    NDC - Network and Data Centre

    Network and Data Centre of NIMHANS is set up on the 3rd floor of DPNR Building located on

    the hospital campus. The Server farm comprising of the rack servers and storage in the Data

    Centre host the Intra applications for NIMHANS. ISP links are terminated with network

    router, load balancer and firewall in the NDC. The Internet access to the user in NIMHANS is

    through NKN / ISP. The Network and Data Centre has the Core Switches and the extension of

    the network from this Centre to 22 buildings is by using OFC cabling in the campus. UPS and

    DG power backup for 24 x 7 operations support is available for the Network and Data

    Centre. A near-site DR for the backup facility is set up in the Library building of the Campus.

    Information Technology Cell (IT Cell) has been set up to look after all the IT-related activities in the NIMHANS, which include:

    CURRENT NETWORK

    Network background

    NIMHANS had awarded NICSI to establish the campus network in its premises in the year 2012. NICSI under the technical guidance of NIC has implemented the network in NIMHANS through their empanelled agencies with their existing rate contract for the active and passive components. NIMHANS Network is a 3-tier network architecture design with redundancy path for the core network.

    The active components were sourced from Juniper. The Core switch EX-4500 was installed at

    the NDC in HA mode and Distribution Switches. Distribution switches using the model EX-

    4200 in HA mode was located in the 20 important buildings. Edge switches using the model

    EX-2200 was deployed for the last mile user connectivity.

    Single Mode fiber connectivity from the Core to Distribution switches across the buildings

    was laid in the ring architecture with 10G bandwidth. Connectivity from the Distribution to

    the Edge switches within the building was done by using CAT-06 cabling with 1G bandwidth.

    The connectivity from the access switch to the user node was provided using CAT-06 cabling.

    With the growing demand, the network was extended within the building and across the

    buildings on the campus. The extension work was carried out through a Comprehensive

    Annual Maintenance Contract in place with a local vendor for network items.

    Current Wireless Network:

    NIMHANS had set up a Wireless network in the year 2014 in a few important areas. The

    work was awarded to M/s Viroka Ltd through open tender for the wireless network using

    Ruckus wireless equipment. Two numbers of Zone Director in failover mode were placed

    one in the NDC and the other in the DR to control. Approximately 33 numbers of access

    points are installed in various buildings to provide wireless access to the hospital staff

    through mobile devices i.e. laptops, tablets and smartphones. Further extension of wireless

    to some more buildings was taken up as per the demand in the later years.

    The access points for wireless connectivity required PoE facility. The PoE injectors were

    placed in the existing racks and connected to the existing ports of the access switches for

    extending connectivity to the access points.

    Augmentation Necessity:

    NIMHANS network was designed initially with a capacity of around 1500 nodes established

    in the year 2012. Subsequently, NIMHANS had implemented the Hospital Management

    Software, e-Hospital in agreement with NIC. e-Hospital was successfully running in AIIMS,

    Delhi and other major government hospitals across the country. Thus, the first HIS

    application in NIMHANS was launched with e-Hospital application implementation in all the

    specialties and disciplines of the hospital including OPD, Causality & Emergency and IPD. GE-

    PACS network which was running as a SILO was also integrated into the NIMHANS network.

    Online viewing of the imaging reports was made possible through e-Hospital to the

    concerned doctors in Casualty, OPD and IPD.

    There are many other applications like ERP, Tally that were implemented by the

    administration, accounts and personnel sections, started using the network.

    NIMHANS had set up a NIMHANS Digital Academy (NDA to embark on Telemedicine by using

    point-to-point video conferencing with remote locations and making new strides in

    Telemedicine, Tele-monitoring etc.

    NIMHANS also being an Institute of National Importance had set up Digital Academia for its

    PG and Super Specialty courses, online registration. Online exams as part of the selection

    process were conducted with the examination center located in major cities across pan

    India.

    The Network equipment in NIMHANS carried a warranty for 5 years. The warranty on the

    networking equipment’s expired in the year 2017. NIMHANS had not entered into AMC

    with OEM after the warranty came to end. Few switches which had failed after the warranty

    support could not get a replacement. Now, few of the distribution switches are not in HA

    mode due to such issues. The extended services by the OEM with the End of Support have

    also come to end in the year 2019.

