Guam EPA is authorized by Guam law to enforce rules and regulations dealing with the environment. This fact sheet includes information about a proposed SOLID WASTE MANAGEMENT FACILITY. This type of activity is governed by Guam Code Annotated Title 10 Chapter 51 and Guam Administrative Rules and Regulations Title 22 Division 4 Chapter 23
Proposed action The Guam Environmental Protection Agency (Guam EPA) intends to issue a solid waste management processing and storage permit for the remediation of soil to Green Clover Environmental, LLC pursuant to Guam’s Solid Waste Management and Litter Control Act and related laws and regulations. Final issuance of the permit will enable Green Clover Environmental, LLC to operate a soil remediation facility on Lot No. 5224-‐‑7-‐‑1, 280 Bello Road, Barrigada, Guam 96913 in accordance with the terms and conditions of the permit. Before Guam EPA issues a final permit, the Agency is required to hold a public hearing due to written opposition of the Agency’s intent to issue a permit.

Applicant for the permit The applicant for the permit is Mr. William Frazier of Green Clover Environmental, LLC. They are located at PMB 204 STE 116 Chalan Ramon Haya, Yigo, Guam 96929. Green Clover Environmental, LLC is a privately owned company.

The facilitysite was chosen by Green Clover Environmental, LLC using criteria outlined in the Guam EPA’s Solid Waste Rules and Regulations, Title 22 Guam Administrative Regulations, Division 4, Chapter 23. The Department of Land Management provided a certificate of zoning compliance. How big is the proposed Facility? The Green Clover Environmental, LLC facility will occupy a ten thousand (10,000) square foot warehouse and associated parking area.
The facility’s proposed operation Green Clover Environmental, LLC intends to operate a soil bioremediation facility in Barrigada, Guam from 7 a.m. to 4 p.m., Monday to Friday and closed on weekends. The operation will utilize 10,000 square feet (sq. ft.) of an existing 20,00 sq.ft. warehouse to remediate soil contaminated with numerous common chemical contaminants including Polychlorinated Biphenyls (PCBs), Petroleum Hydrocarbons (TPH), Polynuclear Aromatic Hydrocarbons, (PAHs), Volatile Organic Compounds (VOCs), pesticides and metals. The facility will not accept hazardous waste. The permit, along with the applicant’s Operating Plan, has a complete listing of what can and cannot be accepted by the facility. The facility will serve customers contracted with Green Clover Environmental, LLC.

Do I have an opportunity to comment on the draft permit and express any concerns I may have? Yes. The public may submit oral or written
comments on the permit and the Agency’s proposed action until the end of the public hearing on May 12, 2014. Comments can written and given to Guam EPA staff during the public hearing or spoken into the microphone.
What happens after the commenting period closes? All public comments, written and oral, will be
compiled by Guam EPA and reviewed. The comments and permit will be reviewed and the agency can do one of the following:
-‐‑ Issue the permit as is outlined in the application
-‐‑ Request the applicant make changes to their plans and permit
-‐‑ Deny the permit application All final decisions are made by the Administrator of Guam EPA.
