This report contains the research done on one of the famous Trust of Pakistan DEWA Trust. Initially we have discussed the background that how the DEWA Trust came in to being and then how it is functioning in their areas. Later the research is done on their service to the people of Pakistan. We have also discussed the sources from where the generate funds and where the allocate it. In the end we mentioned so far what are the future prospects and plans for expansion and diversification DEWA management had got in their mind.

ABSTRACT

As part of the Business and Professional Speech course, this report has been furnished keeping in mind the standards that were dictated. The non governmental organization on which this report is made is Deaf Education & Welfare Association (DEWA) Trust. The purpose for selecting this organization is to reveal to the readers that how the special children especially the Hearing Impaired are educated and taught to keep pace with the changing world. For this reason, our group visited the DEWA Complex in Gulshan e Iqbal in order to collect the data and to examine what goes on in the organization; also we searched the official website of DEWA Trust and the brochures that they had published so that we can get ample of knowledge. The subjects that were studied in the organization were its different division like DEWA Academy School for Hearing Impaired, DEWA College, Hearing Aid Dept., and Press etc. The teaching methods as well as the hiring process and different types of facilities available there were being observed and analyzed with the help of respective teachers and under the permission of Executive Director. Also, we gathered information, regarding the funds sources and allocation, future outlook and services that they provide to the society, by interviewing the staff and Director.

INTRODUCTION

ince the world is perpetually changing and we need to change with it. The underprivileged people living in our society lack the fulfillment of a number of basic needs, health care and education being amongst these

and hence with its deep concern.SThe DEWA Trust is deeply concerned at providing quality education based on modern knowledge with Islamic values and promoting the social culture harmony. Education is intellectual and moral training as well as cognitive & Spiritual development. School is the most demanding institution of learning, fully responsible for advancement of child through continued developmental process.

DEWA is the leading and largest institution of Special Education in the country. It is working since 1967 at Karachi and since 1997 in Islamabad. Enrollment has crossed 1700 students both girls and boys from Nursery to the Degree level, being the first ever College of Special Education in Afro-Asian region.

The founder of DEWA was Mr Munir Ahmed Lodhi, who started this institution with the aim to provide the special people with quality education and make a difference. He started this in 1967 in a small room and now to this date, DEWA is the largest institution in Pakistan which provides education to special people. It is now aiming to start a University as well which will be the first ever University for Special Children in Asia with Inclusive System of Education for both special and normal people under one management.

ACHIEVEMENTS

DEWA, a leading institution of special education was established in 1967 with integration touch and moving fast towards higher education level for special and general education through Inclusive system.

Some landmarks in the history of DEWA are:

Achieved its first memorable goal with the cent percent result for Secondary School level examination of the education board in 1979.

In 1982, shifted to its purpose built DEWA Complex ideally located in Gulshan e Iqbal on an area of 20000 square yards of land.

In the year 1984, “BENEFIT DINNER” for fund raising was hosted which was chaired by the then President of Pakistan, General Zia ul Haq.

Upgraded as Intermediate College in the year 1996 and honored with the Award for Best Intermediate College in 2000.

While in 1997, a branch of DEWA also started functioning at Islamabad and recently declared as International Liaison Office for DEWA Trust, Pakistan.

A step further, DEWA got itself affiliated with Karachi University as a Degree College for Special Education in 1999, the first ever of its kind through out Pakistan and Afro Asian region as well.

The 1st convocation of DEWA graduates batch having 17 special students was held in 2001, the chief guest of this occasion was Honorable Governor Sindh, the future chancellor.

Almost all the Governors of Sindh (since 1971 to date), Heads of Local Governments, and concerned Federal Ministers, and the Foreign Experts/ Delegates & Dignitaries have visited DEWA from time to time.

In 2003, on the historic occasion of inaugural visit to DEWA Complex, the president of Pakistan, General Pervaiz Musharraf, appreciated remarkable efforts of the Torch bearers of DEWA and announced establishment of DEWA University for students with Special needs and disabilities.

The year 2008 was the 3rd time that DEWA’s students have swept all the three top positions in the Secondary board’s Examinations amongst Special students.