    The demand for network connectivity within the campus had grown exponentially with the

    launch of Intranet applications hosted in the Data Centre. NIMHANS has extended

    connectivity by engaging the local vendors for immediate execution as and when the

    requests were pouring in with the demand. The extension of the network was carried out

    with unstructured cabling and using locally available unmanaged switches keeping the cost

    to a minimum. The network has grown from initial 80+ original Juniper managed switches to

    around 220+ switches. All the new switches installed were of low-end unmanaged switches

    bought out of the shelf in the market. Currently, the network has grown 4 folds making it

    difficult to manage from both performance and security perspective.

    The cabling in most of the racks across the campus has been disturbed while carrying out

    the maintenance works and while implementing the wireless network during the process of

    expansion. The cable terminations have been redone several times during maintenance and

    troubleshooting of the network. The dressing of the cables has been disturbed and most of

    the labels identifying the cables are missing. The front doors in several racks are either

    missing or not in place. Even if the doors are available it is not in a position to keep it closed

    as the cables are overflowing out of the rack due to expansion work. Added to it, Rodents

    have made easy access inside the racks damaging the cables. Some of the racks are home

    for the birds. Frequent crimping works carried out at the I/O outlet and rack end during

    maintenance has left the cabling system unreliable. The UPS installed for the racks do not

    have a battery backup in most of the areas.

    NIMHANS is spread over an area of approximately 120 Acres on either side of the Hosur

    main public road with a total of 51 buildings in the campus. With the growth of the Hospital

    and the services, development works are being carried out inside the campus by Civil and

    Electrical departments for constructing new buildings and extend the hospital facilities.

    Some of the internal roads have been re-laid and white topping is done in few areas,

    Footpaths have been re-laid for the benefit of the public. In this process, the fiber cables

    have been disturbed during these roads and pavement works resulting in some of the fiber

    paths permanently damaged and disconnected. The fiber cable route markers are missing,

    and the cable routes are not traceable.

    The use of unmanaged switches in the network has surpassed the number of originally

    managed switches. The multiple hops to connect these switches have resulted in

    performance issues inducing very high latency. The breaks in the ring architecture have

    further brought down the network performance, reliability and speed. Repeated downtime

    in the network due to the failures in the links, switches, looping and non-availability of UPS

    power is the order of the day. The active components also have reached its end of support

    and no replacements for the faulty switches. The network has become unreliable due to the

    above-mentioned reasons. There is a need for extending the proper network to the

    remaining 29 buildings for use of the Intranet applications and IT implementation. Rolling

    out of the intra applications is expected to have a direct impact on the user base in these

    facilities.

    Following are some of the points which discuss the limitations presented by the current

    network:

    Single point of failure affecting at multiple points.

    Exhausted port/network capacity due to significant user growth in the last few years.

    Lack of redundancy in network components and switching paths.

    Network cabling is disturbed and most of the network equipment is out of warranty and also have reached the end of support from the OEM.

    Lack of appropriate security measures and controls to restrict unauthorised access.

    Unplanned expansion and provisioning of the existing network. This has led to cascading layers of access switches and thus creating high latency & packet drops.

    Lack of network monitoring and performance management tools.

    Considering the above challenges, it has been decided to revamp by replacing the existing

    LAN completely with a new network to meet the requirements of NIMHANS. Hence in this

    context, it is required to create a completely new Campus LAN to meet the functional

    requirements with structured cabling and using the latest State-of-the-Art technology in

    choosing the network components. The IT Vision ‘Digital NIMHANS’ of the Institute

    emphasizes this as necessary to keep in pace with the technology to serve the public with

    the day-to-day hospital activities.

    NETWORK REVAMP

    Proposal for Network Revamp

    A detailed study and survey of the network requirement have been carried out by NIMHANS

    Network team. Based on the inputs received during the survey interaction, the functional

    requirements have been worked out to set up the Campus Network Infrastructure 2.0 in

    NIMHANS.

    Preliminary Study

    The following points were observed by the team while carrying out the network study.

    Some of the fiber links do not have continuity and have become defunct.

    Most of the racks are in damaged condition without any shutters.

