Sessant’anni sono passati da quando ipaesi membri della giovane

Organizzazione delle Nazioni Unite perl’alimentazione e l’agricoltura (FAO)decidevano di trasferire la sede daWashington a Roma. Era il 1951 e daallora molta strada è stata fatta, maimmutato è rimasto il sostegno del paeseche ci ospita. Vorrei dunque direinnanzitutto: Grazie Italia!

I padri ispiratori che prepararono ilterreno per la nascita della FAO ebberol’acume di intuire il ruolo centrale cheha l’agricoltura per lo sviluppo umanoed il dovere della comunitàinternazionale di affrontare il problemadella fame e della malnutrizione. Per farquesto individuarono da subito lanecessità di un organismointernazionale, super partes, checoordinasse le politiche agricole e gli

Food and Agriculture Organization ofthe United Nations (FAO) decided tomove its headquarters fromWashington DC to Rome. The yearwas 1951, and a great deal ofheadway has been made since then,but the support of our host countryhas remained unchanged. So firstand foremost, I would like to say:Thank you Italy!

The founding fathers who laid thebasis for the creation of FAO had theforesight to understand the centralrole of agriculture for humandevelopment and the duty of theinternational community to tacklethe problem of hunger andmalnutrition. To achieve this goal,they immediately identified the need

for a “super partes” internationalorganization which could coordinateagricultural policies and globalinterventions, and which would givea voice to the millions of men,women and children who live inpoor countries and who are unheard.

During these years, a great manyother countries have joined FAO inthis undertaking, and today theorganization has 192 membernations, as well as the EuropeanCommunity.

Over the years, FAO has proved ableto adapt to the demands of aconstantly changing world and toextend the reach of its operations torespond to the new challenges thathave gradually arisen: climatechange, degraded resources, wide-scale animal epidemics, food crises,natural disasters and, more recently,soaring food prices and marketinstability, to name just a few.

Successive FAO reforms to improveefficiency and to deliver more withless has also been a challenge.Furthermore the transformation of theOrganization to a results based

Con gli anni la FAO è stata capace diadattarsi alle esigenze di un mondo incontinua trasformazione e di ampliare ilproprio operato per rispondere allenuove sfide che via via si sonopresentate: riscaldamento globale,degrado delle risorse, epidemie animalidi vaste proporzioni, crisi alimentari,catastrofi naturali, e più di recenteaumento dei prezzi delle derrate edinstabilità dei mercati, solo per citarnealcune.

Le riforme successive della FAO, chehanno avuto come obiettivo quello dimigliorare l’efficienzadell’Organizzazione e ottenere maggioririsultati con minori risorse, sono stateuna sfida. Inoltre è stata ottenuta unaulteriore trasformazionedell’Organizzazione, in una struttura

framework, and linking staffperformance to organizational resultsand strategic objectives has beenachieved.

New accords and internationalconventions have been promotedand hosted by FAO. To deal withissues linked to food quality andhealth and safety, FAO and theWorld Health Organization (WHO)teamed up in 1962 to launch theCodex Alimentarius. Manyregulations that are now taken forgranted, such as the obligation toshow a product’s ingredients andexpiry date, are examples ofconsumer protection measuresintroduced by the Codex.

In 1994, the Special Programme onFood Security (SPFS) was launched totarget primarily low-income, fooddeficit countries. Many countrieshave been involved in thisprogramme. it has also beenmainstreamed into NationalProgrammes for Food Security withregional programmes as well.

In 1995, after seven years ofnegotiations, the Code of Conduct

Nel 1994 è stato lanciato il Programmaspeciale per la sicurezza alimentare(SPFS) volto a sostenere soprattutto ipaesi a basso reddito con deficitalimentare. Molti paesi sono staticoinvolti in questo programma che èstato inserito nei Programmi nazionaliper sicurezza alimentare e neiprogrammi regionali.

Nel 1995, dopo sette anni di negoziati,è stato adottato il Codice di Condotta

for Responsible Fisheries wasadopted. Here too, FAO served as aneutral forum, offering its expertise tohelp countries reach a decisiveagreement for the protection andregulation of fisheries resources. Yetanother example was the RotterdamConvention on the Prior InformedConsent (PIC) Procedure for CertainHazardous Chemicals and Pesticidesin International Trade and theInternational Treaty on PlantGenetic Resources for Food andAgriculture to protect biodiversity.

An Emergency System for Preventingand Responding to TransboundaryAnimal and Plant Epidemics andDiseases (EMPRES) was launched andthis has proved decisive in tackling,for example, locust infestations andthe avian flu epidemic. TheIntegrated Pest Management (IPM)Programme is under way to reducethe use of pesticides. The GlobalRinderpest Eradication Programme(GREP) succeeded in wiping out adisease which caused poverty andfamine for centuries and has beendeclared officially eradicated at the37th FAO conference. This is the first time in human history

that an animal disease has beenofficially eradicated from the face ofthe earth. Global freedom fromrinderpest achieved by FAO in 2011will always be remembered as theend of cattle plague.

