Pura Neguma – Local Government Enhancement Sector Project (Additional Financing)

Invitation of bids for: Improvements to Kebithigollewa Water Supply Scheme, North Central Province, Sri Lanka. Package No. NCP-AF-WS-CKD-09A.

1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of Local Government Enhancement Sector Project - Additional Financing (LGESP-AF). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible member countries of the ADB.

2. The Chief Secretary, North Central Province, Anuradhapura, Sri Lanka (Chairman, Provincial Procurement Committee) invites sealed bids from eligible bidders for the work mentioned above.

3. While the detailed requirements of qualifications are mentioned in the bidding document, some key qualifications are as mentioned below.

(a) National bidders shall register for CIDA- C 5 or above grade in the category of Water Supply and Sewerage

before submitting the bid document and all other criteria given in Section 3 of the Bid document. Bids without said registration will not be accepted.

Foreign bidders should satisfy all other criteria given in Section 3 of the Bid document except this registration.

In case of JV between the local and the foreign bidder, the local bidder should necessarily have the specified CIDA registration even if the foreign bidder has the required qualification as mentioned in the section 3.

In case of JV between local bidders only, the Lead partner should have the required CIDA registration.

The bidder shall fulfil the qualification given in 3 (b) below;

4. National Competitive Bidding will be conducted by using ADB’s Standard Bidding Documents (small works), under

single stage – two envelope procedures in accordance with ADB’s Procurement Guidelines.

has minimum average annual construction turnover of LKR 48 million; within last 3 years

As required in the bidding document

The bidders should have completed at least Two projects similar to the proposed work, where the value of the bidder's participation exceeds LKR - 20 million each

Note: In case of contracts previously implemented by Joint Ventures, where the bidder constituted a party, bidder’s participation will be determined in line with the bidding document requirement.

6. To purchase the bidding documents in English, eligible and interested bidders should:

• Write to the address above requesting the bidding documents clearly indicating the name of package.

• Pay a non-refundable fee of Sri Lankan Rupees 15,000 (Fifteen thousand) in cash for each package as mentioned in paragraph 5 above, to Senior Engineer, Local Government Enhancement Sector Project – Additional Financing (LGESP - AF), Sub Project Coordinating Unit – North Central Province) at the address mentioned in paragraph 5 above.

• Bidding documents can be obtained between 9.00 a.m. to 3.00 p.m on working days from 16.01.2019 - 06.02.2019

7. Interested bidders are requested to submit the completed bids:

• To the office of the Chief Secretary – Chairman, Provincial Procurement Committee North Central Province, Provincial Council Complex, 4th Floor B, Harischandra Mawatha, Anuradhapura, Sri Lanka Attention: Senior Engineer, Sub Project Coordinating Unit, Local Government Enhancement Sector Project (Additional Financing), North Central Province.

• on or before the deadline: 2.00 pm of 07.02.2019

• together with a Bid Security as prescribed in the bid document.

• Bid Package number should be marked on the top left corner of the original and duplicate envelopes.

• Bids will be opened immediately after the deadline in the presence of bidders’ representatives who choose to attend at the above mentioned address.

8. The Employer will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids, including costs and expenses related to site visits.

9. A Pre-bid meeting is arranged on 30.01.2019 at Sub Project Coordinating Unit, Local Government Enhancement Sector Project – Additional Financing (LGESP - AF), 3/394, Harischandra Mawatha, at 11.00 a.m. Interested bidders may attend the Pre bid meeting at their own expenses.

10. Bid documents including IFB will be published in the project website www.puraneguma.lk and websites of related

departments for viewing only. Bidding documents purchased from the PMU on payment of required fee will only have considered for evaluation.
