1.0 INTRODUCTION

1.1 Cole Easdon Consultants (CEC) have been retained by Bellway Homes to continue the role of

Residential Travel Plan Coordinator (RTPC) with respect to the approved Travel Plan for the

development at Eastleigh known as Sirocco Park. The site was formerly occupied by

Prysmian Cables & Systems and during the planning application process was known by that

name.

1.2 This document fulfils the requirement set out in the approved Travel Plan for the ongoing

reporting of the progress of the Travel Plan to the Local Highway Authority (LHA).

1.3 On completion, the Sirocco Park development will comprise some 312 dwellings and a small

element of D1 use class (e.g. crèche, community hall, training establishment). Existing

office buildings at the site are to be retained. A copy of the site layout plan is contained

within Appendix 1 of this report.

1.4 We understand that some 177 dwellings were occupied at the time of the recent Travel

Survey, undertaken in November 2014. These 177 dwellings relate to the completed Phase

1 of the development and the vast majority of Phase 2.

Background

1.5 Planning approval for the development was obtained in July 2012 (Planning Ref.

F/11/70044). CEC was appointed as RTPC for the development in September 2013 for a

period of 12 months from the initial travel survey being undertaken. Bellway Homes has

retained the services of CEC for an additional 12 months and may retain CEC in the capacity

of RTPC further into Years 3, 4 and 5 if they so wish.

1.6 CEC has instigated the actions required as set out in the approved Travel Plan (Issue 3,

January 2013) prepared by PFA Consulting. This document provides a general commentary

on matters such as recent changes in public transport provision; it describes the progress of

the development and reports any travel issues notified to us; it sets out the measures

implemented to date; and it sets out the findings of the second travel survey.

Section 2.0 provides details of the approved Travel Plan, including the proposed

targets, measures and monitoring regime;

2.0 APPROVED TRAVEL PLAN

2.1 This section of the report summarises the content of the approved Travel Plan.

Proposed Targets

2.2 The approved Travel Plan set out the following targets, to be achieved within five years of

the baseline survey (Year 1: 2013):

Reduction in daily car driver trips of 10%;

Increase in daily walking trips of 3%;

Increase in daily cycling trips of 3%;

Increase in daily public transport trips of 2%; and

Increase in daily car sharing trips of 2%.

2.3 The approved Travel Plan identified indicative baseline modal splits from TRICS 2011(b).

Proposed Measures

2.4 In addition to the 'hard' infrastructure measures to be implemented as part of the

construction of the development (e.g. footways, cycleways, cycle parking etc.), the

following is a summary of specific actions set out in the approved Travel Plan:

Travel Information Pack; and

liaising with local cycle shops to negotiate discount vouchers for bicycle purchases.

2.5 The Travel Information Pack was intended to include information on the health and

financial benefits of walking and cycling; maps and timetables relating to bus and rail

services; and details of Hampshire's car sharing scheme and the financial savings of car

sharing.

2.6 In addition to the Travel Information Packs, the Travel Plan is to be delivered to its target

audience by personal engagement with residents and employees; poster campaigns via a

community notice board; and a website for the development.

2.7 A number of remedial measures are suggested in the event of any underachievement in

meeting targets.

Proposed Monitoring Regime

2.8 The Travel Plan proposed that multi-modal surveys be undertaken to establish a baseline

(at 90% occupancy of Phase 1), and then repeated in Years 3 & 5. Automatic Traffic

Surveys (ATCs) were proposed to be undertaken in Years 2 & 4.

2.9 The format of the baseline travel survey was proposed to be agreed with the LHA, but were

to include a traffic survey and questionnaire.

3.0 UPDATE ON ACCESSIBILITY, DEVELOPMENT PROGRESS AND GENERAL COMMENTARY

3.1 It is not the intention of this document to repeat the accessibility of the development site

to local services and facilities by sustainable modes of transport, nor indeed to describe the

broad location of the proposed development. This information is contained within the

approved Travel Plan and within the Travel Information Packs prepared for the residents.

Both of these documents are contained within Appendix 3 of this report.

Public Transport

3.2 Notwithstanding the above, bus routes and timetables have recently changed. The X7

service, operated by Xelabus, appears to now be the only service operating along Leigh

Road. The service travels between Eastleigh and Hiltingbury, via Velmore and Chandlers

Ford. However, since June 2014, the frequency of this service has increased to half-hourly

in each direction Monday to Saturday during the daytime. It operates hourly at all other

times, commencing at approximately 7:30am and finishing close to midnight. It operates

with an hourly frequency in each direction on Sundays (approximately 9am to 5pm).

3.3 Only the X3 bus service, also operated by Xelabus, travels along Passfield Avenue. The

service travels between Eastleigh and Chandlers Ford, via Boyatt Wood. From January

2015, this service will operate three times a day at approximately a two-hourly frequency

(Monday to Friday).

Routes Towards Town Centre

3.4 During CEC's latest site visit, the importance of the pedestrian/cycle route towards the

town centre using Pirelli Way, Factory Road and Wells Place was particularly noted. The

route has been traffic calmed, with raised tables at each of the many crossroads junctions,

together with speed humps, wide footways and road narrowings, all of which help to make

this a pleasant and direct pedestrian and cycle route to the town centre facilities. The

route is well used by pedestrians and is lightly trafficked. It is an asset that residents of

Sirocco Park can easily make use of, further removing barriers to encouraging people out of

their cars for short distance journeys. Refer to Photograph 3.1.

also observed to be good (Photograph 3.2).

3.6 The car club operator, 'Common Wheels', now have a vehicle available for hire from a

reserved on-street parking space on Wells Place at the junction with Desborough Road

(Photograph 3.3). Walking to this location from the centre of Sirocco Park would take some

10 minutes1 (800m). In the event that residents find this vehicle to be unavailable, a

further two Common Wheels vehicles are located in Eastleigh (Leigh Road at the junction

with Cranbury Road, and at Eastleigh House Car Park). This is something that can be

publicised in future newsletters and other communications with residents as part of the

Travel Plan.

3.7 In the last Monitoring Report (January 2014), it had been thought that the widening of the

footway along the northern side of Leigh Road was in order to make it a shared use facility

with cyclists. This widening, undertaken by the local highway authority and understood to

be independent of the Sirocco Park development, is now complete but is not signed for use

by cyclists. An off-road cycle facility is, however, available on the southern side of Leigh

Road between Dew Lane and the Co-op store situated opposite Causton Gardens. This

forms part of National Cycle Network route 24.

Development Progress

3.8 Bellway Homes have informed us that the Phase 3 development adjacent to 'The Circle' is

almost complete and that, prior to Christmas 2014, pedestrians and cyclists from Sirocco

Park will be able to walk around the entire perimeter of The Circle. This will open up more

direct and pleasant walking and cycling routes towards the town centre. We understand

that, moving forward, The Circle will be further improved with contributions from the

district council and Bellway Homes for new landscaping, footpaths etc.

3.9 In the period since the last Monitoring Report (January 2014), Phase 2 has been

substantially completed and is almost wholly occupied. Construction of Phase 3 is well

underway. The existing office building at the site, which continues to be occupied, has

been integrated into the development and occupies the area between Phase 1 and Phase 2.

Phase 1 is principally accessed off Passfield Avenue, whilst Phase 2 is principally accessed

from Leigh Road, albeit drivers can travel between the two areas within the site.

Construction access for the continuing build out of Phase 3 is taken off Leigh Road. The

development is ahead of schedule and is anticipated to be complete in June 2015.

3.10 Pedestrian and cycle infrastructure is in place at the Leigh Road access, including a

pedestrian refuge island (Photograph 3.4). Full footway/cycleway connection alongside

Dew Lane has not yet been fully completed, however. In some areas of the completed

Phase 2 development, dropped kerbs and tactile paving at junctions is yet to be installed.

We're informed that this is routine and will be undertaken when final works are being

completed.

3.11 The building which will accommodate a nursery, community centre, job centre and college

training functions has been completed and is shown in Photograph 3.5. This building has

four flats above. We understand that the nursery is soon to become occupied.

3.12 On-site footways and shared footway/cycleways are being completed as the development

progresses. Photograph 3.6 shows the shared facility leading out to Leigh Road.