    Copper cables have been re-crimped at the rack end and I/O outlets several

    times and the new cables used in the expansion are unstructured.

    Hand crimped cables are used as lengthy patch chords resulting in poor

    connectivity.

    Most of the UPS used to power the racks are more than 8 years old and without

    AMC. There is no battery backup support as the batteries have gone faulty and

    not replaced.

    UPS units were kept on top of the network rack and not protected.

    New extensions between the buildings were done using CAT-06 cables.

    There is no centralized network monitoring system.

    Nodes are assigned with static IP’s resulting in IP clash, which has become

    unmanageable.

    Presently the Network Centre is manned by 4 – L1 support persons, 1 – L2

    support person and 1 – Help Desk support person for the 24 x 7 operations.

    Non-availability of spares and tools to troubleshoot the problems for timely

    resolving the network-related problems.

    New additional cabling works are carried out by a local vendor on a need basis.

    Passive Network Survey

    Network survey has been carried out by the NIMHANS Network team. According to the

    survey, there are three Blocks in the NIMHANS Campus: Block – 01 and Block – 03 are on the

    Hospital side of the Hosur Road and Block – 02 is on the other side of the Hosur Road, Staff

    quarters are located on Block – 02 and Block – 03 of the Campus. The survey was done by

    visiting each department in all the buildings spread across the Blocks including the staff

    quarters. The complete survey which gives indicative node details is available in Annexure –

    A1 to A7. The agency may note that they need to assess on their own, the number of nodes

    and the cabling distances between the buildings and within the buildings.

    The survey by NIMHANS Network team was to identify the number of existing network

    nodes, Interact with the concerned officials for new requirements of nodes in their

    departments. The node survey sheet for every switch was prepared with markings done at

    the location by giving a unique rack number, switch number and node number.

    Enough care was taken to ensure that required numbers of wired nodes are noted in each

    location, however, re-organisation of nodes may be required whenever there is

    revamp/redesign of the departments is taken up. Plan of action needs to be in place for

    including new buildings which may come up shortly to make them IT ready and get

    connected to the campus network.

    The following criteria were kept in mind while surveying to meet the present demands and

    have a reliable and robust network for the next 20 years.

    1. All major buildings shall have a distribution switch in HA mode. The access

    switch uplink is connected using fiber to the distribution switch located within

    the building.

    2. Preferably the Distribution rack could be a floor mount depending upon the

    weight of the switches and the rack mount online UPS in HA mode. The rack

    should be located in a clean and safe environment.

    3. All minor buildings with few nodes shall have only an access switch connected

    by fiber to the nearest distribution switch.

    4. Network Racks for the access switch shall be wall mount, mounted of standard

    size closer to the roof with additional bolting to the roof if required for safety

    and also to avoid bird nesting on top of the rack. Any false roofing which may

    come up later shall conceal the rack & cabling works from visibility.

    5. Single-mode fiber shall be used for extending connectivity from building to

    building and within the building between the distribution switch to access

    switch.

    6. Structured CAT-06 cabling shall be used for extending connectivity to the I/O

    outlets from the access switch.

    7. Structured CAT-06A cabling shall be used for extending connectivity to the

    Wireless access points from the access switch by using direct connectorisation

    instead of terminating in an I/O outlet and a patch cord.

    8. The wireless access point is secured with proper clamping to the roof/wall as the

    case may be.

    9. Jack Panel shall have provision for mounting mix and match of the modular tool-

    less RJ45 connectors for CAT-06, CAT-06A and fiber terminations as per the

    requirements. All RJ45 connectors shall come with front blocking modules to

    avoid misuse.

    10. The network rack shall accommodate a maximum of 2 nos. of switches not

    exceeding 72 ports with the required number of jack panels and space for the

    rack mount UPS.

    11. One / Two ports shall be reserved for connecting the SNMP port of the rack UPS

    as the case may be for centralized monitoring.

    12. Wired and Wireless Network is considered in the scope of the survey. Only

    Indoor Wi-Fi within the buildings is considered. There may be a need for outdoor

    Wi-Fi in future meeting IP65 requirements in certain areas of the campus.

