(a) General. Do not sublet, sell, transfer, assign, or otherwise dispose of the contract or contracts or any portion or rights, title, or interest, without the written consent of the Representative…

The ECMS subcontractor request must be approved prior to the start of the subcontractor’s work.

(e) Subcontract Approval. Do not allow any work on the project that is assigned to others (including services) until a copy of the executed subcontract…has been reviewed and acknowledged by the Department…
