    Introduction

    Workplace health and safety is good for

    business, for workers and for society as a whole.

    It is easy to lose sight of these facts when

    deadlines or production targets are looming.

    In such moments, rather than treating safety

    and health as bureaucratic burdens it is more

    important than ever to be aware of risks in the

    workplace.

    This brochure is the main guide to the HealthyWorkplaces Campaign 2012-13, WorkingTogether or Risk Prevention, organised by theEuropean Agency for Safety and Health at Work(EU-OSHA). This campaign is designed to help you,your company, workers, workers representativesand the whole supply chain evaluate and reduceworkplace risks. Although management and theorganisations they lead are primarily responsiblefor safety and health, the most effective results are

    always obtained by stakeholders working together.

    Every year more than 5 500 people lose theirlives in the EU as a result of accidents in theworkplace according to Eurostat 1. Besides that,the International Labour Organization estimatesthat a further 159 000 die 2 as a result ofoccupational diseases. A great many of theselives could be saved if risks were anticipatedand sensible safety measures implementedand followed rigorously. It is often said that

    prevention is better than cure and this appliesmore than ever to promoting a safe and healthyworkplace. For this reason, this Healthy WorkplacesCampaign focuses on risk prevention aboveall else.

    The 201213 Healthy Workplaces Campaign isdecentralised and is designed to help nationalauthorities, companies, organisations, managers,workers and their representatives and other

    stakeholders to work together to enhance healthand safety in the workplace.The campaign ocuses on:

    risk prevention; managing risks; encouraging top managers to actively engage

    in risk reduction; encouraging workers, their representatives and

    other stakeholders to work with managers toreduce risks.

    Prevention is better than cure.

    Central to the campaign are a range of materialsthat will further these goals. These includereports, practical guides, flyers, posters and DVDs.In addition, we will be joining forces with ourpartners and national focal points to promote theEuropean Week for Safety and Health at Work,as well as helping to organise training seminars,conferences and exhibitions. EU-OSHA has alsocreated an interactive website that offers a wealth

    of detailed practical help and guidance.

    This campaign document contains many statisticsthat illuminate the problems that need to betackled and where it is best to focus efforts.However, it should also be remembered that, alltoo often, behind such statistics lies a humantragedy.

    Scale of the problemEvery 3.5 minutes a person dies in the EuropeanUnion as a result of a work-related accident oran occupational disease. In 2007, the last year forwhich comparable EU-27 statistics are available,6.9 million people suffered one or more accidentsat work3. On top of these, millions more workersthroughout Europe are suffering from work-relatedill-health.

    Accidents carry a high cost for workers and theirfamilies, their employers and to society as a whole.According to the Labour Force Survey 2007 4,73 % of accidents at work resulted in sick leave ofat least one day and 22 % resulted in sick leave ofat least one month. Such sickness rates and work-related health problems have a direct impact oneconomic growth and employment across Europe.In fact, at least 450 million work days are lost each

    year5

    . Estimates vary, but such accidents andill-health cost the EU economy at least EUR 490billion per year 6.

    Research tells us that the vast majority of accidentsand instances of ill-health in the workplace arepreventable. Thankfully, progress in this areahas been rapid. Between 1999 and 2007 the EUdramatically improved workplace safety as fatalaccidents dropped from 5 275 to 3 782 7 in the

    EU-15. Workplace safety improved even faster fornon-fatal accidents which were reduced by morethan 900 000 8.

    Despite this good news, work-related illnesses,which often have a long latency period, are clearlyon the increase.

    The Olympic Delivery Authority (ODA) is theorganisation responsible for creating theOlympic Park and associated venues for theLondon 2012 Olympic and Paralympic Games.The Olympic Park was built over 200 hectares of

    highly contaminated land in east London. Some40 000 people have worked on the Park andat peak times there were over 13 000 on site. Itwas a huge project that if mismanaged couldhave resulted in an unacceptable number ofdeaths and serious injuries.