3.13 The sales office has a supply of Travel Information Packs that sales staff continue to hand

out to all new residents. Sales staff inform us that they receive few queries relating to

travel but that any comments they do receive are generally positive, with residents

recognising the close proximity of the development to local services and facilities.

3.14 CEC has sought details from Bellway Homes with respect to the cycle parking provision

within the development. Sheffield stands are provided within garden sheds, and garages

are built with extra depth to accommodate cycles as well as a vehicle. Sheffield stands are

also provided in the undercroft of one block alongside a secure facility for vehicular

parking, whilst Sheffield stands are also being provided in communal areas for other

apartment blocks.

Dew Lane

3.15 Some issues observed during CEC's site visit include apparent peak hour rat-running of

traffic along Dew Lane between Leigh Road and Passfield Avenue, using the initial length of

the access road to the Phase 2 development to do so. Drivers appear to be using this route

due to the traffic queues on the approach to the traffic signals at the junction between

Leigh Road and Passfield Avenue. Routing via Dew Lane allows some drivers to reduce their

delay, although Dew Lane is not considered appropriate for this purpose. CEC will raise this

issue with Eastleigh Council, but it should be noted that the Sirocco Park development does

not cause nor exacerbate this issue which is likely to have taken place before the

development began.

On-site Parking

3.16 We understand that some residents are experiencing problems with parking within the

development. It is understood that commuters are parking within the development in order

to avoid parking charges within the town centre and at the railway station. Once parked,

these commuters walk from Sirocco Park, such is the close proximity of the development to

the town centre and railway station. All Sirocco Park allocated parking is off-street, and so

commuters parking within the development should not directly affect residents' use of their

own spaces. Only visitor parking provision is made on-street. However, this is clearly

raising some concerns amongst occupiers. None of the development's highways are yet

adopted by the local highway authority. However, we understand that parking restrictions

are planned for when the highways are adopted. The issue should therefore be short-term

and temporary.

4.1 In Year 1 of the Travel Plan, CEC secured a 10% discount for existing and future residents of

Sirocco Park from two local cycle chains: Peter Hansford Cycles' Chandlers Ford store; and

all branches of Cycleworld (closest store being at Southampton). The discount is available

on each household's first purchase on cycles or cycle accessories in-store, on production of

a recent utility bill (or similar) as proof of address.

4.2 Travel Information Packs have continued to be distributed to new residents of the

development by Bellway sales staff. As the development is nearing completion, a sufficient

number of Travel Information Packs have now been left with the sales staff for distribution

to the remaining number of dwellings to be built and occupied. Note that Bellway is not

obliged to provide second occupiers of the dwellings with Travel Information Packs,

particularly given that Bellway is unlikely to be aware of when a dwelling changes hands.

4.3 The travel packs contain information leaflets from Hampshire County Council (HCC) and

Eastleigh Borough Council relating to cycle routes, public transport information and car

sharing. A local services and facilities map is contained within the pack, together with a

leaflet prepared by CEC demonstrating the site's excellent accessibility to local services and

facilities (e.g. walking and cycle times to local destinations) and the benefits of walking,

cycling and car sharing. Details of the cycle discount available to residents is contained in

the pack, which continues to be offered to new residents. An electronic copy of the pack is

contained within Appendix 3 of this report.

4.4 The Travel Plan continues to be introduced to prospective and existing residents of Sirocco

Park on Bellway's website (http://www.bellway.co.uk/new-homes/wessex/sirocco-park).

Travel information has been included on this webpage. Details of the website are included

within the Travel Information Pack so that residents can easily check for Travel Plan news

and access links for up-to-date travel information from various providers.

4.5 A Travel Plan Newsletter was sent to Bellway Homes on 29th September 2014 for

distribution to each of the occupied dwellings. A copy of the Newsletter is contained at

Appendix 3 of this report and provided the opportunity to:

inform and remind residents of the existence of the Travel Plan;

summarise the aims of the Travel Plan;

provide a brief summary of the results of last year's travel survey;

5.0 TRAVEL SURVEY AND RESULTS

5.1 As related in Section 2.0 of this report, the approved Travel Plan proposed an initial multi-

modal survey comprising traffic survey and residents' questionnaire, which would be

repeated in Years 3 & 5. ATC surveys were proposed in Years 2 & 4.

5.2 For the following reasons, it is not be possible to ascertain via traffic surveys (ATC or

otherwise) trips generated to and from the residential element of the Sirocco Park

development in isolation:

when complete, it will not be possible to easily differentiate vehicle trips to/from the

retained offices from those of the residential development;

whilst being constructed, it will be difficult to differentiate construction traffic from

development occupiers' traffic; and

additionally, the Sirocco Park development is not self-contained. An adjacent Barratt

Homes development (completed) has road connections to Sirocco Park development

resulting in some through-traffic movements through Sirocco Park to reach Passfield

Avenue, for example.

5.3 The above concerns were raised with Philippa Gordon of HCC's Highways department. HCC

agreed that a questionnaire survey, undertaken annually over the five-year Travel Plan

term, will be an acceptable alternative monitoring regime for the development. ATC or

other traffic surveys will not be undertaken. HCC agreed to CEC's suggestion that an

incentive for residents to complete and return the questionnaire may help to achieve a

higher response rate.

5.4 Except for some minor amendments, the same survey as that sent last year was sent to

existing occupiers of the development in order to allow direct comparisons to be drawn.

The survey is based generally on a template provided by HCC Highways. For this second

survey year, the following additional amendments were made:

Request for full contact details, in order to better communicate with the winning

household of the High Street vouchers;

Questions asking for residents' workplace postcodes and whether they wished for the

RTPC to put them in touch with other residents who might work at the same or nearby

postcode; and

A question asking the respondent if they wished to be contacted by the RTPC for

personal travel planning advice.

5.5 Two copies of the survey (a copy of which is contained within Appendix 2 of this report)

were sent to each of the occupied dwellings, as notified to CEC by Bellway Homes. The

surveys were sent by post on 13th and 14th November 2014. All residents over the age of 18

were asked to complete the survey. Residents were advised that additional survey forms

were available from the Bellway sales office. As was the case last year, an incentive of

£100 in High Street shopping vouchers was the prize for a randomly drawn household who

returned the completed survey. This was timely, given that Christmas was approaching.

Residents were asked to return their completed surveys to the sales office by 28th

November 2014, giving them nearly two weeks to complete the survey. CEC collected the

surveys from the sales office during our site visit on 4th December 2014.

Survey Results

5.6 Twenty three completed surveys were returned, from 14 of the 177 occupied dwellings.

This is an increase of five individual responses and an increase of four dwellings compared

to last year. However, given that 177 dwellings were notified as being occupied, this

represents a response rate of just 8% (of occupied dwellings) which is clearly rather

disappointing despite the voucher incentive. Some caution will be necessary when

interpreting the results due to the relatively small sample. We note that nine of the 14

dwellings that responses came from were situated on Tinning Way. Next year, we propose

to further incentivise return of the questionnaires, by highlighting the high probability of

winning the High Street voucher.

Demographic

5.7 A broadly even split of responses was received from males and females. Residents are

largely young, with nearly 80% aged below 45 years.

5.8 Only three of the 23 respondents do not own a car.

Place of Work

5.9 Nineteen respondents provided the postcode of their place of work. CEC has plotted these.

Refer to CEC Plan 3975/210 [Respondents’ Place of Work] within Appendix 1. One of the 19

respondents appears to work from home. Two work within Chandlers Ford, west of the M3

motorway. One of these respondents drives to work and one cycles to work. Neither

wished to be paired with potential car sharers living on Sirocco Park and both stated later

in the survey that nothing could encourage them to car share.

5.10 Of the 19 respondents, three work within Southampton city centre. One of these appears

to work very close to Southampton Central train station and does travel by train. Another

of these three respondents did not supply their mode of travel to work. Neither of these

two respondents wished to be put in contact with potential car sharers at Sirocco Park.

The third respondent that works in Southampton city centre and travels to work by car is

willing to be put in touch with a potential car sharer and, later in the survey, states that

assistance with finding a car share partner would encourage them to car share. However,

neither of the two other respondents working within Southampton city centre are suitable

car share partners. Southampton city centre can, however, be reached with ease from

Eastleigh by rail.

