Scoping Objectives

• Inform & involve the public early

• Solicit agency and public input

• Evaluate/respond to comments

• Use scoping to inform the planning effort

• Set the plan direction & focus the EIS:

- Key Issues to be addressed

- Environmental impacts considered

- Criteria for evaluating alternative

- Alternatives to be evaluated

Page 8: DESTINATION 2030

• Transportation• Land Use• Population, employment, and

housing• Visual quality and aesthetics• Ecosystems• Energy and natural resources• Earth Environmental health• Human health• Public services and utilities• Recreation• Historic and cultural resources• Environmental justice• Cumulative effects• SAFETEA-LU requirements

Key Impacts to be studied:

• Air quality/ conformity• Water quality and impacts on

Puget Sound• Climate change

Over 200 comments expressed concerns about air quality, the health of Puget Sound, greenhouse gas emissions, and climate change

Criteria Objectives

• Improve the mobility of people and goods in the Central Puget Sound region and reduce energy needs.

• Create an efficient land use pattern for the provision of infrastructure, facilities, and services.

• Promote economic prosperity. • Protect the natural environment.• Promote an overall high quality of life.• Distribute transportation benefits and costs

equitably.

Page 11: DESTINATION 2030