    Out of more than 70 million hours worked,there were 25 periods of a million hours withouta reportable accident, four periods of twomillion hours and one of three million hours.

    The ODA puts this enviable record down tovery strong leadership that was focused oneliminating all accidents from the project. Theauthority stated that their commitment to theiremployees was to:

    manage risks to their health and safety; provide safe workplaces and systems of work; provide information, instruction, training andsupervision; and,

    engage enthusiastically with staff, partnersand suppliers over these arrangements.

    There were clear lines of communicationthroughout the management chain. In addition,the Chief Executive and the Chairman of theproject jointly stated that they would report onhealth, safety and environment performance tothe ODA board at regular intervals and in theevent of a notifiable incident.

    Moreover, the boards Safety, Health andEnvironment Committee regularly reviewed theperformance and governance of the buildingprogramme and agreed to review and revise

    working practices as often as is necessary.Such changes were communicated to all staffand suppliers to maximise safety and health foreveryone involved in delivering the games.

    The safety record on the programmeprogressively improved as a result of theinitiatives undertaken and the workersengagement.

    Why the EU is runningthis campaign

    The promotion of safety and health has alwaysbeen one of the core principles behind Europeanintegration for a variety of ethical, social andeconomic reasons. Firstly, in ethical terms it isclearly true that the promotion of safety and

    health should be a major priority for any governingor administrative body. Secondly, one of thefoundations of the European single market isharmonised standards, including those for productand process safety. Such harmonised standardshelp ensure that business can function smoothlyacross the EU. Thirdly, promoting safety and healthnot only improves worker protection but alsocontributes to business efficiency.

    The current Community strategy also invokesthe fundamental principles of prevention, whichare outlined in more detail in Council Directive89/391/EEC of 12 June 1989, the FrameworkDirective. Article 6 of this directive states thatit is the responsibility of the employer to takesafety and health measures in line with thesegeneral principles of prevention. Without doubtthis requires clear leadership on the part of the

    top management. This directive also stresses theimportance of worker participation in the adoptionof such measures, which more recently was alsorecognised as a fundamental right in Article 27of the European Charter of Fundamental Rights.

    Clearly, there is not only a practical need forCommunity action but also a compelling legalrequirement too.

    Addressing health and safety provides opportunities to improvebusiness efficiency as well as safeguarding workers. These have been

    analysed in the recent European Survey of Enterprises on New andEmerging Risks (ESENER) 9.

    Benefits can include: reduced costs and reduced risks employee absence and

    turnover rates are lower, accidents are fewer, the threat of legalaction is lessened;

    improved standing among suppliers and partners; a better reputation for corporate social responsibility among

    investors, customers and communities; increased productivity employees are healthier, happier and

    better motivated.

    Prevention is the cornerstone of Europesapproach to managing risks. In practice, thismeans analysing work processes to identify short-and long-term risks and then taking action toeither eliminate or mitigate them. In simple terms,prevention is about managing work-related riskswith the ultimate aim of reducing the numberof and eliminating work-related accidents andoccupational illnesses.

    Ultimate responsibility for managing risk lieswith employers and top management, but theirefforts are bound to fail without active workerparticipation. For these reasons, this campaignplaces special emphasis on the importance ofleadership by top management and ownersworking in tandem with active worker participation.

    Working together for risk prevention

    To help promote these core themes the

    Healthy Workplaces Campaign 201213 has

    the ollowing strategic objectives:

    promote the core message that workers andmanagers must work together to prevent risksfor practical, legal, economic and ethical reasons;

    give clear and simple guidance for employers tomanage specific work-related risks in partnershipwith workers and their representatives;

    provide practical guidance, information andtools to promote a risk prevention culture,particularly within small and medium-sizedenterprises;

    foster the inclusion of occupational safety andhealth management in organisations corporatesocial responsibility policies;

    lay the foundations for a more sustainable riskprevention culture in Europe.

