The diesel emissions scandal erupted worldwide on Sept. 22 when Volkswagen, the world’s

top-selling automaker, admitted on using the same software called “defeat device” to manipulate emission tests in the United States on 11 million cars produced worldwide.

The scandal is unlikely to affect sales of diesel-fueled motor vehicles in the Philippines as emissions standards in Asian countries are much less stricter than those in the United States.

Last September 8, the Environmental Protection Agency (EPA) ordered Volkswagen to recall nearly half a million diesel-fed cars for

intentionally programming software to switch engines to a cleaner mode during official emissions testing.

Volkswagen is now facing fines up to $18 billion apart from class-action lawsuits for marketing “clean diesel” cars as being environmentally friendly.

Volkswagen Philippines states that all of the vehicles it sells are Euro 4 compliant and that they are operating within the bounds of the law.

Euro 4 is the emissions standard that was phased out in Europe in 2009, which is now enforcing Euro 6, while the United States implements Tier 3, one of the most stringent emission standards in the world.

Papa Francisco and Xi Dada in America

President Barack Obama must be elated that in a matter of days, he had played host to two of the world’s most powerful leaders. Arriving within days of each other, Pope Francis, the spiritual leader and symbolic head of the world’s 1.2 billion Roman Catholics, and President Xi Jinping, the supreme leader of China’s 1.3 billion people, crisscrossed the U.S. in a mission of goodwill.

Pope Francis’ visit to the U.S. was his first. He was also the first Pope to address a joint session of Congress, an occasion that was significant only because he touched on a sensitive issue that has been rocking America’s political establishment – immigration. He reminded his audience that we should not be fearful of foreigners. “We, the people of this continent, are not fearful of foreigners, because most of us were once foreigners,” he said. “I say this to you as the son of immigrants, knowing that so many of you are also descended from immigrants.” Being the son of immigrants, his comments were a testament to his family’s search for a better life. His father’s family left Italy in 1929 to escape the fascist regime of Benito Mussolini. They found it in Argentina.

Born on December 17, 1936 in Buenos Aires, Jorge Mario Bergoglio was the eldest of five children of Mario José Bergoglio and his wife Regina María Sívori, who is a daughter of Italian immigrants. Little did they know that their son Jorge would someday become Pope.

After Pope Francis’ address to Congress, Speaker John Boehner – who was once an altar boy – invited him to have dinner with him and other

congressional leaders. The Pope politely declined the invitation, saying that he has a date with the homeless; he would be serving them meals at St. Patrick’s Church in Washington, DC.

Ground Zero

After his meeting with Obama at the White House, where they discussed climate change, Pope Francis left for New York City where a hectic schedule awaited him. He addressed the United Nations General Assembly and then went to the Ground Zero Memorial where he prayed for the victims of 9/11. In a few words of wisdom, he encapsulated the events of 9/11 into the human psyche, saying: “This place of death became a place of life too, a place of saved lives, a hymn to the triumph of life over the prophets of destruction and death, to goodness over evil, to reconciliation and unity over hatred and division.”

Trade violationsMeanwhile, Chinese

President Xi Jinping – called “Xi Dada” or “Big Daddy Xi” by his people – was busy meeting business people across the U.S. On his first stop in Seattle, Washington State, Xi impressed the media when it was announced that China was buying 300 commercial airplanes from Boeing worth $38 billion. However, the deal includes a plan to build a 737 completion center in China that generated protests from Boeing’s labor union. The planned completion center -- installing interiors, painting, and delivering the planes – would mean closing the plants in Renton, North Carolina and at the Boeing Field in Everett, Washington, and moving the jobs to China. Trade experts believe that the controversial deal violates the Agreement on Trade in Civil Aircraft, which is a “side agreement” among member-countries of the World Trade Organization (WTO).

No compromise

Speaking at a joint press conference with Xi on September 25, Obama reiterated concerns about China’s reclamation,

construction, and militarization of disputed islands in the South China Sea (SCS), Xi responded in no uncertain terms: “Islands in the South China Sea, since ancient times, are China’s territory. We have the right to uphold our own territorial sovereignty and lawful and legitimate maritime rights and interests.” He added, “Relevant construction activity that China is undertaking in the Nansha Islands [Spratly Islands] does not target or impact any country and there is no intention to militarize.”