More recently, the increase in foodprice volatility has proved a majorcause for concern, for not only has itposed a threat to the food security ofmillions of people in poor countries,but it has also given rise to social andpolitical instability in many parts ofthe world. FAO respondedimmediately with the “Initiative onSoaring Food Prices” which haslaunched projects in around 60countries.

FAO’s Emergency Programme hasprovided support for more than 300million people. It has offered help tocommunities hit by the tsunami inSouth-East Asia, by earthquakes inPakistan and Haiti, floods inBangladesh and Pakistan, and bymany other emergencies that havesadly caused destruction in manyparts of the world. It has providedhigh quality seed, fertilizer, farmtools, animal feed and vaccines,

Più di recente l’aumento della volatilitàdei prezzi delle derrate è stata motivo digrande preoccupazione, poiché non soloha rappresentato una minaccia per lasicurezza alimentare di milioni dipersone nei paesi poveri, ma è stataall’origine di instabilità sociale e politicain molte parti del mondo. La FAO hadato una risposta immediata con“L’iniziativa contro il rialzo dei prezzialimentari” nell’ambito della quale sonostati attuati progetti in circa sessanta paesi.

Il programma per l'emergenza hasostenuto oltre 300 milioni di persone.Ha portato aiuto alle popolazioni colpitedallo tsunami nel sudest asiatico, dalterremoto in Pakistan e ad Haiti, dallealluvioni nel Bangladesh e Pakistan, e inmolte altre situazioni d’emergenza chepurtroppo hanno causato distruzione inmolte parti del mondo. Ha fornitosementi di qualità, fertilizzanti, strumentiagricoli, foraggio e vaccini per glianimali, ha riparato canali d’irrigazionee desalinizzato le terre per aiutare la

repaired irrigation channels anddesalinized soil to help communitiesget back to producing the food theyso urgently need. In the Horn ofAfrica, prolonged drought hascontributed to an emergency situationand FAO has assisted in developing aresponse framework by conveningtwo meetings to set the stage for anAfrican Union pledging conference inAugust 2011.

FAO’s rural development programmeshave helped many countries,including Vietnam, Brazil and Ghana,to increase agricultural output andconsiderably reduce the number ofhungry people. This shows that acoordinated international effort canbring changes, but it is important thatdeveloped countries show politicalwill to promote greater investment inthe agriculture sector of developingcountries.

The latest FAO report on the State ofFood Insecurity in the World (SOFI)reveals that almost 925 millionpeople in the world are sufferingfrom hunger and malnutrition. Witha global population that is expectedto reach 9 billion by 2050, there is a

pressing need to produce more foodand therefore invest more inagriculture.

In an effort to combat recurrent foodcrises, FAO had launched a reformprocess for the Committee on WorldFood Security (CFS) so as to ensurethat global governance plays apivotal role in food security and theagriculture sector.

Throughout these years, Italy hasalways been a reliable partner forFAO, sharing in our endeavours andthe priorities identified for ourundertakings. The Italian governmenthas helped to promote varioussignificant food security initiatives byfunding projects, offering technicalassistance and contributing to specialprogrammes that have made adifference to hundreds of thousandsof people. Furthermore, Italy hasassisted FAO in improving itsinfrastructure and has contributed tomany physical plant improvements atFAO headquarters over the years.

Italy has also played a special role inWorld Food Day activities as hostcountry. The Italian World Food Day

Il governo italiano si èfatto promotore di importanti iniziativeper la sicurezza alimentare finanziandoprogetti, mettendo a disposizione ipropri esperti, contribuendo aprogrammi speciali che hanno fatto ladifferenza per centinaia di migliaia dipersone. Inoltre, l’Italia ha sostenuto laFAO nel miglioramento delle sueinfrastrutture, contribuendo nel corsodegli anni al miglioramento di molteparti della pianta internadell’Organizzazione.

national committee which isresponsible for promoting andcoordinating involvement of nationalinstitutions and civil societyorganizations and the private sectorfor World Food Day has thousands ofevents and activities to its credit overthe years. The sponsorship of WorldFood Day events under the ongoingpatronage of the President of theRepublic, is much appreciated.

I hope that this fruitful partnershipmay continue in the years to come,expanding and enriching therelationship with new initiatives. This is my last year at the helm ofFAO, the organization that I have hadthe honour of serving for 18 years.Having lived in this country foralmost two decades I confess tofeeling partly Italian myself! Thankyou Italy for hosting FAO and helpingit in its mission to overcome worldhunger and malnutrition and for yourvaluable contribution to achieve foodfor all and to realise the right to food.

