Dear Scouter, Group Leader,
Welcome to our 4th update on our new Training Scheme 2016. In
this edition we are pleased to update you and your Scout Group
on the following:
• The launch of the first training course in the new Training
Scheme ‘Being A Scouter’;
• A reminder of forthcoming dates for partaking in new
courses and how to book on these courses;
• The continuance of Stages 4, 5 and 6 of the outgoing
scheme and how to book on these course;
• Answers to a range of FAQ.’s (frequently asked questions);
• How to ‘Cross Over’ from Stages in the outgoing Scheme to
the new;
• A full focus on the ‘This is Scouting’ component of the new.
We are delighted to announce that the weekend of the 2nd and 3rd
of April last, saw the introduction of the new scheme with the
completion of our first full ‘Being a Scouter’ course. The course
was held in the fantastic costal setting of the Ballyhornan Scout
Centre, Ballyhornan, Co. Down.
The weekend was a great success with all participants receiving
their Gilwell Woggle after two days sequential training which is
great start to our new scheme.
Our congratulations to all the participants and our thanks to the
Northern Province for their support on this occasion. A special
thanks too to the Training Review Group who designed and
delivered the course. Our thanks too to trainers across the
country who are working behind the scenes to support the
implementation.
With the introduction of the ‘Being a Scouter’, all Stage 1, 2 & 3
courses in the old scheme are now completely discontinued.
There are however additional opportunities to continue with Stages
4, 5 & 6 in the coming months and of course we have scheduled
dates for further ‘Being a Scouter’ courses and the forthcoming
introduction of our ‘Youth Led Programme’ courses too. Read on
in the next pages for more detail.
We have also fully updated our Training page on scouts.ie and it
now provides information on a range of training information. Read
on in the next pages to find out more.
As always we will in the coming weeks, keep you to update as we
continue introduce additional elements of the new scheme on a
phased basis.

As part of the roll out process, the Being a Scouter training course will continue to be
available through April and into May 2016 on the following dates and venues:
• 23rd & 24th of April 2016 in Esker, Co. Galway (Hosted by Western Province in conjunction with SP)
• 14th & 15th of May 2016 in Kerdiffstown, Co. Kildare (Hosted by Dublin Province in conjunction with SEP)
The Youth Led Programme strand will also be available from May 2016 on the following dates and venues:
• 7th & 8th of May 2016 in Castle Saunderson, Co. Cavan (Hosted by North East Province in conjunction with NP)
• 14th & 15th of May 2016 in Esker, Co. Galway (Hosted by Western Province in conjunction with SP)
• 28th & 29th of May 2016 in Mount Mellery, Co. Waterford (Hosted by the South East Province)

click on any date to see the available course and by clicking on the date you will be directed to the online booking system for all

All bookings for new courses are now made through an online application form. Once completed you will be emailed course details.
You should return this email to the address specified with the appropriate cheque posted to the appropriate address as required.
Stages 4, 5 and 6 Training
For those of you who have completed Stages 1, 2 and 3 in the old Scheme, there is
as mentioned previously, additional opportunities to continue with Stages 4, 5 & 6
in the coming months in every province. For further detail on these Stages please
Contact your Provincial Training Coordinator.
Please remember that Stages 1, 2 and 3 are no longer available and if you require
training, you must engage in the new Training Scheme as per the previous page.

Frequently Asked Questions (FAQ’s)
When can a new adult Scouter begin working with young people in our Group?
From April, new adults to your group can only begin working with young people in your group once the have completed the full ‘This
is Scouting’ component of the new training scheme (see the new scheme framework (coloured rope diagram) and a full outline of the
‘This is Scouting’ component of the scheme in the coming pages). Adult Scouters who are in your group prior to April and have
completed Stages 1 and 2 of the old scheme can continue as always to work with young people in your group.
What Training do our Ventures have to undertake?
Ventures do not have to undertake any training unless they are turning 18 and continuing on in your Group as Rovers. In this case they
will undertake an online eLearning Safeguarding module which will be available later in the month. There will be a another
communication once this is live on scouts.ie
What if my Venture is turning 18 on a forthcoming Annual Camp?
In the old scheme they would have had to undertake the Stage 2 in advance of turning 18 on an annual camp. The online module now
covers this requirement. On completion they will receive a certificate which they must retain for verification purposes.
What Training do our Rover have to undertake?
Similar to Ventures, Rovers will undertake an online eLearning Safeguarding module, however, this does not cover the Safeguarding
requirement to be an adult Programme Scouter. They may work with other young people as part of the requirements in the service
elements of their own programme or the Gasice/ Duke of Edinburgh Awards. Once these service requirements are met, the Rover
should discontinue working with the other young people and continue their involvement in the group in their own Rover programme.
What if my Rover or Venture wishes to become a Programme Scouter?
They should have a discussion with the Group Leader (GL) regarding this responsibility and make the appropriate application to
become a Programme Scouter with the GL’s support. They should also partake in the Being a Scouter training course of the ‘This is
Scouting’ component of the new training scheme. As youth members, the are accredited for Induction and The Story of Scouting.

