I INTRODUCTION
A Background
1. Long Jiang Environment Protection Group Share Company (hereinafter referred to as
"Long Jiang Environment Protection") , formerly known as Tsinghua Tongfang (Harbin )
Water Affairs Co., Ltd. established in May 2004 (hereinafter referred to as " Tongfang Water
Affairs"), is a joint-stock company dominated by water affairs-related environmental
protection project investment, construction and operation, with Grade A operation
qualifications for domestic wastewater issued by the Ministry of Environmental Protection of
the People's Republic of China. Long Jiang Environment Protection closely cooperates with
Heilongjiang Provincial Party Committee and Heilongjiang Provincial People's Government
and municipal party committees and municipal governments in some cities, striving to solve
extensive and long-time existing water pollution and water quality deterioration problems in
Heilongjiang and Songhua River Basin through privatized cooperation of public services in
various modes such as BOT, TOT. cooperative construction, entrusted operation and other
franchise operation . In order to bring in strategic partners to make the enterprise stronger and
bigger, maximize the economic benefit of Asian Development Bank and Tsinghua Holdings
Co., Ltd., Tsinghua Tongfang Co., Ltd. and other investors and maximize the social effect of
the enterprise, Long Jiang Environment Protection has been adhering to the human-centered
and social service-oriented operation concept and actively fulfilling its social responsibilities
depending on the environmental management system.
2. By the end of 2014, there were 3717 built wastewater treatment plants in cities and
counties (hereinafter referred to as town, excluding other designated towns ) across China,
with wastewater treatment capacity of 157 million cubic meters per day, an increase of about 8
million cubic meters per day compared with 2013. There were 2107 wastewater plants built
and put into service in the cities across China, forming wastewater treatment capacity of 129
million cubic meters per day; 1402 wastewater treatment plants in towns, occupying 86.9% of
the total number of towns; 1610 cumulatively built wastewater plants, forming wastewater

treatment capacity of 28 million cubic meters per day, an increase of about 2.01 million cubic
meters per day compared with 2013.; in terms of the operation of urban wastewater treatment
plants, cumulative wastewater treatment amount of 4.58 billion cubic meters of wastewater
treatment plants in 36 medium and large-sized cities (municipalities, provincial capital cities
and specifically-designed city in the state plan) in China, up 12% from a year earlier. In 2014,
the cumulative wastewater treatment amount of urban wastewater treatment plants across
China was 48.06 cubic meters, up 8.1% compared with 2013.
3. During the 12th Five-Year Period, by the end of 2014, the number of the wastewater
treatment plants (including sludge treatment and disposal plants) and running water plants
invested and put into operation was 18. The cumulative domestic wastewater treatment of
Long Jiang Environment Protection was 1.052 billion tons in Heilongjiang Province last year,
including cumulative wastewater treatment of 480 million tons in the provincial capital city of
Harbin. During the report period, the wastewater treatment amount was 618.227 million cubic
meters, with total removal amount of oxygen-consuming contaminants breaking the
140000-ton mark, increase of 30000 tons from a year earlier, occupy more than 55% of the
whole prince's index.
4. By the end of 2014, Long Jiang Environment Protection Group had 15 wastewater plants in
normal operation in the whole province, including but not limited to new development
markets and project negotiations: i.e. Harbin Taiping, Harbin Wenchang, Harbin Pingfang,
Harbin Xinyi, Harbin Hulan (operation under entrustment), Acheng Phases I, Jiamusi East
Region Phases I, Jixi Jiguan District Phase I, Anda, Zhaodong Phases I and II, Heihe Phases I,
Ning’an, Fujin Phase I, Jiamusi West Region Phase I, and Shuangyashan Phases I; currently,
Mudanjiang Wastewater Treatment Phase II is at the water passing and debugging stage;
Heihe Wastewater Treatment Phase II under entrusted construction management is at the water
passing and debugging stage; Acheng Phases II, Jiamusi East Region II, Jixi Jiguan District
Phase II, Fujin Phase II, Shuangyashan Phase II and Shuangyashan Upgrade are under
construction or about to be constructed. One sludge disposal plant, i.e. Harbin Sludge Disposal
Project, has been completed and is currently at the commissioning stage. During the report
period, Jiamusi Sludge, Mudanjiang Sludge and Ning'an Sludge are under negotiation about
proposed construction and Heihe Sludge is under construction; two running water companies,
i.e. Mudanjiang Long Jiang Environmental Protection Water Supply Company and Jiamusi
Long Jiang Environmental Protection Water Supply Company, have been acquired; the Group
has been entrusted to operate Jixi Running Water Company.

5. Attachment I provides basic information of sewage disposal plant and water supply
company affiliated with LJEP , including the current operation status or different stages
governing expansion.
6. Based on the water affairs field and water market expansion, the company is firmly seizing
the powerful opportunity of the state's comprehensive implementation of upgrading of the
environmental protection to quicken the deep expansion to the environmental protection field
and is fully dedicated to such cutting-edge environmental protection projects as low-carbon
economy and renewable resource development and recycling. Based on the continuous
cooperative development strategy, in order to further improve the operation efficiency of
urban water supply, drainage and wastewater and sludge treatment facilities, Long Jiang
Environment Protection has invested in electrical appliance dismantling projects (including
Jiamusi and Mudanjiang) by means of equity participation, and based on holding 1% stock
equity of the project company, the company increased capital by 10 million Yuan for the
construction of the Mudanjiang electrical appliance dismantling project in 2014. The Jiamusi
electrical appliance dismantling project formally entered a production and operation stage on
Oct. 20th, 2014, and by December 30th, 2014, a total of 51000 sets of electrical appliances
had been dismantled, completing this quarter's dismantling task of 50000 sets required by the
Ministry of Environmental Protection of China. In order to further expand brand influence and
extend the environmental protection industrial chain, Long Jiang Environmental Protection
has invested in the construction of Mudanjiang electrical appliance dismantling project in
Mudanjiang Hailin Economic and Technical Industrial Development Zone, occupying an area
of 49000 square meters, with Phase I of the project breaking ground on April 18th, 2014.
7. On June 25th, 2014, Long Jiang Environment Protection introduced the investor
Green-Environment Investment (Shenzhen) Co, Ltd., which put 20 million Yuan into the
electrical appliance dismantling project, plus the capital increase of 10 million Yuan invested
in Jiamusi electrical appliance dismantling project by Long Jiang Environment Protection in
2014, bringing the registered capital of the electrical appliance dismantling project company
from 30 million Yuan to 60 million Yuan. On July 10th, 2014, Long Jiang Environment
Protection defeated its opponent in the operation of Shuangyashan Wastewater Plant Phase I
TOT and Phase II BOT, achieving a great success. On Oct. 1st, Shuangyashan Wastewater
Plant realized the handover of Phase I and the construction commencement of Phase II, which
is the highlight and achievement of the project development work of Long Jiang Environment
Protection and the result of the active efforts of the great majority of staff members in the
investment front

8. On Oct, 13th, 2014, Jiamusi Sludge Treatment Project Framework Agreement was signed.
Long Jiang Environment Protection has excellently cooperated with Jiamusi Municipal
Government in wastewater treatment plant and water supply company projects a couple of
times, and the signing of this sludge treatment project framework agreement mark Long Jiang
Environment Protection's firm position on the environmental protection water affairs market
of Heilongjiang. On Dec. 25th, 2014, Long Jiang Environment Protection signed Heihe
Sludge Project Agreement with Heilongjiang Urban-Rural Construction Bureau, determining
its investment, construction and operation of the project, involving a project scale of 40
tons/day and the use of plate-and-frame filter press technology, with the water content of
sludge cake to reach 55%, with the treated sludge quality to comply with GB/T 23485-2009

Mixed Filling.
9. During the reporting period, determined the location of Mudanjiang sludge project and
completed the surveying and mapping work. Before that ,Long Jiang environmental protection
had formed good cooperation state with mudanjiang city government in the sewage treatment
plant and water supply company cooperation project. Mudanjiang Sludge Project is a project
involved in Heilongjiang's "12th Five-Year" Plan, involving a treatment scale of 150 tons/day
and the use of hydrothermal anaerobic digestion process, with the water content of treated
sludge to reach 60%, the treated sludge quality to comply with GB/T23486-2009 The Disposal
of Sludge from Municipal Wastewater Treatment Plant - Quality of Sludge for Landscaping.
Currently, the site selection and mapping work of the project has been completed.
10. Long Jiang Environment Protection is deeply aware that science and technology is the first
productivity, so it has been vigorously strengthening its scientific research team construction.
As an important carrier for bringing together high-end talents and an important source of
enterprise scientific and technological innovation, after the establishment of the post-doctoral
scientific research workstation, the research & development and innovation work in the
Group’s production and operation process will be accelerated by depending on the doctors in
the workstation and the scientific research force of universities where those doctors are, which
will promote the sustainable development of the enterprise. Currently, Long Jiang
Environment Protection's post-doctoral scientific research workstation has signed agreements
for joint training of enterprise post-doctoral researchers with the School of Municipal and
Environmental Engineering of HIT and the School of Resources and Environment of
Northeast Agricultural University and actively introduced 3 post-doctoral researchers to
respectively conduct such projects as the Research on Efficient Biological Organic Fertilizer

