BACKGROUND

Under the umbrella of EuroNanoMed II (ERA-NET for research programmes on nanomedicine), 18 funding organisations have agreed to launch the 6th Joint Transnational Call (JTC) for collaborative research projects in nanomedicine. The EuroNanoMed II funding organisations particularly wish to promote innovative interdisciplinary collaboration and to encourage translational research proposals.

REGISTRATION

Research project consortia who intend to submit a transnational proposal should register at https://www.pt-it.de/ptoutline/application/euronanomed2015, clicking the “to register” button and following the directions. The system will be opened by January 14, 2015. To register, please complete the different sections as soon as possible.

PROPOSAL SUBMISSION

Please read carefully the Call Text and the relevant central and national/regional eligibility and budgetary criteria (see Annexes) before starting your proposal in order to check if you fulfil the call’s formal requirements.

Electronic proposal submission is mandatory. Please use the proposal template provided on the EuroNanoMed II website (www.euronanomed.net). Please complete all fields and respect the format of each section. The proposal should be uploaded to the online submission website in a digitally signed PDF-Format file (a scanned version of the original signature page) before March 03, 2015 at 17:00 (CET Brussels local time). After this time, the server will not accept proposals. Please take into account that the online data entry may be overloaded by the day of the deadline. It is therefore recommended to complete the registration and upload the proposal in proper time.

In case of inconsistencies between the information registered in the submission tool and the information included in the PDF of this application form, the information registered in the submission tool shall prevail.

For applicants from some countries/regions it might be also necessary to submit the proposal and/or other information directly to the relevant national/regional funding organizations. Therefore, applicants are strongly advised to check their respective country/region funding organization eligibility and other specific information (see tables below). PROPOSAL STRUCTURE

One joint proposal document (in English) shall be prepared by the partners of a joint transnational proposal, which must be uploaded to the online submission website (https://www.pt-it.de/ptoutline/application/euronanomed2015) by the transnational project coordinator. The system will be opened by January 14, 2015.

Only the proposal template provided on the EuroNanoMed II website (www.euronanomed.net) will be accepted. Please keep in mind that the template has a fixed maximum size. Thus, the proposal document cannot be longer than the number of pages indicated below (DIN-A4, Calibri 11, single-spaced). Proposals exceeding these limitations will be rejected.

Proposals must include the following information:

• Project title • Acronym (maximum 15 characters) • Duration of project (months) • Total project cost and total requested budget (to be funded by the EuroNanoMed II funding

organizations) (€) • Clinical/public health application (yes or no) • Industrial/SME application (yes or no) • Diagnostics (yes or no) • Targeted drug delivery (yes or no) • Regenerative medicine (yes or no) • Keywords (5 to 7) • Scientific abstract (max. ½ page) • Family names, first names and full affiliations (by this order) of the project coordinator • Family names, first names and full affiliations (by this order) of each partner principal investigators

(one per project partner) and other team members participating in the project • Background and present state of the art in the research field (max. 2 pages):

1. Justify how the proposal fits in the scope of the call 2. Explain the nanotechnology dimension of the proposed work and its added value to the scientific

question addressed in the proposal 3. Describe the unmet medical need that is addressed by the proposed work 4. Describe the current patent situation related to your proposed work, the competitive landscape

and how the results of your proposed work will fit in such landscape 5. State the Technology readiness levels (TRL) window where your project is (see Annexes)

• Preliminary results obtained by the consortium (max. 2 pages) • Previously EuroNanoMed I funding (yes or no) • Work plan including references (aims, methodology, involvement of participants, time plan, work

packages, project coordination and management, innovation, added value of the proposed solutions compared to the existing ones; max. 8 pages)

• Diagram which compiles the work plan, timeline, sequencing of work packages, contribution of the partners to each work package and their interactions (Timeplan, Gantt and/or PERT max. 1 page)

• Justifications of requested and total project cost (e.g. own contribution + other sources + requested). When applicable specifying co-funding from other sources necessary for the project (max. 1 page)

• Added value of the proposed international collaboration (Please explain the European dimension of the research and the proposed solutions, the necessity for a transnational approach; max. 1 page)