    13. It is planned to have wired network nodes to the desktops and the Desks of the

    Medical Staff, Administrative Staff, Critical Medical Equipment, Lab systems and

    Wi-Fi AP’s.

    14. A minimum of 10% port capacity for future expansion / spare is to be ensured at

    the access switch level.

    15. The buildings with few nodes would be connected to the existing ring as spokes

    from the nearest distribution switches.

    16. Wi-Fi access within the building is planned mainly to cover the areas where the

    Doctors, Nurses (Nursing Stations) and the Administration staff carry out their

    duties. Also to help the visitors to carry out online registrations/payments with

    HIS portal. Way finder navigation within the campus using the mobile App for

    use by the public exclusively for NIMHANS campus to help them to reach the

    right place for the treatment.

    17. An indicative number of Wi-Fi AP’s for a good speed and throughput with

    coverage in the area of duty is worked out based on the experience by the

    network team members. All other unused areas are ignored for the purpose like

    storerooms, restrooms and any other areas where the wireless activity is not

    required.

    18. The Wi-Fi On-premise Controller/Cloud Architecture shall be future-ready to

    handle Wi-Fi 6 specification from the day one.

    19. A smooth expansion of full-fledged Wi-Fi network in the campus should be

    possible by minimal changes in the RJ45 modules and extending suitable cabling

    for the new access points within the available port capacity of the access

    switches.

    20. It is recommended that the agency get the survey carried out for Wi-Fi based on

    the heat map and the actual area coverage requirements to arrive at the exact

    number of AP’s for the required coverage and throughput.

    21. Instruments connected to the Server/System inside the lab are not taken in to

    account as they are isolated.

    22. CCTV, Telephone extension, Bio-Metric Attendance units etc. are excluded from

    the node requirement during the earlier survey.

    23. NIMHANS at its discretion may change/alter to include/exclude some of the

    services at the time of awarding the contract.

    The passive network survey report provides details of the Nodes, Racks and type of access

    switches like 12 port, 16 port, 24 port etc. and the minimum number of Wi-Fi Access Points

    to be placed. The Total Node count as per the survey has been worked out to 6268 excluding

    the staff quarters at both sides of the campus. Total node count of the staff quarters on

    both sides of the campus with one node for each quarter is worked out to 461 nodes. The

    agency may standardize the switch types to have only 24 port & 48 port switches for

    simplicity and uniqueness.

    The connectivity between the distribution switch uplinks of the major buildings shall be on

    L3 ring architecture. There shall be multiple rings across the campus which would

    accommodate approximately 1000 nodes in each ring. The Main ring between the Core

    switch and the distribution switch would be on 1x40G while the distribution to the access

    switches would be on 10G connection. The users at the node end are extended with 1G

    connectivity from the access switches.

    OBJECTIVES

    Objectives of the NIMHANS Campus Network Infrastructure 2.0

    Keeping the current network challenges in view, the following summarizes the broad

    objectives of the proposed upgradation.

    To establish a reliable and available Local Area Network to address the current needs of the departments and users in these facilities.

    To establish a network to provide Data, High-Resolution Images, Virtual Reality, Surveillance data and Video traffic.

    To provide scalability for future growth in terms of additional nodes and users into the network.

    To enable controlled and managed access to the network and IT resources in these facilities.

    To establish effective monitoring and management systems for the NIMHANS Network.

    To facilitate in achieving full-fledged Wi-Fi campus in stages with minimal changes to the architecture.

    To ensure total security by safeguarding both wired and wireless network both from external and internal threats and block any malicious activity.

    To provide end to end network support for the NIMHANS IT activities.

    The Network shall be of latest technology standards and shall leverage any new technology upgrades with minimal implication.

    Service Requirements

    The following services are envisaged keeping in mind the broad objectives of the network.

    Data services

    Authorized users of the network should be allowed to access authorized data stored in

    various forms through the network. Typical data access mechanisms would include the

    following:

    Internal applications from within the LAN.

    PACS

    e-Hospital and Online Registrations through ‘http://ors.gov.in’

    NIMHANS ERP Solution

    Internet Access

    Updates for the Network Equipment & Medical Equipment from the AMC Vendors, remotely using a secured VPN.

    Online updates for the OS, Anti-Virus Solution, any other software procured by NIMHANS.