5.11 Four of the 19 respondents work within Winchester, with two of these working close to

each other in the centre of the city. One of these travels by train and is not willing to be

put in touch with potential car sharers at Sirocco Park. The other uses a variety of modes

of travel to reach work but is also not willing to be put in touch with potential car sharers.

Of the other two respondents working within Winchester, only one was willing to be put in

touch with potential car sharers. Winchester can, however, be reached with ease from

Eastleigh by rail.

5.12 From this Year 2 survey, it has not therefore been possible to put any residents in contact

with one another to encourage car sharing for the journey to work. If the number of

respondents increases in subsequent survey years, there will be increased potential for

success in this regard.

Travel to and from Home

5.13 Some 35% of respondents stated that they have changed their most common mode of

transport since moving to Sirocco Park. Nearly all the reasons given for this was the close

proximity of the site to the town centre and the ease of walking rather than driving.

5.14 Four respondents failed to interpret Question 5 correctly and their responses have

therefore been excluded from the charts below. The question relates to trips for various

purposes as set out below.

Journey to Work

5.15 In a typical week (Monday to Friday), the 19 respondents make 157 trips for work (inbound

and outbound). Some 49% of these trips are made as a car driver. This is similar to last

year's result of 51%. An additional 13% of the 157 trips were made as a car passenger.

Although the proportion of work trips made on foot is less this year than last (compare 10%

with 26%), overall use of sustainable modes of travel (the total of walking, cycling and

public transport) has increased from last year (compare 35% with 30%). A similar proportion

of work trips are made by car sharing (with someone the respondent does not live with) to

last year (compare 3% this year to 5% last year). Refer to Chart 5.1.

5.16 Of the four respondents who misinterpreted Question 5, all indicated that they drove to

work without stating the number of work trips they typically make each week.

Shopping Trips

5.17 Some 74 trips (inbound and outbound) are made for the purpose of shopping amongst the 19

respondents on weekdays. In contrast to last year, more trips for shopping are made on

foot (49%) rather than by car (as driver or passenger: 46%). One respondent makes some

shopping trips by bicycle. No respondents make use of public transport for shopping trips.

In 2013, only one third of shopping trips were made on foot and two thirds were made by

car (as driver or passenger). Refer to Chart 5.2.

Education Trips

5.19 Amongst the respondents, only some 18 trips are made for education during a typical week;

these by only three of the respondents. This is far fewer than last year (41 trips made),

especially given that there are slightly more respondents this year than last. Of the 18

education purpose trips made, four are made by car (as driver), by one respondent. The

other two respondents walk, where the number of trips they make by this mode accounts

for 78% of all education purpose trips. Caution needs to be taken with respect to the small

sample of respondents; however, these results are nonetheless more favourable than last

year's, when more than half (56%) of education trips were made by car (as driver or

passenger). Refer to Chart 5.3.

Trips for Other Purposes

5.21 The number of trips made per week (inbound and outbound) for purposes other than work,

shopping or education is similar this year to last (91 trips this year and 94 trips last year,

albeit there are slightly more respondents this year). These trips could include trips to

doctors' surgeries or recreation, for example. This year, approximately 40% of trips are

made by car (as driver or passenger). This compares to two thirds of 'other purpose' trips

made last year. The majority of trips this year are therefore made by sustainable modes,

including 47% on foot. One respondent makes four running trips, although it's not clear if

this is to reach somewhere or simply for exercise. Refer to Chart 5.4.

Total Trips (All Purposes)

5.23 When summing the respondents' answers with respect to all journey purposes, a total of 282

trips (all modes) are typically made in a five-day week by 19 people living at the site.

Although this is three more respondents than last year, fewer trips are made 'per person'

compared to last year (14.8 trips per five-day week this year; 18.1 trips last year [290 trips

made by 16 respondents]). Amongst the respondents, some 39% of all-purpose trips

(inbound and outbound) are made as a car driver, which is 8% less than last year. A lower

proportion of trips are also made as a car passenger compared to last year (compare 9%

with 16%). Levels of car sharing with persons other than those respondents live with

remains low at just 1%, which is 1% less than last year.

5.24 The overall use of the private car for trips made amongst respondents is therefore less,

which is clearly positive. Correspondingly, overall use of sustainable modes has increased

and now represents approximately half of all trips made by respondents. This includes 38%

on foot (an increase of 6% compared to last year), 5% by bicycle (an increase of 4%) and 6%

by train (an increase of 4%). Although the sample size is still small, these results are

encouraging particularly given the time of the year the survey took place, when inclement

weather conditions are frequent and not necessarily conducive to walking and cycling.

Chart 5.5 summarises the results of all trips made, regardless of purpose, and draws

comparison to last year's results.

5.25 Table 5.1 summarises the recorded all-purpose trips made by respondents to the 2013 and

2014 residents' travel surveys, as well as the modal split indicated within the approved

Travel Plan (January 2013) that was derived from TRICS data. The target modal splits for

the Travel Plan are based on the baseline travel survey (Year 1: 2013). The target modal

splits are therefore also identified within the table, and the final column identifies the

additional progress required to achieve these targets based on the latest (2014) survey.

5.26 Although some caution needs to be taken with respect to the sample size, which if it

remains low year-on-year could result in some volatility with respect to modal share

proportions, the results of this latest survey are nonetheless encouraging. The Travel Plan

targets with respect the share of walking, cycling and train travel have already been met.

Excellent progress towards the target share of car driver trips has also been made. Only a

further 2% reduction is necessary to meet the 10% target reduction.

5.27 The targets with respect to car sharing (with someone from another address and as a car

passenger) are yet to be achieved. However, these target modes are somewhat arbitrary;

travel by these methods should not be encouraged at the cost of encouraging more car

movements, which the latest survey suggests has reduced substantially (with respect to 'car

driver' trips).

5.28 Travel by bus is not currently popular amongst respondents. Seeking progress towards the

target 2% mode share for bus use should not necessarily be pursued vigorously given that

other sustainable modes of travel appear to be benefiting from the transfer of trips from

the private car.

5.29 As well as suggesting excellent progress towards the Travel Plan aims and objectives, the

latest travel survey further demonstrates that the Sirocco Park development is exhibiting

far more sustainable travel patterns to that predicted within the approved Travel Plan

document prepared by PFA Consulting.

Encouraging More Sustainable Travel

Cycling

5.30 Respondents were asked to select as many options as were relevant with respect to what

would encourage them to cycle for local journeys. Nine residents (39% of respondents)

suggested that nothing could encourage them to consider cycling for local journeys.

However, 11 respondents suggested that improved cycle paths towards the town centre and

railway station would encourage them to cycle. Nine respondents also highlighted safer

and better-lit cycleways. These results are somewhat surprising given that some of the

proposed internal cycleways are already built whilst the routes to the town centre are

either off-road or on-road and along lightly trafficked, traffic calmed (and illuminated)

streets. The forthcoming improvements to The Circle and opening up of more direct

walking and cycling routes through this area may help to remove this apparent barrier. As

the development nears completion and construction traffic is removed and all proposed

pedestrian and cycle facilities constructed, it can be expected that residents will perceive

the quality and safety of cycle routes to be much better.

5.31 Three residents suggested that cycle parking at Sirocco Park could be improved. However,

as described earlier in this report, secure and sheltered cycle parking is available for

residents. Four residents also suggested that improved crossing facilities would encourage

them to cycle, and four wished for improved cycle parking facilities at local facilities. The

railway station and at an open-air car park within the town centre were two identified

locations.

Public Transport

5.32 This year, respondents appear to be less averse to considering public transport. Only two

respondents (9%) suggested nothing could encourage them to use public transport, whereas

a third of respondents had this opinion last year. Each of the available options identified

on the survey form for encouraging respondents to use public transport attracted a

generally high and broadly even selection.

5.33 However, only two respondents suggested that better public transport information could

encourage them, suggesting that the Travel Plan measures have so far been successful in

disseminating information and that information at bus stops and online is generally

adequate.

5.34 Of the available options, 'more direct routes' was the most selected measure that could

encourage them to use public transport. One respondent stated that Southampton General

Hospital is one location where they would like a direct service to. The two bus services

that pass the site currently only serve the Eastleigh and Chandlers Ford area.

5.35 One respondent commented that the bus services should be 'better organised'. Another

stated that she did not feel safe walking in the dark with building contractors around the

site.