Production and Soil Remediation Technology, the Research on Wastewater Treatment Plant
Typical Process Simulation and Optimization Technology and the Research on Sludge
Reinforcement Pretreatment and Microbial Electrolysis Promoted Sludge Digestion-based
Methane Production Technology by focusing on joint research on wastewater/sludge recycling
biotechnology and biological improvement technology for contaminated soil, striving to an
industrialized technical chain combining biological control and prevention of environmental
pollution and high-value utilization of recycling products.
11. On June 2014, Long Jiang Environment Protection established the “Pollution Control and
Recycling Biotechnology Joint R&D Center” in cooperation with Research Center for
Eco-Environmental Sciences, Chinese Academy of Sciences. This R&D Center will actively
undertake the R&D of key, common and major cutting-edge technologies in the national and
local resource environment fields. Through technology promotion and marketize operation, an
industrialized technical chain combining biological control and prevention of environmental
pollution and high-value utilization of recycling products will be established to provide a
commercialized mode for advancing waste resource recycling biotechnology and reserve new
industrial growth points.
12. The Collaborative Innovation Center of Long Jiang Environment Protection Group is the
most authoritative center in the municipal and environmental field in Heilongjiang and even in
China and this center has brought together domestic and international top experts and scholars
in this field. On Nov.18th, 2014, Long Jiang Environment Protection aided the academician
team of School of Municipal and Environmental Engineering of HIT in smoothly completing
the oral defense meeting of the national expert team in Heilongjiang Institute of Technology,
providing a solid foundation for Long Jiang Environment Protection's further conducting
domestic and international high-end research and development cooperation.
13. On May 2014, the Research on Efficient Biological Organic Fertilizer Production and Soil
Remediation Technology Project jointly declared by Long Jiang Environment Protection and
Northeast Agricultural University passed the review of Heilongjiang Science and Technology
Department and was officially initiated. The project focuses on the soil remediation market in
China, deeply conducting actual microbial remediation of contaminated soil and improvement
and e comprehensive utilization of saline-alkali land. Two sets mature technologies and
development modes will be formed through multi-point small-scale tests and pilot application
in the demonstration area, including the microbial remediation technology mode for
contaminated soil and the "saline-alkali land remediation- crop cultivation" industrial chain

development mode, with biological bacterial agents and solid improvement agents to be
developed and the industrialization process constantly accelerated, thereby really realizing the
organic combination of theories and practice. By conducting the above research work, a soil
remediation and control technology R&D team will be established and the research in this
direction will play a positive role in protecting black soil resources in the cold region,
improving ecological environment quality, safeguarding food safety and grain safety, etc. The
smooth implementation of the project will provide necessary technical support for the
industrial chain extension of Long Jiang Environmental Protection.
14. In 2014, Long Jiang Environment Protection conducted work independently after taking
over Heilongjiang Water Supply and Drainage Association. Under the strong support of the
leaders of Heilongjiang Housing and Urban-Rural Development Department and Long Jiang
Environment Protection, Heilongjiang Urban Water Supply and Drainage Association
conducted work by centering upon the work focus decided by the Board of Governors of
Heilongjiang Water Supply and Drainage Association. After completing the main work
involving industrial management and member services, it shifted its work focus to the
preparation and organization of member representative's conference that hadn't been held for
many years. On Dec. 20th, the provincial member representative's conference was smoothly
held, with a great success achieved. The convening of this conference has restarted the special
conference in the water supply and drainage industry of our province and will play an active
role in further exerting the advantages of Long Jiang Environment Protection and Guiding the
sound development of the water supply and drainage industry of our province. In 2015, the
association will further exert its role as a bridge, actively assist competent departments of
governments at all levels and further strengthen investigation and research to create conditions
for the safety guarantee work of water supply and drainage enterprises, provide suggestions
for governments' formulating relevant plans, rules, regulations, policies, standards and
specifications and provide excellent services for advancing the national water supply
guarantee work and accelerating wastewater treatment facility construction process.
B Objective
15. Environment and social performance report (ESPR) is to disclose the company's
implementation of environment and social management system during the report period and
compliance with ADB environment and social requirements, its sub-project (or activity)’s
adaptation to national and actual local condition and regulations, including environment
monitor plan, environment management implementation, stakeholder participation,

community relation, gender equality, health and occupation safety. In 2014, the ESPR is
mainly centered on the implementation of all stages of sub-project (or activity) of LJEP,
including:
(i) Various sub-project (or activity)'s compliance with environment and social
management requirements;
(ii) Various sub-project (or activity)'s implementation in terms of environment and
social management;
(iii) Occupational health and safety performance and major highlights;
(iv) Sustainable development programme, and community relations.

B Environmental and Social Responsibility
16. In order to meet the requirements of the environmental and social management system,
Long Jiang Environment Protection Group Share Company has established the Environmental
and Social Management Department (hereinafter referred to as ESU) based on the existing
organizational structure. ESU is an organization specifically engaged in environmental and
social affairs management, affiliated to the Top Management Board of Directors, with main
functions including guiding and coordinating the implementation of each department and
subproject in environmental and social aspects; conducting liaison work with functional
agencies of governments responsible for environmental and social affairs; disclosing
information related to environmental and social affairs on a regular basis; interacting and
exchanging with communities. The chart below is the framework of the Environmental and
Social Management Structure of Long Jiang Environment Protection Group Share Company.

The individuals below (Table 1) hold responsibility for environmental and social
performance in the organizational structure of LJEP and at the subprojects/activities sites. All
the listed staffs in Table 1-1 are also LJEP’s ESU leading group members who together ensure
the corporation performs well in environmental and social front. In Table 1-2 is the list of
environmental and social management working groups of each subproject and in Table 1-3 is
the list of members of the Environmental and Social Management Office.

B.1 Overall Staff and Institutional Arrangement
17. In the aforementioned organizational diagram and table 1, LJEP will entrust a batch of high
qualified staff from various departments to serve as ESU members. All environmental
protection and social management leadership personnel and work staff has good professional
and academic background (the leadership group boasts of 6 senior engineers, 12 engineers and
5 assistant engineers), in 2012,LJEP conducted at least two internal training concerning
environmental and social management plan implementation, In November, the Group
employed Dr. Zhou Jian, a consultant from ADB to provide the Environmental and Social
Management Department and the Investment Department with training related to ADB’s
Safeguard Policy Statement, social management systems and corporate social responsibility.
In addition, the Environmental and Social Management Department provided the water
factories under the Group with special poisonous chemicals-related training to enhance their
ability to purchase, use and manage poisonous chemicals. All members are from LJEP
management layer , all function departments and the affiliated branches or water plant; Further
more, each of them have the ability to assume the task of management study, policy and
management rule formulation and organization authority, implement quality and
environmental management system and environmental monitor and information disclosure
during implementing social management scheme of all sub-projects (or activity). In order to
perform its duties, the ESU recruits 12 staff owning bachelor or master degree in
environmental science, environmental engineering, water supply and drainage, chemical
analysis, ecology, etc.Long Jiang Environment Protection Group Share Company arranges for
department personnel to receive relevant training on a regular basis to improve employees’
quality and professional ability. During the report period, in Box 1, the main duties and
responsibilities of the ESU are given.In order to ensure sound management on safety and
occupational health, LJEP establishes safety and health management panel (SHMP) from
group legal person to all sub-projects. In terms of the company's high-level management, the
SHMP is led by chief executive vice president, who is in charge of operation management and
directly report to the president. The SHMP consists of representatives from security

department, project management department, HR development management department, ESU,
finance department and investment department. With regard to sub-project of LJEP, the SHMP
is usually composed of sub-project company general manager, deputy general manger, HR
principal, safety engineer, technical personnel and safety technicians. All special safety and
health personnel have received training on related regulations, rule, articles of association,
standard and other governing compulsory regulations and are capable of implementing daily
management.