Sono ormai trascorsi 60 anni dallostorico trasferimento della FAO da

Washington a Roma. L’Italia hamanifestato da sempre una particolaresensibilità verso le questioni legateall’agricoltura e alla sicurezzaalimentare. Fu infatti proprio a Romache nel 1905 venne fondato l’IstitutoInternazionale di Agricoltura, sulquale si incardinò poi la FAO.

Da allora, il progresso e la crescenteprosperità non sono stati purtroppoequamente distribuiti fra i popoli.Oggi, come e forse più che inpassato, le sfide che ci troviamo adaffrontare non sono diminuite.Malgrado gli sforzi di tutta lacomunità internazionale, il numerodelle persone che soffrono la fame,invece di ridursi, rischia ormai dioltrepassare la soglia del miliardo.

S ixty years have now passed sincethe historic relocation of FAO

from Washington DC to Rome. Italyhas always been e s p e c i a l l ys e n s i t i v e t o questions regardingagriculture and food security.Indeed, it was in Rome that theInternational Institute of Agriculturewas launched in 1905, on whosefoundations FAO was subsequentlybuilt.

Since those days, progress andgrowing prosperity have not,unfortunately, been fairly distributedbetween peoples. Today, as in thepast, or perhaps to an even greaterextent, the challenges that we facecontinue to grow. Despite the effortso f the ent i re in ternat ionalcommunity, the number of peoplesuffering from hunger has failed to

Una mobilitazione generale asostegno di coloro che combattono lapovertà e la fame è, ora più che mai,necessaria.

La sensibilità del nostro Paese perquesti temi si è rinnovata nel corsodegli anni, con un ininterrottosostegno alle attività della FAO,culminando, durante la Presidenzaitaliana del G8 nel 2009, in un’azioneinternazionale finalizzata a riproporrel’agricoltura e la sicurezza alimentarefra le priorità dell’agenda politicamondiale.Oggi, nel celebrare il sessantesimoanniversario del trasferimento dellaFAO a Roma, l’Italia desidera ancorauna volta confermare la fermezza delsuo impegno per gli sforzi della FAO,del Programma Alimentare Mondiale(PAM) e del Fondo Internazionale perlo sviluppo agricolo (IFAD), leOrganizzazioni che hanno forse il piùnobile fra i mandati dell’ONU: lalotta contro la fame e lamalnutrizione.

16 October 1945, Quebec, Canada - Signature of FAO Constitution. In the afternoon of 16 October1945 the Food and Agriculture Organization of the United Nations (FAO) came into existence with thesignature of its Constitution by more than 20 nations. By the end of this first Conference session, whichwas held in Quebec, 42 nations had formally joined the Organization and two years of hard work ofthe Interim Commission, formed by President Roosevelt’s Hot Springs Conference of May 1943, hadmatured into the first of the postwar United Nations specialized agencies.

On 16 October 1945, at ChâteauFrontenac in Quebec City, Canada,representatives from 42 countriessigned the Constitution of FAO, theFood and Agriculture Organization ofthe United Nations.

The historic ceremony crowneddecades of dedicated work by agroup of determined men whoseforesight convinced them thatagriculture is the cornerstone ofhuman development.

First among them was David Lubin, aCalifornian of Polish origin. He was asuccessful businessman who was alsoa philanthropist and firmly believedthat governments failed to givesufficient support to agriculture.

At the time, agriculture wascharacterized by significant variationin production phases, with the resultthat output was frequently produced“to excess”. Such imbalances laid theway open to speculation at theexpense of farmers, who sometimesfound themselves forced to sell theirgoods for derisory prices. In an effort to solve these problemsLubin came up with the idea of

compensatory mechanisms that coulddivert excess output to areas wherethere was greater need. Thebusinessman speculated aboutlaunching an organism which wouldcoordinate production anddistribution at international level toovercome partisanship and the threatof protectionism.Lubin used his inventive andorganisational skills to throw himselfinto the challenge, but was unable tofind backers in the USA, which waswholly focused on pursuing industrialdevelopment.

