It is a time for us to take our courage in our own hands and take action. Mike Andrews outlined a plan which everyone of you could be part of. Whatever happens at the Examination in Public one thing is certain residents of Billericay will have a decade of disruption however many houses eventually get approval. It is also certain that developers and builders will not be concerned about the impact their activities have on residents. Even if conditions are set as part of the formal planning approval process we are concerned that scant attention will be paid to these as the developers and builders will be confident from experience that they will not be under scrutiny from Council officials. We therefore propose to set up our own residents monitoring groups. No previous experience will be necessary, just enthusiasm and a passion for our community. Billericay and the Mayflower Connection Julian Whybra’s research on Christopher Martin, a merchant and property developer in Billericay in the late 1500s and early 1600s resulted in a brilliant exposition of a man, though flawed in many ways, who was both entrepreneurial and courageous in a time of unrest at the beginning of what went on to be a very troubled century. He and his small family group sailed on the Mayflower. The Mayflower’s passengers were made up of a group of religious separatists and a group of people who had responded to the Merchant Adventurers who had received a patent from the King to encourage people to set up a colony in America. Christopher Martin belonged to the second group and had the elevated position of Governor of the Voyage and victualler given to him by the Merchant Adventurers. Christopher Martin, his wife Mary Prower, his stepson and servant, John Langmore were one of many small family groups who set out on an adventure. It is true that they did not survive the first winter of 1621 however they were part of the foundation of the great colonial venture in New England. Also I must mention that to Julian’s delight there was a descendant of Miles Standish, one of the Pilgrim Fathers, at the AGM. From July to September 2020 there will be a number of events to commemorate this significant time in history and our connection to it. Julian’s book Billericay People will be published later this year and copies available in the Cater Museum and from Julian. BDRA and a number of organisations are planning for the year. Billericay and the Mayflower ConnectionJulian Whybra’s research onChristopher Martin, a merchant

Atrip to the BillericayBrewing Company isa great way to spend

an afternoon or an evening.With a quirky interior, it has arelaxing but fun atmosphere,and is the ideal place forbeer lovers to try somethingnew. If beer isn’t your thing,there are also ciders, ginsand soft drinks on offer too.

As well as being a brewery, the‘BBC’ is also a micropub and abeer shop, where you can try, buyand take home beers brewed onsite or from other breweries acrossEssex. For those interested inlearning more about the brewingprocess, you can book on to abrewery tour and tasting session,available every second and lastSaturday of the month. There isalso a monthly pub quiz, and thedates for this can be found on theCompany’s website and socialmedia pages.

I visited the Billericay BrewingCompany’s March Spring Beer

Festival and was greatlyimpressed by the variety of beerson offer. There were over twentybeers available from both theBillericay Brewery and other localbreweries, plus locally producedwines, ciders and perries. Thestaff were extremely helpful inrecommending different beers totry, and I was able to tasteanything before buying. All thebeers have a local twist to theirnames, such as the BillericayDickie named after the famous IanDrury song, and Norsey Gold,after our local Norsey Woods. Thefirst beer that I sampled was theWorkhouse IPA, a collaborativebeer with Brentwood Brewing,which has a light, hoppy andrefreshing feel. With similarflavours to the Workhouse IPA, thesecond beer I tried was theMayflower Pale Ale, a weakerversion of the Brewing Company’sfirst beer, the Mayflower Gold. At7.5%, however, the MayflowerGold isn’t as strong as Woody’sLegacy, which is a strong stout at9.5% and only served in a third or

half a pint. If you fancy tryingsomething a bit different, I’drecommend the Billericay Barista,which is a porter with strongcoffee undertones.

The spring beer festival was agreat way to try a range of beersin a welcoming environment,however, don’t worry if you

missed it; the summer beerfestival is set for July. Pleasetake a look at their website formore information:

The number of unmarried couplesliving together has more thandoubled from 1.5 million in

1996 to 3.3 million in 2017. Withthis comes the increasing needfor understanding rights andresponsibility.

How do I become a common law spouse?

Put simply, you don’t! The suggestion that acouple’s relationship acquires some sort of legalstatus because they have lived together for 6months/2 years/5 years etc. is a complete myth.The concepts of ‘common law husband’ or‘common law wife’ don’t exist.

Can I call myself a ‘common law husband’

or ‘common law wife’?

Yes, obviously people can refer to theirrelationship however they like, but the problemcomes when it is mistakenly thought that therelationship gives rise to legal rights andresponsibilities.

What is the correct term instead of‘common law spouse’ then?

Our law recognises married couples and, at themoment, same sex couples who have entered intoa civil partnership. Every other couple is legallydefined as an ‘unmarried couple’.

As an unmarried couple, what are ourrights and responsibilities towards oneanother?