With those words, Xi made it crystal clear that the SCS is Chinese property and that it’s not negotiable. With a “no compromise” stand on territorial ownership of the SCS, Xi appears to be telling Obama, “If you go to war against us, we will annihilate America.” He made his point clear last September 3 when in celebrating the 70th anniversary of Japan’s defeat in World War II, Xi paraded China’s military might that included seven new types of offensive missiles, two of which were labeled in plain English, “Carrier Killer” and “Guam Killer.”

Raising the ante

On September 24 – on the eve of the Obama-Xi summit meeting at the White House – it was

reported in the news that China is launching a new ballistic missile submarine that could potentially target any part of the U.S. by the end of 2015. Further, the report said, “The Jin-class submarines will be armed with the new JL-2 ballistic missile. This missile has a range of 4,000 nautical miles, which would allow the submarine target Hawaii, Alaska, and portions of the west coast of the US from the waters off of East Asia.”

And instead of softening his hard-line stand on the South China Sea disputes -- which is a common courtesy in the world of high-level diplomacy – Xi raised the ante on the eve of his state visit when Chinese authorities arrested an American citizen, Phan Phan-Gillis, for spying. She was part of a business delegation from Houston when she was detained six months ago. Her husband, Jeff Gillis, told the New York Times, “It is the most stupid politics in the world to arrest a U.S. citizen the week that Xi Jinping is coming to the United States for a state visit on political charges of spying.”

Good vs. evil

It is evident that Pope Francis and Xi Jinping’s visits to America have made contrasting impressions

on the American people. On one hand, Papa Francisco had a profound impact on America as Americans of various religious beliefs and political persuasions had embraced the Pope’s message of peace and love. Indeed, Papa Francisco’s visit had brought together a people beset with seemingly insurmountable problems facing them: from immigration to the sanctity of life, from the plight of the poor to social justice.

On the other hand, Xi Dada brought a message of mixed signals that created an atmosphere of mistrust and belligerence. Instead of bridging the gap that separates the world’s leading democracy and communist China’s godless society that values authoritarian elitism at the expense of human rights, Xi’s visit demonstrated that world peace is like a star – you see it glow in your eyes but far too distant to reach. It’s just a dream but Papa Francisco had made us believe that peace can be achieved through faith while Xi Dada tried to convince the world that universal peace can only be achieved with the economic, cultural, and existential destruction of America.

But as history has manifested it too often, in the end good shall prevail over evil.

A maple-coated Filipino Heart

Ten remarkable things from the Balikbayan Box controversy

1. Senator Sonny Angara passed a bill increasing the content of our balikbayan box from P20,000 to P150,000. The existing Bureau of Customs (BOC) rules are obsolete. It says, “The contents of a balikbayan box must not exceed US$500.00 in value. Canned goods, grocery items and other household effects must not exceed a dozen a kind, while apparel, whether used or new, must not exceed 3 yards per cut. Only one consignment per sender during a one-month period is allowed.” Customs, what do you mean US$500? That’s only one laptop! And what do you mean “must not exceed a dozen a kind?” I have a cousin with 10 children, what about her grandchildren? What about my neighbors? One dozen lotion is not enough.

2. Senator Miriam Santiago received the online petition signed by 78,000 concerned citizens and filed a senate resolution seeking an investigation on the BOC’s plan

to thoroughly inspect and impose taxes on our balikbayan boxes. We received overwhelming support from legislators like Senator Ralph Recto who said, “The bigger issue is for BOC to run after big-time smugglers, those who, for example, bring in rice in ships as big as a mall.” He further said, “As in the case of the reported smuggling of oil and fuel, tankers are a million times bigger and easier to spot than a balikbayan box.” Customs, there’s no LV bag inside my box, I can only afford Aldo.

3. Even an official of the Catholic Bishops Conference of the Philippines (CBCP) slammed the government’s plan to open our balikbayan boxes calling the process “callous and cruel.” The CBCP official raised another critical point, “As they open those boxes, they are exposing those hard earned goods for abuses. How will we know that not a single will be taken away? How about of planting something that could be used against the sender?” Customs, we are only OFWs (overseas Filipino workers), we are not drug smugglers, what are you looking for in our box?

4. We are capable of staging a bloodless global protest through facebook. As I read those hand written letters for BOC from OFWs around the world, I can picture us staging a rally in

Luneta holding those banners. (Remember how we also started a global protest online two years ago against Janet Napoles? That one ended in a huge rally in Luneta, that one sent three senators to jail.)