    NIMHANS Staff to access the internal applications from outside the campus through a secured Internet connection

    CCTV Surveillance

    Video services

    Some users connected to the LAN are required to have video services. Currently, there are

    two video conferencing facilities one facility in NDA and the other facility in Director’s

    building requiring the video services. This may be extended to a few more locations as well.

    Live streaming of the Conferences / Class Room Sessions / Telemedicine with a link in the

    NIMHANS home page for the benefit of the staff is also on the anvil.

    Voice services

    It is planned to provide voice services using IP Phones to the designated staff connected on

    the LAN. Initially, around 150 IP phones are projected separately requiring voice services

    with new users to be added in future.

    Managing External connectivity

    The NIMHANS Network will be connected to the following types of external network:

    NKN National Knowledge Network, NIMHANS is a premier institute

    with 1Gbps connectivity as NKN Edge Institute.

    ISP Dedicated link for Internet Service as obtained by NIMHANS

    (e.g. BSNL, Airtel, Tata, Reliance etc.)

    It is essential to integrate the LAN and the above external network elements with the

    existing Firewall and Load Balancer to maintain secured connectivity as well as services with

    failover mechanism during the network operation.

    Infrastructure management services

    The services that are envisaged as part of managing the network include but not limited to

    the following:

    Help Desk and ticketing the calls

    Resolving user issues/alerts

    Control authorized user access to the network.

    Network segregation.

    Reports to the management.

    QoS implementation.

    Spam, Virus control within the network.

    Remote Access to the mobile user through intranet and the Internet.

    Monitoring & managing the network for high availability

    IT Service Management activities like configuration management, change management etc.

    Automation of wireless user access for various categories of users in NIMHANS based on the policy and also to grant guest user access with predefined policy.

    Proposed Network Architecture

    It is proposed that Campus Area Network 2.0 shall have 1x40G network on single-mode fiber

    with multiple L3 rings connecting the core switch with the distributed switches. There shall

    be multiple 1x40G rings to keep the maximum number of 1000 nodes on any ring network.

    The access switches are connected on 10G network on single-mode fiber with L2 ring /

    spoke within the building & nearby low-density building with redundancy path. The users

    outlets. The wireless access points shall be on 1G POE port using structured CAT-06A cable

    using direct term plug.

    Single-mode fiber, capable of 1x40G to connect the distribution switches between the buildings on a ring architecture with the main core switches in NDC.

    Multiple rings to be formed based on the number of buildings in proximity and node aggregation.

    The core switches in NDC and near-site DR will be interconnected with each other on dedicated 1x40G single-mode optic fiber.

    The access switches located in the buildings are connected to the distribution switch through single-mode optic fiber uplinks of 10G.

    The users/nodes will be connected to the floor access switches with 1G connectivity through structured CAT-06 cabling.

    The Wi-Fi access points will be connected to the floor access switches with 10G/1G connectivity through structured CAT-06A cabling with direct connectorisation.

    Network and Data Centre in DPNR building shall serve as the hub of the network, with NKN and ISP connection through the internet router terminating at the core switch of the building through a security firewall and optional network load balancer.

    Firewall and Network Load Balancer is already in place to connect the ISP’s. Bidder needs to check for compliance.

    NIMHANS would require the operations of the network of approximately 5900 nodes to

    begin with. Given the NIMHANS IT vision to work from home, it is envisaged to optionally

    extend and connect additional approx. 500 nodes in the staff quarters on the campus.

    Wireless Requirements

    NIMHANS envisages extending wireless access in all the areas of the hospital buildings

    where official activities are needed to be carried out. It is therefore required to carry out a

    final survey of signal strength to arrive at the optimal number of Wi-Fi access points

    required with locations identified that would cover inside of the buildings in the entire

    campus. However, the present survey data also provides a tentative count of the Wi-Fi

    access points for reference. To start with, it is estimated a minimum of 350 Wireless access

    points is required within the buildings. NIMHANS would like to scale up to full-fledged Wi-Fi

    campus with minimal changes at the access cabling while keeping the architecture and

    network security intact.