B.2 Environmental and Social work plan
19. In the reporting period, LJEP mainly focused its environmental and social efforts on
implementation and upgrade of its certified Quality and Environmental Management System
(QEMS based on ISO 9001-14001); enforcement of ESMS according to ADB’s requirements
and integrating it into existing system; environmental monitoring and reporting; public
relationships related to environmental and social affairs; relevant trainings for environmental
and social staff; safety and occupational health care; development and adoption of innovative
technologies in wastewater and sludge treatment.
20. LJEP Function Departments, major environmental and social work is classified as:
(i) The ESU authorizes to advance the company's overall environmental management
system and social management implementation to maintain their effectiveness,
consistence and continuous update. Another task of the company is to monitor
operation activities, gather, analyze, report and disclose data related to environment,
provide feedback advice to related department and board and coordinate relief
measures taken by various departments. This department shall also ensure
communication among environmental management departments at various levels
and resolve the public complaint on environmental issues. It is worth mentioning
that during the report period, the three projects, Acheng Phase II, Mudanjiang Phase
II and Harbin Sludge undergone the audit of ADB and submitted relevant
documents, including social audit reports and environmental management plans, as
required. Long Jiang Environment Protection Group Share Company has established
its internal project environment and social management process to facilitate the

smooth progress of environmental and social management work.
(ii) The Security Department is responsible for examining and approving the structure
of the safe production management system of each unit under the Group;
establishing and perfecting the standardized management system for safe production;
organizing the preparation of safe production and safe construction targets, and
implementing safety evaluation; responsible for evaluating the safety of protective
equipment and facilities, setting, monitoring and managing key points of safety
management, organizing safety inspection and hidden danger rectification and
implementation; organizing each unit’s preparation of emergency rescue plans for
work safety accidents; organizing the drills of such emergency rescue plans for work
safety accidents and the construction of emergency rescue teams; organizing each
unit’s safety publicity, education and training work and helping relevant departments
to publicize safety science and technology and advance the construction of
enterprise safety culture; supervising and inspecting the safety management of
construction projects; organizing the investigation and treatment of work safety
accidents; responsible for safety management of fire fighting, fire prevention,
security, safety facilities and special equipment; responsible for vehicle management
of each unit (please provide detailed decomposition); responsible for occupational
health and industrial hygiene management, coordinating protective equipment,
facilities and supplies management and monitoring on-site safety management of
production units; responsible for the archiving management of all inner safety data
and inspecting and guiding each unit’s inner safety management.
(iii) The Financing Center is responsible for working out financing resource planning,
preparing and organizing the implementation financing resource optimization
schemes; formulating annual financing plans, working out and implementing special
financing implementation plans; participating in capital operation and asset
reorganization management.
(iv) The production planning department integrates environmental and social
requirements into LJEP’s operational specifications, codes, and production planning.
It is also demanded to take environmental and social requirements into account
when designing investment and operational modalities, which is a key task of the
department. This department has a command center under it ,taking care of daily
operational activities of all the components of LJEP including the environmental
and social performance. The command center supervises implementation of QEMS
and ESMS in subprojects/activities, and carries out actions to correct any arising

incompliance. It also plays as a statistician to provide timely and accurate statistics
reflecting the environmental and social achievements.
(v) The human resource department sets up appropriate staffing standard to ensure
adequate and qualified management and/or technical personnel will be allocated to
the positions with environmental and social responsibility. It also undertakes due
diligence on the staff performance. Meanwhile, this department makes and
implements environmental, safety, and occupational training plans; arranges
physicals for the whole staff; and promotes health care and other welfare for the
employees. This department, the Party-Masses Work Department and the Planning
Department works in a united office, mainly responsible for affairs management,
trade union management and enterprise culture construction and publicity work.
(vi) The investment department is entitled to manage preparation, finalization and
acceptance to operation of the construction projects. Hence it takes charge of ESAs
emerged in the two kinds of phases of the project cycle. This department also
communicates with ADB and other shareholders about ESAs on behalf of LJEP’s
management board. Theoretically, the investment department may be confronted
with resettlement complaint and indigenous people grievance, therefore a
resettlement plan (RP) and a indigenous people plan would be readily prepared and
implemented. However, as explained in paragraph 26 and 27 below, there were
never such challenges appearing in the reporting period.
(vii) The project management center is commissioned to engage all the ESAs during the
project construction phase. Potential ESAs include conventional air pollution,
wastewater, noise & vibration, impairment on ecosystem, and any other social
impacts that are liable to causing serious complaint and impedance to the project.
Nevertheless, the project staff actually had little troubles in the reporting period.
(viii) The Scientific Research and Development Department should keep pace with the
times to grasp advanced technologies and conduct production process innovations
bravely based on the actual situation to make them closely connected with the
subprojects (or activities) of Long Jiang Environment Protection Group Share
Company. At the same time, the Scientific Research and Development Department
provides solutions to process-related problems by means of independent or joint
research. During the report period, the Technical Center has studied a set of
optimized sludge disposal process for considerable reduction and reutilization of
sludge. The study has got success.
(ix) The Water Quality Monitoring Center: mainly involved formulating quality

objectives, organizing the preparation of water supply and wastewater treatment and
water quality management plans, establishing and consummating water quality
management systems, formulating water quality inspection, monitoring and
management rules, regulations and technical specifications, formulating internal
control standards, organizing the water quality inspection, monitoring, detection and
appraisal work of water supply projects and wastewater treatment projects, taking
responsibility for water quality sampling inspection work, organizing prevention
and treatment of disqualified water quality problems such as abnormal water quality,
guiding water quality inspection and monitoring business, organizing the technical
training of Lab technicians and monitoring personnel, organizing the annual
business performance evaluation of inspection, monitoring personnel and Lab
technicians; assisting relevant government departments in investigating water
pollution incidents, submitting unified water quality monitoring data and conducting
water quality equipment and facility management.
(x) The financial department commits fully to providing financial support for ESAs as
cost of environmental training, expenditure in monitoring, payment for new
techniques of sludge treatment, etc.
(xi) President Office: Under the guidance of President and Vice President, the
President’s Office is mainly responsible for administrative management, general
affairs management, non-investment legal affairs coordination and management,
letter and call management of the Group Company and the organization and
implementation of large-scale theme activities. There is an archives office under it,
working in a united office with the Enterprise Management Office, mainly
responsible for participating in organization setting and adjustment and defining
responsibilities and duties of each department; coordinating the construction of rules
and regulation systems; organizing and optimizing the business process of the
Group Company; coordinating the operation performance appraisal of each
department and the units directly under the Group Company; Working out
development plans, establishing management systems and promoting enterprise
cultural construction.
(xii) Equipment Power Department: Responsible for conducting the whole-process
dynamic management of model selection, procurement, installation, commissioning,
operation, maintenance and repair and scrap of production equipment, establishing a

fixed asset management platform and conducting the platform's management,
maintenance and upgrading, preparing plans for taking out insurance for such
property as equipment and facilities, conducting insurance claim settlement,
establishing and perfecting the consumption quota, spare part quota and
maintenance quota of equipment and facilities of Long Jiang Environment
Protection, conducting equipment model selection involved in engineering
construction projects, assisting the Investment Department in completing equipment
tendering documents, the review of the technical part of contracts, assisting
manufacturers in completing the supply, installation and commissioning of
equipment; organizing the equipment model selection, procurement and business
negotiation involved in production and operation, conducting drafting and signing
work of relevant contracts; developing preliminary electric power system planning
and handing related preliminary formalities of new projects; developing information
construction planning and conducting the construction, operation and maintenance
of information network platform and information automatic systems.
21. For the sewage disposal plants and faucet water plants under operation, major
environmental and social tasks within the report period include:
i. Carrying out QEMS and ESMS in their operational and maintenance activities to
ensure satisfactory environmental and social performance.
ii. Keeping wastewater treatment/water supply facilities in good conditions and working
well; tail water/running water meeting regulatory criteria respectively; sludge being
properly disposed; and other significant adverse impacts (e.g. odor, garbage, sludge,
and sewage per se) within allowable limits.
iii. Ensuring the on-line monitoring system doing well and reading out real time data
ceaselessly, as mandatory requirements of the environmental authority.
iv. Formulating environmental monitoring plans and preparing monitoring reports.
v. Preparing corrective action plans in view of the adverse impact of projects on the
environment and society.
vi. Keeping vigilant and good scores of risk management by ensuring all the positions
and processes subject to potential risks (e.g. equipment failure, power outage,
overflow, pipeline damage, fire incident, and flood/water logging) closely watch
dogged and in control.
vii. Strengthening safety management and staff health care to avoid or minimize incidental
casualties and health hazard.

viii. Enhancing working skills and environmental awareness of the employees by periodic
training and routine education.
ix. Maintaining a good relationship with neighboring communities, governmental
administrators, and other stakeholders by proactive communication, information
disclosure, and transparency.
22. Major environmental and social tasks concerning the ongoing sub-project:
i. Strengthen environmental and social management and capacity building to cope with
thorny potential or newly emerged issues.
ii. Formulating and implementing mitigation measures against the possible adverse
impact on the environment during the project construction period and preparing
compliance monitoring reports.
iii. Superintending construction activities and ensuring that the contractors strictly adhere
to requirements of the project EIA and the detailed design, and all the prescribed
environmental protection measures (mainly for soil erosion, noise & vibration, dust
pollution, small volume of camp sewage and garbage, etc.) are put in place
according to the time-bound schedule.
iv. Undertaking due diligence on safety and occupational health of construction labor
force and promoting welfare for workers as much as possible; maximizing social
benefits.
v. Maintaining a good relationship with neighboring communities, governmental
administrators, and other stakeholders by proactive communication, information
disclosure, and transparency.
vi. Involuntary immigration and original inhabitant issue: when LJEP obtained
sub-projects, the local government and EA have completed land acquisition and
honored all compensations. According to the agreement signed between LJEP and
local government, when the permanent or temporary land use has been handed over
to LJEP, the power, water supply and road are already available. The legal
responsibilities arising out of immigration, compensation and claim belong to the
local government. On the other hand, among the projects in 2013, only Phase II of
Mudanjiang Wastewater Treatment Project requires land acquisition. The
government is responsible for land acquisition and relocation of the project and
relevant costs. Long Jiang Environment Protection Group Share Company doesn’t
bear such costs. Currently, the land acquisition and resettlement involved in the
project has been completed (The preparation of the land acquisition and resettlement