5. When the issue is something that's too much to bear, when it's something that tramples our rights as individuals, we don't need to formally call for a protest – everyone joins! I saw several videos of private individuals who bravely appeared on camera, cursing Customs for their heartless policy. Even videos of foreigners supporting the OFWs, one from an Arab man in Saudi Arabia where the biggest number of our OFWs work; and one from an American fellow married to a Filipina. I know I could find a Canadian friend too, to appear in video.

6. In an attempt to collect taxes from our balikbayan box, Customs has opened a can of worms and exposed the glaring corruption of their department. A freight forwarder has stepped forward, faced the camera in a TV interview, and testified that they would give Customs a bribe of P40,000 to P85,000 for each container that has balikbayan boxes. Otherwise, their papers will not be processed and our balikbayan boxes will be stalled at the port. Let's do some Math, if

there are 1,000 containers in one month, does this mean Custom officials get P40 million direct to their pockets? Up to P85 million? Meaning, the $75 (for Manila) or $85 (for Tacloban) that we pay for each box, could actually be cheaper.

7. Another consequence to the controversy was the “Zero Remittance Day” protest initiated by Migrante (a global organization supporting OFWs). Migrante requested OFWs around the world not to send money to the Philippines on August 28th to make a strong statement to the government and demand that the government recalls the P600-million revenue target from our balikbayan boxes. Senator Francis Escudero, former chair of the Senate Committee on Finance said, the government will lose P3 billion pesos if all OFWs participate. Migrante claimed the protest was a success.

8. One week after BOC announced that they will be opening balikbayan boxes, there was a breaking news! President Noynoy Aquino ordered to stop the random physical inspection of balikbayan boxes. He listened to the OFWs! He said, “Moving forward, all containers of balikbayan boxes should undergo mandatory x-ray and K-9 examination.” Oh, the power of social media! We won!

9. There was a facebook account that compiled pictures of written sentiments (in lieu of banners) from OFWs around the world. The banner that made me cry was this, it speaks volumes: “Isang araw pag pickup, isang taon pinagpaguran mapuno, isang maliit na ligaya para sa aming naiwang pamilya, ngunit sa isang sandaling inspection ng #BOC, ito’y mababawasan at mabubuksan. -From Israel (In English: One day waiting for pick-up, one year hard work to fill the box, one small happiness for our families left behind, but in one moment of inspection by #BOC, the box will be opened and things will be taken away. -From Israel)

10. My favorite line of all comes from Mayor Duterte, simple but very powerful: "Those balikbayan boxes are sacred. They are an expression of love and affection. Nobody should be allowed to make a mockery of this sentimental bond between an OFW and his family back home."

To all who joined the online protest, thank you. See what we can do when there is unity! I’m not a member of any OFW organization but I responded to the call. I am a balikbayan-box-person, I send three times a year and I felt it was my duty to protect my box and to support the interest of the OFWs. My “box story” is not about Toblerone or Nike Shoes, it’s about my ailing mother – I send her medicines from Canada.

Applying for a secondary suite made easier with permit exemption

The City of Calgary is launching an 18-month Development Permit that makes it less expensive, faster and easier for homeowners to develop a legal and safe secondary suite, commonly referred to as a basement suite. The Development Permit application and fee is being waived for properties that currently have the proper zoning to allow suites and meet all the requirements of the Land Use Bylaw.

“If you’ve thought about developing a secondary suite in your home or making a suite safe for residents by ensuring it meets Alberta’s safety codes, now is the time to apply,” says Cliff De Jong, Special Project Coordinator with Planning, Development and Assessment at The City. “This permit exemption can save homeowners an estimated $2,200 in associated fees and weeks in approval time by moving them right to the Building Permit application step.”

18 month-long Development Permit exemption in July 2015 as recommended by a working group established in December 2014, which was comprised of members of Council and administration. The permit exemption runs until March. 3, 2017.

“Secondary suite owners are accountable to provide residents a safe place to live, which enables them to escape in the event of an emergency, like a fire,” says De Jong. “The Development Permit exemption simplifies the application process for eligible candidates, which we hope will encourage the development of more safe secondary suites in the city.”

New Council Chamber Security Enhancements

Visitors planning to attend Council meetings in the Council Chamber will soon have to undergo security screening to get in.

