelor’s degree in Industrial Technology. Tony is currently the Campus Director of Academic Affairs at ECPI University in Newport News, VA. Tony is credentialed to teach the Cisco Academy CCNA, CCNP, Network Security, and IP Telephony curriculum, and holds both Network + and Security

+ certifications. He has authored several book for Cisco Press. Prior to becoming an instructor for ECPI, he spent almost 30 years in the United States Air Force, working on numerous electronic and computer programs and projects.

SESSION 2. CYBERSECURITY INTERNSHIPS AND APPRENTICESHIPS

Panel members will discuss how internships and apprenticeships are being used to develop the next generation of cybersecurity professionals from high school, community colleges and 4-year universities to the workforce.

Moderator: Todd Estes, Interim Associate Vice President of Business & Corporate Solutions and Director of the Apprenticeship Institute, Tidewater Community College Todd Estes and his team work with regional employers to develop customized training programs designed to meet their unique needs. Estes also serves as the Director of the Apprenticeship Institute. The Apprenticeship Institute helps Hampton Roads employers develop sustainable apprenticeship programs designed to supply a highly skilled workforce for the 21st century economy. Prior to joining TCC, Todd was employed at Newport News Shipbuilding (NNS) where he supported their workforce development efforts including the nationally recognized NNS Apprentice School. He holds a B.S. from Old Dominion University, a M.Ed. from William and Mary, and is currently pursuing a doctorate in higher education administration at William & Mary.

Panel Member: Robert George, Technical Manager, Information Security, Sentara Healthcare Robert George is the Technical Manager of the Security Operations and Incident Response team for Sentara Healthcare. His team identifies and prevents internal and external threats that may compromise the confidentiality or integrity of patient data as part of an effort to maintain a safe and private patient treatment environment. Robert began working with Sentara in 2001 as an Intern in the Human Resources Department. While attending school he completed multiple internships for Sentara in the areas of Human Resources, Decision Support, and Pharmacy. After graduation, he worked in various Information Technology roles including Computer Operator, Network Technician, Sr. Data Security Analyst, and Security Engineer before moving into his role as a Technical Manager for the Information Security Office. He now leads a team of security professionals including student interns from local high school and college cybersecurity programs. Robert holds an A.A.S. in Information Systems Management from Tidewater Community College and a B.S. in Chemistry from Hampden-Sydney College.

Panel Member: Chris Weiss, Student, Old Dominion University Chris Weiss is an Old Dominion University student who is majoring in Information Technology with a minor in Cybersecurity. He is the Vice President and spokesman of the Cyber Security Student Association – which won the “Best Student Organization of the Year” award for 2017. Chris also founded ODU’s Cyber Competition Team which has participated in several state competitions. He completed an internship with Sentara Healthcare during the spring 2017 semester and he is looking forward to entering into the cybersecurity workforce after graduation in May 2018.

Panel Member: Sara Lockett (Ed.D.), Director of the Office of Technical and Career Education, Virginia Beach City Public Schools Sara Lockett is the director of the Office of Technical and Career Education with the Virginia Beach City Public Schools, where she oversees all career programs including cyber security, networking, and other IT related strands. She works closely with HRCyber and the Go Virginia Cyber Working Group. Sara is also a member of the Governor’s Task Force on Cyber Security for the Commonwealth of Virginia and Cyber Security Advisory Board for the Virginia Community College System. Sara received her Ed. D. in K-12 School Leadership from Regent University, a M.Ed. from Virginia Commonwealth University, and a B.S. in Business Administration the University of Mary Washington.

Panel Member: Debbie Murray, Program Manager for Internships and Research Experiences, Virginia Space Grant Consortium Debbie Murray is an accomplished professional with 28 years of success in program management with student internships and faculty fellowship programs. She was the Program Manager for the NASA Langley Faculty Fellowship Program and Program Coordinator for the award winning NASA Langley Aerospace Research Student Scholars (LARSS) Internship Program. Debbie currently manages the Commonwealth STEM Industry Internship Program (CSIIP), a state-wide internship program in support of Virginia’s Workforce Development Program. She also manages the VSGC STEM Takes Flight with Virginia’s Community Colleges NASA Research Experience Program. Her passion is working with

students and industry in preparation for our future workforce needs. Debbie received her A.S. with honors in Business Administration from Thomas Nelson Community College. She has membership in many professional organizations and has served the community in a variety of leadership positions.

Panel Member: Edwin “Leigh” Armistead (Ph.D.), President, Peregrine Technical Solutions Leigh Armistead is the President of Peregrine Technical Solutions and a retired Naval Officer. He has extensive experience in cybersecurity operations in both the military and private sectors. Leigh serves as the Chief Editor of the Journal of Information Warfare and has authored three books on this subject. He is the Program Director of the International Conference of Cyber Warfare and Security and the Vice-Chair Working Group 9.10, ICT Uses in Peace and War. Leigh established the first cybersecurity apprenticeship program in Virginia working with TCC. He holds a Ph.D. in Information Operations from Edith Cowan University.