    What does prevention meanin practice?

    The general principles of prevention are setout in Article 6 of the Framework Directive (seebelow). It is vital that employers, workers and theirrepresentatives understand these principles ifthey are to effectively control or preferably

    eliminate risks.

    The basic principles o risk prevention are:

    avoid risks; evaluate risks that cannot be avoided; combat them at source; adapt work to the individual, especially when

    it comes to the design of workplaces and thechoice of equipment and production methods

    (along with reducing monotonous workpractices as far as possible);

    adapt to technical progress; replace the dangerous by the non- or the less

    dangerous; develop a coherent overall prevention policy

    that covers technology, organisation of work,working conditions, social relationships andthe influence of factors relating to the workingenvironment;

    prioritise collective protective measures overindividual protective measures;

    give appropriate instructions to workers.

    Completely avoiding risk is simply not possiblein many sectors, with the chemicals industrybeing a prime example. Employees at BASF,one of the worlds largest chemicalscompanies, face a vast array of risks on a daily

    basis. Instead of tackling each risk individually,the company decided to take a holisticapproach by shifting the entire companyculture to one that puts safety first.

    The centrepiece of this programme was acampaign to reduce the time lost due toinjuries and to occupational diseases by 80 %from 2002 to 2020. By 2008 this had started tobear fruit, with time lost to injuries down by

    46 % and time lost to occupational diseasesdown by 23 %.

    The company puts these results down toimplementation of the strategies indicated below.

    Management demonstrates credible andvisible commitment to safety by setting agood example, making safety a priority

    and ensuring clarity in all matters relatingto safety. Employees are involved in all aspects

    of safety and actively contribute theirknowledge and experience.

    The company emphasises individualresponsibility. Each employee and manageris expected to comply with all applicablerules and regulations, act in a risk-consciousmanner, respond to hazards and learn from

    their own mistakes and those made by others. Management and employees are encouraged

    to speak openly about safety within a climateof trust across the organisation. At thesame time it tries to promote learning whilerespecting knowledge and experience.

    The role of management

    Health and safety should be part of the everydayprocess of running a business. If health and safetyis not being managed, the business is not beingmanaged. Right from the top of the organisationand down through the management chain,managing health and safety should be an integralpart of the workplace culture, not something to be

    left to specialists.

    Consultation with workers and theirrepresentatives over safety and health issuesshould be seen as a guiding principle of effectivemanagement. But managers should not simplyconsult their employees, they should activelyengage with them and encourage them togenuinely participate in decision making.

    Consultation isnt just a legal requirement, it canalso have an economic value too. Workers arelikely to know the main risks that they face ona day-to-day basis and can often devise simple,cost-effective solutions.

    Safety and health should be part of the everydayprocess of running a business. It should be seenas a dynamic system that adapts and evolves overtime rather than being a rigid bureaucratic exercise

    that resists change.

    It is important for managers to display leadershipby, for example, following all safety and healthrules rather than simply ordering employees tofollow them.

    There is also evidence that good managers inOSH have lower absence rates, because leadershipbehaviour is associated with sick leave andemployees wellbeing 10. It has been shown thatthe number of staff getting ill depends on themanager. When managers are transferred toanother unit, the average sick leave of the staff themanager is responsible for does not change evenif the members of staff have changed.

    What does leadership meanin practice?

    It means: visible, active commitment from the board

    and directors/owner; establishing effective downward

    communication systems and managementstructures or crossways communicationin small businesses;

    engaging the workforce and theirrepresentatives in the promotion andachievement of safe and healthy workingconditions by, for example, empoweringthem and encouraging effective upwardcommunication and providing high-quality training;

    managing safety and health based onrisk assessments;

    integration of good safety and healthmanagement throughout all parts ofthe business;

    ensuring safety and health is central to anorganisations corporate social responsibilitystrategies (as well as its core values);

    promoting these ideas throughout the entiresupply chain;

    monitoring, reporting and reviewing health and

    safety performance.

