President’s Review

We have recently witnessed the spectacle of the Winter Games in Vancouver where Australia has once again boxed well above its weight both on the snow and in the PR department where the boxing kangaroo also triumphed! The opportunities for Australian athletes to demonstrate their remarkable talents across a broad spectrum of sports is in no small way a result of the support they receive from the Australian Olympic family, their National Sporting Associations and the broader community who give generously to fundraising appeals across Australia. Queensland Olympians have benefited enormously from the generosity of the Queensland community and the support they have given to successive teams since the first Queensland Olympian competed in an Olympic Games. In return their lessons of strength, sacrifice and determination have been an inspiration to all Queenslanders.

With just 28 months till our Olympic team marches out to compete on the world stage in London, the QOC is again focused on ensuring the team is equipped and prepared to tackle the challenges of Olympic competition. The fundraising environment remains extremely competitive with ever increasing numbers of sports, charities and other not-for-profits competing for a pool of funds still impacted by the global economic downturn. Whilst 2009 was a fairly quiet year on the fundraising front a number of successful fundraising events were held during the year kicking off our 2012 campaign. Our fundraising efforts are now ramping up with the aim to raise in excess of $1million to assist in funding the Team in 2012. A new fundraising Committee chaired by Matthew Hill-Smith has been put in place for the 2012 Olympiad to drive our fundraising activities.

Olympic education remains a core activity of the QOC. Our flagship program, the Pierre de Coubertin Awards attracted nominations from over 200 schools throughout Queensland. The awards recognise outstanding young Queenslanders who demonstrate athletic ability, sportsmanship, fair-play and artistic talent. These awards culminated in an awards ceremony held in June which brought together this incredible group of talented young Queenslanders to celebrate their achievements.

During the year our Executive Director Michael Brierley took leave of absence, giving Monica Klysz the opportunity to expand her management skills. Monica acquitted herself admirably in Michael’s absence and we thank her for her hard work during the year and Tanya Corbett for her support.

In 2009 we welcomed the Honourable Phil Reeves to the role of Minister for Sport and look forward to working with him in the coming years. The Queensland Government has set some challenging targets to increase participation in physical activity and the reduction on obesity, particularly in younger Queenslanders. In my last report I outlined the partnership we have with the Department of Sport and Recreation to support the promotion of physical activity and support achieving the government’s challenging obesity targets using Olympism and the resources of the Olympic movement in Queensland. The QOC is firmly committed to supporting the government’s objectives in these two critical areas.

I would also make special mention of Queensland Government’s ongoing support of the team. The Premier, Anna Bligh, on behalf of the people of Queensland has again committed to support for the 2012 Australian Olympic Team Appeal. The Queensland Government through the Premier’s Department, Department of Communities, Sport and Recreation Services and the Education Department continue to be strong supporters of both Queenslanders on the Australian Olympic Team and the Queensland Olympic Council. We thank them sincerely on behalf of all Queensland Olympians and aspiring Queensland Olympic hopefuls.

I would like to acknowledge and thank my fellow Board members, Executive staff, our volunteers, sponsors and supporters for their support of the QOC and the Olympic

movement over the past year. With the flame extinguished in Vancouver our attention is now firmly focused on London. Never have I been more confident that working together we can make the contribution required to ensure our athletes in London have every opportunity to perform at their best and importantly inspire Queenslanders to participate in sport and physical activity.

Executive Director’s Report

2009 marked the beginning of an exciting new journey for the QOC as we set our sights towards the Olympic Winter Games in Vancouver, 2010 as well as the London Games in 2012. Not only did 2009 usher in the new quadrennium, it brought with it a new Executive Board. We welcomed Joanna Weaver and Toby Jenkins, and farewelled retiring Board Members Garry West-Bail, Nicole Pensko and Jeff Cheales. Their support was invaluable and I wish them well in their future endeavours.

Staffing of the QOC also took on a new face with Michael Brierley on leave for nine months commencing March 2009. During this time I assumed the role of Acting Executive Director. New employee Tanya Corbett, Administration Assistant, did an exceptional job and became an invaluable member of the ‘QOC team’. Her friendly personality, mature outlook and professional nature enabled her to forge wonderful relationships with QOC staff and partners. I would like to acknowledge and thank Tanya for her hard work. Tanya left us at the end of 2009 on completion of her contract. Her friendly face will certainly be missed around the office. I wish Tanya all the best in her career - no doubt we will be hearing great things of her in the years to come.

