On 30 September the GCVSDPA published its Strategic Development Plan Main Issues Report and began an 8-week consultation period ending 26 November 2010.

The Main Issues Report is the first formal stage of consultation on the future long term planning of the city-region.

The Main Issues Report sets out details of the legacy of current strategic development priorities, a development vision and the main issues, key challenges and the identification of strategic priorities to support that vision.

In addition, a supporting Strategic Environmental Assessment Environment Report has been prepared. This report identifies and evaluates the significant environmental effects that are likely to result from the implementation of the Main Issues Report. It identifies any reasonable alternatives and seeks to minimise, or mitigate, any potential effects on the environment and enhance any positive environmental effects.

A series of Background Reports has been prepared in support of the Main Issues Report. These provide detailed technical and supporting information on key components of the Main Issues Report.

The Main Issues Report sets out twenty-six questions which it is hoped will facilitate a structured discussion and response. These questions are also reproduced in a Summary document.

The Main Issues Report has been made available at all local libraries and planning offices in the Glasgow and the Clyde Valley area and online at www.gcvsdpa.gov.uk/mir

Scottish Ministers are looking to create a planning system that is effective and efficient, while recognising the important role that communities, agencies, consultees, applicants, communities, representative organisations, public bodies, the Government and the general public have in the decision making process.

To assist this process the Scottish Government have published advice on how this most effectively be achieved by local authorities, the Scottish Government, the general public, community councils, voluntary, interest and amenity groups and applicants and their agents.

This PAN provides advice and information on the delivery of affordable housing as part of high quality, sustainable communities and sets out the role of local authorities, Registered Social Landlords and developers in planning for and delivering a range of affordable housing types and tenures to meet identified need.

The advice encourages a flexible approach on such matters as a range of tenures, the percentage of affordable units identified in the development plan policy and on a specific site; provision on another site; and in some cases the use of a commuted sum.

PAN 2/2010 Affordable Housing and Housing Land Audits

Scottish Government updated Planning Advice issued

In September the Scottish Government issued updated two pieces of planning advice, one on Community Engagement in Planning, PAN 3/2010, the other dealing with Affordable Housing and Housing Land Audits, PAN 2/2010. These documents will shape the work of the GCVSDPA in formulating the future development of housing policy and delivering an effective approach to community engagement.

The current priority of the Joint Committee is the publication of its first Main Issues Report and related consultation process in September through to November 2010.

Following completion of the Main Issues Report consultation process the responses recieved will assist the Joint Committee in the preparation of its Draft Proposed Strategic Development Plan which is scheduled for publication in Spring 2011.

A number of key meetings have been held during the summer and autumn with key agencies and stakeholders as part of the process of developing the Main Issues Report.

These meetings have involved the retail development sector; Scottish Government Directorate of the Built Environment and Directorate of Planning and Environmental Appeals and SEA Gateway; Scottish Natural Heritage; Strathclyde Partnership for Transport; Scottish Enterprise; Scottish Environment Protection Agency; Homes for Scotland; Transport Scotland; the aggregates and minerals sector; Forestry Commission Scotland; and the CEOs of the constituent Glasgow and Clyde Valley local authorities.
