Programme documents in Poland

National Development Plan (NDP) for 2004-2006 decreeted by Ministry

Council on 14 January 2003 as a basic strategic document which

marked basic aims and tasks of state socio-economic progress using

available structural and cohesion funds. The integral part of NDP is

constituted by operational programmes where those tasks are defined.

The strategic aim of National Development Plan is to develop a

competitive economy founded on knowledge and entrepreneurship

capable of long-term, harmonized progress, that ensures the growth of

employment and improvement of social, economic and space cohesion

with EU on regional and state level.

Total EU aid sum planed in that document shall amount to about 11.4 billion €

According to the proposal concluded in National Development Plan, European structural means will be disbursed in our country in the frame of:

Sectoral Operational Programme (SOP),

Integrated Regional Operational Development

Programme (IRODP),

Strategy of Cohesion Fund Profits (SCFP),

Operational Programmes for Community Initiatives

(OPCI).

Sectoral Programmes:

SOP Growth of economy competitiveness – 17.8 % of the total sum (1300 mln €),

SOP Development of human resources – 17.3 % of the total sum (1270.4 mln €),

SOP Readjustment and modernization of food sector and development of rural

areas – 14.4 of the total sum (1005.5 mln €),

SOP Fishery and fish processing – 2.4 % of the total sum (176.6 mln €),

SOP Transport – Sea Economy – 8.6 of the total sum (627.2 mln €),

IRODP – 39.2 % of the total sum (2859.5 mln €),

TA – Technical assistance – 0.3 % of the total sum (20 mln €).

Total sum of 4.1 % (314.6 mln €) of all Structural Funds was foreseen for

realization of Community Initiatives programmes.

EQUAL – serves trans-national cooperation in the domain of new ways

of overcoming any kinds of discrimination connected to the labour

market,

INTERREG – serves trans-board, trans-national and trans-regional

cooperation intending to harmonize space managemen.

During the implementation of NDP 3733.3 mln € will be covered by

Cohesion Fund, where 50 % of above sum will be spent on transport

projects and environment infrastructure projects .

In 2004-2006 two initiatives will be carried out in Poland:

INTEGRATED REGIONAL OPERATIONAL DEVELOPMENT PROGRAMME

Integrated Regional Operational Development Programme (IRODP) is one of the seven operational programmes which would serve to fulfill NDP. The programme develops NDP aims defining priorities, directions and amount of means designated for the realization of state regional policy and will be set up with structural funds aids in the beginning of Poland membership in EU.

In 2004-2006 to carry out Integrated Regional Operational Development Programme (IRODP) 4385.2 mln € will be engaged where 2869.5 mln € will be covered by Structural Funds(ERDF,ESF).

Integrated Regional Operational Development Programme is the closest one to the town`s local governments. It offers the best possibilities in co-financing local development projects, increasing social, economic and territory cohesion and integration with EU.

HISTORY

Tarnobrzeg was founded in 1593 by a privilege granted by King Sigismund III Vasa to the Tarnowski family. Since 1772, after first partition of Poland, Tarnobrzeg fell into Austrian hands.

In 1855 the town became the capital of the district, and in 1867 – the starosty. Those events had a positive impact on town development - telegraph line, a railway, a hospital, elementary school and a printing house have been built. In 1909 Imperial- Royal High School was created and then converted into State Gymnasium the hetman Tarnowski name.

In the thirties the town faced a new development perspectives owing to so called Central Industrial District. After the Second World War Tarnobrzeg found itself within the borders of the Rzeszów Province as the capital of the district.

The stagnation period was ended when large sulphur deposits were discovered in the mid-fifties. Tarnobrzeghas become the main center of Polish sulphur industry.

In 1975 as a result of another reorganization of administration structure, Tarnobrzeg has become the capital of a province.

In the nineties business condition on the world sulphur market has changed (mined brimstone gave up the way to the sulphur produced during the process of oil an gas desulphurisation). It gradually caused the decline of the mines and sulphur processing plants.