The 2012 Team Appeal was launched with the successful staging of the 6th Annual Qantas Legends Golf Classic at Links Hope Island which raised approximately $40K, no small feat for the tough economic times faced early on in the year. The hard work and dedication of the event committee was crucial to its success. I would particularly like to acknowledge the event sponsors, including Qantas Airways, the committee as well as David Fordham and Alan Meacock.

In addition, The Premier committed $400,000 to the 2012 Australian Olympic Team Fund. Our sincere appreciation must go to the Premier for her generosity and support of Queensland athletes who aspire to be Olympians. Her donation will assist in making athletes’ Olympic dreams come true. With a fundraising target of $700,000 for London 2012, we are well on our way to achieving that. A favourable position to be in with 3 years remaining.

In addition to Team Fund contributions, we were again fortunate to receive support from Sport and Recreation Services, Department of Communities and the Department of Education and Training, through sponsorships of $175,000 for the QOC and $9,500 for the Pierre de Coubertin Awards respectively. We thank them for their continued support.

During the year we welcomed a new Minister for Education and Training, the Honourable Geoff Wilson MP as well as the Honourable Phil Reeves MP as the New Minister for Sport, both of whom we were delighted to have attend the Pierre de Coubertin Awards Ceremony. Again the Pierre de Coubertin Awards continued to grow with 215 Queensland secondary schools participating in the program. We are grateful for the support the Department of Education and Training continue to give to these Awards. In addition, I would like to acknowledge and thank all the members of the Pierre de Coubertin Awards Working Group and Education Commission for donating their time to ensure this event as well as the QOC Education Program continues to grow and achieve.

Throughout the year the QOC also continued to work with the Queensland Academy of Sport Athlete Career and Education program to deliver skills training to elite and developing athletes. In addition, we averaged 1 Olympian school or community visit every week, an achievement assisted through partnerships with Bluearth and the Commonwealth Games Association (Qld), spreading the message of being active and the Olympic ideals.

With Tanya’s departure, we will welcome back Michael Brierley in 2010 when I will hand over the reigns and resume the role of Project Coordinator. It has been a wonderful opportunity to act in this higher role and I look forward to applying the skills developed and knowledge gained to my role next year.

In closing I extend my sincere appreciation to all the volunteers who have supported us this year from our Executive Board and Committees, through to the students and Olympians who volunteer their time to assist at events. I also would like to thank all the Olympic Supporters who have supported our events and the Team Appeal. We thank you.

The QOC achieved a trading surplus of $54,131, with accumulated funds at 31st December 2009 being $139,038.

Education Commission Report

It is hard to believe that yet another year has passed, as it seems like only yesterday I completed last year’s report. Nevertheless 2009 has again been a successful year for education initiatives of the Queensland Olympic Council (QOC). I am indebted as always to the hard working staff of the QOC and the support provided by the Education Commission and Pierre de Coubertin Working Group. Without this support we would not be able to offer the high calibre programs we do. The following is a summary of those initiatives.

PIERRE DE COUBERTIN AWARDS

The Pierre de Coubertin Awards are named after the founder of the modern Olympic Games and recognise those students whose performances and contributions, both on and off the sporting field, exemplify the philosophies of the modern Olympics. In 2009 we acknowledged 215 secondary school students throughout Queensland. As part of our agreement with the Department of Education and Training, we conducted one metropolitan and one regional launch. The Awards culminated in a presentation ceremony on the 27 June at the Queensland Conservatorium Southbank, Brisbane. A summary of each event is provided below.

PIERRE DE COUBERTIN AWARD LAUNCHES

The Brisbane Launch was held at the Queensland Sport and Athletics Centre (QSAC) on 17 March 2009. Master of Ceremonies Victoria Carthew of 4BC radio interviewed Beijing Olympic champions Sally McLellan (Silver medallist, Hurdles), Danielle Stewart (Bronze medallist, Softball) and Duncan Free (Gold medallist and four time Olympian, Rowing).

The launch was attended by The Honourable Phil Reeves MP, Member for Mansfield who was representing then Minister for Police, Corrective Services and Sport, The Honourable Judy Spence MP. Of course only weeks after this event Mr Reeves was honoured with the Sport portfolio by Premier Anna Bligh. Ms Rachel Hunter, former Director General, Department of Education, Training and the Arts represented then Minister for Education, Training and the Arts, Rod Welford MP. Over 100 students and teachers from 25 schools were in attendance.