Convinced that his idea had a future,and driven by his strong “missionary”spirit, he decided to continue hissearch in Europe. After a number of negative responses,in October 1904 Lubin arrived inRome where he asked for anaudience with the King of Italy,Vittorio Emanuele III. His enthusiasm and the strength ofhis ideas succeeded in convincingthe King: if Italy could be seen topromote an initiative such as the oneLubin was suggesting, it would finditself at the head of a powerfulmovement for justice in economicrelations, thereby becoming a globalcentre for progress.Convinced that the idea was a sound

Forte della sua visione e animato dalsuo deciso carattere “missionario”,decise quindi di continuare la propriaricerca in Europa. Dopo aver ricevuto anche quinumerose risposte negative, nell’ottobre1904, Lubin arrivò a Roma, dovechiese udienza al Re d’Italia, VittorioEmanuele III. Il suo entusiasmo e la forza delle sueidee riuscirono a convincere il Re: sel’Italia si fosse fatta promotrice di unprogetto come quello da lui ipotizzato,si sarebbe trovata alla testa di ungrande movimento in favore dellagiustizia nelle relazioni economiche,diventando un centro mondiale diprogresso.

one, in January 1905 VittorioEmanuele III wrote to the then PrimeMinister, Giovanni Giolitti, “(...) Itmight be extremely useful to set upan international institute which,without any political designs, wouldstudy the conditions of agriculture inthe various countries of the worldand periodically issue information onthe quantity and quality of crops…”. “Such an Institute would be a bodythat would create solidarity betweenall farmers and would therefore be apowerful catalyst for peace.”(message from Vittorio Emanuele III toGiolitti, 1905)

Several months later, in May, aConference was held to lay thefoundations for the launch of theInternational Institute of Agriculture(IIA). Italy, together with delegatesfrom forty countries taking part in theinitiative, signed the foundingconvention on 7 January 1905. Theresult was the first international, inter-governmental body to deal withagricultural issues at a global level.The International Institute ofAgriculture began operations in 1908from a villa donated by the King. Thiswas Villa Umberto, todayheadquarters to the National Councilof the Economy and Labour (CNEL).IIA had limited scope for action since

article 9 of the Convention stipulatedthat the organization shouldexclusively collect and publishstatistical, technical and economicinformation on agriculture andrelated issues, before bringinggovernment attention to measuresrequired to protect the interests offarmers and to help improveconditions for them.Although its mandate was limited,from the outset the Institutedemonstrated the legitimacy of theconcept that had led to itsfoundation, promoting statisticalcooperation between variouscountries and the standardization ofcriteria for research. A turning pointfor its activities came in 1930, whenIIA organized the World AgriculturalCensus. Under the leadership of LeonM. Estabrook, IIA coordinated thework of statistical institutes frommany countries, collecting andpublishing data on annualagricultural production and thenumber of farms in operation.

A major development in the processof creating what was to become FAOcame in the period following theGreat Depression, in 1935. Australiannutritionist Frank McDougall provedto be another key figure, one of thefirst to highlight the close link

between community welfare,nutrition, agricultural developmentand economic growth. McDougallwas convinced that if the entire worldpopulation was to have an adequatediet, global food production wouldhave to double.In the summer of 1935, in hismemorandum “The Agricultural andHealth Problem” he wrote: “It wouldargue a bankruptcy of statesmanshipif it should prove impossible to bringtogether a great unsatisfied need forhighly nutritious food and theimmense potential production ofmodern agriculture”. Thismemorandum was to become the firststep in the creation of aninternational awareness of the right tofood for the entire world population.

Thanks to the efforts of McDougall,and in the wake of a secondmemorandum titled “DraftMemorandum on a United NationProgramme for Freedom from Wantof Food”, in which the nutritionistadvocated the setting up of anorganization dedicated to tacklingagriculture and food problems,President Franklin D. Rooseveltconvened the United NationsConference on Food and Agricultureon 18 May 1943 in Hot Springs,Virginia, to which he invited all the

Allied countries.The thirty three recommendationsand three reports on production,which made up the Conference’sFinal Act, pinpointed the need topursue greater global agriculturaloutput and the extension of widertechnical knowledge as priorities andstrategies for action, and highlighted– for the first time – the responsibilityof each government in ensuringsufficient food for its population.

The Conference ended with thecreation of a provisional Commission,which was tasked with drafting aConstitution for the Food andAgriculture Organization of theUnited Nations: FAO had beenlaunched.

The Resolution adopted in HotSprings clearly defined the newOrganization’s guiding mission andidentified some of the deep-seatedcauses of hunger and poverty. “Thefirst cause of hunger and malnutritionis poverty”, “…The sound expansionof industry in underdeveloped andother areas, with equality of access tomaterials and markets, serves also toexpand production...”. It alsorecognized that “Tariffs and otherbarriers to international trade, andabnormal fluctuations in exchange

convocò il 18 maggio 1943 ad HotSprings, in Virginia, una Conferenzadelle Nazioni Unite sull’alimentazionee l’agricoltura, alla quale invitò tutti ipaesi alleati.Le trentatré raccomandazioni ed i trerapporti sulla produzione, costituentil’Atto Finale della Conferenza,identificarono come priorità e lineed’azione la necessità di perseguire unamaggiore produzione agricola a livellomondiale e la diffusione delleconoscenze tecniche, e misero inevidenza – per la prima volta – laresponsabilità di ogni governo adassicurare una sufficiente alimentazionedella propria popolazione.

rates, restrict the production,distribution and consumption offoodstuffs and other commodities.” The first official Conference for thenew body was held on 16 October,1945 in Quebec City, Canada. TheConference translated the generalprinciples stated at Hot Springs intoRecommendations for action bymember nations. The first Director-General was also elected. This wasSir John Boyd Orr, a Scot who heldthe post from 1945 to 1948. In1949, Orr was awarded the NobelPeace Prize for his humanitarianwork.