Walking

5.36 Many more respondents this year (7 No.; 30%) selected the option that nothing could

encourage them to walk. This compares to only one respondent selecting this option last

year. However, it is suspected that many selected this option because they already choose

to walk for many journeys; Table 5.1 shows that 38% of respondents already regularly walk,

and one respondent said as much in the comments box. Each of the other options

identified for encouraging walking attracted a generally even proportion of selections; e.g.

'cleaner, better maintained footways' was selected by seven respondents (30%).

5.37 With respect to specific comments made, one respondent stated they do not walk because

of the amount they have to carry for work. The same respondent referred to at paragraph

5.34 reiterated her point about personal safety, adding that the condition of footways on

site damages footwear. This latter point will be temporary and should not be the case once

the development is complete.

Car Sharing

5.38 A lower proportion of respondents appear to be averse to car sharing compared to last

year. Some 57% this year stated that nothing could encourage them to car share compared

to 83% last year. Four respondents related that more information would be helpful. All

Travel Information Packs have now been sent out, but the next communication with

Three respondents related that they would appreciate help with finding a car share

partner, and these same respondents were amongst those who selected the option for

allowing CEC to pair residents up where they work within close proximity to each other.

5.39 A free taxi home is one option that was retained from HCC's template survey form. Five

respondents selected this option. However, this effectively relates to a 'guaranteed ride

home' system, that would typically be operated by an employer. CEC will suggest in the

next communication with residents that they investigate any car sharing schemes that may

operate at their place of work and that they suggest to their employers that a guaranteed

ride home should form part of any such scheme. Bellway Homes can have little influence

over this particular aspect of car sharing.

Travel Plan Awareness

5.40 Awareness of the existence of a Travel Plan operating at Sirocco Park is now much higher

amongst respondents (compare 35% this year with 11% last year). However, levels of

awareness are still surprisingly low given that all households have been issued with a Travel

Information Pack, a Newsletter and two travel surveys. It may be that residents are not

fully aware of what a Travel Plan is and have not yet made the connection with the various

material that they would have seen.

5.41 Of the eight respondents that were aware of the Travel Plan, four became aware of it

during the sales process. The remaining four respondents were aware of it because of

Travel Plan publications.

Cycle Discount Voucher

5.42 Not all respondents completed the question relating to the cycle discount voucher that CEC

organised with local cycle shops. Of the 19 respondents that did answer, six (26%) stated

that they either have used, or intend to use, the voucher.

Comments on Travel in the Local Area

5.43 Most respondents took the opportunity to make a comment at the end of the survey. A

particularly positive comment was received from one respondent who stated:

'I love living here - so near to the town centre, school and leisure centre. It's great that I

rarely need my car.'

5.44 This respondent added that 'it would be nice to have a 'meet and greet' to get to know

neighbours and perhaps be able to collaborate (i.e. find other mums to go to playgroup

together)'. Whilst this is positive, it would seem that this respondent foresees such a 'meet

& greet' event as a social forum rather than a forum to discuss travel matters.

5.45 Other comments included 'good access to motorway, only busy at peak times' and 'I really

love that there's a cycle path that runs from outside my front door and up to Asda'.

5.46 Two respondents have concerns about parking on the development. This matter is

described earlier in this report, at paragraph 3.16. Two other respondents, who reside on

Great Farm Road, are concerned about the speed of traffic. One respondent criticised the

limited movement site access arrangement off Passfield Road. However, we understand

that this arrangement was a request of the local highway authority and has been

implemented since 'Day 1'. Residents should have been aware of the access arrangements

prior to purchasing their property, particularly since the sales office is adjacent to this

access.

5.47 One resident would like more frequent bus services, but in the absence of more frequent

services walks instead. A half-hourly frequency into the town centre is considered to be a

reasonable level of service and if buses are used often enough then bus users would be able

to plan their journeys so as to minimise waiting times.

5.48 One respondent commented that they use their car because they are disabled. Another

suggested that they'd like to see a number of shelters installed along the route into the

town centre because inclement weather discourages them from walking.

5.49 Four residents stated that they do not have a Travel Information Pack. One of these

residents requested that CEC contact them to discuss their travel options. When we

contacted them, we suggested that they should obtain a copy from the sales office. All

first occupiers of dwellings were issued a pack and Bellway Homes has therefore fulfilled

this obligation (and continues to do so). There could be a number of reasons why

respondents have stated that they do not have a pack.

5.50 Four respondents selected the option for CEC, in our capacity as RTPC, to contact them to

discuss their travel options. This helps to provide a form of personal travel planning

advice. CEC telephoned two of these respondents on 7th January 2015. Neither resident

had a particular travel issue that CEC could assist them with, however. One of the

respondents stated they did not have a Travel Information Pack and we suggested they

contact the sales office to obtain one.

5.51 Of the remaining two respondents that requested contact, CEC emailed one and requested

that they contact us by reply email or by telephone to discuss their query. The other's

contact details were invalid (the telephone number was not recognised and the email

address no longer exists).

6.0 FURTHER MEASURES AND FUTURE IMPROVEMENTS

Further Measures

6.1 Bellway Homes will investigate introducing a Green Travel Noticeboard at the community

centre building which we understand will be operated by Eastleigh Borough Council.

6.2 New occupants will continue to be provided with a copy of the Travel Information Pack.

6.3 As the development nears completion, new footways and cycleways within the site will

become available. Dropped kerbs and tactile paving will be introduced, assisting

wheelchair users, the visually impaired and those with pushchairs to navigate the site.

6.4 A Newsletter will be issued to residents later in 2015, similar to that issued in 2014. It will

summarise the results of the travel survey and further promote sustainable modes of

transport amongst residents, taking the opportunity to provide details of the Common

Wheels car club scheme, for example.

Survey Improvements

6.5 The limited number of survey responses has continued to be an issue in Year 2 of the Travel

Plan. It might be that specifying the likely odds of winning the High Street vouchers will

encourage more residents to complete the survey. The value of the High Street vouchers

could perhaps be doubled to £200 to further encourage responses.

6.6 It is likely that the development will be complete by the time of the next travel survey

(November 2015). Bellway Homes may have therefore left the site and it might be that a

pre-paid envelope will need to be enclosed with next year's survey, rather than respondents

drop their completed surveys at the sales office.

1. INTRODUCTION 1.1. This site wide Travel Plan (TP) has been prepared by PFA Consulting on behalf

of Bellway Homes Wessex (the Developer) to support a planning application for residential development on the Prysmian Cables and Systems Site (known as Prysmian 2) in Eastleigh, Hampshire (the Development).

1.2. The Prysmian 2 site is currently occupied by Prysmian Group and comprises factory floor space, office space, a former social club and various outbuildings. Bellway Homes Wessex proposes to submit a planning application for the development of 312 residential dwellings, a small element of retail use and the retention of existing office buildings on the site. It is proposed that the first phase of development will be the western side of the site accessed via Passfield Avenue for 65 residential dwellings.

1.3. Travel plans are a way of promoting sustainable travel behaviour through a

range of mechanisms, initiatives and targets that when combined can help to reduce unnecessary travel and encourage travel in a more environmentally acceptable way. For a new development this is important as travel habits in favour of walking, cycling and public transport are more readily established from the outset.

1.4. This Travel Plan has been prepared based on national guidance contained in the

Department for Transport’s report entitled ‘Good Practice Guidelines: Delivering Travel Plans through the Planning Process’, published in April 2009, and the requirements set out in Hampshire County Council’s Travel Plan Guidance for Developers available at: www3.hants.gov.uk.

1.5. HCC’s ‘A Guide to Development Related Travel Plans’ document published in

January 2009, refers to how the Council’s Travel Plan team will assess travel plans using the TRACES (Transparent, Realistic, Achievable, Committed, Enforceable and Sustainable) evaluation criteria. The TRACES evaluation template table contained in Appendix C of HCC’s document has been followed in the preparation of this Travel Plan.

1.6. The Travel Plan combines an ‘outcomes’ approach, where specific outcomes are

linked to specific targets, together with the establishment of defined measures to encourage sustainable travel. Measures that will be promoted are set out and a preliminary interim modal share target is identified. Maximum modal share targets can only be established after an initial baseline travel survey has been undertaken.

Proposed Development

1.7. A Planning Layout, Drawing Number 48-1705-100 Revision R, showing the development proposals has been prepared by Simon Cooper Associates Limited, and a copy is reproduced in Appendix A.