report has been completed by professional approved by ADB) and the construction
of the project has commenced.
III Environmental and social requirements compliance
A National requirements compliance
23. Since Long Jiang Environment Protection was established, it has considered environmental
and social commitments as its core concepts. The primary work of Long Jiang Environment
Projection in terms of environmental and social management work is complying with and
implementing environmental and social laws, rules, regulations and national and local
standards. By the report period, all subprojects of Long Jiang Environment have shown
excellent environmental and social performance. Fujian Wastewater Treatment Plant has ever
been granted the title of Heilongjiang Urban Water Supply and Drainage Advanced Unit,
Heihe Wastewater Treatment Plant has been awarded the title of Contaminant Emission
Reduction Advanced Enterprise, Mudanjiang Water Company has been awarded the titles of
Economic Development Environment Optimization Advanced Unit and "Focusing on People's
Livelihood and Serving Development" Satisfactory Unit and the Group has been granted the
honorary title of National Emission Reduction Advanced Collectives.
A.1 Quality and Environmental Management System
24. Prior to the establishment of environment and social management system required by ADB,
LJEP already established complete quality and environment management system in 2009, in
compliance with ISO9001 and ISO14001. Both systems were certified on July 17, 2009 by
HBQA and passed re-rating in 2013 (see attachment 2), including all sewage service and
related activities. ISO9001-14001 system plays a very important role in LJEP’s sub-project.
Related issues arising out of environmental and social aspect are seen in column 2.

25. LJEP's QEMS environmental factor identification needs yearly update1. In 2014, the
environment verification involved 161 items in environment and resources, covering three
major sub-protects, including LJEP Taiping Sewage Disposal Plant, Mudanjiang Sewage
Disposal Plant and Jiamusi East Area Sewage Disposal Plant; thereinto, 9 highlighted
environmental factors are classified into 3 categories (e.g. water and soil pollution, air
pollution and energy conservation) which gets adequate attention. For each environment and
resource constraint, the QEMS confirms anticipated impact, possible operation status and time
framework, responsible department (or personnel) and prevention complaint and relieving
measures. Through this set of standard method, LJEP guarantees quality of three sub-protects
and continued improvement of environmental management system so that different
regulations and rules are met. At the same time, 2014 quality and environmental management
system supervision and examination work is to be conducted in late May 2015 and completed
by July 2015.

26. Since 2013, 7 companies under the Group, i.e. Mudanjiang Long Jiang Environmental
Protection Water Supply Co., Ltd., Mudanjiang Long Jiang Environmental Protection Water
Affairs Co., Ltd., Harbin Jincheng Long Jiang Environmental Protection Water Affairs Co.,
Ltd., Fujin Long Jiang Environmental Protection Water Affairs Co., Ltd., Jiamusi Long Jiang
Environmental Protection Water Affairs Co., Ltd., Anda Long Jiang Environmental Protection
Water Affairs Co., Ltd., and Ning'an Long Jiang Environmental Protection Water Affairs Co.,
Ltd., have passed the evaluation of the national safety supervision and administration
departments and obtained certificates of safe production standardization Grade 3 and plaques.
See Appendix 3 for detailed information. The Group will plan headquarters-based joint
company in 2015, and Pingfang, Xinyi, Hulan, Zhaodong, Heihe and Shuangyashan
wastewater plants, a total of 7, will conduct safe production standardization work and promise
to obtain certificates and plagues by the end of this years.
A.2 Compliance with Legislative and Regulatory Requirements
27. During the report period, All subprojects of Long Jiang Environment Protection Group
Share Company have been officially put into operation, of which Shuangyashan Phase II had
began construction, Acheng Phase II was in construcing. Land expropriation problem of Long
Jiang Environment Protection’s subproject had been solved or was solving. (Please refer to
Attachment 3 for detailed information). In Table 2 are the requirements of main environmental
and social laws (regulations) and the compliance of Long Jiang Environment Protection
Group Share Company. Longjiang Environmental Protection has no resettlement issue and/or
case of impacting former local inhabitants.

A.3 Regular environment monitor inspection
28. According to the above contents, LJEP has established a set of online monitor system,
including all its sewage disposal plant and water plant. The monitor system works 24 hours a
day so that LJEP's QEMS can respond to over target value to prevent direct or indirect damage
on environment. This set of complete monitor system meanwhile provides complete monitor
data to provide a sound platform environment performance inspection for LJEP within the
report period. Besides, each sewage disposal plant is equipped with professional assay
equipment. The following table lists major environment indicator of all sewage disposal plants
and water plants. The monitor data shows that all sewage disposal plants and water plants of
LJEP meets related standard requirements. Within the report period, there is no over target
status.

29. During the report period, the monitoring of the construction activities of Long Jiang
Environment Protection Group Share Company was conducted by the monitoring
station of the local government department. Owing to the perfect environmental
management of the Group, the construction activities fully satisfied the monitoring
requirements of government departments. In Table 8 and Table 9 are data related to
environmental performance during the wastewater treatment plant construction period.
Because of similar characteristics and environment backgrounds, the selection of
monitoring data is typical and representative, with monitoring points in the downstream
and downwind direction of the construction site, with environmental quality data
collected, indirectly reflecting the impact of construction activities. Obviously, the
water quality is very good, showing the water produced at the construction site has no
significant effect on water quality.
30. Generally speaking, Long Jiang Environment Protection Group Share Company has
obtained outstanding environmental and social achievements in the operation and
service of water supply and wastewater treatment, with no records of social complaints
caused by major environmental problems. The wastewater treatment plants of Long
Jiang Environment Protection have improved the prevention and control of water
pollution in the Songhua River Basin. According to the information of Heilongjiang
environmental protection departments, the wastewater treatment rate has exceeded 82%
in the cities in the Songhua River Basin. Relevant statistics from the Report on the State
of the Environment in China 1 shows that the water quality of the Songhua River has
improved a lot. Of all national monitoring sections belonging to the Songhua River
Basin, Categories I- III water bodies 2 have increased from 33.8% in 2008 to 45.2% ,
Categories VI-V water bodies have decreased from 45.2% to 40.5%, and bad Category
V water bodies remain unchanged, still occupying 14.3%. In 2013, the overall water
quality of the rivers across Heilongjiang Province was slight pollution, with a
compliance rate of 60.0%, with Categories I- III water bodies occupying 53.3%, bad
Category V water bodies occupying 5.7%, down 3% from a year earlier. The
compliance rate of lakes and reservoirs points in the whole province was 57.6%. To a
certain extent, these achievements are attributed to Long Jiang Environment Protection
and its subordinate wastewater treatment plants. The figure below shows the water
quality improvement from 2008 to 2011 and the water quality of the Songhua River in
20133. By the report period, the report on the state of the environment in 2014 hadn’t
been-released. 3

A.4 Emerging Environmental and Social Issues
31. LJEP has rapidly enlarged its market share in terms of water supply, sewage disposal,
sludge disposal and use. With rapid expansion, some new environmental and social
issues are emerging, which include:
(i) By 2015, urban wastewater treatment plants across China will produce about
33.59 million tons of wet sludge (80% water content) annually, but
sludge-related problems haven’t been solved properly, the with a lot of
untreated sludge placed in the open air, not only occupying land, but also
causing secondary pollution of water bodies and atmosphere, becoming a
heavy burden on wastewater treatment plants. During the report period, the
Ministry of Environmental Protection released the 2012 National Total Major
Pollutant Emission Reduction Verification and Penalty. Harbin Wenchang
Wastewater Treatment Plant and Taiping Wastewater Treatment Plant were
order to make rectification within the prescribed period for not having treated
sludge properly. The specific cause for the above issue is: at first,
incineration-based power generation treatment process was adopted for a
sludge treatment project, with Heilongjiang New Century Energy Co., Ltd as
the legal person of the project. Due to the involvement of some policies, the
feasibility study and preliminary design of the project were not approved by
Heilongjiang Provincial Development and Reform Commission, making it
impossible to commence construction of the project, resulting in the
accumulation of some sludge in the plant over the years. Later, through
Environmental & Social Performance Report (FY2014) LJEP Group Co. Ltd

