One version of the NSW Skills List will be setup in ebs per year. Changes will be made to the List during the year to reflect changes to qualifications already on the List, and to add new qualifications approved for inclusion. Institutes will update the Activity Schedule with the contracted Program Streams. The contracted Program Streams on the Activity Schedule are used to validate the Program Stream against the enrolment. A new ebs role will be developed to maintain the Skills List

New checkbox ‘Smart & Skilled Approved’ to be populated manually. Needs to be manually aligned to the Institute Activity Schedule

There will be a hard stop if a S&S Offering is created which is not flagged on the Product as ‘Smart & Skilled Approved’ Institutes have the ability to create one Offering with multiple fee types, i.e. S&S and COMM, reducing administrative burden of having multiple Offerings. Unit Delivery Mode is being renamed to Delivery Mode. 4 new Smart & Skilled Course Delivery Modes are available in the drop down. The Course Delivery Mode set at the Offering must be the same as that specified in the Institute Activity Schedule. A S&S Offering can be linked to one or more alternative Offerings to indicate other possibilities should a learner not be eligible for that S&S Offering.

Where the Offering is setup to online enrolment , a learner may proceed to full enrolment including payment before a CID is obtained.

Alternatively, where setup for registration or application the CID may be obtained prior to requesting payment. This creates additional manual intervention but minimises the risk of the Training Services fee being different.

Additional data will be collected for reporting compliance (currently captured in TEA)

Ability to check the USI format and uniqueness (within a single instance only).

Enrolment Portal only: USI will be mandatory for Enrolments (active A and unpaid N) but not mandatory for Applications and Registration of interest.

Ability to send and receive commitment details from Training Services NSW via file export/import. Currently performed in TEA. Institutes will be able to select records for upload using a range of filters. Records that do not meet the criteria are available to view in Activity Viewer. Institutes can identify records that require editing. The Learner Record will be updated with Commitment ID, Commitment Date, Student Fee, Subsidy etc. There is no impact to eReporting, i.e. the current process remains. A new ebs role will be developed for STS Export

Ability to edit the Standard fee will be locked down. The TEA FEE API will apply the concessions and exemptions while calculating the fee amount, therefore staff should not apply concessions on top of calculated fees.

To manage deferment, Institutes will use the Progress Code ‘Withdrawn’, and a new Progress Reason SS Deferred is available .

Ability to change the Actual fee after Credit Transfer or RPL adjustment.

a) From the point a learner chooses to apply or enrol (after potentially checking initial eligibility and having a fee estimate provided via the TEA Fee Calculator), they will be directed to the ebs Enrolment Portal. TEA Application Portal will be decommissioned.

b) New validation has been built into ebs so that additional data is collected and Smart & Skilled eligibility is checked where the Offering Type is Smart & Skilled VET FEE HELP or Smart & Skilled Non VFH. Hereafter a Smart & Skilled Offering refers to both Smart & Skilled VET FEE HELP and Smart & Skilled Non VFH Offerings.

c) The primary driver for collecting additional information is to comply with the requirements for the Training Services NSW Input file in order to obtain a Smart and Skilled Commitment ID.

d) Unique Student Identifier (USI) is collected, and is mandatory on the Enrolment Portal for Online Enrolments, but not mandatory for Online Applications and Registrations of Interest. This change applies for all Offering Types, not just Smart & Skilled Offerings.

e) No data is transferred to ebs from the ‘short’ eligibility check performed in the TEA Fee Calculator.

A learner may perform a full enrolment, including make payment without the need for any manual follow up by Institutes. This is existing ebs functionality that will also apply to Smart & Skilled Offerings.

Note: for Smart & Skilled Offerings: Where a learner has provided incorrect information, and the wrong fee is assigned, there is a risk that an enrolment is rejected by Training Services NSW for entitlement and will require manual intervention.

Once an Offering Status is ‘Approved’ in client and set to Publish to Web Sites with either Online Registrations/ Applications or Enrolments; a URL is generated in the Product Details tab that directs learners to the Enrolment portal. New Offerings will be published to TOMS / Institute web sites, and a learner may be presented with the following options once they have identified a course:

Changes to links from Institute websites

Institutes will need to ensure that links from their respective websites are updated from go-live as follows:

• Calculate Fee- point to current TEA Fee Calculator- refer to screenshot 2 • Register Interest / Apply / Enrol – use the same url as generated in the Product Details tab so

that users are directed to the ebs Enrolment Portal.

Summary changes to TEA

The TEA Application screens are being decommissioned but the TEA Calculator is being retained to provide users a simple way to assess eligibility and obtain a course fee estimate. As part of SSIP Phase 2, learners who then decide to register/apply/enrol will be linked from TEA Calculator to ebs enrolment portal.

