3.describing, assessing, recognizing and using knowledge and skills acquired
4.through all forms of learning – informal, formal, non-formal, accidental and incidental
5.with evidence that is digitally created, stored and managed through
6.practices that meet standards to ensure transportability, usability and security.

Human Capital Assets Management
Issue Solution
Workers are increasingly mobile but credentialing bodies are geography-
bound
Transportability of qualifications and transparency of competences with
digital evidence
Citizens are exhorted to continue learning but only formal learning is
recognized and rewarded
Recognize all learning, describe it and use it for individual and collective
prosperity
Employers want to maximize productivity
Increase productivity with full HC utilization
Formal credentials describe only a portion a person’s ability
Assist all citizens to have an ePortfolio of accumulated achievements and
talents (human capital)

Therefore, we need to take control (personal and national)
So we create digital archives (digitize everything)
And take ownership with an ePortfolio

Conclusion As nations enculturate lifelong learning, the purposes need to be clear.
If the purpose is to better manage learning over a lifetime, then the human and social capital development approach that would work
An ePortfolio is the tool that makes it possible.
Through an ePortfolio, a person can
– Demonstrate and utilize a lifetime of learning from diverse environments
– Realize tangible benefits from diverse skills
– Plan deliberately for the acquisition of more
– Fully actualize one’s own capital assets
A national approach is required.
