Signing Smart™ BeginnerSigning Smart™ strategies integrate more than 150 American Sign Language signs into songs, games and activities developed to engage very young children and their parents. Research has shown that using American Sign Language with hearing babies and toddlers allows communication and spoken language to happen earlier and faster, while reducing frustration and tantrums. Most children have two to three words by 12 months, whereas Signing Smart TM children typically have 25 signs and 16 words! Most children start combining words into two-word sentences by 20 months, whereas Signing Smart TM children typically do this by 11-14 months and some as early as six months! The National Institute of Health even found a 12-point IQ increase for eight year-olds who used signs as young children. More research, class pictures and family quotes at www.ParentChildU.com. In an effort to better serve the growing number of Arlingtonians who enjoy our classes, the Department of Parks and Recreation is moving up and dividing class registration times. On December 11, resident online registration opens only for Gymnastics classes at 7:00 a.m. and for ALL OTHER classes online registration begins at 7:30 a.m. This change reflects two issues. First, the number of people registering for recreation classes during the first minutes of the online registration has increased by 40% over the last year. We’ve made a number of technical changes to support this growth; we hope that separating gymnastics, which constitutes close to half of the classes, from the other offerings will improve the speed of the online system and reduce phone call wait times. What’s more, many people asked that we move the entire registration process earlier as the old opening time conflicted with many families’ general morning rush. Parks and Recreation continues to look for ways to make class registration easier (such as the new online registration portal) and support the community’s interest in recreation classes in general.

Online Registration Process • You must have an account to register online. New customers: visit https://registration.arlingtonva.us to establish one account. Confirmations are sent via email or mail the day they are processed. If you already have an account: If you know your household ID (listed above your address on your catalog’s mailing label) you can use the automated ID/password reminder function on the online registration system. If you have forgotten your user ID and password, contact the main registration office (703-228-4747 or [email protected]). Please ensure that your contact information is correct; we use it to communicate important announcements (if a spot becomes available in a waitlisted class, if a class gets cancelled/added, etc.)

Technical Problems • Although we have worked to minimize unexpected sessions timeouts, our system response time between screens may be slow for the first 10 minutes. We appreciate your patience.Idle web sessions time out after 5 minutes. If your session times out or you logout, ALL pending registrations in your households are removed. Please have only one computer logged into your house-hold account when you are registering. If you experience a technical problem, please send us a detailed email including name of partici-pant, desired class, and best contact information at [email protected] within 3 days of the registration day. All emails will be compiled and resolved within 5 business days.

Waitlist • Once a class has reached maximum capacity, you may enroll in a waitlist. Please note that we do use waitlists to expand capacity in current or future programs. Once a spot becomes avail-able, you will be contacted via email or phone (the information that we have on your household account) and will be given up to 24 hour notice to respond before the next person on the wait list is offered the available spot. Wait listed participants can be contacted starting a week after first day of registration and up to the start of

the second class. Be aware that, if the class has already started, fees will not be prorated for missed classes (you will be charged the full price) and there is no opportunity to cancel. If you are waitlisted for a class please do not attend the class. Being on the wait list does not guarantee enrollment.

First Day of Class • All participants must sign a Hold Harmless Agreement at the initial class. Adults must sign for children. Refusal to sign this agreement will result in the participant being denied acceptance into the program.

Fees • Payment is required at time of registration. Checks or money orders are payable to Treasurer, Arlington County. The registrant’s name, address and phone number must appear on each check. Pursuant to Arlington County Code, an assessment fee of $50 is charged for a returned check. Acceptable charge payments are VISA, MasterCard or Discover. Arlington residents 62 and over receive a 30% discount on the fee shown in the Enjoy Arlington catalog unless otherwise stated.

Reduced Fees • Class fee reductions are available on a sliding scale based on household income and size. Anyone who is an active financial assistance client of Arlington County’s Department of Human Services or APS free/reduced lunch program, as well as others who are below the threshold of the currently published HUD’s Section 8 income limits, may apply for a reduced fee. Annual income verification is required. For application qualifications, guidelines and procedures, call 703-228-4747 or go to the Registration Office (3700 Four Mile Run Dr.), or any of our other fee reduction processing locations on page 20.

Refunds • Refunds will be subject to a $20 administrative fee regard-less if the balance remains as a household credit and will be processed within 30 days. No refunds (or credits to your household account) for programs under $20. All refunds must be requested through the Registration Office at 703-228-4747 and all requests should be made 48 hours after the first class. No refunds or credits after deadline. No refunds or credits if participants are unable to attend a class or one session class or workshop. Credit card charges will be refunded directly to the credit card. Full refunds will be processed within 30 days when classes are canceled by DPR due to insufficient enrollment or other

unforeseen reasons, or upon request when schedule or location changes made by DPR prohibit or limit your attendance. Refunds for medical reasons must be accompanied by a physician’s note and shall be consid-ered on a case by case basis. Please note that if you choose a household credit, you should use it for other programs within one year. We are required by Virginia law to turn that credit over to the state if you have not given us explicit direction on what to do with the credit. We will contact you during that timeframe, but it is always simplest to just use the credit when you need it! If you have any questions, please contact us at [email protected].

Requesting Accommodations • Arlington County is committed to providing open and accessible programs to all of our residents. If you require a reasonable accommodation, for a disability please call 703-228-4740 or email [email protected]. Advanced notice is preferred.

Changes, Cancellations and Closings • Classes may be cancelled for a variety of reasons: low enrollment, on County holidays, in case of storms or other dangerous conditions, or at the discretion of the instruc-tor. Due to the early publication deadline, instructors may be changed before classes begin. Please keep your household contact information up to date; if classes are cancelled due to low enrollment, we will use that information to contact you one-week prior to the start date. DPR classes are also automatically cancelled if Arlington schools are closed or close early due to weather conditions. Watch Arlington information channel 74 or other local media stations for details or call 703-228-4715.

High Demand Classes • High Demand classes are indicated with an cHD beside the class name, and they fill up very quickly; we encourage you to have alternate session choices in mind, and enroll in the waitlist. Programmers use this information, Non-residents pay a $25 additional fee to help ensure spots for Arlington residents.

Age Exemptions • Exemptions to the ages listed in the catalog must be approved by the instructor at least one week in advance. Verify the dates of birth of all registrants prior to registration, and please do not enter an incorrect date of birth in order to bypass an age restriction. Participants who fall outside the age requirements for a class will be removed without refund. Administrative fees may apply.