    Practical examples o occupational saety and

    health leadership include:

    leading by example (and always following thespirit as well as the letter of the safety andhealth rules);

    taking personal responsibility and showing thatyou care;

    visiting work stations to engage with staff

    about safety and health concerns (workers maynot only identify problems but may providesolutions too);

    making available money and time allocatingbudgets for training, equipment or safety andhealth specialists and committing managementtime to them.

    Marchl is a small family-owned business inAustria that specialises in manufacturing steel-based products such as carports, staircases,fences and conservatories.

    Safety at work is an important issue for thecompanys management. A safety and healthmanagement system was implemented but smalleraccidents such as cuts, burns and crushing injuriescontinued to occur and were not taken seriously.

    Management decided to work with employees tofurther reduce risks.

    Workers in each risk area of the company wereasked to assess the risks and to offer suggestionsfor improvements. Once implemented, they werethen asked to assess the improvements. After twomonths, the groups of workers were rotated intoanother risk area and asked to carry out the sameaudit. This meant that improvements were re-checked by the fresh eyes of another group andthat every worker became familiar with the risksposed by different work areas and gainedan insight into how best to improve safety.

    This project succeeded in reducing the numberof small accidents and near misses, reducedsick leave, improved worker motivation andproductivity and raised awareness of safety

    and health issues.

    Why worker participation is vital

    The responsibility for managing work-related risksclearly lies in the hands of employers, but suchefforts are bound to fail without active workerparticipation. There is now ample evidence thatactive participation leads to dramatically improvedsafety and health in the workplace.

    For example, the European Survey of Enterpriseson New and Emerging Risks (ESENER) shows thatworker participation combined with managementcommitment leads to far better occupationalsafety and health performance. Enterpriseswith high worker participation combined withhigh management commitment, for example,are 10 times more likely to have a documentedoccupational safety and health (OSH) policy in

    place.

    This has the additional benefit of thesemeasures being perceived as more effective.

    A paper from the UK Department of Trade andIndustry in 2007 12 estimated that worker safetyrepresentatives prevent between 8 000 and 13 000workplace accidents every year across the country.A recent European Trade Union Confederation(ETUC) 13 study found that union representationleads to better observance of the rules, lower

    accident rates and fewer work-related healthproblems. For these reasons and more, workerparticipation in health and safety decision makingis part of European law.

    Encouraging worker participation

    It is the duty of employers to consult workers and

    their representatives on health and safety, but it ismore effective to empower them to take an activepart in day-to-day occupational safety and healthmatters. Managers need to create a climate of trustin which people feel sufficiently confident to raiseconcerns and to contribute to the developmentof safer processes and workplaces. This shouldnot be seen as another bureaucratic process, oran unwanted burden, but as a great opportunityto improve not only safety, but productivity as

    well. Research shows that tapping into workersknowledge gives managers a formidableresource to help them develop safe, effective andsustainable workplaces14.

    CASE STUDY

    Joint initiative between workers

    and managers

    A large confectionery company (Nestl, York,UK) employing 2 000 workers had a significantproblem with slip and trip injuries. To try andreduce the injury rate, the company launched

    a joint initiative with the full participation ofworkers representatives. This included a specificreporting procedure for slip and trip injuriesand an analysis of the causes of these injuries.Once the root causes were discovered, jointbriefings for managers, supervisors and workersrepresentatives were convened to share thefindings. These findings were then shared withthe workforce through an effective information

    campaign that included such things as posters,leaflets, etc.

    After three years, this campaign led to a60 % reduction in slip and trip accidents. Aftera further 18 months, a similar campaign waslaunched to try and reduce manual handlinginjuries. This resulted in a 40 % reduction in suchinjuries within two years.

    What is worker participationin practice?