OBJECTIVES:

MISSION:

To provide a nurturing environment that encourages our promising students to acquire knowledge, skills and values necessary for successful life.Furthermore, to develop a disciplined culture of merit, love for all, respect for elders and to foster character, confidence and career building attitude.

DEWA primarily focuses on the special students, mainly Hearing Impaired (HI), and their rights towards the society. The teachers there help these special students to cope up with the society and normal people and help them in becoming good citizens. They help these special people to acquire knowledge on every front and to compete with the normal people. In short, DEWA’s main aim is to provide these special students with the feeling that they are not inferior and what others can do, they can do as well.

These objectives specifically are:

1. To educate and assist Hearing – Speech Impaired and those with Special needs.

2. To establish and maintain Schools, Higher Education Institutions, Hostels, Workshops and provide Help, Assessment and Counseling to children / persons with Special Needs.

3. To effect change in the attitude of the Nation and creating awareness about the persons / children requiring some specific assistance.

4. To enlighten the nation that all the deaf and partially hearing persons can grow – up to take their place in the community after proper training / education.

5. To achieve parents teacher cooperation for the best result.

6. To invest money of the Association for the purposeful need of the Association purely on non – commercial basis.

7. That the moneys, income and property of the institution / fund / trust howsoever derived shall be applicable solely towards the promotion of the objects of the institution / fund / trust and no portion thereof shall be paid or transferred directly or indirectly by way of profit, dividends bonus or otherwise to any of its members or their relatives.

FUNCTIONAL AREAS

DEWA primarily operates in two big cities of Pakistan i.e. Karachi and Islamabad.

KARACHI

DEWA was established in Karachi in 1967 by Mr Munir Ahmed Lodhi who is both the founder and current chairman of DEWA Trust. Here, it operates on a large scale basis as the organization has established itself as a renowned name in the field of Special Education. The DEWA complex, built in 1982, was established at the heart of Karachi in Gulshan e Iqbal. It includes:

1. DEWA School for Hearing Impaired (HI).2. DEWA College for Hearing Impaired (HI) – both intermediate and

degree college.3. Cliffs Learning Paradise (Inclusive System of Education).4. DEWA College for Computer Science (Normal Students).

ISLAMABAD

In Islamabad, DEWA started its operations as a school for hearing impaired students in 1997. The Islamabad office also serves as an International Liaison Office for DEWA trust.

FACILITIES AT DEWA

Other than academic education up to graduate level, DEWA provides facilities like computer science, arts and crafts, printing, assessment and counseling, teacher orientation and training, seminars etc. Along with co curricular activities like sports, dramatics are the regular programs of DEWA.

It also provides the students with latest therapy techniques and aids, use of multimedia and modern learning tools, computer and science laboratories and library, spacious elegant campus with lush green lawns, play grounds, swimming pool and stand by generator in case of power failure. There are also indoor games facilities available for students like badminton, table tennis and squash. Other than that DEWA also has a cricket and football team which represents DEWA in various Inter school and colleges tournaments.

DIVISIONS

DEWA is divided into several portions, academic as well as other work related. These portions are self managing but reports to the Executive Director Mr Rizwan Ahmed Lodhi (as mentioned in the organizational structure).

DEWA ACADEMY FOR HEARING IMPAIRED

This is the main portion / division of DEWA; this was the first of all portions to be established and started working. It is a school for special children specifically the Hearing Impaired i.e. Deaf; which is affiliated with the Board of Secondary Education, Karachi but with modified form of syllabus.

The DEWA Academy for Hearing Impaired is further divided into two categories:

1. GENERAL SECTION

This section contains students who have either severe or profound hearing disability. The teaching methods adopted for them are mostly sign language and the written aids like board etc as these students are not able to listen or speak anything. This section operates from the Montessori standard to the 10th standard.

2. ORAL SECTION

This section contains students who have mild and minimal hearing disability and can speak and listen to some extent, if not fully. The teaching methods for them include communication via verbal dialogue together with the sign language and written aids. This section is only till 8th standard.

TECHNICAL SUBJECTS

As these students are not normal, therefore they do not have technical subjects and courses like physics, chemistry and biology; instead they have other technical subjects and courses with modified syllabi form the Board of Secondary Education, Karachi.