Divorce myth: couples who live together without marryingbecome common law spouses

Couples in unmarried relationships have noclaims against one another’s income, capital orpensions. They can live in their partner’s house for30 years and acquire no interest in it whatsoever.They can give up work to raise a family and not beentitled to any maintenance if the relationshipends.

What about children?

Parents’ responsibilities towards their children arean entirely different matter. Each cohabitatingpartner will continue to maintain their legal rightsand responsibilities as a parent, such as ensuringthat a child’s financial needs are met. It is alsopossible for one partner to bring a claim againstthe other to satisfy children’s housing and othercapital needs in certain circumstances.

With enough money to invest, the manager ofeach Trust can afford to carry out research, do allthe “buying and selling” and invest in lots ofdifferent companies. They are called Unit Trusts,because the fund is divided into Units which youcan buy and sell quite easily.

Most Unit Trust managers invest in between 50and 100 individual companies, and for you to loseeverything, all those companies must go intobankruptcy with no assets.

As it tends to be larger companies that paydividends it would mean that virtually all the majorcompanies in the UK, which includes the banks,supermarkets, energy companies etc. must gobankrupt for that to happen; it’s simply not arealistic scenario.

As I wrote last month, “UK “income” shares aretoday exceedingly cheap and offering well over3% p.a. income, with some producing 6% ormore. Companies that do well and increase theirdividends are those that everyone wants andhence the value of their shares increases,producing capital growth.

Company shares can fall in value and dividendscan reduce for many reasons, but by investing inmany different companies through Unit Trusts,those risks are much reduced. You shouldhowever always have a “safety net”.

IFAs develop portfolios investing in Unit Trustsevery day. Investing within an ISA account alsomeans both the income and any growth are tax-free. Speak to your Independent Financial Adviser.

We have had several callsregarding last month’s itemon income and risk.

Folk are naturally concerned about losing theircapital by investing in companies which “gobroke”, which is quite understandable. Thesolution is “don’t have all your eggs in onebasket”.

If you buy only one company’s shares and thatcompany goes bankrupt with no assets, then youwill have lost all your money. To avoid thatproblem, invest in several companies so they

would all have to “go broke”before you lost your savings.

That raises some problems; have you got enoughmoney to invest in several companies, which onesshould you choose, when should you “buy andsell” and what about all the paperwork, costs, taxetc.?

The solution to this issue was resolved almost100 years ago when an investment called a UnitTrust was launched. Today there are thousands ofthem in existence.

A Unit Trust works by combining lots of people’smoney in a fund. The fund is kept separate fromthe company running the Trust so if they get intofinancial trouble your investment is still yours.

Our latest Local CommunityMeeting was held in Waitrose,Billericay on 26th April,which saw a number of localresidents in attendance andwe thank all those who couldattend for doing so. One of thebig concerns raised in thismeeting was the evercontentious issue of parking,what could be done about itand by whom.

Whi ls t we apprec ia tethe inconvenience andannoyance that some parkedvehicles may cause, we are

limited in our powers to dealwith the issues.

The council retain powersover a large number ofparking offences. Naturally,the police deal with movingtraffic offences (speeding,insurance, etc.), however, thepolice only take ownershipover such offences as:dangerous parking, causingan obstruction to the highway,and failure to comply withemergency pol ice “noparking” signs.

Parking on pavementsremains a complex issue,with local byelaws making itan offence only within London.Unless the vehicle is causinga wilful or unnecessaryobstruction to the highway, ourpowers to deal with this arelimited. This would have to bea clear obstruction whereby

no vehicles or persons can getpast at all. Leaving a vehiclein a dangerous position ismuch more difficult a criteria tofulfil, and this must involve avery clear danger of injury toa person. Our next Coffeewith Cops event will beheld at Costa Coffee onBillericay High Street on30th June.

In March there was a jointventure between EssexWildl i fe Trust and theWoodland Trust plantedc.360 tree and shrub “whips”and 30 three foot high oaktrees on National Grid landjust west of Billericay. Thewoodland is to be known as“Cowbridge Woods”, thename of a nearby farm.

BDRA Chairman’sReport 2019 Key Notes

It has been an eventful andinteresting year in the life ofthe BDRA.

I would like to firstly ask if anybodywould like to consider or knows ofsomebody who would be interested inthe role of Deputy Editor of theMagazine. I believe that the work thatChris does in producing this excellentpublication is worthy of considerablepraise and I express my thanks onbehalf of all the recipients of theMagazine. Additionally we are tryingto build up a “Reserve” list ofVolunteers who would be available todeputise if we need to call on them ifrequired temporarily. I would also liketo express my appreciation to HughMaguire who as the first line of thechain ensures that each month thebulk Magazines are delivered to thenext stage recipients.

The Merger with BAG has beenextremely beneficial and has broughtadditional expertise to theAssociation.