1.8. The development will be for 312 residential dwellings, consisting of 203 private

and 109 affordable residential dwellings. The schedule of accommodation is shown in Table 1.1.

1.9. A Parking Strategy for the site has been prepared as part of Chapter 4 of the

Transport Assessment report prepared by PFA Consulting, November 2011. In accordance with EBC parking standards and the Prysmian 2 Non-Development Brief; 540 allocated spaces, 119 unallocated spaces and 61 visitor parking spaces are proposed, totalling 720 car parking spaces.

1.10. Parking provision for the existing office building comprises 38 spaces, provided in accordance with HCC standards of 1 space per 30m² gross floor area.

1.11. Cycling parking for each dwelling is provided in accordance with the standards

which require 1 bicycle per flat with cycle storage for flats integrated into the main building or cycle stores, `and 2 bicycle spaces provided per house.

1.12. Overall the parking strategy for the Prysmian 2 site is in accordance with the

standards set out in Eastleigh Borough Council’s Residential Parking Standards Supplementary Planning Document EBC and the requirements detailed in Prysmian 2 Non Statutory Development Brief. Therefore sufficient parking is provided for the site with no displaced parking anticipated external to the site.

1.13. This site wide Travel Plan incorporates the whole development including both

the proposed residential and the existing employment uses.

2. TRAVEL PLAN PRINCIPLES 2.1. This Travel Plan has been prepared based on the most recent national guidance

contained in the Department for Transport’s report entitled ‘Good Practice Guidelines: Delivering Travel Plans through the Planning Process’ published in April 2009, and the requirements set out in Hampshire County Council’s Travel Plan Guidance for Developers.

Travel Plan Pyramid

2.2. The Good Practice Guidelines introduce a ‘travel plan pyramid’ which views a travel plan for a new development as a pyramid of measures and actions. There are five levels to the pyramid, with each level building on the lower levels. Based on the Good Practice Guidelines, the Travel Plan Pyramid shown below has been used in preparing this Travel Plan:

1. Location of Development 2.3. Level 1, the base of the pyramid, is concerned with the location of the

Development, which provides the foundation for good accessibility by ensuring proximity to existing facilities and services, including shops, health facilities, schools and public transport.

2. Physical Aspects

2.4. At Level 2 are all the physical aspects of the development that can be expected to influence travel. This includes designing and laying out the site to be pedestrian, cycle and public transport friendly. Consideration has been given to the way the development connects with the rest of the local walking, cycling and public transport networks, and its accessibility to mobility-impaired users.

3. Travel Plan Co-ordinator 2.5. Level 3 is concerned with the input of the Travel Plan Co-ordinator to co-

ordinate the ongoing development and management of the Travel Plan.

4. Services and Facilities 2.6. At Level 4 are the services and facilities to be delivered as part of the Travel

Plan. These travel plan measures will aid in achieving the objectives and outcomes of the Travel Plan. The measures include a contribution towards enhanced public transport provision serving the development, the promotion of car share schemes and car clubs, and the provision of cycling and walking facilities.

5. Raising Awareness, Marketing and Information

2.7. Level 5, the top of the pyramid, is concerned with raising awareness, marketing and information. These are measures designed to ensure that people know about the services and facilities provided through the Travel Plan and to encourage more sustainable travel. This would include the provision of information to residents and other users of the Development to raise awareness of the available services and facilities, and could also include incentives designed to assist in promoting sustainable travel

3. SITE LOCATION AND BASELINE SUSTAINABILITY AUDIT

Site Location 3.1. Figure 3.1 shows the strategic location of the site. The development site is

located along Leigh Road in the south of Eastleigh, approximately 750m to the west of Eastleigh town centre and approximately 750m east of Junction 13 of the M3 motorway.

3.2. Figure 3.2 shows the location of the site in its local surroundings. The site

comprises approximately 8.75 hectares and represents approximately 40% of the whole Prysmian site, currently permitted for employment uses.

3.3. Phase 2 is bordered by Dew Lane to the north, Phase 1 of the Prysmian site to

the east, residential dwellings fronting onto Chadwick Road to the south and, residential dwellings fronting onto Passfield Avenue to the west. Phase 1 of the Prysmian site has already been redeveloped for residential dwellings by Barrett Homes and is now occupied. Access to Phase 1 is provided from A335 Leigh Road to the north via Sopwith Road and Pluto Road and to the east and south via Pirelli Road, Blenheim Road and Wilmer Road providing connections into the surrounding network of residential streets.

Former Use of the site 3.4. Phase 2 of the Prysmian site is currently occupied by Prysmian Group and

comprises factory floor space, office space, a former social club and various outbuildings.

3.5. Access to the site is currently gained from A335 Leigh Road and Passfield

Avenue. Passfield Avenue provides access to a staff car parking area comprising 638 spaces. The A335 Leigh Road provides access into the operational part of the site for delivery vehicles, HGVs and some further car parking.

Baseline Sustainability Audit

3.6. A baseline sustainability audit has been undertaken to identify the accessibility of the site by walking, cycling, and public transport. The accessibility of the site to local facilities has also been considered, and the trip generation of the proposed residential development for all modes has been predicted using the mode share derived from TRICS. Walking and Cycling

3.7. PPG13 recognises that walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly under 2 kilometres. Similarly, PPG13 considers that cycling also has potential to substitute for short car trips, particularly those under 5 kilometres, and to form part of a longer journey by public transport.

3.8. Walking and cycling are the most sustainable modes of transport and

encouraging walking and cycling not only reduces the overall vehicular travel demand but also has major health benefits. The availability and easy accessibility of local facilities can encourage more people to walk and cycle. In addition, both walking and cycling can form part of a longer multi-modal journey.

3.9. Factors that discourage people from walking and cycling are:-

Personal security; Routes adjacent to heavy or fast traffic; Highway safety issues; Not owning a bicycle or feeling confident about using one; Lack of safe cycle routes and fear of accidents; Poor weather; Lack of facilities at the destination; and Bike parking security.

3.10. A Travel Plan can address many of the issues highlighted above by providing information to residents and employees on the local cycle network, identifying lightly trafficked routes, providing information on cycle training and providing secure cycle parking within the new development.

3.11. Eastleigh Borough Council has produced a Cycle Map 2008, which shows routes in the vicinity of the site. This Cycle Map has been reproduced on Figure 3.3. This shows off-road cycle routes along the southern edge of Leigh Road to the north east of the site, along the western edge of Passfield Avenue to the west of the site and also across Fleming Park to the west of the site.

3.12. Cycle paths are also present along the eastern boundary of the site connecting

from Leigh Road in the north to Coniston Road in the south and across towards Factory Road in the east.

3.13. Advanced cycle stop lines are present at the Passfield Avenue / A335 Leigh Road

/ Woodside Avenue junction on the Passfield Avenue and Woodside Avenue approaches. Public Transport – Bus Services

3.14. There are bus stops located along Passfield Avenue, approximately 325m south west of the site. This distance has been measured from the centre of the site, via the western site access to Passfield Avenue. Bus service A serves the bus stops along Passfield Avenue. Bus stops are also located approximately 400m north-west of the site. This distance has been measured from the centre of the site, via the site access to Dew Lane and A335 Leigh Road. Bus services A, C1, C2 and C3 serve the bus stops along A335 Leigh Road.

3.15. Table 3.1 provides summary details of bus services that operate in the vicinity of the site. The public transport network in the vicinity of the site, in terms of the location of bus stops and the bus service routes, is shown on Figure 3.4.

3.16. Eastleigh bus station is located on Upper Market Street in Eastleigh town centre, approximately 1,0650m east of the site. This distance has been measured from the centre of the site, via the site access onto Dew Lane and A334 Leigh Road. Bus services from Eastleigh bus station serve a range of destinations including; Hedge End, Southampton, Winchester, Bishop’s Waltham and Romsey.

Rail Services

3.17. Eastleigh rail station is approximately 1,200m to the east of the centre of the site along Southampton Road, as shown on Figure 3.4. Bus services A, C1, C2 and C3 serve the rail station, which call at bus stops along A335 Leigh Road and Passfield Avenue in the vicinity of the site. Eastleigh bus station is approximately 2 to 3 minutes walk from Eastleigh rail station. The station is also accessible by bicycle with sheltered cycle storage provided at the station. The whole station is accessible for wheelchair users with level access to all platforms via lifts. There are four disabled car parking spaces provided at the rail station. Rail services at this station are operated by South West Trains.