In the school standard, the technical subjects that are being taught are:

1. TAILORING

This helps students to learn tailoring and embroidery as a professional course and to develop their skills which can later help them in pursuing their careers in either fashion designing or any other related field. This course is only taught to the girls as they are more interested in adopting it and show keen interest towards it. The course contents include:

Frocks (Baby frocks, A Line frocks, Body frocks etc). Chooridar and Simple Pajamas. Ladies Shalwar Kameez. Caps.

Male and Female Kurtas. Under wears

2. COMPUTER STUDIES

The computer science is only taught to boys as the girls do not have any interest in this subject. The computer syllabi provide students with ample knowledge of computer related works as it is now mandatory for every student to have basics of computers in order to prosper later in life. This subject teaches them the basic concepts and the various programming languages used in computer. It gives students the basic knowledge of the different components of computer and teaches them about the hardware and software used.

In its practical section, the students are being taught how to operate the operating systems and how to work with different tools and software like MS Word, MS Excel and MS PowerPoint.

The course contents include:

Introduction to computers. Components of computers. Input and Output Devices. Backing Storage Devices. Data Representation. Problem Solving and Flowcharting. Operating Systems (LINUX and WINDOWS). MS Word. MS Excel. MS PowerPoint.

3. FINE ARTS

This course helps the students to bring forward the art hidden in them. Being deprived of listening and speaking abilities, these students are take refuge in the hands of fine arts and are really fond of it. This subject is taught to both the girls and boys. The course of fine arts teaches students various techniques used in drawing like sketching with free hand, dot drawing, shading, brush spraying etc.

DEWA DEGREE COLLEGE

DEWA College offers courses for normal and special children. The normal college is deals with the normal students and it is only for Intermediate level. It is like any other regular college and it offers all those subjects which students normally opt for like physics, chemistry, biology and mathematics. Although this facility is offered by DEWA, but very few students take admission as the normal college is not very popular as compared to colleges like Aga Khan College or DJ Sindh Govt. Science College.The special college is for Hearing Impaired students which provide higher secondary education and degree education. Higher secondary section deals with Intermediate students and teaches technical courses like fine arts and computers as a substitute for physics, chemistry etc.

The degree college offers a Bachelor in Arts (B.A.) degree for special students, as it is affiliated with the University of Karachi. The technical subjects offered for the degree level are fine arts, computer science and health and physical education.

TECHNICAL SUBJECTS FOR INTERMEDIATE

Most of the subjects are the same as of matriculation level but are advance in terms of their course contents and syllabi.

1. COMPUTER SCIENCE

The syllabus in Intermediate aims to provide students with advanced knowledge of Microsoft office programs and a more detailed study of different operating systems. It gives an introduction to database management by including MS Access and teaches them how to make and manage the database efficiently. The syllabus also aims to develop the typing speed of students as some typing lessons have been included so that students are skilled with shorthand also. The course contents of Intermediate Computer science includes:

Inpage. Windows 98. MS Word. MS Excel. MS PowerPoint. MS Access.

2. FINE ARTS

Fine arts, at Intermediate level, introduce the history and evolution of art to the students. It tells them about the art of various cultures which existed and are still existing in the South Asian Region, together with the renowned painters and artists of different eras and their services towards the art and architecture.

On the practical side, the basic elements of art are taught and then students use their knowledge and actually put their ideas to paper in the form of art work.

The course contents for Intermediate Fine Arts include:

History of Art. Appreciation of Painters. Structure of Art.

TECHNICAL SUBJECTS FOR DEGREE LEVEL

The further syllabi of Intermediate Fine arts and Computer science are further advanced and a new technical subject is included at the degree level i.e. Health and Physical Education.

1. FINE ARTS

The fine arts course in B.A. gives theoretical knowledge if art and teaches various techniques of printing and drawing. It teaches the styles of various painters as well. Further more, it elaborates the knowledge of various cultural arts and primitive arts. Finally, it teaches the students know how of the types of architecture and the architecture that is currently in use in Pakistan.

The components of the fine arts syllabus for B.A include:

Basic Art line. Creative Art Work. Modern Art Work. Asian Art and Creativity.

