1.tools, products and systems that can be used by

2.individuals, educators, employers and entire nations for the purposes of

3.describing, assessing, recognizing and using knowledge and skills acquired

For the Purposes of Lifelong Learning

This is what I know and can do, and here’s the digital evidence!

Digital me….

Why is this important?

We expect LLL to:1. Enhance or transform

learning/education systems

2. Increase personal and national human capital

3. Incentive individuals to continue learning

4. Take advantage of technology

Practical reality would be:1. New management of

learning

2. Systematic Human Capital Assets Management

3. Effective and efficient use of human and social capital for

personal prosperity

4. Management of one’s digital identity

The New Management of Learning

Formal Credentials ePortfolio Alternative

Reflects time spent in class Reflects time spent learning

Represents questionable proficiency Represents evidence-based proficiency

Used as a proxy for skills & knowledge Statement of actual skills & knowledge

Human Capital Assets Management

Issue Solution

Workers are increasingly mobile but credentialing bodies are geography-

bound

Transportability of qualifications and transparency of competences with

digital evidence

Citizens are exhorted to continue learning but only formal learning is

recognized and rewarded

Recognize all learning, describe it and use it for individual and collective

prosperity

Employers want to maximize productivity

Increase productivity with full HC utilization

Formal credentials describe only a portion a person’s ability

Assist all citizens to have an ePortfolio of accumulated achievements and

talents (human capital)

Social Capital Development and Management?

Social Networks convey

Social Capital with socio-economic benefits – e.g., LinkedIn

Digital Identity

Our Google identity

Plus existing records and digital information

Plus increasing demands of eBusiness and eCitizenship

Therefore, we need to take control (personal and national)

So we create digital archives (digitize everything)

And take ownership with an ePortfolio

Conclusion As nations enculturate lifelong learning, the purposes need to be clear.

If the purpose is to better manage learning over a lifetime, then the human and social capital development approach that would work

An ePortfolio is the tool that makes it possible.

Through an ePortfolio, a person can

– Demonstrate and utilize a lifetime of learning from diverse environments

– Realize tangible benefits from diverse skills

– Plan deliberately for the acquisition of more

– Fully actualize one’s own capital assets

A national approach is required.