3.18. Eastleigh is on the London Waterloo to Portsmouth Harbour line with hourly

services throughout the day. London Waterloo is a 1 hour 20 minutes train journey from Eastleigh, which also calls at Winchester, Basingstoke, Farnborough and Woking. Portsmouth Harbour is 46 minutes from Eastleigh, which also calls at Hedge End, Fareham, Portchester, Cosham, Hilsea, Fratton and Portsmouth and Southsea.

3.19. Eastleigh rail station is also on the Salisbury to Romsey line. Salisbury is 54

minute train journey from Eastleigh, which also calls at Southampton Central, St Denys, Swaythling and Southampton Airport Parkway. Romsey is a 13 minutes train journey from Eastleigh, which also calls at Chandlers Ford.

3.20. Rail services from Eastleigh serve Southampton Airport Parkway rail station, which is located opposite Southampton Airport along Wide Lane. Train journeys are approximately 3 minutes duration between Eastleigh and Parkway rail stations with a train frequency of approximately every 20 minutes during peak

morning and evening hours, then two each hour throughout the rest of the day on a weekday.

3.21. Rail services operate two trains every hour throughout the day from Eastleigh to

Southampton Central with more frequent rail services during the morning peak for journeys to work. The first train departs Eastleigh at 06:08 arriving in Southampton Central at 06:23, then services depart at 06:13 arriving at 06:29, 06:48 arriving at 07:00, 07:21 arriving at 07:35, 07:24 arriving at 07:39, 07:44 arriving at 07:57, 08:02 arriving at 08:17, 08:21 arriving at 08:35, and 08:28 arriving at 08:59. These nine services arrive in Southampton Central before 09:00 Monday to Friday.

3.22. For the return journey, rail services depart from Southampton Central at 16:52

arriving at Eastleigh at 17:07. Then rail services depart half hourly at 35 minutes past and 55 minutes past the hour between 17:00 to 22:00 hours arriving at Eastleigh at 49 minutes past and six minutes past the hour respectively. An additional rail service departs at 18:17 arriving at 18:32. Later rail services depart from Southampton Central to Eastleigh at 22:30, 22:35, 23:00 and 23:20, with the last train at 23:59.

Air Transport 3.23. Southampton Airport is located close to M27 Junction 5, opposite Southampton

Airport Parkway rail station. Bus service A serves the Southampton Airport Parkway rail station / Southampton Airport, which is an approximate 6 minutes bus journey from bus stops along Passfield Avenue in the vicinity of the site. Southampton Airport Parkway rail station is also accessible from the site by bicycle with sheltered cycle storage provided at the station. There is step free access throughout the station with access to platform 2 and Southampton Airport via the lifts, which are in operation 24 hours a day.

Local Facilities

3.24. The locations of the available facilities in the vicinity of the site are shown on Figure 3.5.

3.25. Beehive Nursery, for babies and young children aged 3 months to five years, is located along Leigh Road at the junction with Passfield Avenue and Woodside Avenue approximately 430m from the centre of the site via the site access onto Passfield Avenue.

3.26. Norwood Primary School, for both girls and boys aged 4 to 11 years is located

along Chamberlayne Road approximately 705m to the east of the site. This distance has been taken from the centre of the site, via the eastern site access and footway leading eastwards to Pirelli Way and Factory Road. The Norwood Primary School federated with Crescent Primary School in 2007. (A federation is where two schools work closely together and share the same head teacher).

3.27. Crescent Primary School, for both girls and boys aged 4 to 11 years, is located

along Toynbee Road approximately 770m north east of the site. This distance has been taken from the centre of the site and via the northern site access to Dew Lane and A335 Leigh Road.

3.28. Barton Peveril is a sixth form college offering a wide range of A Level courses

and National Diplomas, located along Chestnut Avenue approximately 870m

south of the site. This distance has been taken from the centre of the site, via the south eastern site access to George Raymond Road and Tenyson Road leading to the rear entrance of the college.

3.29. Quilley School of Engineering is a secondary school for both girls and boys aged

11 – 16 years, located along Cherbourg Road approximately 1,110m south east of the site. This distance has been taken from the centre of the site, via the south eastern site access to George Raymond Road and Tenyson Road.

3.30. Eastleigh College can be accessed from Cherbourg Road approximately 1,310m

south east of the site. This distance has been taken from the centre of the site, via the south eastern site access to George Raymond Road and Tenyson Road.

3.31. Crestwood College for Business and Enterprise is a secondary school for both

girls and boys aged 11–16 years, located along Shakespeare Road approximately 1,350m north of the site. This distance has been taken from the centre of the site, via the western site access to Passfield Avenue and Woodside Avenue.

3.32. Employment opportunities exist at City Grove Industrial Estate, Peacock Trading

Estate and Parham Trading Estate located north of the site off Woodside Avenue, approximately 830m, 1,020m and 1,070m respectively taken from the centre of the site, via the western site access to Passfield Avenue and Woodside Avenue.

3.33. There is a dental surgery located along Leigh Road, approximately 640m from

the centre of the site, via the north eastern site access to Dew Lane. Eastleigh Health Centre is located along Newtown Road, approximately 980m east of the site from the centre of the site, via the north eastern site access to Dew Lane, Leigh Road and Romsey Road.

3.34. Channon Retail Park, with a Comet, Pets at Home and Halfords stores, is located

off Woodside Avenue, approximately 580m north of the site taken from the centre of the site, via the western site access to Passfield Avenue.

3.35. Eastleigh Town Centre is located approximately 865m east of the site. This

distance has been taken from the centre of the site, via the eastern site access to the footway leading eastwards to Pirelli Way and Factory Road.

3.36. The Swan Shopping Centre is located along Wells Place in Eastleigh Town

Centre approximately 915m east of the site. This distance has been taken from the centre of the site, via the eastern site access to the footway leading eastwards to Pirelli Way and Factory Road.

3.37. Fleming Park Leisure Centre is located opposite the site along Passfield Avenue

approximately 360m from the centre of the site, via the western site access. It offers a range of sports facilities including a gym, 25m swimming pool, outdoor courts, a main hall for tennis and badminton, 3 studios for workout classes and 5 function rooms for meetings, conferences and weddings.

3.38. The Swan Centre located along Wells Place approximately 915m east of the site

also offers a 20 lane bowling alley and a VUE Cinema. 3.39. In summary there are a good range of facilities and services including primary,

secondary and sixth form schools, employment areas, dental and healthcare

centres, Eastleigh town centre, leisure facilities and Eastleigh bus and rail stations, which are all within reasonable walking and cycling distances of the proposed development. Baseline Travel Patterns

3.40. A baseline travel survey is proposed following the 90% occupation of the Phase 1 development by residents, corresponding to 59 residential units, to establish the baseline travel patterns for the development. Prior to this baseline travel survey, and in order to set a preliminary interim modal share target, the trip generation of the proposed residential development for all modes has been predicted using the mode share derived from TRICS. Predicted Modal Share

3.41. An assessment of the multi-modal trip generation rates of similar existing residential developments has been established using TRICS 2011(b) for the houses privately owned category. The TRICS output can be found at Appendix B of this report.

3.42. Table 3.2 provides the summary results for the predicted all modes modal split

for the proposed residential development.

3.43. The TRICS output therefore identifies that around 20% of daily two-way trips

predicted for the new residential development will be by means of walking, cycling or bus / rail use. The TRICS multi-modal calculations sheet is included in Appendix C.

4. AIMS, OBJECTIVES AND TARGETS 4.1. This site wide Travel Plan combines an ‘outcomes’ approach, where specific

outcomes are linked to specific targets, together with the establishment of defined measures to encourage sustainable travel. The focus is on securing the performance of the Travel Plan through ensuring that travel mode share targets for car use are met when the development is complete.

4.2. Measures that will be promoted are set out and a preliminary interim modal

share target is identified. Maximum modal share targets can only be established in conjunction with the highway authority after an initial baseline travel survey has been undertaken.

4.3. The main aims of this Travel Plan are to achieve the minimum number of

additional single occupancy car traffic movements to and from the development and to encourage more sustainable modes of travel.