2. COMPUTER SCIENCE

This course talks in detail about the operating systems (Microsoft). It also teaches how to make use of the internet facility and how to work with different types of hardware and software. Making and managing a database, for a larger organization, is also taught together with certain programming languages like Visual Basic on which different software and programs are being designed. Also the students are taught the graphic

designing and website development methods; as these are the demands of the contemporary world.

The contents of the syllabus of Computer science for B.A. include:

Microsoft Windows. Internet. Adobe Photoshop. PowerPoint. Database Management Systems. Visual Basic.

3. HEALTH & PHYSICAL EDUCATION

This course works towards promoting the value of good health. It makes them into healthy and responsible citizens by giving them knowledge regarding health and safety education.On the technical side, it introduces them to various indoor and outdoor games and sports; and teaches them the rules and regulation together with the techniques of different types of games and sports.

Also the affects of drugs on health are taught to these children so that they should get aware and do not get exploited when they step into the real world.

The contents of the syllabus of this course include:

Health and Safety Education. Rules and Techniques of the Game. Importance of Physical Education.

CLIFFS LEARNING PARADISE

Cliffs Learning paradise is a primary school which is part of DEWA. Cliffs offers inclusive education. Inclusive education is where normal and special children are taught together using different techniques of teaching. The school provides education till 5th standard. With the regular teaching methods, Cliffs uses activity based learning for special students (hearing impaired and the lowest category of Mentally Retarded i.e. Slow Learners). At the moment, Cliffs offers education till 5th standard but plans to expand gradually with the passage of time. The teaching system is such that the environment adapts to the needs of special children instead of children having to change their habits.

HEARING AID DEPARTMENT

DEWA manufactures hearing aids as well. The hearing aid department manufactures and provides its students with the appropriate hearing aid. DEWA is able to generate revenure from the production of hearing aid by providing hearing aids to various other institutions as well as the government and retailers. It also provides this service of testing and making to individuals who do not belong to DEWA.

The two types of Hearing Aid it manufactures are:

1. Body worn2. Behind the ear.

PRINTING PRESS

DEWA has its own printing press. Although the press is not at a large scale, but the press proves to be sufficient in providing material for students of

DEWA. The printing press facility helps DEWA cut down costs as they do not

have to pay high prices for printing from other sources. The press even prints pamphlets, brochures and posters which are used in DEWA. The press also

tries to generate revenue by offering printing services to outsiders and DEWA plans to expand the press so it is able to accommodate more outside orders and

also meet its internal demands.

SPEECH / AUDIOLOGY DEPARTMENT

The speech / audiology department at DEWA is a testing department. When new students take admission at DEWA, they have to go through the tests taken by the audiology department. The audiology department does a Pure Tone Audiometric (PTA) test of hearing disabilities of students. The test calculates the hearing loss, in terms of Decibels, for each student and then provides them with the correct hearing aid suited to their needs. This department has very important function because if any student starts school with the wrong type of hearing aid then his / her learning abilities can be adversely affected. The situation is similar to a person who starts wearing spectacles not suited to his eye sight. Wrong type of hearing aids results in headaches and other related problems to the students.

The audiology department charges PKR 200 from its students and provides the required amount of sittings. It also provides the services to outsiders and

charges the same amount. If ear testing is done outside then the charges are about PKR 800 for each visit. So, DEWA does welfare works in all fields by providing cheaper and better services to its students and even outsiders.

HIRING AND TRAINING OF STAFF

Teaching Staff at DEWA – 75

DEWA has a predetermined standard of hiring the teaching staff, which was a norm since its creation and was established my Mr Munir Ahmed Lodhi. They hire teachers who have the minimal qualification of Masters in Special Education or any other related fields, at times fresh Graduates are also hired only if they are capable enough to cope up with the stress and are efficient workers. The teachers are hired on a six months evaluation period during which they have to go through a number of training sessions and workshops in order to learn effective ways to teach the Hearing Impaired Students. They also hire former students and other Hearing impaired people for teaching some technical subjects like fine arts and tailoring.

SERVICES RENDERED BY DEWA

INCLUSIVE EDUCATION

Inclusive system of education is one which comprises of both students of special needs and general students (normal students) to study under one roof. DEWA is a staunch promoter and supporter of this system of education. Recently it had established a branch namely Cliffs Learning Paradise which has this system implemented. Mr Munir, founder and chairman of DEWA Trust, believes that this system of education will be beneficial for both types of students as they will know how to deal with each other and will benefit the

society at large. This system of education will also scratch the feeling of discrimination that these special students feel in various places.