In the introduction to the foundingdocument of the new Organization,the member countries undertook to:- increase the nutritional levels andliving standards of their populations;- improve the efficiency of theproduction and distribution of allagricultural and food products;- improve the living conditions ofrural communities;- contribute to the expansion of theglobal economy and ensure thathumanity is free from hunger.

La prima Conferenza ufficiale delnuovo organismo si tenne il 16 ottobre1945 a Québec City, in Canada. La Conferenza tradusse i principigenerali enunciati a Hot Springs inRaccomandazioni per l’azione deiGoverni membri. Venne anche elettoil primo Direttore Generale, loscozzese Sir John Boyd Orr, in caricadal 1945 al 1948. Per la sua operaumanitaria nel 1949 Orr otterrà ilPremio Nobel per la Pace.

Nel preambolo del documentocostitutivo della nuovaOrganizzazione si legge che leNazioni si impegnavano a:- innalzare i livelli nutrizionali e lostandard di vita delle loro popolazioni;- migliorare l’efficienza dellaproduzione e della distribuzione ditutti i prodotti agricoli ed alimentari;- migliorare le condizioni di vita dellepopolazioni rurali;- contribuire ad espandere l’economiamondiale ed assicurare che l’umanitàsia libera dalla fame.

The headquarters of the newOrganization was provisionallyestablished in Washington DC, but atthe V Session of the GeneralConference, in 1949, Member Statesdecided that many aspects of itsmandate coincided with those of IIA,and with a majority vote they optedto move the offices to Rome. IIAofficially ceased to exist on 27February, 1948, and FAO took overits structure, operations and staff.

In February 1951, FAO, headed byNorris E. Dodd from USA, officiallymoved its headquarters to the Termedi Caracalla, in a building previouslyintended for the Ministry of ItalianColonies in East Africa.

At the time, the Organization had astaff of about 580 people, but in thebeginning, fewer that a half of thesewere transferred to Italy. In February1951, two Italian ships – Saturniaand Vulcania – set sail with the first76 employees and their families forRome.

Since then, the number of peopleworking for FAO has risen to about1,956 in Rome alone.

FAO between 1960 and 1970

A third historic moment in thedevelopment of FAO came duringthe 1960s, when three importantinitiatives were launched: the“Freedom from Hunger Campaign”(FFHC), the World FoodProgramme (WFP) and the UnitedNations Conference on Trade andDevelopment (UNCTAD). The “Freedom from HungerCampaign”, launched on 1 July,1960, with FAO charged withleading and coordinating theinitiative, was designed to focusthe attention of world publicopinion on the enduring problemof global hunger and mobilizenational and internationalinstitutions to find a solution to thisscourge (resolution 13/59 of theConference). According to theDirector-General, the Indian BinayRanjan Sen, the World FoodCongress due to be held inWashington DC from 4 to 18 June1963, would signal the pinnacle ofthe Campaign, which he saw as atool for reaching beyondboundaries and mobilizing foodresources.Against this backdrop, an appealwas issued to Governments, the

A ConsultativeCommittee was set up, composedof 10 States, with the task ofassisting the Director-General indrawing up work programmes. Oneof the Campaign’s mainachievements was showing the keyrole that Non-GovernmentalOrganizations, in partnership withFAO, can play in combatinghunger, with results that go aboveand beyond the specific area ofexpertise, often in collaborationwith other highly professionaltechnical agencies.