4.4. The objectives and outcomes of this Travel Plan are to:

engage with residents and employees to raise awareness of sustainable travel choices to encourage more sustainable travel behaviour; achieve the minimum number of additional single occupancy car traffic movements to and from the development; increase the proportion of walking, cycling and public transport trips; address the access needs of site users, by supporting walking, cycling and public transport; provide adequately for those with mobility difficulties; address residents’ needs for access to a full range of facilities and activities; promote healthy lifestyles by encouraging more active travel with gains for health; encourage good urban design principles that open up the permeability of the site to walking and cycling; reduce congestion, energy consumption and pollution.

4.5. These objectives relate to economic, environmental and social factors in line

with Hampshire County Council’s Local Transport Plan 2011 – 2031 and Eastleigh Borough Council’s Walking, Cycling and Public Transport Strategies. Targets

4.6. HCC’s Guidance on Travel Plans refers to the need of identifying SMART targets, which are Specific, Measurable, Achievable, Realistic and Time-bound. Targets are set out below.

4.7. For new developments outcome targets are best expressed in terms of maximum end levels of car use by setting a target maximum modal share of car use when the development is complete.

4.8. Prior to completion of the development the actual travel patterns of the residents of the proposed residential development are not known. In order to set a preliminary interim modal share target, the predicted daily two-way all modes modal split for the proposed residential development, obtained using TRICS 2011(b), has been used.

4.9. Based on the existing travel patterns established in Chapter 3, and without any

encouragement to use more sustainable modes of travel, the likely modal share of daily car use for the residential development might be expected to be around 61% of all trips.

4.10. The Department for Transport’s research report entitled Smarter Choices -

Changing the way we travel’, published in July 2004, found that personalised travel planning initiatives typically report reductions in car use of 7% -15% in urban areas and 2% - 6% in rural and smaller urban areas.

4.11. It is proposed that the following preliminary interim ‘aim’ type targets of modal

share for car use and other modes are set:

To reduce the daily single occupancy car use by 10% below the predicted car driver modal share shown in Table 3.2 within 5 years after the baseline survey being undertaken. To increase the daily percentage of persons walking to and from the site by 3% above the predicted walking modal share shown in Table 3.2 within 5 years after the baseline survey being undertaken.

To increase the daily percentage of persons cycling to and from the site by 3% above the predicted cycling modal share shown in Table 3.2 within 5 years after the baseline survey being undertaken.

To increase the daily public transport use to and from the site by 2% compared to the modal share shown in Table 3.2 within 5 years after the baseline survey being undertaken.

To increase the daily percentage of persons car sharing to and from the site by 2% compared to the modal share shown in Table 3.2 within 5 years after the baseline survey being undertaken.

4.12. On this basis, it is proposed modal share targets for residential trips should be as shown in Table 4.1 and set as a ‘goal’.

4.13. In order to achieve the mode share targets set out above, it will be necessary for

the development to have good accessibility to non-car modes of travel, and promote measures which encourage travel by sustainable transport modes.

4.14. The baseline travel survey, which will be carried out following 90% occupation of Phase 1 by residents, will ask how residents travel to work and will also seek their views about what improvements could be made to encourage them to use more sustainable travel modes. A minimum response rate of the travel survey will be required which will be agreed with HCC. An incentive could be offered to encourage responses.

4.15. There will be scope to set maximum modal share targets in conjunction with

HCC based on the results of the baseline travel survey. 4.16. Additional Targets could include:

Offer new residents Personal Travel Planning within 12 months of occupation; and Achieve at least 70% awareness of sustainable travel behaviour amongst residents and employees.

4.17. A personalised travel plan, which is individual to a household/occupier,

comprises at least a statement of the travel needs and future sustainable travel options of that household/occupier.

5. TRAVEL PLAN MANAGEMENT 5.1. The site wide Travel Plan will be implemented and managed by a Travel Plan

Co-ordinator. The Travel Plan Co-ordinator will be appointed by the Developer prior to occupation of the development. There will be a Workplace Travel Plan Coordinator (WTPC) for the existing employment element of the site who will be responsible for disseminating Travel Plan information to staff as well as a Residential Travel Plan Coordinator who will be responsible for disseminating Travel Plan information to residents.

Workplace & Residential Travel Plan Co-ordinators

5.2. The Travel Plan Co-ordinators have a critical role in ensuring that the Travel Plan is implemented, managed, monitored and reviewed over time. The Travel Plan Co-ordinators will co-ordinate the ongoing development and management of the TP, including further measures, raising awareness, monitoring and review.

5.3. It will be the responsibility of the developer to ensure the appointment and

funding of suitably qualified person(s) to perform the role of the Travel Plan Co-ordinator. The WTPC will be an employee at the workplace appointed by the employer who will carry out the role of the TPC during their daily working hours.

5.4. The role of the Travel Plan Co-ordinator will include:

Acting as a point of contact and to get residents and employees involved with the Travel Plan; Marketing and promoting the Travel Plan; Providing sustainable travel information to residents and employees; Promoting schemes and events which encourage walking, cycling and the use of public transport along with the reduction of the use of the private car; Monitoring and reviewing the Travel Plan; Liaison with HCC, transport operators and specialist groups; and Arranging for travel surveys to be undertaken of residents and employees on the site.

Funding

5.5. A Planning Obligation will be completed that secures the funding of the Travel Plan by the developer in accordance with HCC’s Transport Contribution Policy document published in September 2007. The funding will include for the services of the Travel Plan Co-ordinator (TPC), as well as provision for ‘remedial’ funds to cover the cost of measures required in the event of the Travel Plan not meeting the required targets. Such remedial measures could include: continued monitoring, Personal Travel Planning and additional publicity and marketing. The Remedial Measures are intended to mitigate the impacts of any under achievement in meeting targets, as set out in Chapter 7.

Marketing and Promotion 5.7. Marketing and promotion of the Travel Plan and sustainable travel opportunities

and benefits, will establish communication between those who are responsible for delivery (TPC) and those who benefit from the implementation of the Travel Plan (residents and employees).

5.8. Details of the Travel Plan will be provided in the developer’s marketing

brochure. Therefore residents will be informed of alternative modes of travel to the site, other than by private car, prior to moving in.

5.9. The provision of information to residents and employees, which is both

accessible and available in varied formats, is an important measure of the travel plan package. Specific items of information and promotional activities that will be delivered by the Travel Plan Co-ordinator are set out in this Travel Plan.

5.10. A Travel Information Pack will be distributed to all new residents and employees

of the development. The Travel Plan Co-ordinator will keep the Travel Information Pack up to date to reflect changes, for example when revised bus timetables are issued, and maintain records of distribution.

5.11. The Travel Plan information will be delivered via a number of interfaces

including:

Travel Information Packs; Personal engagement with residents and employees; and Poster campaigns via a community notice board.

6. PROPOSED MEASURES

6.1. The proposed site wide Travel Plan measures focus on maximising sustainable accessibility to the development. Measures to maximise the site’s accessibility and sustainability include, as part of the development proposals, the provision of pedestrian and cycle links and improvements to facilitate walking and cycling, as well as improvements to local public transport provision.

6.2. Marketing and promotion of the Travel Plan will form part of the implementation

of the Travel Plan, and this will include the distribution of Travel Information Packs to new residents and employees.

Travel Information Pack

6.3. A Travel Information Pack will be distributed to all new residents and employees of the development. Travel Information Packs will include travel information, with the intention of encouraging new residents and employees to engage in more sustainable modes of transport. The Travel Information Pack would include for example:

Local Facilities map; Maps and information on local walking and cycling routes; Details of the most recent bus and rail timetables; Details of public transport discounted fares / season tickets; Information about car share and car club schemes in the area; Information on local taxi and hire car companies; Location of resident’s notice board showing more detailed information (if available); and Discount card entitling residents to a discount from a local cycle retailer.

6.4. The TPC will keep the Travel Information Pack up to date to reflect changes, for

example when revised bus timetables are issued, and maintain records of distribution.

Walking and Cycling Measures 6.5. In order to ensure a high level of accessibility and permeability, pedestrian and

cycle links will be provided throughout the site in both north/south and east/west directions, in accordance with the Non Statutory Development Brief. These links would provide safe and convenient links to and from the development.

