Welcome to the 2013 ECIS Leadership Conference in BerlinBerlin is a world city of culture, politics, media, and science and as much europe’s beating heart now, as it was in the continent’s crucial moments throughout history. We hope that you will feel inspired by this vibrant and wonderful city.

We have uploaded the full conference programme as well as other useful material onto our website. you are able to access the programme and participants via your smartphone or computer. We will continue updating you via the website throughout the conference, while still remaining environmentally friendly.

on Friday, Saturday and Sunday we will have our keynote presentations in the Potsdam I/III where a buffet breakfast is also being served. Breakfast begins at 07:30 and the opening sessions begin at 08:20.

Keynote Speakers

Dr yong Zhao is an internationally known scholar, author, and speaker. His works focus on the implications of globalization and technology on education. He has designed schools that cultivate global competence, developed computer games for language learning, and founded research and development institutions to explore innovative education models. Dr Zhao has published over 100 articles and 20 books and is a recipient of the early Career Award from the American educational Research Association and was named one of the 2012 10 most influential people in educational technology by the Tech & Learn Magazine. He is an elected fellow of the International Academy for education and currently serves as the Presidential Chair and Associate Dean for Global education in the College of education, University of oregon, where he is also Weinman Professor of technology and Professor in the Department of educational measurement, Policy, and Leadership. Until December, 2010, yong Zhao was University Distinguished Professor at the College of education, michigan State University.

John Carr writes and consults about internet safety and security. He is one of the world’s leading authorities on children’s and young people’s use of the internet and associated new technologies. Recently John has also been working around issues of digital inclusion, particularly around older people’s and grandparents’ use of technology. John regularly contributes to tV and radio programmes on the subject of online safety and security. He writes a column for the Huffington Post UK and and has written about the internet for several newspapers and journals. In 2010, John was honoured with an oBe. He has also received an award for outstanding achievement in the field of online child safety from the Washington DC based Family online Safety Institute. In June 2012, John was appointed a Visiting Senior Fellow, in the Department of media and Communications in the London School of economics and Political Science.

Patricia o’ Brien was appointed the Under-Secretary-General for Legal Affairs and Un Legal Counsel in August 2008 where she oversees the office of Legal Affairs which is based at the Un Headquarters in new york. ms o’Brien has extensive experience of legal and international affairs. Prior to her appointment she held a number of senior legal positions in and out of Ireland. Immediately before taking up her position at the Un she served for five years as Legal Adviser to the Department of Foreign Affairs of Ireland where she advised on legal issues arising in Irish foreign policy, in particular public international law, human rights law and european Union law. She also served as a Senior Legal Adviser to the Attorney General of Ireland and as Legal Counsellor at the Irish Permanent Representation to the european Union in Brussels. earlier in her career ms o’Brien practiced law at the Irish Bar (1979-1988) and for one year at the Bar of British Columbia, Canada. Between 1989 and 1992 she held academic positions at the University of British Columbia, Canada. Patricia is also chair of the UnIS Board of trustees.

Steve Barkley is internationally recognized for his ability to facilitate change. He has more than 30 years of experience working in classrooms, schools and universities building teacher capacity for heightened student success and is well-known for guiding school improvement through coaching, mentoring and professional development. Steve has worked with teachers at the International Schools all over the world and has also served as the facilitator of coaching workshops. Steve has presented at a variety of international conferences including the european Council of International Schools (eCIS), the mediterranean Association of International Schools (mAIS), the Alliance for International education (AIe), and the near east South Asia Council of overseas Schools (neSA). Steve’s dynamic energy and captivating style translate his extraordinary knowledge about life in the classroom and provide the necessary skills for effective change in individual teachers, teams and schools.

Sarah Daignault is an instructor at the Klingenstein Center at teachers College, Columbia University in new york City where she teaches master’s candidates about independent school finance. She also has a consulting practice working with schools and associations in the areas of operations, finance and governance. Sarah spent 12 years as the executive Director of the national Business officers Association (nBoA). Prior to founding nBoA, Sarah spent five years as the Business officer at Friends School of Baltimore and four years as the Business manager at Bryn mawr School for Girls. In addition to her experience in school finance and operations, she has extensive governance experience. During her 19 year tenure on the Board of Directors of the madeira School in Virginia, Sarah was the President of the Board for eight years. She currently serves on several boards and has served on the Board of the national Association of Independent Schools (nAIS) as well as three other independent schools.

Ian is a partner and director of more Partnership. Prior to this he spent nine years at InSeAD, the world’s leading international business school, latterly as executive Director of Development. Under his leadership The INSEAD Campaign – a business school for the world was launched in the autumn of 2004. the target of €200 million, one of the most ambitious of its kind in continental europe, was reached in December 2008. A sample of Ian’s consulting assignments include campaign support for Fondation ARC, École Polytechnique, a feasibility study for the International School of Brussels and campaign support for Utrecht University; strategic advice for Aiglon College and campaign support for the University of oxford’s £1.25bn campaign, UCL, Cambridge University Boat Club, moorfields eye Hospital and the Royal Botanic Gardens at Kew. Ian also works with the leadership development charity Leaders’ Quest and is a former Director of African medical and Research Foundation UK and is a holder of CASe’s Crystal Apple speaker award.