The Townsville launch was held on 18 March. Master of Ceremonies Kim Cooper (Softball Olympic Bronze medallist 1996) interviewed Townsville Crocodiles Captain and Olympian John Rillie (Basketball, 2004), local Townsville dual Olympic Gold medallist Renita Garard (Hockey) and Beijing Gold and Bronze medallist swimmer Melanie Schlanger. During the interview they encouraged students from secondary schools across the region to share in the spirit of the Olympics and shared many of their sporting experiences. The Honourable Craig Wallace MP, Member for Thuringowa represented the Honourable Judy Spence MP. He was joined by Councillor Tony Parsons who was representing the Mayor of the City of Townsville at the event.

2009 AWARDS PRESENTATION CEREMONY

The 2009 Pierre de Coubertin Awards program again culminated in a grand Presentation Ceremony on Saturday 27 June 2009, at the Queensland Conservatorium, South Bank, Brisbane. Of the 215 Award recipients, 138 attended the ceremony. Some of the 500+ audience of students, family and friends travelled from as far north as Cairns and Townsville and west to St George, Dirranbandi and Stanthorpe.

The Minister for Education and Training the Honourable Geoff Wilson MP and Minister for Child Safety and Minister for Sport The Honourable Phil Reeves MP, joined special guest Cate Campbell, 2008 Olympic Bronze medallist swimmer to congratulate recipients and

present them with certificates and Olympic pins.

The event was led by Master of Ceremonies Andrew Kos from the Channel Nine Network. Andrew’s on stage interview with 17 year-old Cate captivated the audience. Cate, who at the time was completing her senior studies at Kenmore State High School, reminded recipients that it was possible to achieve their goals, no matter what their age. Other Olympians who attended on the day were Damon Kelly (Weightlifting 2008), Judy Hudson-Luxton (Swimming 1972, 1976) and Kim Cooper (Softball 1996).

In addition to Cate’s interview, two literary pieces were presented by their authors Angus Crombie, Year 12, Anglican Church Grammar School and Thomas Geraghty, Year 12, Maroochydore State High School. Both students captured their appreciation of the Olympic Movement through their poems which formed part of the Award criteria. Their presentations were well received by the audience.

The State Government, through the Department of Education and Training has been a proud partner of Pierre de Coubertin Awards since 1998. The Education Commission through the Queensland Olympic Council are very grateful for this support.

Special thanks must also go to my hard working volunteers. Firstly the Pierre de Coubertin Working Group and the many volunteers who assisted in the lead up to and on the day of the event. In particular I would like to thank Chris Paul, Jill Koltermann, Mary Summerson, Gabrielle Corbett, Richard Klysz, Stacey Keene, Jo Weaver, Dominique McLachlan and Renee Narcis.

OLYMPIC THEMED EDUCATION RESOURCE

This project is currently in phase two where the project team are enhancing the resource based on the evaluation report completed earlier in the year. A marketing plan to integrate the resource into the education sector is almost finalised. This resource will be ready to utilise by the wider education sector in time for the 2012 London Olympics.

Special thanks must go to the Queensland Sports Foundation for funding the project, the team from the University of Queensland Literacy and Technology Hands-On (Latch-On) Program in the School of Education and Dr Ian Jobling, Director, Centre for Olympic Studies. Without their ongoing support the development of this resource would not be realised.

Aspects of the research project supported by the Education Commission of the QOC, was presented at the biennial International Symposium on Adapted Physical Activity (ISAPA) in Gavle, Sweden, June 23-27, 2009.

Ian Jobling presented on behalf of the Research Team (Dr Karen Moni, Dr Anne Jobling, Ms Jan Lloyd, Dr Ian Jobling, Dr Monica Cuskelly, Ms Kim Cooper, Ms Michelle Morgan and Ms Rebecca Gilmore); the session was well received. Ian also reported on this project at a Workshop for teachers of the Latch-On Program in British Columbia in September 2010. There was also much interest in the development of this Olympic resource.

INTERNATIONAL OLYMPIC ACADEMY

No Queensland nomination was lodged to the Australian Olympic Committee for 2009.

INTERNATIONAL OLYMPIC YOUTH FORUM

The 7th International Pierre de Coubertin Youth Forum was held in Olympia, Greece from 19 to 27 September 2009. The Australian Olympic Committee invited State Olympic Councils to nominate two students from Queensland to make up the Australian contingent of eight students and two accompanying teachers.

The Youth Forum involved participation in events organised by the host school including excursions to historic towns and participation in the prestigious Coubertin Awards competition. In addition, the Australian contingent was invited to stay for an extra week as guests of the William Brookes School, Much Wenlock, England.