coordination, the legal person of the project was changed to Long Jiang
Environment Protection Group Share Company. Long Jiang Environment
Protection Group Share Company accepted the mission at the critical moment
and put forward the adoption of thermophilic aerobic trough fermentation
composting technology for the sludge treatment project, and Heilongjiang
Environmental Protection Department and Heilongjiang Provincial
Development and Reform Commission approved the feasibility study and
preliminary design of the project. Long Jiang Environment Protection was
actively involved in the construction operation of the project and conducted
solidification treatment of the original sludge. Later, the personnel from the
National Evaluation Center visited the construction site of the project and
affirmed the process program for realizing the utilization of sludge resources
by adopting thermophilic aerobic fermentation composting technology to
treat sludge but put forward opinions on correcting the treatment method for
the original sludge stacked at the site. On-site construction required
adjustment of the construction method, resulting in the delay in treatment the
original sludge. Afterwards, Long Jiang Environment Protection Group Share
Company conducted repeated revision and adequate argumentation and
suggested that the original sludge stacked in the plant should be removed
after stabilization treatment and it should not be used for foundation any more.
The revised application material of the project was again submitted to the
National Evaluation Center, with specific detailed information in Appendix 5.
During the report period, the sludge treatment project of Harbin Wastewater
Treatment Plant was officially resumed in April 2014 and entered the civil
works closure and equipment installation stage; all equipment installation
was completed and bacterial culture and sludge acclimation started in the
leaching tank at the intermediate stage; the trial production of
plate-and-frame filter press began, and the trial production of sludge
fermentation was completed, smoothly passing the environmental protection
acceptance by Heilongjiang Environmental Protection Department in October
2014 and beginning to enter the completion acceptance and formal
production stage.
(ii) In most cases, the construction of wastewater collection pipeline networks
lags behind the construction of wastewater treatment plants, causing the lack
of wastewater collection pipeline. Due to insufficient inlet water amount, the
actual treatment capacity of Pingfang Wastewater Treatment Plant under
Long Jiang Environment Protection has been restricted. Though the main
body of pipeline network construction is generally borne by the government,
in order to avoid and try to reduce such problems as much as possible, Long
Jiang Environment Protection should conduct full communication concerning
such water amount problems with the government and design units at the
early construction stage and obtain the confirmation of development and
reform departments.

(iii) It needs to be noted that due to the urban expansion and drainage pipeline
network improvement in the provincial capital city of Harbin, the amount of
domestic sewage has increased in recent years. This year, Taiping and
Wenchang wastewater treatment plants have seen overloads of high frequency.
As a combined rainwater and sewage system is currently used in the city, in
case of excessive precipitation, "Sewage Overflow" will occur. For this, Long
Jiang Environment Protection will submit timely and truthful reports on such
problems to the Environmental Protection Bureau to explain the situation.
(iv) Moreover, Long Jiang Environment Protection may encounter land
acquisition (usually temporary land acquisition) problems and relevant
resettlement problems in future collection pipeline network construction. As
stated in Table 2, on Jan.21st, 2011, the State Council promulgated the
Regulation on the Expropriation of Buildings on State-owned Land and
Compensation to regulate building demolition and relevant compensation.
This regulation has replaced the original urban house demolition management
regulation, and this new regulation stresses the government's management
obligation of house expropriation persons and has increased resettlement
requirements. Actually, Long Jiang Environment Protection, as an enterprise,
basically involves no house demolition and compensation issues; but it still
should establish a fully functional and appropriate mechanism to deal with
the resettlement issues that may occur during construction or pipeline laying
in the subprojects of Long Jiang Environment Protection.
(v) Considering Long Jiang Environment Protection's different modes for
obtaining, constructing and operating subprojects, it is necessary to determine
the duties, obligations, tasks and targets of Long Jiang Environment
Protection and its subprojects in terms of social issues. In addition, Long
Jiang Environment Protection needs to develop a set of initiative and
effective communication methods to allow its work in social aspect to dock
with government departments and fulfill its social benefit-related
commitments.
B Compliance with ADB Safeguards Requirements
31. To satisfy ADB’s Safeguard Policy Statement (SPS) of 2009, LJEP put into effect a
tailored ESMS for its relevant subprojects/activities through the help of ADB’s experts.
One of the main purposes of the ESMS is to fill the gaps possibly existing between the
country requirements and ADB’s policies. In general, these gaps mostly lie in social
policies and associated institutional requirements. For example, in the established ESMS
detailed frameworks for involuntary resettlement and indigenous people are proposed to
address land acquisition and associated house demolition and relocation, compensation for
land loss, protection of affected ethnic minority groups, grievance redressing, and so on.
While in the country system, relevant responsibilities are required by respective laws and
other mandatory rules and not integrated. The most prominent gap could be the difference

in requirements for transparent information disclosure and stakeholder engagement. In this
regard, ADB is more demanding.
32. In the reporting period, LJEP did not handle any involuntary resettlement issues and
was never confronted with indigenous people grievance. As pointed out in ADB’s
environmental and social safeguards compliance audit report, LJEP primarily relies on the
local government to undertake land acquisition and resettlement as this is done even before
a particular concession is brought up for bidding. LJEP plays a very limited role in land
acquisition and resettlement. The local governments also promised LJEP would enjoy the
same entitlement and arrangement as prior practices in land acquisition and resettlement
for its future subprojects. With respect to the indigenous people protection, since all
LJEP’s subprojects are located in remote suburbs where local inhabitants are sparsely
distributed and ethnic minority people, if any, mix with Han, the majority nationality,
LJEP’s activities can hardly affect the ethnic people.
33. During the report period, Acheng Phase II, Mudanjiang Phase II and the Sludge
Project have undergone social audit, with the results indicating that the land acquisition,
compensation and fund allocation of the three projects have been conducted in accordance
with the Land Administration Law of the People’s Republic of China and relevant rules of
Heilongjiang Province and that all affected families were very satisfied. Providing various
compensation and benefits for all affected families and people comply with the clause
about non-voluntary immigration in ADB’s Safeguard Policy Statement. The
implementation of all mitigation measures is consistent with the requirements for
non-voluntary immigration in ADB’s Safeguard Policy Statement, with no violation of any
clauses. During the project preparation and implementation stage, a number of activities
with public involvement have been held to understand the issues that the affected people
were concerned about, such as quantity goods investigation, compensation standards and
distribution of compensation fees. The complaining channels intended for migrants are
clear and effective and all migrants are aware of such channels. All the three subprojects
have no effect on ethnic minorities and have no connection with the provisions about
aboriginal people stipulated in the Safeguard Policy Statement.
34. According to the agreements between local governments and LJEP, for all
subprojects under LJEP, either acquired through particular concession, or constructed from
the beginning, land acquisition and resettlement should be undertaken by governmental
agency or government commissioned corporation and all the lands permanently or
temporarily needed should be appropriated or sold to LJEP by local governments. For the
subproject already acquired, the governmental agency should continue to take charge of
successive formalities related to resettlement. As the instance of Harbin Xinyi WWTP
financed by ADB’s public loan, Harbin Urban Inland Water Construction & Development
Co., Ltd. (HUIWCDC) has been handling the resettlement, earlier preparation, and
construction management, whenever prior to or after transferring to LJEP. Even with
respect to implementation and monitoring of EMP and RP, HUIWCDC is still engaged in

everything related and responsible to report to ADB.
35. As for future expansion and development, the LJEP will remain the same approach
with the previous land acquisition. On the other hand, pursuant with the newly enacted
Regulation on the Expropriation of Buildings on State-owned Land and Compensation, the
people’ government at municipal (or county) level and their authorized EA shall be
responsible for the land acquisition, immigration and related compensation caused by
public services (including environmental protection and resources maintenance). This
mandatory command further explains the reasonable arrangements for LJEP not to directly
take charge of land acquisition. However, it is expected the LJEP may also directly involve
the land acquisition and resettlement when the extended pipeline network (especially part
of pipe network that is not under the public road) is carried out in the future.。During the
report period, Phase II of Mudanjiang Wastewater Treatment Plant was in the construction
commencement period. The local Land Resources Bureau announced the Notice on
Examining and Approving the Implementation Program for Conversion of Agricultural
Land to Another Use and Land Acquisition for Urban Construction of Issue 8, 2009 in
Mudanjiang released by Heilongjiang Provincial People’s Government in December, 2011
and put up a land acquisition notice at the construction site.
36. Taking an overview of LJEP’s environmental and social performance, it can be
confirmed that there is no phenomenon noncompliant with ADB’s safeguard requirements.
If to be more stringent, people may complain LJEP’s information disclosure and
stakeholder engagement are not so sufficient. That means there is room for LJEP to
improve its transparency and communication with communities in accordance with ADB’s
Public Communication Policy.
IV PROGRESS OF ONGOING SUBPROJECTS/ACTIVITIES
37. On Oct.15th, 2013, the construction of Mudanjiang Wastewater Treatment Plant
Phase II commenced, marking the further improvement on Mudanjiang's urban
infrastructure and urban environment and further implementation of the emission reduction
task, of great importance for the ecological environment construction and sustainable
development of Mudanjiang. During the report period, this project saw water passing on
Oct.30th, 2014 and is currently at the water passing and debugging stage.
38. On July 10th, 2014, Long Jiang Environment Protection won the bid for Phases I
and II of Shuangyashan Wastewater Treatment Plant, of which Shuangyashan Phase I was
formally handed over on Oct. 1st, 2014 and put into operation on Nov. 25th, complying
with the discharge standard, and Shuangyashan Phase II saw construction commencement
on Oct. 1st and plans to be put into operation by the end of October 2015.
39. Harbin Hulan Old Town Wastewater Treatment Plant was formally handed over on

