BIOGRAPHY Born in Hamilton, Ontario, on July 17, 1906, Gwendolen Margaret Carter was the daughter of Charles Carter, a physician, and Nora Ambrose Carter. After she completed a B.A. in history at the University of Toronto in 1929, she attended Oxford. There she received a B.A. in 1931 and, after teaching at McMaster University in Hamilton, Ontario, from 1932 until 1935, an M.A. in 1935. Carter came to the United States to do graduate work at Radcliffe, where she earned an M.A. (1936) and a Ph.D. (1938), both in political science. She held instructorships at Wellesley and Tufts Colleges before being appointed assistant professor at Smith College in 1943. Smith promoted her to associate professor in 1947 and professor in 1951 and then named her Sophia Smith Professor in 1961. In 1964, Carter was appointed Melville J. Herskovits Professor of African Affairs and Director of the Program of African Studies at Northwestern University, a position she held for a decade. Carter's early work concentrated on European governments; after doing her dissertation on aspects of the League of Nations, her first book, published in 1947, was The British Commonwealth and International Security. Major Foreign Powers, a text she co-authored with John Herz, has been through several editions. While working on a study of the British Commonwealth after the war, Carter first visited Africa in 1948. Her scholarly interests immediately turned to that continent, and she returned to South Africa for a yearlong study in 1952. Succeeding trips resulted in a number of publications concerning African affairs, including The Politics of Inequality: South Africa Since 1948 (1958); Independence for Africa (1960); South Africa's Transkei: The Politics of Domestic Colonialism (1967); and Which Way is South Africa Going? (1980). She edited several works about Africa, including the four-volume From Protest to Challenge: A Documentary History of African Politics in South Africa 1882-1964 (1972-1977). In addition to receiving Ford and Rockefeller Foundation grants for her work, Carter served on the advisory council of the African Bureau of the Department of State (1862-1967), was a State Department lecturer in Africa in 1966, and directed an Office of Education seminar for American teachers in Africa in 1967. She was active in professional activities, serving as president of the African Studies Association (1958-1959), vice-president of the American Political Science Association (1963-1964), president of the New England Political Science Association (1959-1960), and trustee of the African American Institute (1964). BIOGRAPHY

Born in Hamilton, Ontario, on July 17, 1906, Gwendolen Margaret Carter was thedaughter of Charles Carter, a physician, and Nora Ambrose Carter. After she completed a B.A. inhistory at the University of Toronto in 1929, she attended Oxford. There she received a B.A. in1931 and, after teaching at McMaster University in Hamilton, Ontario, from 1932 until 1935, anM.A. in 1935.

Carter came to the United States to do graduate work at Radcliffe, where she earned anM.A. (1936) and a Ph.D. (1938), both in political science. She held instructorships at Wellesleyand Tufts Colleges before being appointed assistant professor at Smith College in 1943. Smithpromoted her to associate professor in 1947 and professor in 1951 and then named her SophiaSmith Professor in 1961. In 1964, Carter was appointed Melville J. University Women and a medal for distinguished achievement from Radcliffe College, both in1962, and was named a fellow of the American Academy of Sciences in 1965. She was grantedhonorary degrees by Wheaton College (1962); Russell Sage College (1963); Western College forWomen (1964); Goucher College (1964); Carleton University (1965); McMaster College (1966);Boston University (1966); the University of Toronto (1970); Northwestern University (1977);Smith College (1979); and Stetson University (1981).

After retiring from Northwestern in 1974, Carter (who became a naturalized Americancitizen in 1948) taught part-time at Indiana University. She was active as a traveler and a scholaruntil her death in 1990.

DESCRIPTION 0F THE PAPERS

The Gwendolen M. Carter Papers chronicle Carter's career as a political scientist andAfricanist from the 1930's through the 1970's (a small amount of earlier material is alsoincluded.) The bulk of the collection dates from approximately 1960 through approximately1975. Carter's South African research interests and her activities as director of NorthwesternUniversity's Program of African Studies are especially well documented.

The collection is divided into eight sections: Personal Papers; Administrative Files; SouthAfrican Research Materials; Papers and Speeches; Research Files; Manuscript of National Unityand Regionalism in Eight African States; Dissertation Research Materials; and Scrapbooks.

Personal Papers: This small file includes personal and family correspondence, mementos,documents such as transcripts and recommendations, and similar items relating to Carter'spersonal life. Most of this material dates from the 1950's or earlier.

Administrative Files: This material, principally correspondence and from Carter's tenure asdirector of Northwestern's Program of African Studies, is organized into three groups: GeneralCorrespondence, Letters of Recommendation, and Subject Files. General Correspondenceincludes letters, both incoming and outgoing, arranged chronologically. Letters ofRecommendation are also arranged chronologically, and include requests for such letters as wellas Carter's recommendations.

