Aims of the dayThe course aims to:• assist teachers in making accurate

assessments;• build teachers’ confidence in the making of

assessments;• assist teachers to develop simple but

effective teacher assessment procedures;• ensure teachers know how to administer

the tasks and tests, which are a required part of the process.

Who to assess

• All children who are reaching the end of Key Stage 1 in 2010 (section 4.3).

• Some pupils will be assessed when they are younger or older than 7 (4.4) – where this is true, this needs to be communicated to the LA via your linked inspector.

Pupils for whom teachers cannot make a teacher assessment

(section 4.6)• Long term hospitalisation.

• Pupils very recently arrived from abroad (i.e. within the summer term).

• Where a pupil has been disapplied from the National Curriculum.

A formal report MUST be written and circulated.

The Local Authority MUST be informed.

Special educational needsAccess arrangements can be

made without specific permission. (section 5.9)

Where Level 1, 2 or 3 pupils are unable to take tests or tasks as part of their teacher assessment, a formal report must be written and circulated. (section 5.6)

Special educational needs

Subject to legislation…..Pupils with SEN working towards

Level 1 must be assessed on the ‘p’ scales – (section 5.5)

The use of tasks and tests is optional for these pupils. (section 5.4)

Pupils with English as an additional language

• In general pupils with EAL who are working below level 1 are assessed as ‘W’ and NOT on P-scales (section 5.4)

• For school records they should be assessed using ‘A Language in Common’- available at www.QCDA.gov.uk or from the order line ref QCDA/00/584.

• Some language support is permitted during tasks and tests. (5.11)

Pupils with English as an additional language

• If very newly arrived, these pupils may be disapplied from the science and maths assessments. This must be done formally.

• If these pupils do not attain level 1 in English, they are assessed as W – ‘working towards Level 1’. (section 4.6)

Mathematics

• All year – gather knowledge of what each child can do.

• At some time during the year – undertake with most children working at P7 or above one of:

a level 1 task (2001 or 2002)a level 2 test (2007 or 2009)a level 3 test (2007 or 2009)• By the end of June, complete teacher

assessments – one overall mathematics level is required – a child may be assessed as P1-P8, level W,1, 2c,2b,2a,3.

Reading• All year – gather knowledge of what each

child can do. • At some time during the year – undertake

with most children working at P7 or above one of:

2009) – note both writing tasks and the spelling test must come from the same year!

• By the end of June, complete teacher assessments –a child may be assessed as P4-P8, level W,1, 2c,2b,2a,3.

Speaking and Listening

• All year – gather knowledge of what each child can do.

• Assessments should be made against the NC statements of attainment.

• By the end of June, complete teacher assessments –a child may be assessed as P4-P8, level W,1, 2, 3.

English

• For pupils attaining P1-3ii ONLY ……all aspects of English are assessed and reported together.

Science• All year – gather knowledge of what each

child can do. • Assessments should be made against the

NC statements of attainment in each attainment target..

• By the end of June, complete teacher assessments – one overall mathematics level is required – a child may be assessed as P1-P8, level W,1, 2, 3.

• The assessment software used for reporting results will calculate an overall science level for each pupil.

Moderation

• Approximately 25% of schools to be moderated• Criteria for selection: schools not moderated in

the last 3 years, new headteacher, newly qualified Y2 teacher, concerns with a previous moderation/results.

• Moderation visits 90% in early March, 10% May/June.

• Moderation meetings on 8th / 11th / 14th January, 5th / 6th / 7th May 2010.

• Possibility of some random visits with 48 hours notice.

Moderation Visits

Meet with the headteacher (and assessment co-ordinator if desired) to:– Discuss the school’s procedures for teacher

assessment and for securing the accuracy of KS1 assessments;

– Discuss and review training arrangements;– Discuss the arrangements for pupils with SEN and

EAL.

• The LEA are unable to accredit results without speaking with the headteacher. In order to fulfil this, they will be needed for approximately quarter of an hour.

Moderation Visits • Meet with the class teacher to:

– Discuss the process for teacher assessment;– Discuss pupils for whom assessments are

difficult;– Discuss a sample of pupils’ ongoing work and

supporting assessments/observations. We ask that teachers identify six pupils per class for this purpose. These should represent different levels of attainment. They should include the lowest and highest attaining pupils in the class.

Moderation visits During the visit, we would like to look at:

•Completed assessment records – in most cases the APP guidelines in reading, writing and mathematics and a record of attainment in SC1.•Examples of the pupils’ recent class work – most probably the pupils’ workbooks. •Supporting evidence for practical activities / observations.

•Writing – evidence gathered over the year showing attainment in at least four genres.•Mathematics – ongoing work (not just tasks / tests ).•Reading – records of the pupils’ attainment /progress (not just tasks / tests ). •Science – examples of ongoing work, with the focus on SC1.

•Completed tests/tasks taken by the pupil if these have been completed prior to the visit.

In order to minimise workload, teachers should not feel under pressureto prepare any samples of work especially for the moderator.

Moderation visits • Recommendations from QCDA •2.1 Expert Group recommendations: cross-phase moderation•The Expert Group on Assessment published its report on 7 May 2009. The final report can be accessed online at http://publications.dcsf.gov.uk/eOrderingDownload/Expert-Group-Report.pdf. The government agreed to its recommendations in full. The DCSF and QCDA will be working together on the recommendation referring to cross-phase moderation. • We are hoping to promote the attendance of Y3 teachers at training and at moderation visits and meetings.

Reporting

• Parents must be informed of the teacher assessed level reached in speaking and listening, reading, writing, mathematics and science.

• Results in reading, writing and mathematics are subdivided in Level 2.

• Parents have a right to be told results of any test or task undertaken by a pupil if they request this.

• Results should be reported to the LA by June 25th 2010.