Dr marc Frankel is a senior consultant and partner in triangle Associates, an international consultancy specializing in higher, independent and international education. A psychologist by training, Dr Frankel facilitates governance workshops, leadership development programs, and strategic planning in the United States and around the world, and coaches numerous senior leaders in universities and independent schools. His clients include schools in europe, Asia and north America, including large and small institutions and tier 1 universities. Among his accomplishments are the development of evaluation methodologies for governing boards and senior academic and administrative leaders, co-founding the School Leadership Institute for the national Association of Independent Schools, and authoring or co-authoring numerous articles and white papers on issues in governance and leadership of schools and universities. He is a member of the governing board at the Wildwood School, Los Angeles and has been part of triangle Associates for over 16 years.

Dr Fran Prolman is an internationally recognised consultant specialising in educational leadership, school improvement and instructional strategies as well as communication skills, critical thinking and organisational development. much of her time is spent in multifaceted work with school systems throughout the United States focusing on teacher training methodology and administrative supervision and evaluation skills. Dr Prolman also facilitates workshops for teachers focusing on differentiated instruction, formative and summative assessment, classroom application of instructional strategies that enhance student achievement, critical thinking, and curriculum design for a standards-based classroom. over the last fifteen years, Fran has made many presentations at state, national, and international conferences.

Pearl Rock Kane is the Klingenstein Family Chair Professor for Independent School education at Columbia University’s teachers College in new york City. Professor Kane serves as the director of the Klingenstein Center and is the coordinator of the college’s education leadership programs for both public and private schools. Professor Kane taught and served as an administrator in public and private schools in michigan, massachusetts and new york. She is active on several Boards and is also a founding member of Brooklyn Prospect Charter School in Brooklyn, ny. Professor Kane is the recipient of a number of honors for exemplary teaching and she has received several awards. She is editor of The First Year of Teaching: Real World Stories by America’s Teachers, Independent Schools, Independent Thinkers and The Colors of Excellence: Hiring and Keeping Teachers of Color in Independent Schools. She has published numerous articles on issues of leadership, diversity, governance, and the attraction and retention of teachers. Her current areas of research focus on leadership transitions in independent and international schools and leadership and governance.

Judith Schechtman is a Senior Consultant and principal in triangle Associates, St. Louis, an international consulting firm specialising in leadership and organisational management. ms. Schechtman holds a masters degree in Social Work from Washington University, St Louis where she was formerly an adjunct professor. ms. Schechtman researches and writes extensively in the fields of leadership, governance, strategy and coaching in independent and international schools. She is co-founder and lead faculty for the Aspiring Heads Leadership Institute for nAIS and well as co-designer for a number of assessment instruments designed uniquely for independent and international schools. She is a regular speaker at conferences within north America, europe, and Asia.

The high performance school board

Governance is concerned with the issues of performance, control and accountability of schools. While for many, the term governance implies conformance and compliance and adherence to (often arcane) rules, the heart of governance is much more than acting as a back‐stop or safety net. The performance aspects of governance are often neglected but they are real and even slight changes in these key aspects can have large positive impacts on effectiveness. The major governance mechanism for enhancing the performance aspects is the school board. In this session, we shall examine what it takes to have a high performance board and also what gets in the way. We shall look at both composition and dynamics of boards and also how boards should assess their own performance. Through our discussion, we shall develop some targeted practical steps to deliver higher performance in your own particular context.

As Berlin has undergone great changes in the last 20 years, we also should not miss to explore the new Berlin as it can be seen at Potsdamer Platz.

This tour follows the often ghost like trail of the Death‐strip and Wall, retracing some of the more intriguing fortifications of its border from Guard Towers to tank traps.

Get an extraordinary insight into: what it meant to live in the eastern bloc's most Stalinistic State – the former GDR; successful and failed escapes where Border Command sooner followed the orders of 'shoot to kill' than allow the heinous crime of 'flight from the Republic'; how MI6 and the CIA tunnelled under the Wall and Soviet Zone and tapped into the Red Army's secret communications; the methods used by the Stasi to guarantee control of east Germany's population, from 'radiation tags' to "Day X" preparations.

For the person managing this process certain secrets of the trade help keep it alive, flexible enough and as consistent as it needs to be to ensure equality, efficiency and transparency. This session will provide helpful tips to focus on while helping the family as well as school’s faculty and staff through the steps of admitting a new student.

This session will address the components of high quality governance in both for profit and not for profit international schools. Drawing on the breadth of ECIS experience in this field and the focus of the Diploma in Sustainable International School Governance. The workshop will also look at the importance of long‐term sustainability in relation to cultivating understanding, consensus and alignment around the school’s Mission and the Strategic Plan.