Subject Files consist primarily of correspondence, but reports, memos, proposals, and similarsupporting materials are included as well. Subjects are arranged alphabetically; within thesesubdivisions, arrangement is chronological.

South African Research Materials: South Africa was Carter's major field of concentrationsince the late 1940's, and various facets of her South African interests are documented here. Thesubseries is divided into eight sections: Correspondence, Documents, Biographies andInterviews, Administrative Files, Manuscripts, Background Information, the 1953 Elections, andCard Files.

Correspondence dates from 1943 until 1977. Arranged by subject, it concerns resources forstudy, Carter's research, and current South African affairs.Documents include minutes, constitutions, legislation, official statements and memoranda, andsimilar material relating to South African events and organizations from the 1920's through the1960's. The largest portion of the material relates to the Natal, South African, and TransvaalIndian Congresses. Arrangement is alphabetical by subject.

Biographies and Interviews consist of memoirs, interviews, and other biographical informationabout South African activists, black and white. The material dates from the 1940's through the1960's and arrangement is topical.

The Administrative Files are composed of indexes, reports, and other records pertaining to theorganization and management of the South African Documents' Survey Project. Reports andrecords are arranged alphabetically by subject.

Manuscripts include articles about South Africa written by Carter, as well as a manuscriptversion of From Protest to Challenge, a documentary history edited by Carter and others.

Background information, arranged alphabetically by subject, includes informational materialcovering a wide range of South African topics, including communism, nationalism, and religion.Bibliographic information is also included here.

The 1953 Elections section includes election returns, constituency reports, information about theUnited and Nationalist parties and their candidates, and propaganda, arranged alphabetically bysubject. This section concludes with a large file of clippings from South African newspapers.

Card Files consists of three sets of subject files, each arranged alphabetically, pertaining to SouthAfrican affairs. Two are unidentified, and the final set is dated 1964.

Papers and Speeches consist of papers by students or other scholars. A general sequence ofpapers (alphabetical by author's surname) is followed by alphabetical sequences of dissertationproposals, miscellaneous proposals, and papers from the American Negro LeadershipConference in 1964 and the CSA Meeting of Specialists on Urbanization and UrbanDevelopment in 1961. Finally, there is a set of these submitted to Carter by Smith Collegestudents, arranged alphabetically by surname of author.

Research Files include clippings from newspapers and magazines, reprints of articles, and notesare included here. The majority of the material is filed alphabetically by African nation. Asizable file of general material on Africa follows this sequence, then by an alphabetical file ofsubjects, such as art, education, and drought. Although material in this subseries dates from thelate 1940's though the 1970's, much of it is undated. Folders unmarked as to date may span thisthirty-year period. A small group of card files concludes this section.

Manuscript of National Unity and Regionalism in Eight African States consists of a typescriptdraft of the publication, which Carter edited.

Dissertation Research Materials include notes and research materials collected by Carter whileresearching the League of Nations for her dissertation. The subseries is arranged topically.

Scrapbooks are filled with newsclippings about world affairs between the 1930's and the 1960's.Most date from during and immediately after World War II. Scrapbooks 1-45 are bound; most ofthese were numbered by Carter. Numbers 46-82 are bundles of unbound scrapbook pages,arranged in no particular order.

Additions, Boxes 155-180, 1925-1986

The addition fills twenty-five and one-half boxes and spans the period 1925-1986. The bulk ofthe material dates between the 1950s and the early 1980s. The Papers are comprised ofbiographical materials, correspondence, teaching files, research files, speech manuscripts andrelated materials, and publications files. Two additional sections of the Papers are very small:education materials (one folder), and materials relating to professional organizations that Carterparticipated in (three folders).

The biographical materials include a large collection of clippings documenting Carter'sspeeches, travels, and interviews. Of special interest is the textual and photographic material (seeArchives photograph collection) relating to the American Political Science Association's 1984round table on Carter's contribution to the field of African studies (Box 156 Folder 7) and theinterviews of Carter by Thomas Karis, of the African studies program at Indiana University, andPhyllis Martin. This section is arranged alphabetically by folder title. Files on personal data.curricula vitae, and questionnaires for professional directories precede the alphabeticalarrangement.

The general correspondence relates to Carter's many trips, speaking engagements,research, publications and, teaching. Some letters contain valuable accounts of important events,such as the independence of Kenya (Box 160 Folder 3). Some of the earliest letters have beenretyped or photocopied. The general correspondence is arranged chronologically by date.

The subject correspondence consists mainly of letters to and from Thomas Karis. Othersubjects pertain to Carter's publishing with the Cornell University and the Indiana UniversityPresses, the Ford Foundation, the Indiana University Program of African Studies, Christmasletters, and other individuals. The subject correspondence is arranged alphabetically by foldertitle. Within subjects, the folders are arranged chronologically by date.