WORKSHOPS

Management of DEWA often arranges workshops for its teachers as well as general public, parents and any one who wishes to attend them. These workshops create awareness in for these special children and people get to know how to deal with them and how to make them realize their potential. These workshops are sponsored by renowned companies. The core aim of these is to introduce the public with special education system as most of the people do not know much about this and are negligent towards special people and treat them in a discriminated manner.

AWARENESS PROGRAMS THROUGH MEDIA

DEWA also creates awareness of general public towards these special people through media, as it participates in various events and programs, organized by different channels, which focuses on the Deaf people. Recently they had organized a vaccination program, in association with Ashfaq Memorial Hospital and Sindh Medical College, for Hepatitis. Also ARY Digital has provided the full coverage of the DEWA trust in their program “Muskurana Seekh Ley”. These awareness programs helps in allocation of schools for special children as well as they provide guidance to parents as to what they should do about their children. Now the time is changing and everyone is talking about equal rights and privileges in this world, so these special children are not an exception and they should also enjoy their right, that’s what DEWA believes in.

PLACEMENTS AND MATRIMONIAL

DEWA also encourages its students to excel in their respective fields and for that they go an extra mile and place their students in different organizations. The first batch of graduates from DEWA College was awarded positions in government offices by the Honorary Governor of Sindh, Dr Ishrat ul Ibad Khan. Also DEWA has placed their students with KFC outlet at University Road, Karachi. Along with the placements in jobs, they also provides matrimonial for special students as they have one of the largest database of special (especially deaf) people with them.

SOURCES OF FUNDS:

DEWA meets its expenses through various sources. Firstly, the funds come from the parents who are willing and are privileged, they provides the funds either in the shape of fees or as a charity. Secondly, DEWA has a proper and fixed fee structure for the College of Normal students (Rs 1000 per student), this helps it to achieve its costs incurred in various phases and departments like press and hearing aid department.

The special children in DEWA mostly belong to the less privileged class and they can not afford the high and fixed fee, so in order to provide them with relief, DEWA has a structure of fee according to the household income that is the fee is decided by the family itself according to their needs not the institute;

most of the time the lowest segment of the population income wise is also educated freely and the Director provides them with the fee exemption. It also has a hearing aid department which sells the hearing aids in order to meet the expenses of the organization. The press in DEWA has also applied for the license to work as a publisher from the Ministry of Information.

DEWA is also being funded by the Government which is not recurring though, the government officials and delegates who pay a visit to DEWA provides some donations to the organization as in 2003, the president of Pakistan provided DEWA with land near Super Highway for upgrading it into a university. People actually get inspired by the work of DEWA and due to which they donate for the DEWA together with the business class of Pakistan. In 2001, the Japanese delegates donated the Buses for to the chairperson of DEWA, Mr Munir Ahmed Lodhi which are now serving as school buses. DEWA’s accounts section maintains an up to date record of all donations and funds received from all the sources as well as all the details regarding expenditures in various places.

FUNDS ALLOCATION:

The funds that are being raised by DEWA are primarily spent on the repair and maintenance of the institution which include all the facilities (tailoring room, fine arts etc). These funds are also utilized to provide education to the less privileged or the lower segment of society who can not bear to meet the expenses of their children like school books, transport, fee and other accessories.

As DEWA is renowned for its diversification and innovation, therefore Mr Lodhi has always got some new projects at hand in order to be the most effective special education institution; hence these funds are also allocated to the new projects, on priority basis, after doing their cost benefit analysis.

The remaining funds, if any, are then allocated equally to each department in DEWA, be it Special school, Special College, Cliffs Learning Paradise,

PLANS FOR EXPANSION:

IMMEDIATE PLANS (2-3 YEARS)

ISLAMABAD CENTRE BUILDING

Presently DEWA centre in Islamabad is functioning in a rented building with no further expansion possibilities. The Capital Development Authority, under the government of Pakistan, is now providing a plot of land as to meet the accommodation requirement. DEWA management is starting construction on priority basis and would try to complete school building at the earliest. Estimated cost according to the analysts will be around Rs 32 million to establish the building.