“Keeping citizens, employees and Council members safe is our number one priority so we regularly review and assess security processes in municipal facilities,” says Owen Key, Chief Security Officer and Manager of Corporate Security.

Starting September 14, there will be a new visitor screening process requiring everyone entering the Council Chamber to pass through a metal detector or undergo screening with a hand-held detector and have their bags, backpacks and purses checked. The height of the glass partition between the public and Council seating areas has been raised by 35.5 cm and the number of guards in the Council Chamber will be increased when Council is in session.

“Security measures are similar to what Calgarians experience when attending sporting events or concerts,” said Key. “Standard screening should take 10-15 seconds per person,

and while we don’t anticipate it will cause long lines, on those days when there is a long agenda or public hearings, it’s best to arrive early to avoid any delays.”

Visitor screening is only applicable to the Council Chamber, explains Key. “If you’re coming to the Municipal Complex for a permit, to pay taxes or bills, or to buy a bus pass, these changes will not affect your visit.”

Visitors wishing to enter Council Chamber should follow these simple steps:• Don’t bring food and beverages as both are prohibited. City water will be available inside Council Chamber via a water cooler.• Ensure you are not carrying any prohibited item.The following items are prohibited inside Council Chamber:• Food and beverages;• Weapons, including mace or pepper spray;• Illegal drugs or substances;• Firearms and ammunition of any type;• Explosives and flammable substances;

• Noisemakers; and• Knives, blades, razors, edged or sharp objects and striking devices. A kirpan with a blade less than six (6) cm in length may be brought into Council Chamber. The kirpan must be identified by the carrier and it must remain sheathed while in Council Chamber. Metal Detectors• Visitors do not have to remove shoes, belts or jackets to pass through the metal detector. They will be asked to empty pockets prior to passing through.• Metal detectors are safe for all individuals, including pregnant women, children and people with pacemakers. They operate at a very low frequency of electromagnetic pulses, which are lower than levels in a cell phone or garage door opener. There is no exposure to radiation.• Visitors should advise security staff if they have a medical implant that may set off the metal detector. Those visitors will require additional screening with a hand-held wand.• Visitors in wheelchairs or strollers will undergo screening with a hand-held wand.• Individuals with service animals must walk through the metal detector with the animal. If the alarm sounds, the individual and the animal will undergo screening with a hand-held detection wand.

participate at another fiesta in commemoration of Pateros' patron saint Santa Marta, the protector of the town of Pateros. Pateros known for its famous duck egg embryo "balut", a delicacy that has been popularized due to its

palatable and appetizing taste once again uphold a tradition of carrying the image and dancing during the procession. The rhythm resembled the line dancing music hoping that the sacrifices of dancing with saint will miraculously answered their prayers. Followed by a sumptuous feast of food galore and parlour games. The fiesta brought fun and happiness to everyone.

Patron Saint Santa Rosa de Lima of Teresa, Rizal HonoredFamilies originating from the town of Teresa, Rizal honored their patron saint Santa Rosa de Lima with prayers, procession and picnic at Borden Park, Edmonton. This is the third time the group from Teresa honored their town patron saint and participation get bigger and bigger every year. ‘Heneral Luna’ now highest-grossing historical film

Historical movie “Heneral Luna” has reached the P200 million mark on its

fourth week in theaters making it the highest-grossing historical film of all time.

The senior’s discount given to the elderly in the Philippines is one good enough reason for Filipinos either working and living abroad to come back home often.

For balikbayans, treating their families and friends to never-ending lunches, dinners and get-together parties held in some restaurants is something they always look forward to simply because of the legally mandated senior’s discount of 20 percent for the food is a big saving on their pockets.

After they have finished eating and the bills are served to them, their senior friends would immediately hand over their gov’t-issued discount cards to their hosts-- and voila, they get their food discounts.

The Philippines is a paradise to seniors because in some cities, seniors even get free entry to movie houses and a law has been enacted giving hospital discounts to seniors needing hospital care.

While writing this piece, a good friend of mine has told me that our countrymen are also enjoying discounts for medication, foodstuffs ,transport fares --and mind you, these discounts are mandated by the law.

big incentive for our seniors; it’s something that could entice them to leave their homes, eat in some restaurants or sip their cups of coffee in coffee shops that spring up the streets of the metropolis.

