    Election November 4, 2014

    The San Marcos Area and Wimberley Unit League of Women Voters (LWV) Voters Guide lists candidates who appear on the ballot inthe November 4, 2014 General Election, with their responses to a questionnaire sent by the LWV. Candidates were given limits. Re-sponses are printed as submitted and cut off if over the limit. Candidates are listed in the same order that they will appear on the bal-

    lot. There is no party afliation in city races, so party afliations are not listed with city candidate names. U.S. Representatives, StateSenator and Representative, County Judge, County Court at Law, Justice of the Peace, Edwards Aquifer Authority Board, Hays TrinityGroundwater Conservation District, City of San Marcos and Wimberley ISD candidates are included in this Voters Guide. The ballotwill list other elections in some precincts of Hays County. These elections, listed on page 17, are not covered by this Voters Guide.

    The San Marcos Area and Wimberley Unit League of Women Voters prepares and places this local Voters Guide in city halls, publiclibraries and many other locations in Hays County. The local Voters Guides are also inserted in the San Marcos Daily Record and TheWimberley View. The state LWV Voters Guide, a separate document which covers the state races, is placed at the same locations asthe local Guide in Hays County by the San Marcos Area LWV. Both are available online at www.lwvtexas.org. In addition, a newLWV service, www.Vote411.org, is another information resource which can provide a personalized preview of the November ballot

    for each person who uses that website, by entering their address.

    The League of Women Voters does not support or oppose any political party or any candidate. The League does promote informedparticipation of all citizens in their government by providing factual information to help prepare citizens to cast an informed vote. TheLeague does take action on selected issues that it has thoroughly studied and on which its members have reached consensus. We hopeyou will take an active role in the election process.     Te US has a tried and proven pathway tocitizenship. Our nation admits one millionpeople every year - as many as all other coun-tries combined. Te right way to enter Amer-ica is to play by the rules and wait your turnas generations have done beore. I currentimmigration policies were enorced and theborder secured, illegal immigration would bereduced.

    Americas roads, railways and bridges areessential to our prosperity. Investing in themaintenance and expansion o transportationinrastructure is imperative or the socio-eco-nomic health o the nation. Tis also is true opipelines. Te President could help the coun-try become energy independent by approvingthe XL extension o the Keystone pipelinerom Canada to Houston. Its beyond time orthe US to take advantage o this opportunity.

    Our immigration policy should be in directcorrelation with our economic needs. I oureconomy is booming and we have more jobsthan workers; our immigration policy shouldreflect such needs. As or the opposite, whichis what we are going through now, where wehave more workers than jobs our immigrationand tax system should try to make it easier or

    job creators to move their businesses to theUnited States rom other countries.

    I would cut programs and departments thatare not necessary rom the budget in orderto und needed inrastructure repairs anddevelopments. For example: Te bureau oland management, the department o educa-tion, EPA, and the IRS. Each o the entitieshave state agency counterparts that do thesame job, so having a duplicate in WashingtonD.C. makes very little sense, and costs the taxpayers billions.

    District 25 needs good roads and bridges.So does the rest o exas, but were not thereyet. One o every 3 roads is in poor condi-tion and one o every 5 bridges is deficient orobsolete. I would revamp the Federalrust Fund to improve rural roads and pro-mote the necessary investment or sae roadsand bridges.

    priority. It is the Federal governments re-sponsibility to protect all Americans romthe influx o drug cartels and gang members.Securing the border comes first and afer thatI am open to immigration reorms. We shouldbegin those reorms by streamlining our legalimmigration process.

    States should have the responsibility and dis-cretion to allocate more o their own dollars

    Te immigration policy is too convoluted andull o problems that probably the best thingto do is to start over rom scratch. Reduce oreliminate the cause(s) that lead to the need orpeople to illegally immigrate and simpliy the

    process to legally immigrate. Te policy needsto be based on the health o the nation as awhole and done in a humanitarian way. As afirst-world nation, we should strive to haveair and just system.

    Redirect unding rom the Military & PrisonIndustrial Complexes to our basic needs o in-rastructure, which would also create sustain-able jobs. Pipelines are not an environmental-ly reliable sae transportation mode and need

    to be phased out. Rail needs to be upgradedsuch that people can travel around the coun-try easily and quickly - hours not days; and weneed to restructure cities such that transporta-tion is less car dependent.

    As a doctor, I have seen the broken Medicaid

    system firsthand. Te expansion o it will costtaxpayers billions without providing accessto quality care that more exans need. Due togovernment burdens on doctors, emergencyrooms are already being overcrowded withnon-emergencies, and Obamacare is drivinghealth care costs up. Medicaid expansion willmake the problem worse. A better solution isblock grants and mobile clinics or indigentcare.

    With the exas population increasing and

    persistent drought conditions affecting thestate, it is imperative we invest in the nec-essary inrastructure to keep up with thisgrowth and keep our economy strong. Te $2billion voters approved last November to setup an evergreen loan or key water projectsacross the state will have a dramatic impact.Now our duty as lawmakers is to oversee thatthese tax dollars are spent wisely and efficient-ly.

    It is no mystery that comprehensive health-care is very important to most citizens o the

    Afer hearing thousands o cases, I find eachone is unique. Upon a finding o guilt, pun-ishment should be tailored to the crime, andany evidence o priors, a victim and restitu-tion. Rehabilitation can reduce recidivism,improve the lives o individuals and theiramilies, especially in regard to alcohol and

    drugs. Tere is justification or both rehaband punishment. A judge should seek ways toserve justice as well as protect society.

Each casewill involve the use o incentives and sanc-tions while employing a multi-disciplinary,tailored approach or each student based ontheir needs, resources, and violations.

    Te office must be managed more efficiently:such as bringing the backlog o cases down toa unctional level; making sure all inormationis entered into the computer system; improv-ing communication between the office andpublic; the damaged relationships with otheragencies and supporting private vendors mustbe repaired; and there are too many pendingcases to only hold court 14 days per month.     Wimberley ISD currently spends approx .83%o its yearly budget on athletics. I am happywe can sustain these programs with that per-centage. I the decision remains that Robin-hood is unconstitutional, I would like to seean increase to this line item to include otheractivities. I would ocus more attention onadding new programs and electives that willencourage more students to participate and toget involved in extracurricular activities.

    NEW VOTER IDENTIFICATION LAWS:Voters should bring their voter registration cards when voting if possible, with a photo ID as well. If the voter does not have a

    photo ID with them when voting, they will still be able to vote a provisional ballot. Then after election day, during a period of 6

    days, they will need to bring a birth certicate or other identication to the Hays County Elections Ofce, in order to have their

    vote included in the count.
