City & Borough of Wrangell, Alaska Evergreen Elementary School Playground Upgrades INTRODUCTION The City & Borough of Wrangell (CBW) is seeking the services of a professional architectural/engineering firm for the design and preparation of bid documents for the Evergreen Elementary School Playground Upgrades. The CBW has received a State of Alaska, Department of Education & Early Development (DEED), grant as well as the issuance of general obligation bonds for this project. All design work and construction bidding documents shall conform to the CBW’s requirements and the requirements of the DEED. This purpose of this project is to make repairs and upgrades to the settling ground, the aging surfacing, and the playground equipment in order to comply with current health and safety standards. In order to identify the safety concerns and construction issues related to the existing playground, a Condition Survey was performed by Welsh Whiteley Architects, LLC and completed in August 2008. The assessment addresses the deficiencies at the existing facility and is made available as part of this request for proposals. SCOPE OF WORK: Overview: The Project is located in Wrangell, Alaska. Designs implemented must meet all State of Alaska and Local CBW regulations. The Project will consist of a review of the existing playground conditions and the engineering design and preparation of construction bidding documents for the necessary repairs and upgrades to the site and its equipment. Such repairs will include the following: - Remove existing playground equipment, surface tiles, and asphalt surface. - Remove a portion of existing fill and replace with suitable classified fill. - Install new grade and new asphalt surface and ensure proper drainage of surface water and run-off water. - Install rubber surface tiles in areas of playground equipment. - Install new playground equipment (includes modular play structures, swings, and basketball standards). - Install new covered structure/pavilion (approximately 25’ x 70’) - Install painted surfaces as necessary. - Remove, replace, and repair chain link fence, as required to allow the work to occur and to maintain a final enclosed playground space. The CBW is in the process of acquiring on-site soil testing through drilling/boring test holes to determine the soil conditions. The results of this effort will be provided to the firm awarded the design contract, for use in developing the design. ADDITIONAL PROJECT REQUIREMENTS: 1. Design: The Designer will develop schematic design documents, cost estimates, and value analysis, sufficient to fully scope the Project and verify that the proposed scope is

within the authorized construction budget. This may include identification and development of alternatives. 2. Advertising Package: The Designer will submit a complete advertising package, to include a set of plans and specifications suitable for bidding and construction. The Designer will assist the CBW, as necessary, during the construction bidding process with any clarifications to plans and specifications and in preparing addenda to the bid documents. Construction bid documents shall meet DEED and CBW requirements. 3. Permits: the Designer is required to coordinate with the appropriate State and Local government agencies that could be affected by the project. 4. Schedule: A schedule for design completion is required. Include specific design completion dates for initial design (65% complete), and final design (100% complete). Note: The DEED will require 10 working days to review the 65% plan set and an additional 20 working days to review the 95% plan set.

5. License: Professional Liability Insurance is required for this Project.

Designer shall advise the CBW if the scope of work is not sufficiently explicit and whether or not the expressed design and construction schedules are feasible.

6. Regulations: All design services shall be in accordance with applicable codes, regulations & standards, professional practice procedures, and commonly recognized construction methods. SELECTION PROCESS Proposals will be evaluated based on the proposed time, cost, and willingness of the Designer to allow the CBW to assist with design efforts. Time is of the essence in designing this Project, to allow construction to begin June 1, 2011. Cost is of equal importance, as the funds are limited and restricted. The CBW is prepared to assist in the design, as much as is feasible, in order to reduce the design costs and improve the time line for submitting a 100% Plan Set for construction bidding purposes. Such assistance from the CBW would be in the form of performing soil tests and exploring playground equipment options (possibly with the assistance of a School/Parent Committee), and options for a pre-fab covered structure. PAYMENT 1. The proposed method of payment is a Time & Expense, Not-to-Exceed Amount. SUBMITTALS To be considered, respondents must deliver submittals as stated below:
