The Project:

NERAMAC is proposing to set-up a Cashew Processing Unit at Bodhjungnagar Industrial Estate, Agartala, Tripura. This assignment is to prepare a Detailed Project Report (DPR) [techno-economic feasibility study] with desk and field based market study for the proposed project.

Proposed Products:

The proposed products to be included as product mix under the project are:

Cashew nut

Cashew nut shell liquid.

Final product-mix will be determined based on the findings of the market study which will be a part of the assignment of preparation of DPR.

The following documents are enclosed to enable you to submit your proposal:

a. Scope of the work (Annexure I) b. Supplementary information for consultant, including a suggested format of curriculum vitae

(Annexure II) c. Format for Technical Proposal (Annexure III) d. Format for Financial Proposal (Annexure IV)

The submission of proposals: the proposals shall be submitted in two parts:

Technical & Financial

1. The “Technical” & “Financial” proposals must be submitted in two separate sealed envelopes (with respective marking in bold letters) following the format / schedules.

The first envelop marked: Technical proposal” should include:

Description of the firm / organization The firms general experience in the field of assignment, The competency of the personnel proposed for the assignment, and Proposed work plan methodology and approach in response to suggested terms of experience.

The first envelop should not contain any cost information whatsoever. The second envelop marked

“Financial Proposal” must also be sealed with sealing wax and initiated twice across the seal and should contain the detailed price offer for the consultancy services.

Both the sealed envelopes should again be placed in a sealed cover, which will be received in the office of the Managing Director, NERAMAC superscripting “OFFER FOR DPR CASHEW

PROCESSING PLANT AT BODHJUNGNAGAR INDUSTRIAL ESTATE, AGARTALA, TRIPURA”.

2. Opening of proposal: The proposals (first envelope containing technical Proposal only) will be opened by the Managing Director, NERAMAC or his representative in his office at 1600 hours on…………. in presence of such consultants or their authorized representative who may choose to be present. It may please be noted that the second envelope containing the detailed price offer will not be opened until technical evaluation has been completed and the result approved by the Managing Director, NERAMAC.

3. Evaluation of Technical Bid:

Maximum “Marks” under the following head are given:

I) Concept & Methodology 20 II) Firm / Consultant‟s experience 15 III) Curricula Vitae of Key Personnel 30

(Qualification, experience, membership) IV) International exposure of the company / firm / consultant 15

Marks of Technical proposal shall be decided by the tenderer and shall be final and binding.

6. Financial Proposal: Financial Proposal will be submitted on prescribed Proforma attached to Annexure IV. It is required to furnish detailed cost break up as may be required to support your financial proposal. The financial offer shall be in only Indian Rupees.

7. Deciding Award of Contract: Technical Quality and competence of the consulting service shall be considered as the paramount requirement. The decision of the award of the contract would be as under.

a) Technical proposals scoring not less than 70 % of the total 80 marks will only be considered for financial evaluation. The price envelopes of others will not be considered.

b) Financial Offers / Proposals / Bids:

I) Financial Bids only of those bidders who will have secured minimum 70% of 80 (maximum marks in Technical bids evaluation) will be opened.

II) Financial offer will be opened after complete evaluation of Technical bids by a sub-committee of officers appointed for the purpose.

III) Maximum Marks 20 will be awarded to other bidder who will quote the lowest total amount. IV) Marks that will be awarded to other bidders will be calculated by formulae given below.

The Bidder who will secure the highest marks in total marks of Technical and Financial Evaluations will be considered as best proposal / offer / bid.

8. Tax Liability: All cost should be quoted by Consultant in Indian Rupees. Payments of this contract will be subject to normal tax liability as per service taxes & other taxes prevalent at the time of submission of proposal and enforced by Government.

9. NERAMAC‟s Obligation:

I) During the course of execution of this assignment, NERAMAC and its personnel and others will extend full co-operation to the Consultants and experts during their visits in organizing various visits, meetings, contacts etc. and shall facilitate through liaisoning the required information / data pertaining to the project.

II) Force Majeure clause will only apply in case of delay in completion of the assignment as per committed timeline in the event of external circumstances, beyond control, affecting the execution of the assignment.

Annexure-I

Scope of Work:

The DPR will essentially cover four aspects such as:

Market study, Competitive Analysis and Status Study of the Industry Technical Feasibility Financial Viability Promoters, Management & Related Aspects

Market & Status Study: The market & status study would broadly cover the following aspects:

Identification of product-mix

Desk based of market potential analysis of major end products

Projections of market demand for five years for different end products with specific focus on domestic as well as export

Competitive analysis and existing capacity study. This would include existing manufacturers, their product-mix, installed capacity, capacity utilization and critical factors such as their market territories, pricing, marketing strategies etc.

Need-based field study has to be carried out by the interviewers with important manufacturers, distribution channel players, bulk buyer as well as other end users in order to have insight into product trends, user preference in terms of packaging requirement, prices etc.

The market study would give a financial analysis of demand supply status, suggested product-mix and product –wise as well as total suggested plant capacity keeping in view demand for next five years.

Technical feasibility study:

Comprehensive study of location of the plant from the point of view of availability of land, buildings, infrastructure like water, power, transportation, communication and fiscal incentives etc. in the State/industrial estate.

Study of locations in relation to economic s of logistics from the point of view of transportation of inward raw material and outward finished products.

A comprehensive study of availability of raw materials, seasonality and period of availability in the north eastern region within economic radius of the plant. Primarily the availability of raw cashew-nut and any other critical raw materials will be studied based on the availability of data in and around the state of Tripura.

Identification requirement of quantities of raw materials for the period of five years of operation keeping in view the yield of raw cashew nuts to end products and other input and output ratios.

Requirement of plant and machinery, laboratory equipment and packaging facilities from the point of view of determined product-mix as above and in consonance with the proposed installed capacity.

Aspects pertaining to suitability and availability of state of the art technology for the proposed plant will be studied.

Study of manufacturing process, finishing and packaging. Study of requirement of utilities such as power, fuel, water, compressed air to other utilities.

Study of manpower for the project including technical and managerial manpower in critical functional areas like marketing, production, commercial, administrative, finance and accounts.

Requirement of infrastructure in terms of area of land, total built-up area for the project particularly with reference to production area, raw materials and finished goods storage area, utility housing, administrative and security buildings and provision for expansion.

The Technical feasibility would also look into various standards prevailing at present as per the Govt. of India & state regulations including pollutions control etc.

The technical feasibility also should cover aspects pertaining to environmental protection including requirement for treatment of solid liquid and gaseous pollution, if any.

Financial Viability: The Financial Viability would cover following aspects:

Cost of the project, comprising of land, buildings, plant and machinery equipments, instruments, laboratory, pollution treatment facilities, utilities including cost of electrification, erection and installation, furniture and fixtures, other fixed assets and margin for working capital.

Computation of working capital requirement for the project for the first five years of operation.

Means of finance covering requirement of equity, promoters‟ capital, long term loan, subsidies and grants etc.

Preparation of various financial statements like projected profitability statement, break-even analysis, cash-cum-fund flows statements and critical ratios like return on investments, debt service coverage ratio, IRR etc.

Promoters and Management:

This section would cover aspects like the existing strengths and weaknesses of the promoters, suggestions on strengthening the management aspect for successful implementation of plant, modus operandi of raising equity and other financial resources and identification of critical element for success of the project. This would also cover the proposed project implementation schedule.

Time of Completion for the DPR:

Draft report will be prepared and submitted within 40 days of issued of formal order.

Final report will be submitted within two weeks of submission of the draft report with or without comments from the client.