The World Food Programme is thesecond piece in the mosaic ofinitiatives developed in the 1960s:its creation was designed to furnishFAO – whose mandate was “only”to provide technical assistance,implement food policies and drawattention to food crises – withoperational means for supplyingfood aid to countries in need. The genesis of the WFP was chieflydictated by the need for thewealthiest countries to have amechanism for managing foodsurpluses crammed into storage

At the end of the 1960s, the UnitedNations General Assembly adoptedresolution 14/96 (XV) regarding thesupply of developing countries,through UN bodies, with surplusfood products. On this basis, asystem of provisional and limitedfood aid was set up, with theprinciple that surplus food productsshould constitute an instrumentthat was complementary to otherdevelopment aid programmes.These features were confirmed byWFP’s general rules, which definedits objectives under the heading“purposes and functions” in thefollowing manner:- to meet refugee and otheremergency and protracted relieffood needs due to chronicmalnutrition;- to use food aid to supporteconomic and social development,especially in the sectors of pre-school nutrition, increasingagricultural productivity andprojects that are labour-intensive or

The Programme, which waslaunched in 1961 but only becameoperational in 1963, wasconceived as an administrative unitsubordinate to the FAO Director-General and with a political organthat reported to FAO. Its structurepresented considerable institutionalcomplexities, given that it was mid-way between FAO and the UN.Control over its operations andapproval of its projects and budgetcame under the joint jurisdiction ofthe two Organizations. The three-year budget allocated for thelaunch of operations was US$100million, of which 40% was pledgedby the US government; thefinancial resources available to itwere almost wholly invested intransport, while administrativecosts were slight (for the first 20years, this sector accounted for 6%of the total budget available to theOrganization). WFP’s first ExecutiveDirector was Addeke Boerma who,thanks to the successes achievedduring his mandate, went on to beelected Director-General of FAO in1967. His successor, FranciscoAquino, came from the Inter-American Development Bank. He

drew the attention of the globalbanking sector to the issue of foodaid and introduced a moreprogrammed approach to projectdevelopment.It was only under the leadership ofJames Ingram, Director-Generalfrom 1982 to 1992, with supportfrom the Organization’s maindonors, that WFP gained greaterindependence from FAO.Following a reform process, WFPdeveloped its present structure.

The third key piece in the mosaicwas the launch of UNCTAD, a toolfor drawing up policies andestablishing principles regardingthe international trade ofagricultural products. Created tosatisfy demands by developingcountries, UNCTAD ensured thatFAO stepped up consultations instudy groups for international trade,introducing them for ten types ofagricultural products.

The creation of the CodexAlimentarius Commission in 1963marked another significant step. Itsaim was to implement the jointFAO/WHO programme on foodsafety norms and its mandate wasto protect consumer health. The

Developments from 1970 to 1990

In 1967, the handover fromDirector-General Sen to his Dutchsuccessor Addeke Hendrik Boermamarked a major change for FAO.The Organization’s new chief wasanxious to place more emphasison quality rather than quantity,shifting the Organization’soperational focus from increasingfood commodities to technologicaldevelopment aimed at improvingproduction.

Three guidelines were establishedin the subsequent reorganization:identifying priority sectors (the so-called “keys for development”),restructuring the institutionalapparatus and expanding the rangeof funding sources.

The Organization’s work to carryout these reforms, between 1972and 1974, coincided with theworst agrifood crisis since WorldWar II: the difficult economicsituation was further exacerbatedby disastrous weather conditions,which had a serious impact onharvests during those years,especially in the poor countries ofthe Sahel-Sudan region.

Against a backdrop of thisinternational situation, 1973 sawthe development of the“normative” InternationalUndertaking on World FoodSecurity: signatory states pledged tocooperate in order to ensureconstant adequate global suppliesof cereals so as to attenuatefluctuations in output and prices;they also undertook to adoptnational and international measuresto increase food production andoffer surplus produce at reasonableprices for export in times of foodshortages.

The subsequent World FoodConference held on 9 November,1974 adopted the “UniversalDeclaration on the Eradication ofHunger and Malnutrition”, whichenshrined the gradual internationalpositioning towards a new visionbased on the notion that nodevelopment plan could beeffective unless injustices andinequalities were removed fromhuman society.

In November 1975, EdouardSaouma from Lebanon was electedDirector-General. From the outset,he insisted that a four-pronged

reorganization was needed at FAO:paring down bureaucracy atheadquarters; allocating resultingbudget savings to a FAO technicalcooperation programme; greaterdecentralization for theOrganization, with morerepresentation in the developingcountries; repositioning ofprogrammes to focus on operationalactivities rather than concentratingon exclusively theoretical studies.

In 1985, Saouma succeeded inpersuading all Member Nations toaccept the “World Food SecurityCompact”, which declared that itwas the responsibility of the entirehuman race to combat hunger.

From the 1990s to the present day

The three mandates of Jacques Diouf(in 1994, 2000 and 2006) saw thelaunch of a number of importantprojects. Of these, one of the mostsignificant was the SpecialProgramme for Food Security, whosegoal was to halve the number ofhungry people in the world by 2015,as part of the MillenniumDevelopment Goals drawn up inSeptember 2000. Projects carried outin more than one hundred countriessought to offer sustainable solutionsto problems of hunger, malnutritionand poverty, helping nationalauthorities to identify and planprogrammes for food security andworking alongside regionaleconomic organizations to developregional food security programmesand policies.