Panel Member: Bill Clement, Dean of IT and Business, Tidewater Community College Bill Clement is the Dean of IT and Business overseeing the Cyber Security and IT programs at Tidewater Community College. He is also a full Time IT faculty member at Tidewater Community College serving on the Virginia Beach campus as a program lead in the Web Development Specialist curriculum specializing in Web graphics, design, interactive Web site development, Web server administration, networking and computer hardware. Bill earned his Bachelor of Science from the State University of New York at Oswego in Industrial Technology and a Master’s of Science in Instructional Design and Technology from Old Dominion University. He also holds Graduate Certificate in Educational Technology Leadership from Goucher College.

SESSION 3. VIRGINIA SPACE GRANT CONSORTIUM PROJECT ACTIVITIES

The Virginia Space Grant Consortium (VSGC) will discuss their activities; videos, cyber Saturday, cyber counselors workshop and internships and how they influence the development of future cybersecurity professionals.

Moderator: Mary Sandy, Director, Virginia Space Grant Consortium Mary Sandy has served as Director for the Virginia Space Grant Consortium, part of NASA’s Space Grant program, since 1990 when she became the newly formed organization’s first full-time director. She has thirty-five years of experience in the management of educational, workforce development and research programs for NASA and industry, along with another nine years as a classroom teacher. Mary holds an M.S.A. in Public Administration from George Washington University, an M.A. in Transpersonal Psychology from Atlantic University, and a B.A. in English and Spanish with minor in Education from Radford College. Prior to becoming Director of the Virginia Space Grant Consortium, she served as NASA’s Public Affairs Officer for Aeronautics, Exploration and Space Technology at NASA Headquarters in Washington, DC and Head of the Office of Public Services and Center Educational Programs Officer for NASA Langley Research Center in Hampton, Virginia. As Director of the Virginia Space Grant Consortium, Mary oversees a wide range of programs and partnerships focused STEM education, workforce development and research across many disciplines. She was a Co-Investigator for the NIST-funded HR Cyber project.

Panel Member: Chris Carter, Deputy Director, Virginia Space Grant Consortium Chris Carter is the Deputy Director for the Virginia Space Grant Consortium (VSGC) where he oversees higher education, precollege, and outreach programs including VSGC’s scholarship and fellowship program and internship programs. He serves as the Principal Investigator on the Geospatial Technician Education-Unmanned Aircraft Systems (GeoTEd-UAS) project funded by the National Science Foundation (NSF) Advanced Technological Education (ATE) program. Chris also served as the PI for two previous NSF-ATE funded GeoTEd projects. The VSGC receives seed funding from NASA to coordinate and develop STEM education, research, and workforce development programs statewide. He holds a B.S. in Management Science from Virginia Tech and an M.Ed. in Instructional Technology from East Tennessee State University (ETSU).

Panel Member: Kirsten Manning, STEM Education Specialist, Virginia Space Grant Consortium Kirsten Manning is a STEM Education Specialist with the Virginia Space Grant Consortium. A former physics teacher for 16 years, she has extensive experience in project coordination, STEM instruction, and oversight of out-of-school student experiences. She has coordinated multiple STEM Saturdays and other similar events led by VSGC. Kirsten is the project coordinator for the Virginia Space Coast Scholars program overseeing the online course and the summer

academy at NASA Wallops. She also led VSGC’s coordination of the cyber videos, workshops, and Saturday events as a partner in the HR Cyber project.

Panel Member: Debbie Murray, Program Manager for Internships & Research Experiences, Virginia Space Grant Consortium Debbie Murray is the Program Manager for Internships and Research Experiences, Virginia Space Grant Consortium. She has 28 years of success in program management with student internships and faculty fellowship programs. Debbie was the Program Manager for the NASA Langley Faculty Fellowship Program and Program Coordinator for the NASA Langley Aerospace Research Student Scholars (LARSS) Program for VSGC. She currently manages the Commonwealth STEM Industry Internship Program (CSIIP), a state-wide internship program in support of Virginia’s Workforce Development Program. SESSION 4. SOCIAL SCIENCE RESEARCH CENTER (SSRC)

ODU’s Social Science Research Center (SSRC) will present findings from the two surveys and focus groups on how the region see the current state of cybersecurity education and workforce development.

Presenter: Tancy Vandecar-Burdin (Ph.D.), Associate Director, The Social Science Research Center, Old Dominion University Tancy Vandecar-Burdin is the Associate Director of the Social Science Research Center at Old Dominion University and she has over 19 years of experience with various forms of research methods and data collection including mail surveys, telephone surveys, household interviews, and focus groups. She enjoys working with faculty, area businesses, and health and human service providers to determine their research and data collection needs, developing survey instruments, and developing evaluations of programs. Her research interests include nursing home policy, changes in research methods, and issues surrounding the mentally ill and the criminal justice system. Tancy earned her Master of Arts in Applied Sociology with a certificate in Criminal Justice from Old Dominion University as well as a Ph.D. in Public Administration and Urban Policy.

SESSION 5. CYBERSECURITY WORKFORCE & ECONOMIC DEVELOPMENT

Panel members representing various workforce development organizations will discuss the potential economic impact cybersecurity has in Hampton Roads and its opportunity for growth.