6.6. A pedestrian and cycle access is proposed at the modified Dew Lane / Leigh Road access to provide a safer environment for pedestrians and cyclists by reducing the overall crossing widths, providing localised widening of footways and providing a raised speed table at the junction.

6.7. An additional pedestrian and cycle access will connect through the site from

Passfield Avenue in the west to the public open space/circular park to the east, completing the link through to the Pirelli Phase 1 development at Factory Road.

6.8. Pedestrian and cycle access into the Prysmian Phase 1 site will also be made at Tommy Green Walk, Great Farm Road, George Raymond Road and Circus Green allowing movement through the site and to and from the town centre to the east in accordance with the Non Statutory Development Brief.

6.9. The Dew Lane footpath will be widened to 3m footway/ cycleway to improve

the pedestrian and cycle link and to allow for the future growth of the ancient hedgerow along the road carriageway side of the footway. The widened Dew Lane footway/cycleway would be open to the new development along its length, necessitating the removal of all hedges, walls and fences on its southern side but carefully retaining any substantial trees. Along the Dew Lane boundary, new residential development would form a frontage with front gardens opening onto access roads which run parallel and adjacent to the widened Dew Lane footway/cycleway.

6.10. Cycle parking for the residential and employment uses would be provided in

accordance with Hampshire County Council’s standards.

6.11. A bicycle user group (BUG) will be provided for employees as part of the

Workplace Travel Plan. Support will also be provided in setting up a ‘cycle to work’ scheme where employees receive reductions in the cost of bicycles.

6.12. The Travel Plan Co-ordinator will provide information to residents and

employees regarding the health benefits of walking and cycling and on the costs of single person car journeys when compared to other modes of travel.

6.13. The Travel Plan Co-ordinator would be responsible for promoting events such as

National Bike Week and European Mobility Week to encourage residents and employees to consider swapping vehicle trips for bike trips. The Travel Plan Co-ordinator would also liaise with local cycle shops to negotiate discount vouchers for bicycle purchases.

Public Transport Measures

6.14. Good public transport provision is important to achieving sustainable transport targets.

6.15. Public transport use would be encouraged by the introduction / promotion of the

following measures by the Travel Plan Co-ordinator:

Provision of easy to understand information on bus routes, bus times and location of bus stops for residents and employees; and Provision of rail timetables and rail routes for residents and employees.

Car Sharing

6.16. The most unsustainable mode of transport is the single occupied car. Car sharing, when two or more people share a car and travel together, can result in considerable cost savings and other benefits. Car sharing not only reduces an individual’s transport costs, by fuel costs being shared, but also reduces the number of cars on the roads, provides a real solution to transport problems of rural areas and reduces the need for a private car. HCC operates a car share service, and information is available at: www.hantscarshare.com.

6.17. HCC’s car share scheme enables people to register and contact other people to

find a match for regular journeys such as getting to work, taking children to school, and doing the shopping, as well as one-off journeys including travelling to the airport, an event or show, and visiting friends.

6.18. The Travel Plan Co-ordinator will ensure that all residents and employees are

advised of the financial savings which can be achieved through car sharing and will ensure that all new residents and employees are provided with details of HCC’s car share scheme. This approach helps form a partnership between the development and the highway authority.

6.19. Tele-working and working from home can reduce the need to travel but requires

agreement of the employer and the required facilities in place in the home. Internet access is becoming increasingly common in the workplace and allows better communication between work and home. In order to encourage tele-working / working from home at the development, the developer will aim to facilitate that each dwelling is provided with the potential to connect to local dial-up or broadband infrastructure.

7. MONITORING AND REVIEW

7.1. An effective monitoring and review process is important to establish how successful the site wide Travel Plan has proved. Monitoring involves collecting data and information, and the review process involves the consideration of these details to determine whether or not the Travel Plan targets have been met.

7.2. Based on the monitoring and review process, it will then be necessary for the

Residential and Workplace Travel Plan Co-ordinators, in conjunction with the highway authority, to decide what, if any, amendments are required to the Travel Plan. As part of the monitoring process it is important to establish the baseline conditions.

Baseline Travel Survey 7.3. The modal share targets will be reviewed with the highway authority following

90% occupation of the Phase 1 development by residents, corresponding to occupation of 59 residential units, and after a baseline multi-modal travel survey has been undertaken.

7.4. The baseline multi-modal travel surveys will consider all modes of travel to and from the development including: car drivers, car passengers, walking, cycling, bus users, rail users, motorcycle, taxi, deliveries and multimodal journeys.

7.5. The precise format of the baseline travel survey will be agreed with the highway

authority before being undertaken. The baseline travel survey will be undertaken by an independent survey company, and will be co-ordinated by the Travel Plan Co-ordinator. The Travel Plan Co-ordinator will be responsible for submission of the report of survey to the highway authority within one month of completion of the survey.

Ongoing Management & Review

7.6. For the ongoing management of the site wide Travel Plan to be successful and to deliver the desired outcomes, it is important that the parties involved in the delivery of the Travel Plan, which means the Developer/Travel Plan Co-ordinator and the highway authority, work effectively in partnership to achieve the desired results.

7.7. Monitoring of travel patterns over time, to ascertain whether the initiatives of the

Travel Plan are proving successful and whether there has been a shift to more sustainable modes of transport, requires ongoing travel surveys to be undertaken. It is proposed that two follow-up multi-modal travel surveys are undertaken, two years apart in Years 3 and 5, following the baseline multi-modal survey in Year 1. Additional ATC counts recording vehicular numbers will be undertaken in Years 2 and 4.

7.8. The full multi-modal travel surveys will take the form of traffic counts and a

questionnaire, which will ask residents and employees about their travel patterns during the day. The travel surveys will ask about the location of residents’ workplaces and the location of employees’ home addresses, using postcodes to enable postcode mapping to be used, as well as their mode of travel, and details of other journeys made during a day. The travel surveys will cover all modes of travel, and will invite comments to enable any barriers to the implementation of

the Travel Plan, including physical, psychological and management barriers, to be identified.

7.9. The results of the travel surveys will be analysed and the factors influencing

travel behaviour will be investigated. 7.10. The TPC will prepare a report of survey setting out the findings of the surveys

and how they relate to the results of previous surveys and the targets of the Travel Plan. The report will also set out the measures that have been implemented and the site occupations since the last survey.

7.11. The TPC will meet with the appropriate members of the Highway and Planning

Authorities to discuss the progress of the Travel Plan and review the measures to be implemented over the next year following the submission of the report of survey.

7.12. The TPC will undertake a thorough evaluation of travel planning successes and

failures. If the results show that targets are not likely to be met either due to negative shifts in modal shares or little movement from the previous survey, it should be considered as to whether it is appropriate to implement remedial measures.

Remedial Measures

7.13. In the event that the Travel Plan is shown to be underachieving a remedial strategy needs to be outlined, which considers measures to help get the Travel Plan ‘back on track’. Remedial Measures are intended to achieve modal shift and mitigate the impact of any under achievement in meeting targets.

7.14. A set of potential remedial measures, to be triggered in the event that measures

mentioned above fail to meet the required Travel Plan targets, could include the following:-

Further incentives / prizes for car sharers; More active marketing and promotion of sustainable travel information; Offer Personal Travel Planning to new residents within 12 months of occupation; Liaise with HCC and bus operators on a potential bus voucher incentives for residents; and Potential to join existing Car Club Scheme, www.hantscarshare.com, for residents, subject to viability.

7.15. The remedial measures are different to the Travel Plan measures, and the exact

nature of what, if any, remedial measures are required will be identified through the monitoring and review process in conjunction with the highway authority.

7.16. The funding of the Travel Plan will include provision for reasonable ‘remedial’

funds to cover the cost of the remedial measures, of which the Travel Plan Co-ordinator in agreement with the Highway Authority will be able to draw upon to fund toward appropriate measures identified from the travel surveys.

9. SUMMARY OF TRAVEL PLAN COSTS 9.1. The initial evaluation fee and cost of 5 years of annual monitoring, defined in

the Section 106 as the ‘Travel Plan Sum’, has been agreed with HCC at £16,500, to be index linking from the 24th January 2012 (the committee date).

9.2. The cost attributed to the Residential Travel Plan Co-ordinator and remedial measures, defined in the Section 106 as the ‘Travel Plan Bond’ amount, has been agreed with HCC at £55,500.
