Activity level explanation

The following activity level explanation is taken from UNICEF End of Project Review for

Consideration of Financial Allocation (pp 98, UNICEF 2016)

Activity 1.1.4 Technical assistance on leveraging funds for WASH infrastructure

(Advocacy package) for day care centres and schools (79%). The bulk of the resources

allotted for this activity were already utilized/committed for partnership agreements before

March 2015 (2nd reporting period). The underspending under this activity (against the

reprogrammed budget) came only in 2015-2016. The reprogramming prepared for greater

challenges in implementation ahead. By this 2015-2016, however, local implementation was

already rolling out. Though there was still great need for follow-ups and quality assurance at

various stages, these no longer required the projected resources. What emerged though as

priority need by the LGUs were provisions of hygiene kits, which was proving to be

challenging to LGU budgeting and disbursement. Also, there emerged the need to develop a

curricular tool that would complement the skills-based hygiene promotion strategy.

Activity 1.2.10. Provision of hygiene materials in schools and day care centres

(174%). As agreed with DFAT, the WASH component adjusted its approach to greater focus

on governance and institutionalization (from the original service-delivery oriented mode).

Part of this adjustment is the limitation of coverage to day care centres only and target to

1,400 centres. Still, in 2015-2016, the WASH needed to purchase and distribute more

hygiene kits (than was projected in the reprogrammed budget), because many LGUs still

were unable to mobilize funds for hygiene kits.

Activity 1.2.12 Training of WASH O&M committees including parents in DCCs (75%).

Like Activity 1.1.4, “Technical assistance on leveraging funds,” this activity was already

covered by funds committed to partnership agreements before March 2015. Also the

underspending under this activity (against the reprogrammed budget) came only in 2015-

2016. The mobilization of the communities and day care centres by this period had gained

some momentum. Though also needing follow-ups and monitoring, the resources spent was

not as much as was projected. The budget for this activity also needed to be re-aligned to

the provision of hygiene kits and the development of the curricular tool.

Activity 2.1.2 Support to the development of curricula and assessment tools for DCS

and SNP (121%). With the adoption of the National Early Learning Curriculum for 0-4 y/o

children, additional expenditures were made to augment the funding for the reproduction of

the Learning Resource Packages (LRPs) that will guide the Child Development Workers and

their supervisors in implementing the curriculum. The additional funding for the printing of

LRPs will cover about 3,000 additional DCCs.

Activity 2.2.1. Support to the development of Kindergarten training program and

manual (136%). The variance was derived from the support for institutionalization of the

starter modules for Learning Action Cell (LAC) sessions for Kindergarten to Grade 3 (child

development principles and age and developmentally-appropriate teaching strategies).

These modules now become part of the Learning Action Cell (LAC) starter modules for Early

Learning in Literacy and Numeracy of the Department of Education. Through the partnership

with COLF, the Project provided technical assistance in the finalization of the modules for

nationwide use and subsequent conduct of National TOT.

Activity 2.4.3. Assessment, audit and development of WASH facilities and hygiene

promotion methods/tools in day care centres and schools (163%). The assessment of

WASH facilities was integrated into the baselining and annual monitoring conducted by the

M&E component. The development of WASH facilities did not require exclusive expenditure,

as it was achieved through the activity “Technical assistance for leveraging funds.” However,

there arose the need to develop curricular materials – a C4D Tool for Integrating WASH in

Daily Day Care Curriculum - to complement the skills-based hygiene promotion strategy

through daily hygiene activities.

Activity 3.1.2 Support to enhancement of LGU M/E system (60%). One of the planned

activities under this component is the enhancement of the DSWD-ECCD Information System

for day care program. DSWD, however, decided not to proceed with the enhancement this

year because of cost implications in the nationwide implementation of the enhanced system.

DSWD decided to focus on the full implementation and utilization of the current system in all

LGUs. The remaining funds was re-aligned to fund the additional research activity that was

agreed with DFAT to be conducted under this project. This additional research activity is the

Study on the Factors Affecting ECCD Budget Allocation at the Local Level