Once Australian Citizen is selected – the Unique student identifier field is activated. Learners enter their USI and it will be verified against the USI web service. If they do not have one they click on the link which will open a new tab in the browser to the USI website where they can apply for one. USI is mandatory for Enrolments, Applications and Registration of Interest.

Important Note Where Apprentice/Trainee Program Streams are specified in the Skills List, the Product Classifications should be setup with Trainee Enrolment Allowed and Apprentice Enrolment Allowed set to Yes. This is set through Product Master. If setup to No, when a learner selects Apprentice/ Trainee they will receive an error and will not be able to progress the enrolment without changing the answer to Neither.

There is a new question Are you currently studying another Smart & Skilled qualification? The Yes/No response does not drive eligibility or affect fees. It is a reporting field for Training Services NSW, and only applies to Smart & Skilled Offerings .

Note, where a learner selects Yes to the question Are you of Aboriginal or Torres Strait Islander descent? the system will accept defined interstate NSW border areas for the purpose of determining eligibility.

When a user clicks Continue, the system is verifying the USI against the USI web service. Duplicate USIs in ebs will not be verified. It will be populated in the Duplicate USI field in Client. Where a USI is verified it becomes read only in the enrolment portal, and the Date USI Verified field is populated automatically in Client.

There is a new option available in the dropdown for Gender: • Female • Male • Indeterminate/Intersex/Unspecified This change applies to all Offerings and ensures compliance with the Government Guidelines on the Recognition of Sex and Gender

When a USI is not verified, a reason is provided, and the learner has the option to either: • go back and update their details, or • continue their enrolment Where a learner goes back, the USI, First Name, Last Name, and DOB remain editable. Where a learner continues; the Date USI Verified is not populated.

The USI field is included in the check and confirm page. For USIs which are verified through the web service will have (verified) after the number. In ebs client, a learner record is created once the learner selects Continue (Progress Code: 0.10INC - Incomplete)

If a learner does not live in NSW, they will be asked Employer postcode, suburb and postcode will be requested in the Employment tab. There is a new question for learners who apply/enrol onto a Smart & Skilled course: Are you living in NSW social housing or are you or your household on the NSW Housing Register? This field is a mandatory requirement in the Input file in order to obtain a Smart and Skilled Commitment ID, and is used to drive eligibility for Smart & Skilled Scholarships. The default is set to No. Do you consider yourself to have a disability, impairment or dependency? This question now has a dropdown list rather than just a Yes/No option. If a learner selects Yes, I have a disability, there are 3 additional questions: • Which best describes the individual or organisation that assessed your

disability status? See the dropdown options available in the screenshot. • Please select from the following disability types • Do you require assistance for this disability, impairment or condition

from a Teacher/ Consultant?

Note, if the qualification entered is Cert I, Cert II, Cert III a learner is also asked Was this a Foundation Skills certificate?

If the qualification entered is a Cert IV a learner is asked Was this a New South Wales Tertiary Preparation Certificate?

This is used to determine if the Highest Post School Qual is Foundation, or Cert I, Cert II, Cert III or Cert IV so that the correct fee is determined.

The learner will be asked the Question highlighted however the question is not relevant to 2016 eligibility rules and will not be included in the INPUT file for notification of a CID.

The question Is this course a necessary part of a rehabilitation program for a disability which you acquired after achieving your Certificate IV or higher qualification?* will only display where:

• The Offering is Smart & Skilled, and

• The learner has indicated they have achieved a qualification level of Cert IV or higher, and

• The learner selects disability status Yes, I have a disability

If a learner indicates that they are Unemployed – seeking full- time work, Unemployed- seeking part-time work, or Not Employed- not seeking employment, there will be a new question. This is a required field in the Input File.

If a learner selects Yes to the question Are you the client of an Employment Services Provider (ESP)? there are 4 additional questions.

Note that the ESP referral questions are optional for self-service learners in the enrolment portal. This will allow learners who are unable or unwilling to provide the information to complete an enrolment.

However, where the learner has indicated that they are the client of an ESP Provider, responses to the 4 questions are a mandatory requirement in the Input file in order to obtain a Smart and Skilled Commitment ID, and will require follow up.

Note that the ESP name provided by the learner may differ from the legal name (displayed on the Training Services NSW portal).

A new Employment tab has been created in the Enrolment Portal where the Offering type is Smart & Skilled. By default, there are only two questions, however this may expand based on the responses provided.

If a learner does not live in NSW, but works in NSW (data is collected in About You, Step 3 of 3), and their employment status is ‘employed or employer’, they will be asked to provide their place of work, employer suburb and postcode.

ONLINE ENROLMENT - PAYMENTS The learner experience for an Online Enrolment is the same as an Online Application up to the Review tab, with the exception of the USI field which is mandatory for an online enrolment. Data is saved to ebs client and an enrolment record is created at the Review stage- see page 10. There are 4 scenarios for the display of Payment Options.