HOLISTIC REHABILITATION UNIT

The project of immense importance has been submitted for approval with the government authorities. The “Holistic Rehabilitation Centre” means early detection and intervention for all types of disabilities together with the proper counseling and therapy facilities. DEWA intends to eliminate “Dis” from “ability” as its core mission. This project will be technically equipped and furnished and will cost around Rs 100 million.

INCLUSIVE EDUCATION TRAINING

DEWA management is eyeing to organize training and teaching program for inclusive system of education on a large scale (Pakistan basis) in order to create awareness and remove hindrances that teachers all around the country face while teaching disable students. This project will help in evolving the avenues of Education for all (EFA).

HOSTEL AT KARACHI

The disable students in the suburbs and neighboring cities of Karachi like Hyderabad, Thatta etc are still deprived of the basic education as they do not have facilities in their respective cities. Therefore, Mr Munir Ahmed Lodhi, Founder and Chairman of DEWA Trust, has proposed the project for building a hostel in order to accommodate the students from these vicinities and provide them with equal opportunities; as he is a staunch believer that education is not only for a certain segment or for people of certain area but for all.

PUBLISHING AND MARKETING OF PRESS

The press at DEWA is currently dealing with assignments of the institution only, which includes printing of books (not publishing) under permission from respective authorities and presses, printing of school copies, registers and other stuff like brochures, pamphlets, prospectus etc. Now, with the rising inflation and with businesses diversifying themselves in various areas, DEWA management has decided to establish their press as a publisher for other books also; for this application has been filed with the Ministry of Information and it is currently under process. Also, the press will handle other assignments, as a free lance press, together with those of the institution’s. This will both help in diversification and providing more funds for the benefit of the trust, so that it can function efficiently.

LONG TERM PLANS (5-10 YEARS)

PROPOSED UNIVERSITY

The torch bearers of DEWA are striving hard to establish a University, unique in itself, with the Inclusive system of education for the special need students and general students under one roof. For this the former president of Pakistan, General Pervez Musharraf, during his visit to DEWA Complex at Karachi in 2003, has granted the land near Super Highway adjacent to Baqai University. This project is on paper uptil now as some formal approvals from concerned government authorities are required but negotiations had been going on between the DEWA management and the Government for the last five years. The only hindrance in this project is the openly corrupt system of Pakistan in which everyone sees his own benefit.

This university, if established, will be the first ever university for inclusive system of education in the whole Afro Asian region. This project will be completed in three phases with estimated cost around US $110 million.

For establishing such a gigantic and unique institution, the DEWA management is hoping to get sincere cooperation and assistance, on every front, from the prosperous and well to do members of the society.

CONCLUSION

School is the most demanding institution of learning, fully responsible for advancement of child through continued developmental process. DEWA has been providing learning facilities from a long period of time, having more than 1500 students in Karachi only. DEWA is providing the educational facilities at subsidized rates if necessary. As their primary mission, DEWA primarily focuses on the special students, mainly Hearing Impaired (HI), and their rights towards the society.

Some of the achievements of DEWA are 100 percent results in the SSC examinations, opening of the DEWA school in Islamabad, starting of the under graduate program (affiliated with The University of Karachi) and also SSC 2008 results declared DEWA as has been securing the three top positions in the special children examination.

DEWA is operating at a large scale in Pakistan and the funds required for the operations are obtained by the willing and privileged parents of the students studying there in the form of school fee. The other sources of funds are the donations by people, government etc. The funds are allocated to each division according to their needs, and the expansion plans are also fulfilled and managed very efficiently by the management at DEWA.

Another very bright aspect of the DEWA is the start of the Inclusive education. A separate unit under the DEWA is working with the name of Cliffs Learning Paradise, which provides a learning facility to special children with the normal children. Also the proposed University is one of the brightest aspects of DEWA and it desperately needs to be built as it is a step towards a new system of education in Pakistan, which will in turn help these special students to be part of the society.

In short, the DEWA foundation is working well towards the fulfillment of the objectives of providing learning facility to the special children, so that they can find their respectable and desirable place in the society.