These years saw a number ofimportant international initiatives ledby FAO. With the World FoodSummits of 1996 (13-17 November),2002 (10-13 June) and 2009 (18-23November), as well as the High-Level Conference on World FoodSecurity: the Challenges of ClimateChange and Bioenergy of 2008 (3-5June), the Organization succeeded inpromoting a constant campaign to

raise public awareness on the issueof food security, carving out a newoperational approach on a globalscale.

In this context of a new climate ofawareness was held the WorldSummit on Food Security ofNovember 2009, which marked anumber of important milestones,including renewed dialoguebetween various stakeholdersinvolved in agricultural developmentand food security and greater effortstowards reaching MDG1.

The impetus given by the ItalianPresidency of G8 in July 2009,leading to the adoption of the AFSI -Aquila Food Security Initiative –with more than 40 signatories fromG8 and emerging nations,developing countries andinternational and regionalorganizations, helped to create amassive platform of consensusaround the principles needed inorder to achieve effective globalfood security. As a result, the FAOSummit of 2009 succeeded indeveloping a series of importantguidelines (which became part ofthe “Rome Declaration”),encouraging the internationalcommunity to deal with problems

Corollario di questo nuovo clima diconsapevolezza è rappresentatoappunto dal Vertice Mondiale sullaSicurezza Alimentare del novembre2009, che ha segnato una serie diimportanti traguardi, fra i quali si puòcitare il rinnovato dialogo fra i diversiattori coinvolti nello sviluppo agricoloe nella sicurezza alimentare e unarinforzata responsabilizzazione verso ilraggiungimento del MDG1.

Anche grazie al ruolo propulsivosvolto in precedenza (luglio 2009)dalla Presidenza Italiana del G8 che,con l’adozione dell’Iniziativa AFSI -“L’Aquila Food Security Initiative”, conoltre 40 adesioni fra paesi G8 edemergenti, paesi in via di sviluppo edOrganizzazioni internazionali eregionali, ha creato una vastapiattaforma di consenso intorno aiprincipi da seguire per ottenereun’effettiva sicurezza alimentareglobale condivisa da tutta la

linked to food security in a morecoordinated and consensual manner.Undoubtedly the most importantoutcome was agreement on basicprinciples regarding priorityinvestment for national plans,strategic coordination of aid atglobal, regional and local levels, anintegrated approach to globalsecurity, the important role given tointernational organizations and theallocation of sufficient financialresources, channelled in acoordinated and efficient manner. Inthis respect, the Summit’s key resultscan be pinpointed as consolidationof overall Governance and theadoption of approaches aimed at thecoordination and synergy of differentinstruments, with a preference forthose already in operation andavoiding parallel processes. Alsosignificant was the key role playedby specialized agencies in theagriculture and nutrition sector,especially that of the agricultureagencies based in Rome.

A similar approach has led to thepositive development of negotiationsfor reform of the Committee onWorld Food Security (CFS), whichhas seen the Committee take on amore incisive role within the newarchitecture for food security, with

Il dato senz’altro piùpositivo è costituito dal consenso suiprincipi di base, che riguardanol’investimento prioritario in pianinazionali, il coordinamento strategicodell’assistenza a livello globale,regionale e locale, l’approcciointegrato alla sicurezza globale, il forteruolo riservato alle OrganizzazioniInternazionali e la messa adisposizione di risorse finanziarieadeguate, canalizzate in modocoordinato ed efficiente. In questaluce, i principali risultati del Verticepossono essere considerati ilconsolidamento della “Governance”complessiva, l’adozione di approccimirati al coordinamento e alla sinergiadi strumenti diversi, privilegiandoquelli esistenti ed evitando processiparalleli, il ruolo chiave svolto dalleagenzie specializzate nel settoreagricolo e nella nutrizione, fra cui inparticolare quelle del Polo agricolo diRoma.

greater emphasis on cooperationbetween the Organizations of theRome-based Agencies. The new CFSwill be an effective forum fordialogue, monitoring andcoordination of issues linked to foodsecurity, carrying out its mandate in aconsistent and efficient manner, withthe help of mechanisms for politicalconsultation and coordination, opento and inclusive of civil society andthe private sector. If properly implemented, the systemshould allow political decisions tobe made at global level on issuesrelating to world food security,supported by scientific and technicalbacking that will promote thedecision-making process. Thissupport will be assured by a HighLevel Panel of Experts, offeringtechnical opinions on a vast range ofissues relating to food security(which, besides agriculture, includethe environment, biotechnology,climate change, finance, trade etc).