I am pleased to be able to update youregarding Speedwatch. MervynWright and his team of some 20Volunteers have now all been trainedand are now up and running, havingalready operated on a number ofdifferent roads.

Website we went live in Septemberand if you haven’t yet logged on,please do and we would welcomeany thoughts/suggestions. I wouldparticularly like to express my thanksto Chris Wade and Sarah Hawkes forall the work that they have put in.

We would still welcome morevolunteers to become involved inthe East and West Area Committeesand would encourage all Members toraise issues in their locality thatconcern them directly with the

respective Chairs, Eve Oliver andMervyn Wright.

We have during 2018 becomeinvolved with the future of theBillericay Pool, although at themoment there is no clear plan as faras we can see for the future. You willhave read in the Magazine the issuewith dumping at Barrenleys Wood andthanks to Al Daw who is meticulouslyfollowing this. The parking situationaround Brightside School, particularlywith the commencement of thebuilding of additional classrooms hasresulted in BDRA Representativesmeeting with the Chair of Governors’,Head Teacher and Councillor Hedley.

A great deal of Committeemembers’ time has been taken upwith the Basildon Local Plan as itaffects Billericay.

We engaged the services of a TrafficManagement Consultant and Cheffinswho are Land and Property Advisers.Working with our own experts in theBAG Sub Committee they produceddetailed responses to BasildonCouncil’s Regulation 19 Consultationwhich were submitted on behalf ofthe Association’s Billericay widemembership. In addition the BAGSub Committee team, ably led by itsChairman Mike Andrews, continuedto undertake its own work on theLocal Plan providing residents with upto date information and advicethrough its website and social mediaoutlets. BAG also submitted acomprehensive response to theConsultation and was instrumental inencouraging residents throughout thetown to do likewise. I would also liketo mention the organisation andplanning work done by SueWoodland and her team who ensuredthat every house in the whole of theDistrict received a leaflet regardingthe Basildon Plan as it affectsBillericay. Thank you and very welldone to you all.

A number of Organisations in theTown, including the BDRA arelooking to be involved in organisinga variety of events during 2020 tocelebrate the Town’s involvement inthis historic occasion. Look out forthe details in the Resident

We believe that it is important tosupport events for the benefit ofpeople within Billericay and District.With this in mind during the year wefunded the art work on the new StreetPastors Mini Bus and sponsored thePunch and Judy at both Summerfestand the Christmas Market. We alsocontributed to the Town Council’spurchase of two WW1 Tommies andthe Christmas lights.

Peter Sharp our Treasurer has beenworking with Gordon Shand toproduce a Data Base of BDRAMembers. We are hopeful that this willbe up and running during 2019.Gordon has been responsible for mostof this work and undertaken itvoluntarily. We now need aMembership Co-ordinator to takeover now it is complete. The fullbenefits of the database and theopportunities will only be realised ifthere is someone in that position. Iwould like to think that there is avolunteer available and if anybodywould like to learn more please contactme at [email protected]

The Coach Trips continue to remainas popular as ever thanks to thecommitment of Yvonne andKathleen. They keep coming up withnew places to visit in addition to someof the old favourites. Despite verydifficult weather on the first 3 dayholiday they organised to Yorkshire itwas a resounding success and theyarranged one in March 2019 toBournemouth (another resoundingsuccess)

How do I see the year ahead? I wouldlike to see more Volunteers supportingthe Area Committees with a view in thefuture to becoming part of theExecutive Committee? It would begood if we could interest younger

Members to become involved. TheBDRA is an organisation that hasalways had at its heart the interest ofBillericay and District. There are issuesthat will affect us all now and in thefuture, which means that we do neednew people to become involved, if weare to be truly an organisation that is“By the People, For the People”.If you feel that you would like tocontribute your services in any wayand become involved please docontact me to discuss [email protected]

We also have the final stages in thedevelopment of the Local Plan with thePlanning Inspector expected to makea decision towards the end of the yearafter the Examination in Public at whichboth BDRA and BAG intend to berepresented.

We do not want to lose the impetusgained from all the work alreadycarried out. The next stage willrequire a different set of people whodon’t need to be conversant with theintricacies of planning. A differentset of skills are required, whichquite simple is primarily individualswith the desire to get involved inwhatever capacity and timecommitment they have available,that will help and support the BDRA.

I would like to express my thanks toall the Volunteers that have put in somuch work to represent the people ofBillericay. The Basildon Local Planhas taken up a great deal ofpeople’s time, the outcome fromwhich we won’t know for somemonths. Mike Andrews and his teamhave worked tirelessly to respond toBasildon Council’s Plan proposalsand to inform residents on itsprogress. Likewise ExCo and AreaCommittees, the Road Reps whodeliver the Magazine and everybodyconnected to the Association I extendmy personal thanks for all that youhave done during 2018 and I knowwill continue to do so in the comingyear.