• Potential impact and exploitation of expected project results (max. 1 page) • Handling of intellectual property rights (e.g. any barriers to sharing materials or results), both

within and outside the research consortium (max. ½ page) • Description of on-going projects, pending patents and patents when applicable of each participating

project partner related to the present topic indicating funding sources and possible overlaps with proposal (max. 1 page per group)

• Ethical issues of the project proposal. When applicable, ethical and legal issues (e.g. informed consent, ethical permits, data protection, use of animals) according to national regulations (max. ½ page)When requested by national/regional EuroNanoMed II funding bodies, additional information must be provided

• Financial plan of project budget for each consortium member • Brief CVs for each participating project partner Principal Investigator with a list of up to five

relevant publications within the last five years demonstrating the competence to carry out the project (max. 1 page each)

• Research groups not eligible to be funded (e.g. from non-funding countries or not fundable according to national/regional regulations of the participating funding countries) may participate in transnational projects if they are able to secure their own funding. Such partners should state in advance the source of funding for their part in the project and a signed statement has to be enclosed to the project declaring in advance they will run the project with their own resources

• Signature of project consortium coordinator (signed PDF) on behalf of the project partners

Please note that after submission of the proposal once the joint transnational call has been closed it is not possible to amend the proposal or to add further documents.

PLEASE NOTE

It is mandatory to meet the deadline and observe the format of the proposal structure.

The Joint Call Secretariat will check the proposals submitted to ensure that they meet the call’s formal criteria (e.g. date of submission; number of participating member states, category of project partners (academic, clinical/public health and industrial/SMEs), inclusion of all necessary information in English and appropriate limits on length). In parallel, the Joint Call Secretariat will forward the proposals to the relevant EuroNanoMed II national/regional funding organisations that will perform a formal check of compliance with their respective eligibility criteria. Proposals not meeting the formal central and /or national/regional eligibility criteria will be rejected. Proposals passing both checks will be forwarded to independent international scientific experts for evaluation.

Potential project consortium coordinators are recommended to read the EuroNanoMed II funding organizations’ eligibility criteria when they are looking for potential project consortium partners.

Additional eligibility criteria

- It is mandatory that the Flemish companies apply at IWT at latest 14 days before the closing of the call, by means of the abstract of the project, innovation goal and valorization perspective of the Flemish partner. -The minimal grant for the Flemish partners is 50,000.00 EUR. The maximum grant is 250.000,00 EUR. The budget for the Flemish partners should follow the IWT cost model. -The company must have a stable financial situation. -The project must be compatible with the regional program. Any kind of research supporting military purposes is not funded. -The project must add benefit to the regional economy. Companies should describe the added value for Flanders (“Toegevoegde waarde in Vlaanderen” - max 5 pages). This document should be part of the hard copy sent to IWT. Eligible costs Personnel costs for temporary contracts; small equipment; consumables and animal costs; travel; and sub-contracting, if necessary to carry out the proposed activities (sub-contracting costs of max 50% of total eligible costs per partner). Please note that at the ANR « overheads » means « frais de gestion », and 4% of the total eligible costs must be applied if the partner belong to a public research organization, or 68% of the total personnel costs and 7% of other costs if you belong to another category. The ANR has a maximum funding per partner for this call: each research team can be funded with a maximum amount of 250 000 €. There is a minimum amount per partner also: 15 000 €.

GREECE

1. Eligible enterprises are those having been operating for, at least, two (2) economic years and have published, at least, two (2) balance-sheets. For the “Spin-off” Enterprises eligible are considered those having been operating for, at least, (1)The [previous] economic year and have published one balance-sheet. 2 For private Companies and SMEs the Public contribution may cover maximum up to 70%, of the total budget of each partner in a project. Their own contribution must cover at least 30% of the total budget of the project. In case of Fundamental/Basic Research the maximum contribution may amount to 100% of the total budget. 3. For the Public Research Institutes and Universities, the Public contribution may cover maximum up to 100,00 %. 4. In case a Greek eligible entity participates in more than one successful/funded projects in the frame of the same call and the total of its requested budget exceeds the 20% of the National contribution to the EuroNanoMedII JTC2015, the GSRT will examine the possibility of reducing the requested total amount, taking into account the total available national contribution and the number of the Greek beneficiaries in the successful/to be funded proposals. 5. The National contribution for all Greek legal entities located in: a/ the Region of Attica (Source of funding: Operational Programme of Attica) and b/ the Region of South Aegean cannot exceed 40% of the total available national contribution, for the EuroNanoMedII JTC2015.