    Both options of On-premise and cloud-based Wi-Fi Controller shall be considered on its

    merits. Both options shall support the Wi-Fi AP’s for 802.11ac and 802.11ax specification.

    However, NIMHANS has its discretion to choose the technology option which fits for its

    requirements and accordingly final choice shall be decided after identifying the successful

    bidder and before placing the purchase order.

    As part of a wireless solution, way-finder navigation mobile app shall be developed and

    provided from the day one to facilitate the public with the App in his Wi-Fi enabled

    smartphone and could move around within the campus from his starting point at the

    reception desk up to the destination room he needs to visit for treatment making use of

    google GPS while outside the building and using Wi-Fi seamlessly once inside the building.

    Open Standards

    To ensure interoperability and interconnectivity of NIMHANS Network, NKN and other ISP

    for Internet, the new campus network 2.0 should adhere to open standards.

    The NIMHANS Network will be built to incorporate any open standards available as per Open Systems Interconnection (OSI) model. The network should support seamless transformation and integration of protocols.

    NIMHANS Network should be a TCP/IP based network.

    The design should support IPv6 and smooth transition from IPv4 to IPv6 from day one.

    NIMHANS Network must use hardware devices such as routers, switches that shall support open standards such as SNMP v3 for remote management and monitoring.

    Other Requirements

    Provisioning of converged communication Services (Data, Video, Images and Voice) and the interconnection and interoperation of network platforms.

    The network shall be HIPAA compliant.

    Establishment of structured cabling using the standards for the entire network, Single Mode Fiber to support up to 40G, 10G Rings. CAT-06 to support 1G up to 100 Meters, 10G up to 30 Meters and CAT-06A for PoE+

    The Network shall be segmented for into separate VLANs and aggregation based on each department/floor and should be designed taking into consideration of both wired and wireless.

    All Products supplied under the new Network should have been introduced in the market not later than 2 years back as on the date of supply and shall have a minimum of EoS for the next 8 years. End of Life should be for a minimum of 5 years from the date of supply.

    All equipment must be covered under warranty for 60 months with effect from the successful completion of final acceptance and sign-off.

    All software updates and upgrades for 60 months after final acceptance and sign-off at no extra cost.

    Minimum 20 Years of standard performance warranty certification for passive components. The warranty shall be transferable and has component replacement policy in case of a manufacturing defect.

    The new network shall be brought up parallel to the existing network and conduct testing during a trial period before decommissioning the current equipment.

    Till the new network is completely ready and available for use, the existing network should not be disturbed/brought down under any circumstances. The I/O outlets which are currently operational will not be used and new closets I/O outlets/cables/pipes etc. required for the new structured cabling shall be laid.

    The Network and related equipment shall be under warranty for 5 years and extended support under AMC for the next 3 years (total eight years).

    The NDC and DR shall be under Managed Services (O&M facility) with necessary technical manpower to support the Network and Data Center at all levels to run the center with 24 X 7 support for 3 years to start with.

    There shall be passive cabling works agreement with the material and labor cost specified valid for the initial 3 years period extendable for the next two years.

    On behalf of the Director, National Institute of Mental Health and Neuro Sciences,

    Bengaluru, invites sealed tender for “NIMHANS Campus Network Infrastructure 2.0” in two

    bid systems (Technical/Pre-qualification and Price Bid).

    1. The bid documents for the above items should be addressed to “The Director, National

    5.3 The EMD shall not bear any interest and will be refunded to

    6. The tender documents and all correspondences relating to the bid should be in English

    language only.

    7. Bid Information

    The Bidder shall for all purposes deemed to have independently obtained all necessary

    information to prepare his Bid. The correctness of the details given in the RFP is for

    guideline information only, to help the Bidder prepare his Bid. The Bidder shall be

    deemed to have visited the Sites and familiarized themselves thoroughly with the site

    conditions before submitting the Bid. The bidder shall make a technical presentation of

    his understanding on the NIMHANS Network requirement, proposed technology,

    reliable topology, security aspects, management and at least two of the successfully

    executed medium and big projects in the last 3 years. The cost of visiting the sites shall

    be borne by the Bidder. Non-familiarity with the site conditions will not be considered a

    reason either for extra claims or for not providing services in strict conformity with the