Moderator: RADM (US Navy Ret.) Gary Jones, Strategic Business Consultant, Klett Consulting RADM Gary R. Jones, US Navy (Retired), has over 40+ years of leadership and management experience in the military and private business. He has an extensive background in Navy and Joint Training, to include leading the Naval Education and Training Command (NETC), the largest shore command in the Navy. NETC was responsible for basic, advanced, and technical training in the Navy, with a throughput of 45,000 officers and enlisted sailors a year at 234 training centers and 71 universities. Following his Navy career, he managed a successful profit and loss business for 6 years in the Modeling and Simulation industry. He holds a B.S. degree in Mechanical Engineering from the US Naval Academy, and an M.S. Degree in Systems Management from the University of Southern California. He also attended the Kenan-Flagler Business School at The University of North Carolina, Chapel Hill.

Panel Member: Ray White, Business Development Manager, City of Virginia Beach Economic Development Office Ray White has extensive economic development and business development experience with over 20 years serving in numerous positions including Director of Economic Development for the City of Hampton, VA and Executive Director of the Albemarle Economic Development Commission. Throughout his career he has played key roles in the attraction of over $2 Billion dollars of business investment, creating thousands of jobs. He currently leads the business development activities for the City of Virginia Beach in the cyber security, government contracting, sensors & advanced materials, and alternative energy business sectors. Previous to his positions in the public sector, Ray headed a management consulting firm for 11 years specializing in new business development and marketing. He is a graduate of Old Dominion University.

Panel Member: Matt Andrews, Reinvent Hampton Roads Matt Andrews is representing Reinvent Hampton Roads, bringing a broad repertoire that includes 20 years of service as a Navy Explosive Ordnance Disposal officer in various levels of command at posts all around the world. Matt earned his B.S. in Naval Architecture from the U.S. Naval Academy, a Masters in National Security and Strategic Studies, and sub-specialties in Defense Financial Management and Joint Operational Planning. Matt transitioned from the military last year and is currently pursuing his MBA at the University of Virginia, Darden School of Business Class of 2018. Matt is leading the industry scale-up strategy for Reinvent Hampton Roads, which includes proposal development for GO Virginia and working across the region - from Wallops, to Williamsburg, to Isle of Wight - to help small businesses grow.

Panel Member: Chad Matheson, Director, Business Intelligence, Hampton Roads Economic Development Alliance Chad Matheson is the Director of Business Intelligence for the Hampton Roads Economic Development Alliance. He provides market research and economic analysis in support of the organization’s long-term strategic initiatives and economic development goals to strengthen, diversify, and enhance the regional economy of Hampton Roads. This analysis focuses on regional industry performance, competitive positioning, labor trends, cluster development, and supply chain economics. Prior to joining the Alliance, he served as a Research Intern with the City of Suffolk Department of Economic Development and as a Constituent Relations Intern at the Chesapeake District Office of Congressman J. Randy Forbes. Chad has a Bachelor of Arts in Economics from Old Dominion University and an Associate of Social Science from Tidewater Community College.

Panel Member: Larry “Chip” Filer (Ph.D.), Chairman of the Department of Economics and Senior Fellow, Old Dominion University Chip Filer is Chairman of the Department of Economics and a Senior Fellow, in the Center for Economic Analysis and Policy at Old Dominion University as well as a Fellow in the Commonwealth Center for Recurrent Flooding Resiliency. He received his masters and doctorate in economics from the University of Kentucky. He specializes in macroeconomic forecasting and regional economic development. Chip’s research includes work on flood mitigation, the use of economic development incentives by states and localities and economic forecasting. He is a contributor to both the State of the Region report and the State of the Commonwealth report published each fall. His work has been featured in The Virginian Pilot, The Daily Press, The Richmond Times-Dispatch, Yahoo Finance, MoneyRates.com and MSNBC. He has been a faculty member at ODU since 1999.

Panel Member: Gena Pirtle, Marketing & Workforce Program Manager, Corporate Affairs, Cisco Gena Pirtle’s career at Cisco has spanned two decades where she has been responsible for developing strategic public/private partnerships to help Cisco deliver on Corporate Social Responsibility (CSR) goals to “Innovate Everywhere, Connect Everything, and Benefit Everyone.” She currently is helping to lead the Cisco Talent Bridge initiative, which connects a diverse qualified IT workforce pipeline to Cisco and its ecosystem partners by tapping into Cisco’s flagship CSR education program, Cisco Networking Academy. For 20 years, the Networking Academy has helped train over 6 million students across the globe in entry-level IT skills aligning to industry certification. During her tenure, Mrs. Pirtle has spearheaded early-in-career skills-to-jobs programs including the Networking Academy Dream Team, which provides real-world exposure for qualified candidates to demonstrate their competencies in the workplace. Additionally, she helps support Cisco’s Veteran Affairs organization and is the program manager for the Virginia Veteran Cyber Training (VVCT) initiative, a consortium of IT industry partners providing free cyber training and certification to veterans to help fill the over 36,000 cybersecurity jobs across the Commonwealth.