April 16th, 2013, an entrusted operation agreement was signed in November 2014, and in
April 2014, it formally began commercial trial operation.
40. During the report period, the construction of Long Jiang Environmental Protection
Sludge Treatment Plant was completed, becoming the first large-scale sludge treatment
plant in Heilongjiang Province. The commissioning of the project was approved by
Heilongjiang Environmental Supervision Bureau on December 12th, 2013, during which
the emission of pollutants was strictly controlled to prevent the occurrence of
environmental pollution incidents. The sludge treatment project of Harbin Wastewater
Treatment Plant was officially resumed in April 2014 and entered the civil works closure
and equipment installation stage; all equipment installation was completed and bacterial
culture and sludge acclimation started in the leaching tank at the intermediate stage in
August; the trial production of plate-and-frame filter press began in September, and the
trial production of sludge fermentation was completed in October, smoothly passing the
environmental protection acceptance by Heilongjiang Environmental Protection
Department in October 2014 and beginning to enter the completion acceptance and formal
production stage.
V Summary of safety performance and corrective action
41. In 2013, the State Council issued the Notice of the General Office of the State
Council on Forwarding the Measures of the Ministry of Environmental Protection for the
Assessment of Reduction of the Total Emission of Major Pollutants during the “Twelfth
Five-Year Plan” Period (Guobanfa 2013 No. 4). In order to carry out the spirit of the
document and realize the target for the reduction of the total emission of major pollutants
during the “Twelfth Five-Year Plan” period, Long Jiang Environment Protection Group
Share Company has carefully made its self-monitoring plan, established a system for
monitoring the reduction of the total emission of major pollutants and constantly improved
the system. Long Jiang Environment Protection Group Share Company conducts daily
monitoring of chemical oxygen demand and ammonia nitrogen, conducts monitoring of
other pollutants in the wastewater at least once a month; conducts monitoring of sulphur
dioxide and nitrogen oxides at least once a week, conducts monitoring of particles at least
once a month; conducts monitoring of other pollutants in the waste gas at least once per
quarter; conducts monitoring of noise at boundary at least once per quarter. The Group has
established and perfected a monitoring work system and a quality management system,
organizes employees’ participation in monitoring technology training so that they can work
after obtaining required certificates and conducts real-time monitoring data update to
ensure the authenticity and accuracy of monitoring data. The Group has finished preparing
the annual report on conducting annual self-monitoring during the report period and
submitted it to the competent environmental protection department in charge of record
filing.
42. As set forth under the list of main environmental and social laws (or regulations) in
Environmental & Social Performance Report (FY2014) LJEP Group Co. Ltd

Table 2, the LJEP and its subsidiary plants are in full compliance with provisions of the
Labor Law, Labor Contract Law, Law on the Protection of Women’s Rights and Interests
and other laws and regulations as well as related security and occupational health
requirements. During the report period, all subprojects are fully compliance with
above-mentioned provisions, and no significant safety and health event occurs.
43. Long Jiang Environment Protection gives priority to the employment of local
workforce and encourages construction project contractors to employ workers from local
communities. Wenchang Sludge Subproject construction has offered more than 800 job
opportunities, Mudanjiang Wastewater Treatment Plant Project Phase II construction has
offered more than 1000 job opportunities, Acheng Wastewater Project Phase II
construction has offered more than 600 job opportunities and Heihe Sludge Project has
offered more than 400 job opportunities.
44. The Trade Union holds staff meetings every year to discuss salaries, benefits,
administrative regulations and other staff-related affairs and offer suggestions to the
management of Long Jiang Environment Protection.
45. During the reporting period, Long Jiang Environmental Protection hire a total of 187
new employees. Despite being limited by the industry, Long Jiang Environmental
Protection still provided employment opportunities and equal treatment to the female
employees as far as possible, and made contribution to promote employment rate, where
the project is located.
46. During the report period, there were 2180 employees (1578 male employees and 602
female employees) in Long Jiang Environment Protection Group Share Company and the
plants under it, including professional management personnel, engineers, technicians,
manpower analysts, mechanics, operators, electrical engineers, drivers, cleaners,
entrance guards and other posts that provide rear service support. Long Jiang Environment
Protection Group Share Company encourages contractors to offer equal employment
opportunities to female employees and is willing to cooperate with contractors without sex
discrimination. Wenchang Wastewater Treatment Plant and Phase II of Mudanjiang
Wastewater Treatment Plant will create a total of 55 jobs, at least 20% of which will be
offered to females. All employees have signed a labor contract and enjoy relevant rights
and benefits. Long Jiang Environment Protection Group Share Company provides its
employees with all legal rights and interests, including salaries, health subsidies for sewer
workers, old-age insurance, medical insurance, unemployment insurance, housing
allowance, maternity insurance, work injury insurance and other welfare (such as work
clothes, individual protective articles and free lunch). As for the employees exposed to a
harmful environment for a long time, subsidies occupy 15% of their salaries.
47. Anchored to General Principles for Requirements of Safety and Health in
Environmental & Social Performance Report (FY2014) LJEP Group Co. Ltd

Production Process (GB/T12801-2008), Hygiene Design Codes for Industrial Enterprises
(TJ36-79), Technical Specification for Operation, Maintenance and Safety of Municipal
Wastewater Treatment Plant (CJJ 60-94), and other applicable standards related to safety
and health management, LJEP set up a Safety Management Institution (SMI) which covers
every position to regulate the procedures, processes, and activities for ensuring compliance
with all the legislative and other mandatory safety requirements. SMI explicitly defines the
organizational and responsibility aspects of the safety management; and regulates
implementation of safety education and training program, safety inspection, accident
prevention and aftermath treatment mechanism, contingency plan, rewards and
punishment. Through overall screening and identification of key factors potentially
impairing safety performance, SMI specially focuses on overflow, accidental release of
pollutants, fire, flood, equipment breakdown, pipeline crack, power outage, driving
accident, among others. Based on SMI, technical and management measures for securing
safety and health dimensions are readily in place. In a word, good institution,
conscientiousness, due diligence, and vigorous implementation, all together guaranteed
excellent safety performance of LJEP in the reporting period.
48. In order to strengthen management, supervision and implementation, Long Jiang
Environment Protection Group Share Company has established safety and health
management teams at all levels and has always implemented environmental and social
management systems, safe and health training plans every year. The Group has established
an internal corresponding training system, with each department submitting a training plan
based on the actual work needs, the Human Resources Management Department
responsible for organizing corresponding training, with training content including
professional training, management training, general skill training and weekly corporate
culture training for employees. The Group has provided induction training for 187 new
employees; 5 sessions of environmental management training courses, with 1756
persons-time involved; 4 sessions of safe production training, with 1977 persons-time
involved; safety standardization creation training, with 1245 persons-time involved;
refined management training, with 1311 persons-time involved; drivers’ safe driving
education training, with 1214 persons-time involved; wastewater series production process
knowledge popularization training, with 2123 persons-time involved; 11 sessions of
vocational education courses training, with 3087 persons-time involved; industrial
development trend and industrial policy research training, with 1745 persons-time
involved, management mode and operation mechanism construction innovation training,
with 1723 persons-time involved, operation thoughts and innovative awareness training,
with 2355 persons-time involved; high-performance team construction, comprehensive
communication ability improvement and high-performance executive capacity training,
with 3045 persons-time involved and target management and self-management courses
training, with 3068 persons-time involved. All these trainings have produced very positive
effects and significantly improved the Group’s environmental and health capacity
construction.

and requirement standards, all of which have been clearly archived. Administrative
personnel provide occupational training and situation description immediately after a new
employee is recruited. Through group discussion and the learning activity, employees can
receive further training. On Sep. 23th, 2014, the employees in the Environmental and
Social Management Department received relevant ability construction training, with the
training topics covering the following several aspects:
i. ADB’s social security policy and procedure;
ii. Steps for land acquisition and resettlement audit;
iii. Domestic laws and regulations about social security guarantee;
iv. Guide for the latest national social impact assessment;
v. Implementation and monitoring of the environmental and social management system
vi. International success experience in resettlement
50. As the project owner/proponent, LJEP fulfilled construction safety and health
management mainly through specific agreement with the construction contractor. The
project management center took charge of daily superintendence of construction safety and
health. Construction contractors were required to act following national and local
safety/health mandatory rules, and make every effort to avoid work injury and casualties
during construction. Moreover, the contractor had to guarantee that the laborers (including
farmer-turned-workers) would have timely payment commensurate to their workloads and
enjoy necessary social insurance, medical care, personal safety gadgets, appropriate
sanitation, and suitable accommodation. LJEP’s project center, together with governmental
authorities, supervised and undertook due diligence on the performance of the contractor
in terms of construction safety and health.
51. LJEP and its subsidiaries have also maintained a good record of safety and
occupational health, but there are still areas that need to be improved. For example, the
annual medical examination should not only cover senior management staff and new
employees, but should extend to in-service staff, especially those in the harsh conditions.
LJEP will expand its health plans and increase the budget so as to benefit all employees.
Another proposal is to arrange for a safety and health training. For employees who are
exposed to hazardous substances and environmental risk, it is very important that LJEP
must ensure that each employee's health, and fully understand the safety and health threats
that may be encountered, as well as special programs to deal with such emergencies.
Therefore, LJEP should strengthen its training programs to improve the safety and health
awareness of employees, so that employees may be aware of the methods and
requirements to respond to emergencies or potential threat. All employees, whether new or
veteran, are recommended to receive at least once specific safety and health education or
training.