The overall standard of nominations received was again exceptionally high however after an extensive short listing and interview process two recipients in Oliver Cook from Anglican Church Grammar School, and Katharina Riehl of Concordia Lutheran College were selected. Following are excerpts from their reports:

“I find the small memories are the things I look back on most fondly. Playing sting pong against 190cm Estonian wrestler, and coming out unscathed. Massage trains with my newly-made Norwegian friends whilst looking up at the Greek night sky was pretty special too. In essence the friends I made, the fun I had were what made my forum experience. I look at my medal, and it serves as a reminder to me. A reminder of what can happen when you seize an opportunity….My experiences at the forum have changed my life. They’ve made me truly appreciate how lucky I have been in my life so far….It was an honour, and certainly and experience that won’t easily be forgotten.” Oliver Cook

“I am extremely grateful for the opportunity I had to represent Australia at the Youth Forum. This was a once in a lifetime experience. I can say that it was the best experience of my life. I took away so many memories that I will have forever….Throughout the week there were many small things and special memories I will never forget, like the first time walking in to my room, meeting the whole team from Berlin or going running one morning with my friends from Norway or the night all the girls in our room sat around talking and had a little party. All of these moments regardless how small they may be are things I will take with me. The whole experience taught me to make the most of every opportunity that you have, always be willing to have a go and just be yourself.” Katharina Riehl

BLUEARTH

We continued to support Bluearth program in 2009, with Olympians Deborah Acason (nee Lovely), Melanie Schlanger, Danielle Stewart, Brent Livermore, Christian Sprenger, and Jodie Bowering visiting Catholic Primary schools across Brisbane along with Bluearth coaches Cynthia Milligan and Jamie Weinert.

CONCLUSION

This year has again has been a successful one for the education initiatives of the QOC. At the time of writing this report however I was advised that the sport of Softball (my sport) would no longer be an Olympic sport, having been replaced with Golf and Rugby Sevens. This announcement has brought with it many emotions and at times I have questioned my future involvement in the Movement. I am convinced though that through my sporting and

Olympic experiences and working with those passionate about the Movement, we can for many years share with generations, the benefits of sport participation and the skills, character building and social connection that comes with it. These are skills that are used for life pursuits and ones that I continue to use every day. So on that note I look forward to supporting the work of the QOC and working with a very committed and passionate group of volunteers into the future.

The Olympians Club of Queensland Committee held a number of meetings and email correspondence during the year to decide and organise the events for 2009, which was a relatively quiet year given not an Olympic year for either Winter or Summer Games.

A key strategy for the Olympians Club was to decentralise their events to hopefully capture Olympians outside of Brisbane. Thus our first event was a Picnic on the Sunshine Coast on Sunday 24th May at Cotton Tree Park, Maroochydore. As this being the first event we had 10 Olympians attend with their families and luckily the weather held out and a great afternoon of chatting and laughter prevailed. The second Picnic on the Sunshine Coast was held on Sunday 25th October where the turnout was 15 Olympians with their friends and families in the park at Alexandra Headlands. Thanks must go to Barry Cheales who organised and hosted both events, and we hope this Sunshine Coast tradition of social events will continue to build in 2010.

Our Christmas function was a great success and 35 Olympians, families and friends celebrated in style at Iceworks Lounge and Bar in Paddington. Those who attended were Graham Bond (Gymnastics 56, 60, 64); Judy Hudson-Luxton (Swimming 72, 76); Denise Boyd (Athletics 76, 80); John Humphreys (Fencing 60, 64); Ray Boyd (Athletics 72, 76); Annette Huygens-Tholen (Beach Volleyball 00); Bill Burton (Swimming 60); Brian Kerle (Basketball 72); Barry Cheales (Gymnastics 64); Michael McKenzie (Swimming 88); Kim Cooper (Softball 96); Julian Muspratt (Water Polo 80, 84); Marion Hoffman (Athletics 72); Richard Powell (Rowing 88, 92); Sue Hooper (Swimming 72) and Selina Scoble (Volleyball 00).

It was also lovely to see Matthew Hill Smith attend as he is very keen to be a more integral part of our fundraising events in 2010 and has been very passionate about the Olympic Movement and an extremely integral part of the fundraising committee of the QOC for a number of years.

