Epifanio de los Santos Si Epifanio de los Santos ay isang manananggol, mamamahayag, mananalaysay (historian), musikero, pintor, kritiko, manunulat, pilosopo ("philosopher") at masugid na kolektor ng mga antique. Isinilang siya sa bayan ng Malabon noong Abril 7, 1871. Kaisa-isang anak ng mayamang hasyendero na si Escolastico de los Santos at Antonina Cristobal, isang kolehiyala na mahusay tumugtog ng piyano at alpa. Pagkatapos tapusin ang kanyang mga unang taon ng pagaaral sa ilalim ng isang pribadong guro na si Jose A. Flores, nagpatuloy siya ng pag-aaral sa Ateneo de Manila. Maliban sa mga araling akademiko sa Ateneo, ay nag-aral din siya ng musika at pagpipinta na nanguna sa mga gantimpala. Tinapos niya sa Ateneo ang Bachiller en Artes ng may pinakamataas na parangal na summa cum laude at pagkatapos ay kumuha ng Law sa Unibersidad ng Santo Tomas. Nanguna siya sa pagsusulit ng Ktt. Hukuman. Masugid siyang mambabasa ng iba't ibang babasahing pampanitikan lalung-lalo na ng mga nobelang sinulat ni Juan Valera, isang manunulat na Kastila at may-akda ng isang nobela ng pag-ibig na kanyang kinalugdan, ang Pepita Jimenez. Dahil sa mahilig siyang magbasa, nagkaroon siya ng malaking koleksiyon ng mga aklat sa Sining at Panitikan. Sa katunayan, ang unang palapag ng kanyang tirahan sa Magallanes, Intramuros ay nagmistulang laybrari at museo na naging tagpuan ng kanyang mga kaibigan na may hilig din sa Sining at pagsusulat tulad nina Cecilio Apostol, Fernando Ma. Guerrero, Rafael Palma, Jaime de Veyra at Clemente Zulueta. Isa rin siyang dalubwika natutuhan niya ang mga wikang dayuhan tulad ng Latin, Griyego, Kastila at Pranses. Siya ang naging unang Pilipinong naging kasapi ng Spanish Royal Academia sa Madrid at nakilalang unang Academician ng bansa. Itinatag ni Don Panyong (tawag sa kanya) at ng kanyang kaibigang si Clemente Zulueta ang pahayagang La Libertad sa Malabon. Naging editor din siya ng pahayagang La Independencia. Sa pagsusulat sa pahayagang ito ay ginamit niya ang sagisag na G. Solon. Naging District Attorney siya ng San Isidro, Nueva Ecija at doon din siya naging Kalihim Panlalawigan. Noong 1902 nahalal siyang Gobernador ng Nueva Ecija at naulit ng 1904 . Pagkatapos ng dalawang taon ay hinirang siyang miyembro ng Philippine Commission para sa St. Louis Exposition. Naglakbay siya sa iba't ibang bansa tulad ng Pransya, Inglatera, Espanya, Italya at iba pang mga bansa sa Europa upang bumisita sa mga aklatan at museo at mamili ng mga aklat para sa kanyang koleksyon sa sariling aklatan. Noong 1906, nahirang siyang piscal ng dalawang lalawigan - Bulakan at at Bataan. Noong 1918, hinirang siya ni Gobernador Heneral Francis Burton Harrison na Technical Director ng Philippine Census. At noong Mayo 16, 1925 itinalaga siya ni Gobernador Heneral Leonard Wood bilang Direktor ng Kawanihan ng Biblioteka at Museo bilang kapalit ni Dr. Trinidad Parde de Tavera na binawian ng buhay. Dalawang beses nag-asawa si Don Panyong. Ang kanyang unang asawa ay si Donya Ursula Paez ng Malabon at ang pangalawa ay si Margarita Toralba ngMalolos. Ang isa niyang anak sa kanyang unang asawa ang nagmana sa kanya ng mahilig sa kasaysayan at pananaliksik. Nakilala siya bilang mahusay na manunulat ng kasaysayan, talambuhay at kolektor tulad ni Don Panyong. Kung si Don Panyong ay di nakilalang tagapagsalita (speaker) siya naman ay nakakitaan ng kagalingan sa panunulat na umani pa ng papuri sa ibang bansa. Ang unang nalathalang sinulat ni Don Panyong ay ang Algo de Prosa (1909) isang koleksiyonng mga sanaysay at maikling kuwento. Ilan pa sa kanyang mga sinulat ay Literatura Tagala (1911), El Teatro Tagalo (1911), Nuestra Literatura (1913), El Proceso del Dr. Jose Rizal (1914), at Folklore Musical de Filipinas (1920). Sinulat din niya ang mga talambuhay nina Dr. Trinidad Pardo de Tavera, Marcelo H. del Pilar, Andres Bonifacio, Emilio Jacinto, at Ignacio Villamor. Ang kanyang salin sa Kastila mula sa Tagalog ngFlorante at Laura ni Balagtas ay itinuring na isang klasiko sa panitikang Pilipino. Isa ring mahusay na musikero si Don Panyong. Mahusay siyang tumugtog ng piyano at gitara. Sa kanyang panahon ay tatlo lamang ang kinikilalang mahusay sa pagtugtog ng gitara sa buong Pilipinas -isa si Don Panyong at ang dalawa niyang kasama ay si Hen. Fernando Canon, isang rebolusyonaryo, at si Guillermo Tolentino, kilalang iskultor. Inihambing siya