VI Important Events
52. In 2014, through level-by-level recommendation, online voting and expert review, Piao
Yongjian, Vice Chairman and President of the Group, passes level-by-level selection and
won the "China Water Industry Figure" Management and Industrial Contribution Award.
"China Water Industry Figure" selection activities are jointly sponsored by China Civil
Engineering Society, the University Water Supply and Drainage Science and Engineering
Discipline Professional Guidance Committee, China Architectural Society Water Supply
and Wastewater Branch and China National Water Supply and Drainage Information
Network, and organized by the Water Supply and Drainage Journal Publishing House, with
the aim to commend the people from all walks of life who have made outstanding
contributions to China's water supply and drainage industry.
53. The sludge disposal engineering of wastewater treatment plants of Long Jiang
Environment Protection Group Share Company is a national planned project for water
pollution control of the Songhua River Basin during the “Eleventh Five-Year Plan” period.
The project started in 2010, with thermophilic aerobic fermentation process adopted, a
treatment scale of 1000m3 per day. The project was officially resumed in April 2014 and
entered the civil works closure and equipment installation stage; all equipment installation
was completed and bacterial culture and sludge acclimation started in the leaching tank at
the intermediate stage in August; the trial production of plate-and-frame filter press began
in September, and the trial production of sludge fermentation was completed in October,
smoothly passing the environmental protection acceptance by Heilongjiang Environmental
Protection Department in October 2014 and beginning to enter the completion acceptance
and formal production stage.
54. Mudanjiang Project Phase II was a key project of Long Jiang Environment Protection in
2014, and aroused widespread concern of the leaders of Long Jiang Environment
Protection after its formal construction commencement on April 18th. The president held a
number of meetings to listen to reports and coordinated the project in person. The
Engineering Management Department of Long Jiang Environment Protection arranged for
the main force to take overall responsibility for engineering construction work at the
frontline. Main leaders resided at the frontline of the project for command for a long time
and Vice President Yu Xibo visited the site for inspection and guidance a number of times.
The Engineering Construction Headquarter overcame numerous difficulties such as short
construction duration, heavy tasks and equipment' failure to arrive at the site due to long
equipment order cycle, striving to complete the project waster passing target set by the
government by Sept.26th. Through the efforts of each relevant department, the project has
met all the construction targets required for commercial operation starting from Jan. 1st,
2015
55. Acheng Wastewater Project Phase II commenced construction in March 2014 and
completed the water passing target in Dec.1st, fulfilling the Group's commitment to the

government. At the same time, with the production and operation in Phase I as the main
line, numerous difficulties were overcome and every effort was made to advance the
construction of Phase II and now the handling of the Planning Permit for Phase II
Expansion Project and reporting on construction work to the construction bureau have
been completed, laying a solid foundation for handling various procedures for the
construction involved in Phase II.
56. In October 2014, Shuangyashan Wastewater Treatment Plant formally began TOT
mode-based M&A operation by Long Jiang Environment Protection. At the early M&A
period, the plant suffered such problems as excessive personnel, loose management,
obsolete equipment, mostly in a state of paralysis and effluent quality seriously exceeding
the standard limits. Under the care and support of the leaders of Long Jiang Environment
Protection and the assistance of various departments, the plant's production and operation
was back on track in a mere of two months. During which, no employees had a day off
work, proving the employee team of the plant is a team good at overcoming difficulties
and getting success. By the end of November, the plant saw normal operation of all
equipment, normal transmission of on-line instruments and monitoring systems and
effluent quality meeting the Class 1 B discharge standard in a mere of two months, highly
recognized by relevant departments of the local government, construction bureau and
environmental protection bureau, not only earning a good reputation for Long Jiang
Environment Protection but also laying a solid foundation for the investment and operation
of Long Jiang Environment Protection in Shuangyashan area.
57. In March 2014, at the 30th meeting of the first session of the Board of Direction and the
first provisional shareholders' meeting in 2014, a resolution was passed that Zhanya
International Co., Ltd. controlled by SIIC Environment will acquire the stock equity of 4
small shareholders. On April 25th, 2014, FIPB approved the acquisition of 4 small
shareholders of Long Jiang Environment Protection by Zhanya International Co., Ltd.,
which officially became one of the shareholders of Long Jiang Environment Protection. In
August 2014, at the 38th meeting of the first session of the Board of Direction and the
third provisional shareholders' meeting in 2014, a resolution was passed that Jinyi
Investment Co., Ltd. controlled by SIIC Environment will acquire the stock equity held by
ADB. On October 30th, 2014, FIPB approved the acquisition of the stock equity held by
ADB by Jinyi Investment Co., Ltd., which officially became one of the shareholders of
Long Jiang Environment Protection.
58. On April 16th, 2014, Hulan Branch of Long Jiang Environment Protection was formally
established, and Long Jiang Environment Protection got the entrusted operation right of
Hulan Wastewater Treatment Plant, indicating Long Jiang Environment's business's formal
entry into Hulan District.
59. On June 25th, 2014, Green-Environment Investment (Shenzhen) Co, Ltd., increased
capital by 20 million Yuan in the electrical appliance dismantling project, and Long Jiang
Environment Protection increased capital by 10 million Yuan, indicating the company's an

important step in financing innovation capacity and equity structure reform.
60. On November 2014, Mudanjiang Wastewater Treatment Plant Project Phase II as listed in
the first batch of PPP demonstration projects by the Ministry of Finance of the People's
Republic of China. The implementation of this project indicates that Long Jiang
Environment Protection is further carrying out the PPP pattern to which China attaches
great importance in Heilongjiang Province and will play an important role in advancing the
urbanization construction process.
61. On Dec. 8th, 2014, Long Jiang Environment Protection signed a supplementary
agreement for Ning'an Wastewater Treatment Plant Project with Ning'an Municipal
Government and both parties reached a consensus on the issues concerning the pricing
mechanism and price adjustment of wastewater treatment service charges, laying a solid
foundation for the steady operation of the wastewater treatment plant.
62. Long Jiang Environment Protection adhering to the concept of "Social and Enterprise Joint
Construction, Repaying Society", Group President Piao Yongjian, as a successful
entrepreneur and NPC delegate, attended the donation ceremony for subsidizing
impoverished students in Nanzhi Community, Daowai District , Harbin City and offered
8000 Yuan's tuition and living expenses to impoverished students, saying that Long Jiang
Environment Protection Group, as an enterprise with courage to assume social
responsibility, will help impoverished college as much as possible to enable them to
receive good education and better contribute to society, which embodies the
human-centered development principle of the Group. The Group will also form a
long-term help and double-support unit together with Nanzhi Community to do its best to
help poor people and students in the community, participate in community construction
and make due contribution to the construction of a harmonious community.
VII Sustainable Development Activities and Exchange
A Utilization of sludge resources
63. Sludge, as one of the pollution sources, not only has high moisture content, perishability
and strong odor, but also contains a large amount of pathogenic bacteria, parasite eggs,
such heavy metals as Chromium and Mercury and such poisonous harmful carcinogenic
substances hard to degrade as Dioxin. The sludge output reaches up to 982t/d in Harbin,
but sludge disposal means are insufficient. Such huge amount of sludge has brought a huge
burden to urban wastewater treatment plants and accumulated sludge has produced a
considerable impact on the surrounding environment. In view of the needs for disposal of a
large amount of sludge produced by wastewater treatment plants in Harbin, Long Jiang
Environment Protection Group Share Company has established Harbin Sludge Treatment
Plant, finally realizing the environmental benefits of pollution control.
64. In terms of sludge composting and sludge resource utilization experiments, seen from

the angle of the investigation of sludge characteristics of Harbin Urban Wastewater
Treatment Plant, sludge composting and municipal landscaping, turning sludge into
organic fertilizer for landscaping by means of sludge composting treatment can not only
comply with the national energy-saving and emission-reduction policies but also reduce
the expenditure of landscaping departments. Through the physicochemical indicators test
and heavy metal content analysis of dewatered sludge, sludge composting test and the
application to sludge compositing to growth response test have been conducted based on
the following technical routes, with the main conclusions and suggestions as follows: (1)
The basic physicochemical properties of the sludge composting products of Harbin
Wenchang Taiping Wastewater Treatment Plant can satisfy the application to landscaping
and their rich fertilizer composition, organic matter content and nitrogen and phosphorus
content can compare with traditional organic fertilizer. (2) In terms of the heavy metal
content of the sludge composting products of Harbin Wenchang Taiping Wastewater
Treatment Plant, all indicators comply with the requirements for application on alkaline
soil specified in GBT23486-2009 Disposal of Sludge from Municipal Wastewater
Treatment Plant - Quality of Sludge Used in Gardens and Parks. (3) After aerobic
composting, sludge becomes loose, free from odor, with volume decreases. (4) The effect
of sludge fertilizer on plant growth depends on the application amount, and the sludge
fertilizer application amount should be determined based on the nature of different plants.
(5) After the application of sludge composting products, soil fertility can be improved
significantly, which can not only ensure adequate nutrients but also provide quickly
effective nutrients for plant growth, suitable for land reclamation and suitable as lawn base
fertilizer , grass, trees and flower fertilizer, etc.
65. Saline-alkali land has seriously restricted the development of animal husbandry and
forestry production in Heilongjiang Province, making it imminent to conduct effective
control of saline - alkali soil. The products produced from sludge going through
thermophilic aerobic fermentation can be applied to saline - alkali land and play an
excellent role in saline - alkali soil remediation. Each year (calculated based on 360 days)
1500ha saline - alkali land can be remediated. The establishment of sludge treatment plants
can not only realize reutilization of sludge resources but also bring certain social benefits.