All 2009 functions and meetings would not have gone so smoothly if it was not for the assistance and obliging nature of Monica Klysz and Tanya Corbett. Thank you very much for all your support, organising and co-ordination skills and continued ideas for our Club. Lastly, I would like to again thank all the members of our executive committee and I hope 2010 will be a year of furthering the engagement of our members.

PRINCIPAL ACTIVITIES

The principal activity of the company during the course of the financial year was the promotion of the Olympic Movement in Queensland.

RESULTS AND DIVIDENDS

The net amount of the operating profit after income tax of the company for the year ended 31 December 2009 was $54,131 (2008: $59,170).

The Memorandum of Association provides that no dividend shall be paid or transferred directly or indirectly to members. As such, no dividend has been paid since the commencement of the financial year and the directors do not recommend the declaration or payment of a dividend in this report.

EVENTS SUBSEQUENT TO BALANCE DATE

There has not arisen in the interval between the end of the financial period and the date of this report any item, transaction or event of a material or unusual nature likely, in the opinion of the directors, to substantially affect the operations of the company, the result of those operations or the state of affairs of the company in subsequent financial periods.

REVIEW OF OPERATIONS

During the year under review the Queensland Olympic Council Limited has continued to provide fundraising activities for the 2012 Australian Olympic Team. The Queensland Government through Sport and Recreation Services, Department of Communities, Department of Education and Training and the Australian Olympic Committee Inc. have continued to financially assist the Queensland Olympic Council Limited with contributions towards the administrative expenses of the company.

SIGNIFICANT CHANGES IN STATE OF AFFAIRS

There have not been any significant changes in the state of affairs of the company in the current period.

LIKELY DEVELOPMENTS

It is anticipated that the company will continue to operate in accordance with its objectives and that there will be no significant changes to the operations of the company.

During the period six directors’ meetings were held.

The company does not have an Audit Committee due to limited scale of its current trading activities.

NOTES TO THE FINANCIAL STATEMENTS


(1) CORPORATE INFORMATION

The financial report of the Queensland Olympic Council Limited (QOC) for the yearended 31 December 2009 was authorised for issue in accordance with a resolution ofthe Directors on 22 March 2010.

The Queensland Olympic Council Limited is a company limited by guaranteeincorporated in Australia.

The principal place of business is Level 3, Western Stand, Queensland Sport andAthletics Centre, Kessels Road, Nathan, QLD, 4109.

The nature of the operations and principal activities of the Council, are that the QOCacts to develop and protect the Olympic Movement in the State of Queensland inaccordance with the Olympic Charter and the Constitution of the Australian OlympicCommittee Inc. and to actively promote the fundamental principles of Olympism withinthe framework of sports.

(2) STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

The significant policies which have been adopted in the preparation of these financialstatements are:

(a) Basis of preparation

This special purpose financial report has been prepared for distribution to themembers to fulfil the Directors financial reporting requirements under theCorporations Act of 2001 and the constitution. The accounting policies used in thepreparation of this financial report, as described below, are consistent with thefinancial reporting requirements of the Corporations Act, 2001 and the Company’sconstitution, and are, in the opinion of the Board, appropriate to meet the needs ofmembers:

(i) The financial report has been prepared on an accrual basis of accountingincluding the historical cost convention and the going concern assumption.

(ii) The Council is not a reporting entity because in the opinion of theDirectors there are unlikely to exist users of the financial report who areunable to command the preparation of reports tailored so as to satisfyspecifically all of their information needs.

The members neither hold equity in, nor are financial lenders to, theCouncil and their membership is pursuant to the Olympic Charter as wellas the Constitution.

2(a) (ii) Basis of preparation con’t Accordingly, the financial report has been prepared in accordance with the Corporations Act, 2001and the Constitution, the basis of accounting specified by all Accounting Standards and Interpretations and the disclosure requirements of AASB 101 ‘Presentation of Financial Statements’, AASB 107 ‘Cash Flow Statements’, AASB 108 ‘Accounting Policies, Changes in Accounting Estimates and Errors’, AASB 1031 ‘Materiality and AASB 1048 Interpretation and Application of Standards’ which apply to all entities required to prepare financial reports under the Corporations Act, 2001and the Constitution. The Directors have determined that in order for the financial report to give a true and fair view of the Council’s performance, cash flows and financial position, the requirements of Australian Accounting Standards and other financial reporting requirements in Australia relating to the measurement of assets, liabilities, revenues, expenses and equity should be complied with.

(iii) The financial report is prepared in Australian dollars.