In return, these businesses profitably take a big boost considering that at least one member of the Filipino households is working overseas—meaning that these senior family members would surely have the money to spend, in spite of the monthly pensions they get from the GSIS and the SSS.

Have you not noticed that almost all day, these shopping malls are full of people and these seniors are often seen dining out with their families there.

So, what’s my point here ? It’s a good idea even for some developed countries like Canada to take the initiative in enacting a law that could extend discounts to all seniors for their food and grocery items, medications, house rentals, hydro, movies transport fares.

And we should carry out this law-mandated discounts Canada-wide.

As it is now, some grocery

stores and pharmacies are giving senior’s discount of 5- 10 percent only in some specific days or weeks in a month. The same is true with hotels, plane fares and food items—and their discounts are not compulsory as required by any specific law.

But we have to take into account the big number of seniors in this country’s population. Seeing these seniors spending their money for some discounted items will surely boost Canada’s economy. All throughout the year, we frequently see seniors in malls, either eating or buying stuffs.

This senior’s discount is also a welcome move because it shows that Canada appreciates the positive contributions of these seniors to the country. This senior’s discount is not a new idea; look around us--there are some restaurants, grocery and drug stores, movie houses and other services/construction industries which are now giving discounts to seniors.

But the challenge is for the Federal lawmakers to make it mandatory to extend the benefits of the senior’s discount to all old people in the country.

If we love our elderly, please think about their much-needed senior’s discounts, now or never..

K to 12 Curriculum to Go Forward Philippines - Five Ranks Higher in Global Competitiveness

Technical Education and Skills Development Authority (TESDA) Director General Joel Villanueva stated that the only way to support the K to 12 Curriculum was to move forward.

As with any community newspaper, we focus on local events such as community gatherings, picnics, sporting events, press conferences, dinners. Some gigs can be as quick as 15-20 minutes and other can be long, painful & boring. Our goal is to find photographers that we can assign work to on any given story. Squeezing the many must-sees of a city in one day? Short on time we did it in

Brussels through De Boeck sight-seeing tours after an almost 3-hour Eurail trip from Amsterdam. Brussels (also Bruxelles) is the largest and capital city of the Kingdom of Belgium, a small European country with about 11 million people officially speaking two languages, French and Dutch (Flemish).

In the international scene Brussels is the "de facto" capital of the European Union which is home to the European Parliament, the European Commission and the Council of Ministers. It is also the headquarters of the North Atlantic Treaty Organization (NATO).

The first and definitely the best place we started is the Grand Place (Grote Markt), said to be the most beautiful square

Little Mermaid to Copenhagen. However, don't be disappointed like ourselves to find out that this fascinating bronze statue of a naked little boy urinating in a fountain is only 61 cms. tall! One legend of this tiny pee man is about a boy spy who urinated on the burning fuse of a bomb during a siege by a foreign power that stopped the city from being blown up.

Brussels' skyline is dominated by a gigantic structure shimmering in the autumn sunlight - the Atomium. Built for the World Exposition of 1958 the Atomium is made up of nine stainless steel-clad soheres all together connected up by tubes. Each sphere which is about the size of a large apartment represents a single unit cell of an iron crystal magnified 165 billion times. The five spheres are accessible by stairs, escalators and a lift in the central vertical tube. The top sphere reachable by an elevator has a restaurant with a view of the city. The other four spheres are accessible by escalators.

At the foot of the Atomium

is the Mini-Europe theme park, the only park where you can have a tour of Europe in a few hours. The park contains replicas of famous buildings, villages and scenery and monuments from all over Europe.

Although we didn't see the interior the "Palais de Justice", Belgium's Supreme Court of Law on a hill looking down the city, is quite impressive. You don't have to be an architecture fan to see this gorgeous building with a distinctive golden dome and many columns decorating its facade.

And finally to make it in Brussels you need an appetite for chocolate and beer! Be it known that the best chocolate in the world comes from Belgium. And its "trappist" beer is the world's best beer!

The Brussels sprout, the green leafy vegetable like miniature cabbage, originated and was first cultivated in large quantities in Brussels as early as 1587.

is covered with a 19,000 sq. ft. carpet of nearly one million fresh begonias kept in bloom by water fountains to last for about 4 to 5 days. The next flower carpet show that is dedicated to 150 years of Belgian-Japanese diplomacy will be on 12 August 2016.