6. Subcontracting funding cannot exceed 25% of the budget for the specific part of the project undertaken by the Greek project partner. Concerning the quotas of the direct subcontracting and in order to ensure competition, the rules applied to all other European projects are also applied in this case. Subcontracting should also be eligible when it deals with the implementation of part of the research project which should not exceed 30% in terms of Large Enterprises and 60% in terms of Small and Medium Enterprises. 7. Activities already financed by other public funds arel not allowed to be financed by the EuroNanoMedII JTC2015. A formal declaration is demanded from the applicants/participants, stating that they have not received nor will they receive any kind of additional Public funding/funds for the same purpose. 8. The Greek applicants are obliged to inform the General Secretariat for Research and Technology- GSRT/Ministry of Education and Religious Affairs (address: 14-18 Mesogeion Blv, 115 10 Athens – GR) on their participation in proposals in the frame of the EuroNanoMedII JTC2015. They are obliged to submit a document with the title of the project, the summary, the partners and the total requested budget for the project and (clearly) the part budget dedicated to the Greek partner. The Greek applicants are obliged to submit this document to the GSRT within three days following the closure date of the EuroNanoMedII JTC2015.

Eligible costs a. Costs of personnel Personnel costs are costs for scientific and administrative personnel, for researchers with employment contracts as well as for other supporting staff (temporary employees etc.) as they are employed on the research project.

b. Costs of durable equipment The costs of durable equipment for a Greek participant are limited to 20% (up to 20.000 €) of the overall contribution of GSRT to the respective project.

c. Costs of use of buildings The costs of durable equipment for a Greek participant are limited to 10% (up to 10.000 €) of the overall contribution of GSRT to the respective project. d. Subcontracting

Subcontracting should be eligible when it deals with the implementation of part of the research project which should not exceed the 30% in terms of Large Enterprises and the 60% in terms of Small and Medium Enterprises.

e. General and operational costs i. Events

In general all costs directly related to the preparation and the implementation of events like workshops, conferences etc. are eligible. Costs for the events should be requested by the partner in the hosting country.

ii. Travel Here, lump sums are taken as a basis for budget calculation. Nevertheless the final calculation will be done on the basis of invoices. A general lump sum of up to 1000 € (economy class & return ticket) for each travel to another EuroNanoMedII

project country will be applied. In addition also domestic travel costs should be eligible up to an amount of 300 € (economy class & return ticket) per travel.

iii. Eligible costs The eligible costs shall be the following: 1. personnel costs (researchers, technicians and other supporting staff to the extent employed on the research

Maximum funding: - up to 100,000 € per project partner (up to 150,000 € per project for the whole Spanish part in case more than one Spanish partner participates in the same proposal, regardless of the Spanish funding agency (ISCIII/MINECO) the partners are applying to); - up to 150.000 € per project coordinator (up to 200.000 € per project for the whole Spanish part in case one Spanish eligible institution coordinates the project consortium, regardless of the Spanish funding agency (ISCIII/MINECO) the partners are applying to). - Two researchers from the same institution should apply as one partner with one of the researchers being the PI (principal investigator).

Further instructions As stated in the call text, the project leader of each consortium must submit the full proposal electronically to the common Call Secretariat. Once the transnational evaluation procedure has been completed and the researchers involved have been notified, the Spanish applicants who have been selected for funding will be invited to formally apply to the call of the Programa Estatal de Investigación, Desarrollo e Innovación Orientada a los Retos de la Sociedad, implemented by the Dirección General de Investigación Científica y Técnica. The Spanish partners awarded in this call should submit an annual interim report in accordance with the regulations established in the corresponding national call.