    scope and special conditions of the contract. The Bidder shall be deemed to have

    examined the RFP documents, and subsequent clarification or amendments if any, and

    to have obtained his information in all matters whatsoever that might influence

    carrying out the proposal at the scheduled rates and satisfied himself to the sufficiency

    of his Bid. Any error in description or quantity or omission therefrom shall not vitiate

    the Contract or release the Bidder from executing the Project comprised in the Contract

    according to the Scope of Work and specifications at scheduled rates. Bidder is deemed

    to know the scope, nature and magnitude of the work involved in the Project. Any

    neglect or failure on part of the Bidder in obtaining necessary and reliable information

    or issues or any other matters affecting the Contract shall not relieve him from any risks

    or liabilities or the entire responsibility for executing the Contract at the scheduled

    rates and time in strict accordance with the Agreement. Any change in sites conditions,

    technological requirement or regulatory compliances before the acceptance of the new

    network shall be binding on the Bidder and no extra claim on this account shall be

    entertained. The verbal agreement or inference from a conversation with any employee

    of the Purchaser before, during or after the execution of the Agreement shall not in any

    way affect or modify the terms and obligations herein contained.

    8. Pre-Bid Meeting

    b) The purpose of the meeting will be to clarify issues and answer the questions on any matter that may be raised at that stage on the bid document.

    c) The bidder should depute senior-level representative(s) who should be well conversant with the subject and bid requirements.

    e) In view of the COVID situation, a pre-bid meeting may or may not be held with the vendors. However, the clarifications (including the query but without identifying the source of inquiry) will be uploaded on the portal (https://eproc.karnataka.gov.in) if required.

    f) Non-attendance at the Pre-Bid Conference (if held) will not be a cause for disqualification of a Bidder.

    g) No queries shall be entertained after the last date of pre-bid queries mentioned in the tender.

    9. Undue Influence

    Bidder shall NOT contact NIMHANS on any matter relating to this bid, from the

    time of the submission of a bid to the time the contract is awarded. During this

    period, all-important notices will be published in the e-Procurement portal.

    Any effort by a bidder to influence NIMHANS bid evaluation, bid comparison or

    contract award decision may result in the rejection of the bid. Such an act on the

    part of the Bidder shall amount to misconduct and will be liable for appropriate

    action, as decided by NIMHANS.

    11. Price Bid should comprise of-

    a) Price should be quoted in Indian Rupees (INR) only. The Rates should be quoted

    item wise per unit price and quantity only

    b) The quotation should be only for NIMHANS door delivery (door delivery with all

    loading, packing and transportation and other charges etc.) and should have

    detailed information as per tendered specifications (such as cost, each article wise

    rates, taxes, other Government levies, Customs duty, any local agency commission,

    transportation, delivery of the equipment to the Institute premises, installation and

    commissioning etc. Separately along with total cost) with manufacturers name,

    11. The tender bids (technical and price bid) should be typewritten; every correction in the

    tender should be initialled along with seal by the tenderer, failing which the tender will

    13. Tender Opening:

    The Technical Bids will be opened in the Committee Room, Adjacent to Registrar Chamber, NIMHANS, Bengaluru on the date specified in presence of tenderers or their representatives who choose to attend. The bidder’s authorized representative (maximum two) can attend the bid openings. The bidder's or representatives who are present shall submit an authorization letter along with a copy of Photo-id proof and shall sign a register evidencing their attendance.

    14. The Financial bid of the technically qualified tenderer/s only will be opened on a notified

    date. NIMHANS will inform all the Technically Qualified Tenderers through the mail / on

    the website.

    15. Selection Basis: of “Successful Bidder” through this RFP is the Quality cum Cost - Based

    Selection (QCBS) method. The weights given to technical and financial proposals are:

    ➢ Financial (Fw) = 0.4

    The bidder achieving the highest combined technical and financial score will be

    considered to be the “Successful Bidder”.

    16. Proposal Evaluation

    Initial Scrutiny

    Prior to evaluation of Proposals, NIMHANS will determine whether each proposal is

    responsive to the requirements of the RFP. NIMHANS may, at its sole discretion,

    4 Annual Turnover The average annual turnover of the Bidder(s) shall not be less than INR 50 Crores each during the last 4 financial years 2016-17, 2017-18, 2018-19 and 2019-20) from provisioning of IT infrastructure services including network.