(b) Statement of compliance

Certain Australian Accounting Standards and Interpretations have recently been issued or amended but are not yet effective and have not been adopted by the Council for the annual reporting period ended 31 December 2009. The Directors have not early adopted any of these new or amended standards or interpretations. The Directors have not yet fully assessed the impact of these new or amended standards (to the extent relevant to the Council) and interpretations.

This special purpose financial report complies with Australian Accounting Standards as described above.

(c) Income and expenditure recognition

Income, with the exception of fundraising and government grants, has been brought to account on an accrual basis and if not received at balance date is reflected in the statement of financial position as a receivable. Expenses have been brought to account as incurred and any expenses incurred but not paid for at balance date are reflected in the statement of financial position as creditors.

(d) Fundraising

The Queensland Olympic Council Ltd. (QOC) undertakes fundraising on behalf of the Australian Olympic Committee Inc (AOC) and, as a result, all funds raised by the QOC are recorded directly in the financial statements of the AOC.

At 31 December 2009, the QOC had raised $176,964 (2008: $678,821) towards the 2009 – 2012 Olympic Team Appeal (2008: 2005 – 2008 Olympic Team Appeal).

(e) Income Tax

The QOC is exempt from Australian income tax.

(f) Trade and other receivables

Trade receivables which, generally have 30-90 day terms, are recognised andcarried out at original invoice amount less an allowance for any uncollectibleamounts.

An estimate for doubtful debts is made when collection of the full amount is nolonger probable. Bad debts are written off when identified.

(g) Trade and other payables

Expenditure is brought to account on an accruals basis. Any expenses incurredbut not paid for at balance date are recorded as payables on the statement offinancial position.

(h) Plant and equipment

AcquisitionItems of plant and equipment are recorded at cost or, in the case of donations andsponsorship contributions in kind, at fair value at the time of donation orcontribution, less accumulated depreciation and any impairment in value.

Depreciation and amortisationItems of plant and equipment are depreciated on a straight line basis over theirestimated useful lives ranging from 3 to 40 years from the date of acquisition.

ImpairmentThe carrying values of plant and equipment are reviewed for impairment whenevents or changes in circumstances indicate the carrying value may not berecoverable.

If any such indication exists and where the carrying values exceed the estimatedrecoverable amount, the assets or cash-generating units are written down to theirrecoverable amount.

(h) Plant and equipment (Con’t)

The recoverable amount of plant and equipment is the greater of fair value lesscosts to sell and value in use. Value in use is the depreciated replacement cost ofan asset when the future economic benefits of the asset are not primarilydependent on the asset’s ability to generate net cash inflows and where theCouncil would, if deprived of the asset, replace its remaining future economicbenefits.

Impairment losses are recognised in the statement of comprehensive income.

(i) Cash and cash equivalents

The QOC raises funds on behalf of the Australian Olympic Committee Inc.(‘AOC’). All of the funds raised by the QOC recorded directly in the financialstatements of the AOC. QOC does not have a bank account and therefore doesnot have a cash flow. For administrative purposes all cash transactions areprocessed by the AOC and the net cash position is reflected in a net receivableaccount at year end (refer Note 5).

(j) Share Capital

The QOC is incorporated as a company Limited by Guarantee without sharecapital. The liability of the members is limited to an amount not exceeding twentyfive dollars, in the event of the winding up of the company.

(k) Government Grants

Government grants are recognised at their fair value where there is a reasonableassurance that the grant will be received and all attaching conditions have beencomplied with.

(l) Employee benefits and expenses

(i) Wages, salaries, annual leave, long services leave

Expenses for wages and salaries, including non-monetary benefits, annualleave and long service leave, are recognised when the wages are paid orpayable, benefits are received or leave is accrued and are measured at therates paid or payable.

(ii) Superannuation

The Council contributes to the AOC group employee superannuation schemeas well as any authorised employee superannuation scheme chosen underchoice of super. Contributions on behalf of employees are based on variouspercentages of gross salaries and are charge against the income statementwhen due. All employees in the group employee super scheme are entitled to

benefits on retirement or permanent disability. Benefits are payable to nominated beneficiaries on death.

(m) Comparatives

Where necessary, the prior year comparatives have been adjusted to comply withcurrent year disclosures.

(3) Significant accounting judgements, estimates and assumptions

In applying the accounting policies the QOC evaluates judgements, estimates andassumptions based on experience and other factors, including expectations of futureevents. All judgements, estimates and assumptions made are believed to bereasonable based on the most current set of circumstances available to the QOC.Actual results may differ from the judgements, estimates and assumptions.