Mahusay din siya sa pagpipinta, lamang ay hindi niya ito nabigyan ng panahon upang ang kanyang kakayahan ay lalo pang pagyamanin at paunlarin. Binawian ng buhay si Don Panyong noong Abril 28, 1928 sa Maynila sa eded na 57 dahil sa atake sa utak (cerebral attack). Bilang paggalang sa kanyang kontribusyon sa sining at kultura, ang Highway 54 na nagdudugtog sa Lungsod ng Caloocan hanggang Lungsod ng Pasay ay ipinangalang Abenida Epifanio de los Santos o kilala bilang EDSA.

At nanumpa bilang Pangulo pagkaraang mamatay si Roxas noong Abril 17, 1948. Kinaharap ng administrasyong Quirino ang isang malubhang banta ng kilusang komunistang Hukbalahap. Pinasimulan niya ang kampanya laban sa mga Huk. Bilang Pangulo, muli niyang itinayo ang ekonomiya ng bansa, pinaunlad niya ang pagsasaka, at mga industriya. Tinalo ni Ramon Magsaysay sa kanyang ikawalang pagtakbo bilang pangulo. Namatay siya sa atake sa puso noong Pebrero 29, 1956 sa gulang na 66. Siya ang unang Ilokanong pangulo. Luis Taruc surreptitiously fled away from Manila, even as a measly number of his followers had either submitted themselves to the conditions of the Amnesty proclamation or surrendered their arms. In the face of counter charges from the Huk from to the effect that the government had not satisfied the conditions agreed upon, President Quirino ordered a stepped-up campaign against dissidents, restoring once more to the mailed-fist policy in view of the failure of the friendly attitude previously adopted. Impeachment Attempt Riding on the crest of the growing wave of resentment against the Liberal Party, a move was next hatched to indict President Quirino himself.[2] Led by Representative Agripino Escareal a committee, composed of seven members of the House of

Representatives, prepared a five-count accusation ranging from nepotism to gross expenditures. Speaker Eugenio Perez appointed a committee of seven, headed by Representative Lorenzo Sumulong to look into the charges preparatory to their filing with the Senate, acting as an impeachment body. Solicitor General Felix Angelo Bautista entered his appearance as defense counsel for the chief executive.[2] Following several hearings, on April 19, 1949, after a rather turbulent session that lasted all night, the congressional committee reached a verdict completely exonerating the President. Realizing the heavy undertone of politicking behind the move, the exoneration decision was received favorable by the nation at large HUKBALAHAP continued re-insurgence Quirino's administration faced a serious threat in the form of the communist Hukbalahap movement. Though the Huks originally had been an antiJapanese guerrilla army in Luzon, communists steadily gained control over the leadership, and when Quirino's negotiation with Huk commander Luis Taruc broke down in 1948, Taruc openly declared himself a Communist and called for the overthrow of the government. Mga Nagawa: Economy Upon assuming the reins of government, Quirino announced two main objectives of his administration: first, the economic reconstruction of the nation and second, the restoration of the faith and confidence of the people in the government. In connection to the first agenda, he created the President's Action Committee on Social Amelioration or PACSA to mitigate the sufferings of indigent families, the Labor Management Advisory Board to advise him on labor matters, the Agricultural Credit Cooperatives Financing Administration or ACCFA to help the farmers market their crops and save them from loan sharks, and the Rural Banks of the Philippines to facilitate credit utilities in rural areas. [edit]Social Program Enhancing President Manuel Roxas' policy of social justice to alleviate the lot of the common mass, President Quirino, almost immediately after assuming office, started a series of steps calculated to effectively ameliorate the economic condition of the people.[2] After periodic surprise visits to the slums of Manila and other backward regions of the country, President Quirino officially made public a seven-point program for social security, o wit[2]: Unemployment insurance Old-age insurance insurance Accident and permanent disability insurance Health insurance Maternity insurance State relief Labor opportunity President Quirino also created the Social Security Commission, making Social Welfare Commissioner Asuncion Perez chairman of the same.[2] This was followed by the creation of the President's Action Committee on Social Amelioration, charges with extending aid, loans, and relief to the less fortunate citizens. Both the policy and its implementation were hailed by the people as harbingers of great benefits.[2] [edit]Agrarian Reform As part of his Agrarian Reform agenda, President Quirino issued on October 23, 1950 Executive Order No. 355 which replaced the National Land Settlement Administration with Land Settlement Development Corporation (LASEDECO) which takes over the responsibilities of the Agricultural Machinery Equipment Corporation and the Rice and Corn Production Administration.[3]