66. There is lots of inland saline-alkali land distributed on the Songnen Plain of
Heilongjiang Province, covering an area of about 2.882×106ha, occupying 39.3% of the
total area of saline-alkali land in Northeast China, making the plain one of the world’s
three largest concentrated distribution areas of sodic saline soil. The saline-alkali land in
the internal flow area of the watershed of the Songliao Plain features large distribution area
and high degree of salinity, and particularly, Daqing, Anda and Sanzhao have the most
concentrated distribution of saline-alkali land: with the saline-alkali land in Daqing
covering an area 13.69 × 104ha, occupying 28.3% of the urban total land area; the
saline-alkali land in Anda covering an area 14.76 × 104ha, occupying 41.2% of the total
land area; the saline-alkali land in Sanzhao (arid and semi-arid region) occupying
41.20%,of the urban total land area, severe saline-alkali land area occupying 58.5% of the
saline-alkali land area. There is nearly 66.7 × 104ha saline-alkali soil in the west of
Heilongjiang Province, mainly distributed in Daqing and South Qiqihar, of which more
than 10 × 104ha land contains more than 1% salt. The products produced from sludge

land for remediation. During the report period, Long Jiang Environment Protection Group
Share Company prepared to sign strategic agreements with the local governments of Hulan
Group and will use the nutrient soil produced from sludge compost products of Harbin
Sludge Treatment Plant to remediate the land provided. After renovation, the pilot plans to
be used for agricultural development through cultivation of economic crops such as
marigold and lavender and high-density straw crops such as silage corn.
67. Heilongjiang, as a major grain producing province in China, witnesses a total output of
grain of 10 billion kg annually, with its main crops including corn, rice and soybean.
According to the statistics of relevant departments, the annual output of crop straw is about
5100× 104 in Heilongjiang Province. Except for some sweet sorghum and corn straw used
as animal feed and fertilizers by “returning straw to the field”, most part of the straw is
wasted or burnt. It is estimated that about 3300 × 104 t of straw is burnt each year. Burning
straw not only damages people’s health but easily causes fire, damage to the soil structure
and decline in farmland quality. Harbin Sludge Treatment Plant disposes sludge 36.5×104t
a year and needs 4.9 × 104 t of straw each year and Long Jiang Environment Protection
Group Share Company purchases crop abandoned or burned crop straw from farmers for
sludge composting treatment in the urban wastewater treatment plants dedicated to
environmental control and finally returns the organic nutrient soil produced from the crop
straw for agricultural and forestry use. The thermophilic aerobic fermentation is for sludge
composting treatment in the urban wastewater treatment plants dedicated to environmental
control, finally returning organic nutrient soil for agricultural and forestry use, which is
just one of the important moves for responding to the energy conservation, emission
reduction and resources-oriented utilization and advancing the development strategies of
circular economy.

68. At present, in the aspect of public relations, LJEP bears the social responsibility,
by keeping the environment friendly, the image of good style and popular by the public,
maintaining a harmonious relationship with the local people.
69. For the purpose of better performance in public relations and transparency, LJEP
will re-revise 2014 corporate website after its listing application, and make an Annual CSRR
available on the website. The Annual CSRR will cover a summary of the performance and
results of operation and construction, environmental performance and subproject completion
status, public relations, and the contribution to social benefits, in order to reflect
environmental and social impact as possible. The LJEP even presents the draft about the
further improvement in environmental and social aspects of the Company in its Corporate
Social Responsibility Report. At the same time, LJEP

& Social Report submitted to the ADB, the preparation of the annual corporate social

Announcement about Compensation and Allocation Scheme for Collecting Collective Land of
Yangming Village and Yumin Village in Xinxing Street Office
According to the Notice about Examination and Approval of Implementation Plan for the Phase VIII
Mudanjiang Urban Construction Farmland Transference and Land Collection in 2009 which was
approved by the People’s Government of Heilongjiang in Heilongjiang Government Land [2011]
Document No.169 in October 18, 2011 and re-checking of land collection compensation registration of
villages whose land is collected, Mudanjiang Bureau of Land and Resources protocolled Compensation
and Allocation Scheme for Collecting Land. In accordance with the Article 48 of Land Management Law
of the People’s Republic of China and the Article 25 of Implementing Regulations for Land Management
Law of the People’s Republic of China, the contents and relevant matters of Compensation and Allocation
Scheme for Collecting Land are as follows:
I. Villages with lands to be collected and the areas: in this phase, 11,4165 hectares of collective land are
transferred to urban construction farmland and collected to be owned by the state (including 4.5310
hectares of collective farmland of Yangming Village and 6.8855 hectares of collective farmland of Yumin
Village; 6.0461 hectares of collective construction land is collected to be owned by the state (including
5.6027 hectares of residential land and 0.4434 hectares of industrial and mineral warehouse land of
Yangming Village); at the same time, 2.3586 hectares of state-owned farmland in the Jiangxi Farm is

transferred to construction land. The above 19.8212 hectare land altogether is the urban construction land
in this phase.
II. Standards of compensation and allocation for collecting land: the land areas in this phase are within
the comprehensive land price blocks of collected land blocks in Mudanjiang and numbered M-22 and
M-24, whose comprehensive land prices are RMB 125/m2 and RMB 175/m
2 respectively.
III. Attachments and structures compensation:
For underground and over-ground attachments and structures compensation, compensation and allocation
will be given according to demolition method determined by municipal government.
IV. Farm workers allocation method
Allocation and compensation method will be formulated according to collective economic organizations
whose land is collected and practical situations of the villages in this project.
V. If owners of land ownership and land use right within the four boundaries of the collective land have
different opinions about this scheme, please send opinions in written form to Mudanjiang Bureau of Land
and Resources through Village Committees before January 26, 2012.
VI. After consultation, this scheme will be submitted to the People’s Government of Mudanjiang for
enforcement. According to the regulations in 25th Article of Implementing Regulations for Land
Management Law of the People’s Republic of China, dispute on the approved Compensation and
Allocation Scheme for Collection Land will not influence enforcement.

Announcement about Collecting Collective Land of Yangming Village and Yumin Village in
Xinxing Street Office
The Notice about Notice about Examination and Approval of Implementation Plan for the Phase VIII
Mudanjiang Urban Construction Farmland Transference and Land Collection in 2009 (Heilongjiang
Government Land [2011] No. 169), provided by Heilongjiang Provincial People’s Government, approves
the collection of collective land of Yangming Village and Yumin Village in Xinxing Street Office in our
city. In accordance with the Article 46 in “Land Management Law of the People’s Republic of China” and
Article 25 in “Implementing Regulations for Land Management Law of the People’s Republic of China”,
the issues which are relevant to the land collection are announced as follows:
I. Title of the construction land project: Implementation Scheme of the Phase VIII Urban Construction
Farmland Transference and Land Collection in 2009 in Mudanjiang.
II. Location of the land to be collected: Yangming Village and Yumin Village in Xinxing Street Office in
Mudanjiang. The specific location refers to the block function chart approved by Heilongjiang
Government Land [2011] No. 169 Document.
III. Villages with lands to be collected and the areas: in this phase, 11,4165 hectares of collective land are
transferred to urban construction farmland and collected to be owned by the state (including 4.5310
hectares of collective farmland of Yangming Village and 6.8855 hectares of collective farmland of Yumin
Village; 6.0461 hectares of collective construction land is collected to be owned by the state (including

IV. Standards of compensation and allocation for collecting land: carrying out the task in accordance with
the rules described in “Reply of Heilongjiang Provincial People’s Government on Adjusting the
Comprehensive Land Price of Collected Land Blocks” (Heilongjiang Government Letter [2010] No. 140)
and “Mudanjiang Municipal People’s Government Announcement about Adjusting the Comprehensive
Land Price of Collected Land Blocks in the Whole City”. The land areas in this phase are within the
comprehensive land price blocks of collected land blocks in Mudanjiang and numbered M-22 and M-24,
whose comprehensive land prices are RMB 125/m2 and RMB 175/m
2 respectively.
V. From December 16, 2011 to March 16, 2012, owners of land ownership and land use right in the areas
of collected land shall hold the certificate of land ownership or other relevant certificate materials and go
to the village committee office of Yangming Village and Yumin Village in Xinxing Street Office in
Mudanjiang to deal with the land compensation register.