The teaching files are comprised of materials relating to Carter's teaching career at bothIndiana University and Northwestern University. The files include syllabi, reading lists, and afew grade sheets and student papers. Of special interest is the material related to two studenttours to Africa led by Carter in 1959 and 1961. A small section of general teaching materialsrelating to the 1967 summer seminar in Africa and Project 87, the planning committee of thenation-wide educational activities for the bicentennial celebration of the U.S. Constitution(1987), are located at the end of this section.

The research files contain interview files and trip reports from Carter's numerousexcursions to Africa as well as India and other Asian and Pacific countries. The interview filescontain transcripts and brief interview summaries of government officials and political leadersfrom African countries. The files are arranged alphabetically by the surname of the personinterviewed, or by the name of the country where the interview took place.

The trip reports consist of notes describing scenery, people, housing, social customs, aswell as the political, community, and religious events. Several of the trip reports, such as theaccount of the Incwala (the Swaziland ceremony of the first fruits), are article length (Box 173Folder 1). These materials are arranged alphabetically by name of the country or continent. Usersof the research files should also examine both the subject and general correspondence around thepertinent dates for related documentation.

The files of speech manuscripts and related materials frequently include drafts, notes, andoccasionally, related correspondence and event programs. This section is arranged alphabeticallyaccording to the title of the speech. In some instances the title is unknown and the speech is filedalphabetically under the name of the place where the speech was given (the place names are inparentheses).

The publications files contain publicity material, textual material, and somecorrespondence relating to Carter's books. From the Frontline and Which Way is South AfricaGoing? Are represented by substantial drafts. The books section is arranged alphabetically bybook title.

Articles, book reviews authored by Carter, and reviews of her books are included inseparate sections of the publications files. Many of the articles are in draft form and most of thebook reviews are in printed form. A small group of article reprints are included at the end of thebook reviews section. The book reviews authored by Carter and the reprints are arrangedchronologically by date while the articles and reviews of Carter's books are arrangedalphabetically by title.

The scrapbook contains approximately 50 pages of reproductions of letters and speeches oftribute to Ms. Carter and includes color snapshots and portraits of contributors to the session.

Additions, Boxes 181-195, 1916-1991

The material comprising this addition to the Gwendolen Carter Papers fills fifteen boxes andspan the period 1916-1991. The bulk of the material dates between 1940-1985, and includesbiographical materials, correspondence, teaching files, research and consulting files, paperspresented before professional organizations, and publications. There are also two folders ofeducation materials consisting primarily of papers Carter wrote while a student at OxfordUniversity.

The biographical materials include bibliographic notes and lists: appointment andactivity calendars: information about the founding and early years of the Carter Lecturesestablished at the University of Florida: many clippings; a substantial number of diaries:correspondence and other materials pertaining to Carter’s honorary degrees (especially thoseawarded by McMaster University and the University of Toronto): a corrected typescript of TomKaris interview with Carter: and the original texts of many speakers with photographs attached atthe 1984 Roundtable honoring Carter.

The general correspondence, arranged chronologically by date, deals mainly withresearch and publications, although there is also a considerable amount of personalcorrespondence.

The subject correspondence, arranged alphabetically by subject folder title, concernsprofessional matters. Of special interest is a small collection of letters from William LyonMackenzie King to Carter and her mother.

The teaching files contain small amounts of material relating to the courses Carter taughtat Smith College, Northwestern University, Indiana University, and the University of Florida.Included are mainly syllabi and lecture notes.

The research and consulting files deal primarily with Carter’s trips to Africa andelsewhere. These include many interviews and descriptions of landscapes, peoples, and politics.

The papers presented by Carter before professional organizations are mostly on Africantopics. They are arranged alphabetically by paper title.

The publications files are divided into two sections, books and articles. The onlysubstantial amount of material in the books section is a collection of drafts for Continuity andChange in South Africa. The articles go as far back as Carter’s early interest in the BritishCommonwealth in the 1940s. Again, most of the material in this category concerns Africa.There are also many book reviews by Carter and reviews by others of books by Carter.

Provenance: This addition to the Gwendolen Carter Papers was donated to the UniversityArchives in March 1991 by Carter's estate (Accession #91-39).

Separations: Numerous black and white photographs were transferred to the Archivesphotograph collection. Thirty-two photograph albums, approximately 2.5 cubic feet of Africanrelated slides, and approximately eighteen linear inches of textual material were transferred tothe Library's Melville J. non-African slides were transferred to the NU Library Special Collections Department. Twoaudiotapes were transferred to the Archives audio collection.
