Summer Financial Aid: Room and Board Access • Scenario:

• Institution has multiple summer sessions. • Room and board are calculated as one price regardless of

number of sessions students attend. • Students on academic aid may access room and board at the

beginning of the summer even if not enrolled for that session and aid will not disburse until begin term in which they are enrolled.

• SA has been provided $10,000 for the 2014-15 academic year.

• FGIA is for 2014-15 is $30,000 and SA counts as .33.• SA will need one part-time term in fall 2015 to graduate.

• FGIA for 2015 is $36,000 ($30,000 tuition and fees; $6,000 room/board and required books)

• SA tuition for PT term is $10,000 with room, board and books remaining the same.

• SA is renewed for Fall 2015 or $5,000.00

• Individual limits changed to allow institutional financial aid based on athletics ability and any other financial aid up to cost of attendance.• Tuition and fees, room and board, books and other

expenses related to attendance at the institution.• May calculate stipend for room and board using any of the

methods provided in the room and board legislation.• If books part of aid may provide actual books, including

recommended books.• May not provide stipend in excess of actual books.

• Other expenses related to attendance must be calculated in accordance with the cost of attendance policies and procedures that are used for students in general.• A student-athlete’s cost of attendance may be adjusted:

• If an institution’s policy allows for student’s direct and indirect costs (e.g., tuition, fees, room and board, books, supplies, transportation, child care, cost related to a disability and miscellaneous personal expenses) to be adjusted on a personal basis;

• The adjustment is documented; and• The adjustment is available on an equitable basis to all

students with similar circumstances who request an adjustment.

• Permissible to use SAF to provide other expenses related to attendance at the institution when those expenses are included in a financial aid agreement, provided the SAF funds used in such a manner are counted toward the student's individual and team financial aid limits.

• Remains permissible, subject to institutional and conference policies and procedures, to use SAF for other expenses related to attendance at the institution that are not included in the student's financial aid agreement (does not affect the student's individual or team financial aid limits).

• Receipt by a student-athlete who is not a counter to cover other expenses related to attendance does not make the student-athlete a counter.

• Institutions remain responsible for ensuring that SAF funds are not used to provide tuition and fees, room and board or required course-related books during a regular term and are not included when reporting athletics aid for revenue distribution or other NCAA Bylaw 20 purposes.

• Squad List is not a balance sheet.• May meet obligation to provide percentage of FGIA for

student-athlete referenced in agreement but equivalency calculation may be less.

• No impact on ability to use averaging vs. actual method.

• Autonomy Denominator = New FGIA.

• Other Conferences Denominator = Old FGIA or New FGIA.

• Books calculation remains the same.

• May renew at same dollar amount and apply new FGIA for equivalency calculation without being considered a reduction.

and apply new FGIA for equivalency calculation without being considered a reduction.

• May renew based on calculation of those elements for 2015-16 and convert to dollar amount or percentage of cost of attendance without being considered a reduction.

• Summer School Aid:• No changes to how to calculate summer aid.

• Proportionality of academic aid received in academic year (or to be received in next academic year if meeting exception) provisions remain in place.

• Membership/Revenue Distribution:• For purposes of Bylaw 20 membership requirements and

revenue distribution calculations, a full grant is the value of:• Full tuition and fees;• Room and board; and• Required course-related books.

• If a student-athlete receives athletically related financial aid in their first year of enrollment at the certifying institution, a reduction or nonrenewal cannot be for an athletics reason.

• Applicable to new awards of athletically related financial aid provided during 2015-16 and thereafter.• Applicable to November 2014 NLI signees after initial renewal.

• If converting one year agreements to multi-year agreements during period of award:• Must net average of one year agreement over the life of

the multi-year.

• Example: 50% agreement may be converted into a three year agreement of 25%, 75%, 50% ;or 75%, 25%, 50%; or some other average of 50%.

Multi-year Agreements• Period of the award begins in the academic year in which aid

is provided and ends once agreement no longer specifies it will provide athletically related financial aid.

Examples:• 75% equivalency in the first year academic year, no athletics

aid the second and third year and 95% equivalency the fourth year = four-year financial aid agreement that begins with the student-athlete’s first academic year.

Multi-year Agreements

Examples (continued):• 25% equivalency in the first year academic year and no

athletics aid the second, third and fourth years = agreement for one academic year.

• No athletically related aid the first year, and 50% equivalency each of the next three academic years = a three-year financial aid agreement that doesn’t begin until the student-athlete’s second year of enrollment (would not validate an NLI).

Multi-Year Agreements: Adjustments• Ability to adjust original terms year to year during

period of the award while maintaining overall equivalency dependent on wording of agreement.• “33% per year” would not allow for any years below 33%

absent a renegotiation that resulted in a net benefit to the student-athlete.

• “Average of 33%” may provide less in one year and more in other years provided average of at least 33% over period of the award.• Institutions encouraged to notify student-athletes of

specific equivalency for upcoming academic year not later than legislated renewal notification date.

Multi-Year Agreements: Adjustments• May provide temporary increase at any time during the

period of the award.• When renewing, all increases need to be accounted for in

determining if the new agreement averages equal to or more than the average of the previous agreement.

• Scenario: • Initial multi-year agreement was for three years at 30%, 10%,

50%.• Coach provided a 5% increase in year one and a 25% increase in

year two.• Renewal must average?

• Absent conference policy, can determine by team, by individual.

• Must use New FGIA if provide anything above Old FGIA.• May use New FGIA even if no additional outlay to a specific

student-athlete.• Old or New Denominator only.• 2015-16 aid agreements may reference FGIA without having

to apply new FGIA as long as institution makes clear it’s intention to apply or not apply to its student-athletes.• Moving forward, agreements should reference elements

included in full grant in aid instead of as a stand alone reference.