It is also important not to under-estimate the significant resultsachieved in recent years by reformsundertaken by the Organization.This process of modernizing itsstructures and operational activitiesshould give greater efficiency andfocus to FAO’s work, putting it in a

Rome, capital of the fight againsthunger

Today, Rome is the world capital ofthe fight against hunger andmalnutrition, thanks to the presenceof two other important UNorganizations, the World FoodProgramme (WFP), launched in1961 to respond to foodemergencies, and the InternationalFund for Agricultural Development(IFAD), created in 1977 as a fundinginstitution to promote ruraldevelopment.The three agencies, FAO, WFP andIFAD make up the United Nations’third most important cluster and, itcould be said, the one with the mostnoble mandate of all: to combatpoverty and hunger.

Non si può infine sottovalutarel’importante risultato raggiunto neglianni scorsi con il processo di riformadell’Organizzazione, che dovrebbemettere in grado la FAO di megliofronteggiare le attuali sfide, attraversoun processo di modernizzazione dellesue strutture e attività operative, perconferire maggiore efficienza edincisività al suo operato.

Oggi Roma è la capitale mondialedella lotta contro la fame e lamalnutrizione, grazie alla presenza dialtre due importanti Organizzazionionusiane, il Programma AlimentareMondiale (PAM), istituito nel 1961 perrispondere alle emergenze alimentari,ed il Fondo Internazionale per loSviluppo Agricolo (IFAD), creato nel1977 come istituzione finanziaria perpromuovere lo sviluppo rurale.Le tre agenzie, FAO, PAM e IFADcostituiscono il terzo più importantePolo delle Nazioni Unite, e quello,osiamo dire, in fondo con il mandatopiù nobile: la lotta alla povertà e allafame.

Origins of Italian Cooperation

Development cooperation has been akey feature of Italian foreign policy,ever since the 1950s. In the 1970s, inan effort to promote more systematicassistance and contribute tointernational efforts to alleviate globalpoverty and help developingcountries to strengthen theirrespective institutions, the GeneralDepartment for DevelopmentCooperation was launched, whichsubsequently became the Directorate General for DevelopmentCooperation (DGCS).

Collaboration FAO/Italy

For Italy, FAO represents one of thekey agencies for carrying outinitiatives in sectors where it hasskilled technical and humanresources and in the quest for ruraldevelopment and the fight againsthunger. This partnership wasformalised in 1982, with the signingof a framework agreement for theprovision of trust funds.

Under this agreement, US$360million were disbursed between 1982and 1993, to fund more than 140projects. Between 1994 and 2001, the

Il Fondo Fiduciario per la SicurezzaAlimentare

Istituito in occasione del “VerticeMondiale sull’Alimentazione, cinqueanni dopo” del 2002 per dare nuovoimpulso alla lotta contro la fame nelmondo, il Fondo Fiduciario per laSicurezza Alimentare si articola in 3componenti: sicurezza alimentare,lotta alle malattie di piante e animali,sostegno agli investimenti nel settoreagricolo e agro-industriale. The Regular Programme funded byannual voluntary contributions

Some 29 projects are currently beingimplemented, for a total value ofapproximately US$52 million. The Trust Fund for Food Security

Launched at the “World FoodSummit: Five Years Later” in 2002 togive fresh impetus to the fightagainst global hunger, the Trust Fundfor Food Security has 3 pillars: foodsecurity, combating plant and animaldiseases and support for investmentin the agriculture and agro-industrialsector. As part of this strategy, 100million euros have been allocated,

of which 93 million have beendisbursed to date. The initiative hasled to the launch of 36 projects.

Decentralized CooperationProgramme

Launched in 2002, this involves localauthorities, universities, foundations,consortia, NGOs and the privatesector. Partners have included RomeCity Council, Milan City Council, theCounty Councils of Tuscany,Piedmont, Veneto, Sicily, Valle d’Aostaand Lombardy and the Provinces ofBolzano, Grosseto and Parma. Themesinclude the strengthening of localcapacities, land development, urbanand peri-urban horticulture, integratedwater management and post-harvestmanagement. To date, the programmehas promoted 17 projects for a totalvalue of approximately US$10 million.

Associate Expert Programme

The Programme offers younggraduates the opportunity to gainexperience in internationaldevelopment cooperation and theUnited Nations system. Since 1994,Italy has sponsored about 45 youngexperts.

Emergency and rehabilitationoperations

Since 1994, Italy has funded 105emergency and rehabilitationprojects for a total value of US$188million. The majority of the projects– accounting for US$61 million outof a total of US$143 million – are inAfrica.

As part of this wide-rangingdevelopment programme funded byItaly, a great many valuable projectshave been implemented, helpinghundreds of communities to producemore food in a more efficientmanner, kick-starting productionafter conflicts or natural disasters,strengthening local capacities,providing access to markets,promoting responsible managementand protection for natural resourcesand improving access to food.