    Audited accounts of the company as filed before the Registrar of Companies. In case the breakup of revenues is not available in the manner required in the audited Balance Sheet, the Bidder shall submit a certificate to this effect from the statutory auditor of the company / Chartered Accountant.

    5 Net Worth The bidder should have positive Net Worth in last four years, 2016-17, 2017-18, 2018-19 and 2019-20)

    6 Project Experience Bidder should have executed at least three projects of network installation and O&M including wireless in last five years of the value of at least INR 15 crore out of which INR 10 Crore should be from network supply (Cost of hardware, software, active components, passive components, UPS) cost and 90% of the work should have been completed. The project should be predominantly a networking project. In case client certificate for project completion is not available a CA certificate confirming that more than 90% of the contract value is billed and payment is received shall be accepted.

    specified in this bid document will be considered. d) The bid price will be in INR as specified in the Financial Bid Form. e) Any conditional bid would be rejected f) Errors & Rectification: Arithmetical errors will be rectified on the following basis: “If

    there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If there is a discrepancy between words and figures, the amount in words will prevail”.

    g) The cost indicated in the Financial Proposal shall be deemed as final and reflecting the total cost of services and should be stated in INR only. The lowest Financial Proposal (Fm) will be given a financial score (Sf) of 100 points. The financial scores (Sf) of the other Financial Proposals will be determined using the following formula:

    Sf = (100 x Fm / F);in which Sf is the financial score, Fm is the lowest Financial Proposal, and F is the Financial Proposal (in INR) under consideration.

    20. Award of Contract

    a) Proposals will be finally ranked following their combined technical (St) and financial (Sf) scores:S = (St x Tw) + (Sf x Fw)

    Where S is the combined score, and Tw and Fw are weights assigned to Technical Proposal and Financial Proposal as mentioned in section No. 15.

    b) The Applicant achieving the highest combined technical and financial score will be considered to be the “Successful Bidder” and will be invited for contract signing.

    c) The manpower to be deployed by the successful bidder should be on its rolls and should not be subcontracted to a third party.

    d) The successful bidder shall undertake the joint survey for wired and wireless within 30 days of his selection. This survey shall be compared with the one carried out by NIMHANS. A final BoQ shall be worked out in consultation with IT Cell, NIMHANS.

    21. Managed Services (O&M) Contract term shall be initially for three years’ subject to

    extension on a year-to-year basis for the next five years, based on a satisfactory

    performance review of the Successful Bidder.

    22. Any modification or revision of bids after submission will not be entertained under any

    circumstances. Conditions such as “subject to the availability of stocks”, supplies will be

    made as and when supplies received from the principles etc., will not be considered

    under any circumstances.

    23. A tenderer having once given a tender bid shall not withdraw it after its

    acceptance/opening and if does, the EMD paid by the tenderer will be forfeited and the

    tenderer is liable to make good the loss sustained.

    24. Necessary training/instructions on network configuration and related operations should

    be given by the qualified engineers of the tenderer firm / OEM to the O&M Staff and

    NIMHANS technical staff/s at free of cost after completion of the installation.

    25. The successful tenderer should immediately submit an acceptance letter duly signed and

    sealed for the rate/s and offers agreed by both the parties to the Head of the Institution

    within reasonable time on receipt of the Purchase Order (Agreement Specimen will be

    enclosed with Purchase order & Stamp duty to be paid by the tenderer). The successful

    tenderer should also furnish a Bank guarantee only from a nationalized bank to the

    extent of 10% of the total purchase order value, valid for 180 days beyond the

    completion of the warranty period of the equipment; no split period bank guarantee will

    be entertained. In the event of the successful tenderer failed to supply the item/execute

    the agreement/submit the Bank Guarantee, the EMD deposited by them shall stands

    forfeited.

    26. Payment:

    1. Payment will be made only after the good working condition of the equipment

    certified by the end-user as per the milestone. NO ADVANCE PAYMENT WILL BE

    ENTERTAINED.

    2. All payments are made subject to the deductions at source for the relevant taxes as

    per GoI guidelines.