    In essence, it is employees and managers takingan active role in identifying problems and devisingsolutions. This means in practice: effective and open dialogue that involves

    genuinely listening to each others concerns;

    joint problem solving and decision making; participation in the development of safety andhealth policies and practices;

    participation of employees in the promotionand achievement of safe and healthy workingconditions;

    workers fully cooperating with employers toimprove workplace safety, health and wellbeing;

    putting in place arrangements so this canhappen in practice.

    How the campaign works

    We help create safer and healthier workplacesfor everyones benefit, but we cannot do this byourselves. For this reason, our Healthy WorkplacesCampaign 201213 Working together for riskprevention relies on a diverse range of partnersand stakeholders, including governments and theiragencies, employers, workers and businesses large

    and small. If we are to meaningfully improve safetyand health, we need all of these stakeholders toparticipate in the campaign and to promote itskey messages.

    We can provide much of the advice, informationand educational materials that you will need toplay your part in this pan-European campaign(see below How you can get involved). You

    can then tailor these materials to suit your owncircumstances and join forces with the mostappropriate organisations to maximise the impactof the campaign.

    More than 50 campaign partners joined forcesas part of the Safe Maintenance campaign. Theseorganised a wide range of activities, includingthose listed below. The European Federation of National

    Maintenance Societies (EFNMS) distributedcampaign publications and promotionalproducts and edited a report on safe

    maintenance. It also developed a Frenchlanguage e-network and produced specialisedwebsites dedicated to different aspects ofsafe maintenance.

    Toyota Materials Handling organisedconferences with senior managers responsiblefor maintenance and training, presented thecampaign in press conferences and distributedcampaign materials to its network of partnersand contractors. The company also dedicated

    a section of its website and intranet tothe campaign.

    The European Trades Union Congress (ETUC)gave great visibility to the Healthy WorkplacesCampaign on Safe Maintenance during its12th Congress.

    The European Construction Industry Federation(FIEC) hosted meetings with contractors,employees and other stakeholders in theconstruction industry to promote safetyand health.

    Our commitment to previouscampaigns and their successes

    Our biennial Healthy Workplaces Campaigns arenow the largest of their kind in Europe and arebecoming ever more popular. For example, the201011 Campaign on Safe Maintenance drewrecord levels of involvement across all EU Member

    States and beyond, with hundreds of eventsorganised around the theme of maintenance andits importance.

    EU-OSHA supported campaign activities atnational level by making a wide variety ofcampaign materials and services freely availableto its national focal points and official campaignpartners to help them publicise the campaign. Inthe first year alone, three million fact sheets and

    one million campaign guides and promotionalleaflets were distributed in 24 languages.

    We also promoted safe maintenance throughconferences, seminars and training sessions forworkers, employees and other stakeholders. Theannual European Week for Safety and Healthat Work acted as a particularly important focusthat saw hundreds of awareness-raising eventsorganised across the EU and beyond.

    OiRA Sharing best practice

    throughout the EU

    The Online interactive Risk Assessment (OiRA) project is amultinational, collaborative endeavour to develop easy-to-use andcost-free web applications. The free-to-use OiRA tool is designedto help small organisations carry out an effective risk assessment.It will lead users step by step through the assessment process frombeginning to end and help them implement and monitor theirprogress. Its principal aims are: to ensure the health and safety of workers by streamlining risk

    assessments and sharing best practice; to help companies benefit from a sector-specific risk assessmenttool that is always kept up to date, easy to apply and validated bysocial partners and national authorities;

    to apply the sector-specific tool at company and shop-floor levelby encouraging the employer to assesses the risks, carry out anaction plan, adjust it regularly and then take action;

    to improve working conditions by using the tool to assess theiroccupational risks, thus improving the performance of the companies;

    to clarify and explain the process of assessing risks.

    and saety network

    Europes main safety and health information network is made upof focal points in Member States working alongside candidate andEFTA countries. Focal points are nominated by each governmentas their official representative and are normally their nationalsafety and health organisation.