In 1999 Tarnobrzeg became the part of Subcarpathian Province as the capital of an urban district.

BUILDING OF APARTMENT HOUSES

Up till now the part of the investor was played by housing co-operatives, but for several years they have not carried out any investment. Right now the only investor in that branch is the town via TSSA.

House of block construction is undertaken in the frame of - initiated (in 2000) by local authorities - Tarnobrzeg Society of Social Architecture (TSSA). The aim of the Society is to build the flats for rent for mid-income persons.

In July 2001 the construction of the first building was started. Till 2003 three block of flats were built. Considering the big concern with that way of architecture, the construction of another buildings is planned.

To fulfill that aim the town granted a land and 200 000 € from town issued bonds.

THE TARNOBRZEG SPECIAL ECONOMICS ZONE

Sub-zone Tarnobrzeg:Up till now E 5 mln has been invested in Tarnobrzeg and has created 350 new jobs. There are 5 new investors in the sub-zone.

Tarnobrzeg sub-zone covers 180.8 ha

The Tarnobrzeg Special Economics Zone Europark-Wisłosan was created in 1997 for 20 years.

The Mission: The develop post-industrial land previously used for sulphur, machine, metal and defense industry. Could be done by promoting new activities and spare energy lines and resources.

Strategic Aims: - Creation of 12 thousand jobs in the zone and in its surroundings - Thriving vacant estates and buildings

THE CONSTRUCTION OF RECREATION BASIN IN POST-INDUSTRIAL AREA

In place of former sulphur mine a large recreational lake (455 ha) is being constructed. The construction is a part of the pro-ecological project which aimed to create new perspectives for devastated land.

The plans presumed new beaches, lakeside resorts, parking places and restaurants.

The lake construction will create a great opportunity for Tarnobrzeg, it shortly will overturn into a tourist center

TRANS-BOUNDARY BUSINESS ACTIVITIES FOR SME SECTOR

Project scope:

Arrange business partners from Poland and Ukraine and training export and trans-boundary co-operation. The project covered Poland and Ukraine terrains belonged to the Bug Euroregion.

Results:

As a result of the project the business exchange had been done. Tarnobrzeg hosted 20 businessmen from Ukraine who attended local fairs.

The project scope:

The project started up the business incubator for those who want start their own business activity, for unemployed and for SME. The project covered a wide range of training and consulting for SME.

PHARE 2003 Project scope:

• The completion of the sewerage network of total length 10 km,

• The modernization of the road surface of a 6 km,

• The modernization of the slip road of total length 2 km ,

• The laying of 9 km pavement ,

• The modernization of a junction.

The aim of the project:

• Create favorable conditions for correct work and growth the SME sector,

• To ensure the proper sewerage network and increase the road access for the vacant investment terrain ,

• To increase the competitiveness of existing SME .

The planned results of implementation of the projects applied to Structural Funds co-financing in 2004-2006 and in the future

1. Increasing the investment attractiveness of Tarnobrzeg and the region owing to:

thriving post-industrial and vacant investment terrain, thriving an open-pit mine and nearby terrains for rest and sport

purposes, enlargement of town sewage system and modernization of water

delivery system, modernization of town communication including roads, parking

places, pavements and bicycle routes, implementation of environmental projects via using the biomass

cultivated on the post-mining areas, implementation of building energy management system which

revivals the sulphur damaged areas, creation of an congress-exhibition center at Dzikow Palace.

2. Improvement of the conditions that help the development of SME as a basis of economic growth and unemployment counterwork:

technical network of City Hall and its branches.

3. Improvement of economic owing to:

modernization of educational infrastructure including the construction of sport halls and buildings termomodernization,

adaptation of health care buildings for invalid persons, creation the assist programmes for unemployed and

persons threatened of social margin, organization of teaching for unemployed who start

their own economic activity.
