    SupportingtheFCTCProcessinIndonesia

    FinalNarrativeReportBackground

    Indonesiaiscurrentlyexperiencingatobaccoepidemic.Withasmokingprevalencerateof31.5%(andmorethan60%inruralareas),thecountryhasthefifthhighesttobaccoconsumptionrateintheworld.Inaddition,tobaccoconsumptionhasincreasedsteadilysincethe1970s.Forexample,smokingprevalenceamongadults15yearsandolderincreasedfrom26.9%in1995,to31.5%in2001.Indonesiaisalsothe7thlargesttobaccoproducingcountry.

    MostofthecountrieslocatedinWHOsSouthEastAsianRegion(SEAR)havedemonstratedastrongcommitmenttotheWHOFrameworkConventiononTobaccoControl(FCTC).Indonesia,however,isanexceptionthereismuchapathyonthepartoftheGovernmenttoaccedetotheFCTCandimplementtobaccocontrolpolicies.Asaverypopulouscountrywithvirtuallynotobaccocontrolactivitiesinplace(orevenplanned),substantialgovernmentsupportfortobaccoproductionandtrade,andnostrongNGOsabletocounterthetobaccoindustry,Indonesiaisakeycountrytosupport.

    InordertobuildthecapacityofNGOstoadvocatefortobaccocontrolinIndonesia,theIndonesianPublicHealthAssociation,theSouthEastAsiaTobaccoControlAlliance(SEATCA),andHealthBridgehostedanadvocacytrainingworkshopforpotentialpartnersinIndonesiainMay2006.TheobjectiveofthetrainingwastoenableadvocatestoidentifyandunderstandprioritytobaccocontrolissuesinIndonesia,providethemwithbasicadvocacyskills,identifycosteffectiveresourcesthatcouldbeutilizedforadvocacy,anddevelopaconcreteissuespecificactionplanforfutureadvocacyinitiatives.

    Theparticipantswereselectedusingcriteriadevelopedcollectivelybylocalandinternationalresourcepersons.Participantsrepresentedorganizationstraditionallyinvolvedintobaccocontrolaswellasnewplayersinthefield.OrganizationsattendingthetrainingincludedtheHeartFoundation,CancerFoundation,IndonesiaWomenAgainstTobacco,JakartaCitizenForum,NationalScoutOrganizationanduniversitystudentbodies.

    Followingthetraining,theIndonesianparticipantorganizationssubmittedadvocacyproposals.SEATCAcollaboratedwithHealthBridgetosupportfouroftheseproposalsthroughsmallgrants.HealthBridgesProgrammeDirectorprovidedtechnicalassistanceasrequiredbythosegrantees.

    GoalsandObjectives

    Theoverallpurposeof thisprojectwas to improve thecapacityofIndonesian tobaccocontroladvocatestocontributetothedevelopmentoftobaccocontrolpoliciesinIndonesia.Itsspecificobjectiveswere:

    1. TostrengthenpolicyeffortsinIndonesiabyensuringthecreationandcarryingoutofconcise,strategicplansforthecountrytoaccedetoandimplementtheFCTC.

    2. Tosupportasmall,targetednumberofNGOstoworkdirectlywithgovernmentandmediaontheFCTC.

    ActivitiesandOutputs

    Thefollowinghighlightstheprimaryactivitiesundertakenandoutputsandoutcomesachievedthroughthisproject.

    Objective1:StrengthenpolicyeffortsinIndonesiabyensuringthecreationandcarryingoutofconcise,strategicplansforthecountrytoaccedetoandimplementtheFCTCActivity11:Assistadvocatesinfinetuningtheirplanstomeetprojectobjectives.Activity12:Helpadvocatestoturntheiractionplansintoconciseproposals.Activity13:Reviewproposalsandselectgrantrecipients.

    ThesmallgrantapplicationandreviewprocessledbySEATCAandHealthBridgetookplaceasplanned,followingtheoriginallyscheduledtimeline.Unfortunately,thismeantthatthereviewandselectionprocesswascompletedbeforeHealthCanada fundingwasofficiallyconfirmed.Therefore, all Health Canada funding, and HealthBridge technical assistance supported byHealthCanada,wasreallocatedtosupportactivitiesundertakeninsupportofObjective2.Thisdidnot,however,affecttheultimateoutcomesoftheproject.

    Objective2:Supportasmall,targetednumberofNGOstoworkdirectlywithgovernmentandmediaontheFCTC Activity21:Provide smallgrants to selectedprojects that strategically facilitate Indonesia toaccedetoandimplementtheFCTC.Activity22:ProvideongoingtechnicalassistanceandcapacitybuildingtoIndonesianpartners.Activity23:Supervisegrantprojects.Activity24:Organizeafollowupreview/monitoring/trainingmeetingforIndonesiantobaccocontroladvocates.