What if a young adult wishes to join our Rover Crew?
They should have a discussion with the Rover Advisor about becoming a Rover and make the appropriate application for membership
with the GL’s support. Similar to other Rovers in the group they will undertake an online eLearning Safeguarding module. Once again,
this does not cover the Safeguarding requirement to be an adult Programme Scouter.
What Training do our new Associate Members have to undertake?
In accordance with Article 19 of our Constitution, an Associate Member is an adult who wishes to be associated with the work of the
Association, for example as supporter, parent, representative of a sponsoring authority, treasurer, secretary or adviser. Effectively,
they have no responsibility similar to that of a Programme Scouter. Accordingly, the are only required to do The Story of Scouting –
eLearning module and an online eLearning Safeguarding Module.
Do new Scouters have to undertake Garda Vetting before they engage in Training?
Our Ventures and Rovers are encouraged to undergo Garda Vetting/Access NI from 17.5 years and are likely to have meet vetting
requirements as they turn 18 years. All new prospective Scouter can undertake the Induction process without vetting and are vetted as
part of this process. This process does not have to have been completed as the undertake the Story of Scouting - interactive Module.
However, all adults must have satisfactorily completed the vetting process before they undertake the Being a Scouter training course.
What is the cost of each training course in the new scheme?
As per the grid chart “New Training Scheme Short Description” shown later in this update, the Induction and the Story of Scouting
strands of the ‘This is Scouting’ component of the new scheme are free to a Group (see the new scheme framework, coloured rope
diagram in the following pages). All 2day/1night courses are €120/95stg. Adventure Skills Facilitator Courses will be approx €50/38Stg.
depending on the Adventure Skill. Learning for your Team modules will be €10 per module. All other online modules will be free too.
In our March update, we noted the cost of each 2days/1night courses were endorsed by the National Management Committee in
November and that it’s breakdown varies from course to course but breaks into average coatings per person (in Euros) per course.

Can you break the €120 fee in more detail? Similar to the March communication, but in some more detail, the €120 breaks down as follows: €10.65: for all awards, insignia, certification used on a course;
€78.00: for overnight accommodation, full catering of all hot meals, the hire of training rooms/facilities
over two days and a contribution to trainers accommodation and travel expenses;
€09.10: for all participant course materials and hand outs that are given directly to participants;
€09.00: for generic hands on interactive course resources that are used by participants as they learn;
€08.40: for SI National Office administrative fees;
€04.85: for contingency fund.
As these figure vary from course to course, they are an average figure across all courses. From the outset we have been very
committed to reviewing these figures in June, once the first 5 - 6 courses have been completed. They will be stringently reviewed to
ensure they are as cost effective possible and to reduce cost where possible.
While we appreciate that an increase in the cost of our training courses is challenging for our Scout Groups, we have compared these
figures with a number of other organisation’s published figures for their Training Courses and they compare as follows:
2 day ‘programme’ training course with NYCI ending both afternoons costs €100 per person (no food or accommodation).
1 day Mountain Skills refresher course with Mountaineering Ireland costs €60 per person.
1 day Intensive First Aid Course with First Aid Safely costs €100 per person.

Considering these figures and others we have reviewed, we would consider the cost of €120 to be below average considering we
include the full cost of meals and accommodation. However, we are committed as said, to reviewing our costs in detail in June. In
addition, we will continue to actively work with the National Treasurer, SI’s Camp Sites Team and all external centres to secure
standardised packages we can use on a regular basis. We hope this will have a positive impact on our review of costings in June.
Why would our Group immediately invest so much financial resources in a new perspective Scouter if we don’t know they are
staying?
Groups and Group Leaders need to remember that they are not investing financial resources in a new perspective Scouter immediately
they arrive in the door. New perspective Scouters should undertake and complete the new Induction process which is designed to help
them and the Group decide if Scouting is for the new individual. They should have also satisfactorily completed the vetting process
before you pay for a course. The Induction process should also take a minimum of six weeks, and in cases where an individual or
group is unsure, this process could be extended for a small number of additional weeks. Documents for those providing Induction and
those undertaking it, are listed on the last page of FAQ’s.
Where do I access the Story of Scouting - eLearning Module?
The Story of Scouting - eLearning Module is available from tomorrow on scouts.ie by following links from the home page. On the home
page click on the grey tab for leaders ages 18+, then under the tab on the right hand side leaders information, click on Training
eLearning Modules. This will take you directly into the eLearning site and just follow the clearly identifiable links.
For the mean time, when a perspective Scouter concludes the module, it will provide them with a “letter of confirmation” confirming
they have finished the module. They should retain this as they will be required to show it to their GL and produce it on their Story of
Scouting - interactive Module. Should they want a full certificate, on completion the system will tell them how to ascertain one. In the
near future, the system will print a certificate directly.

How do I access Story of Scouting - interactive Module?
The Story of Scouting - interactive Module, is accessed similar to the old Stage 1 by contacting your County Training Co-ordinator. It
will be delivered in your own or near by Scout County and will be provided on a need bases as courses are requested. If you are unable
to access a Story of Scouting - interactive Module in advance of the Being a Scouter on the 23rd /24th of April in Esker, please discuss
this with your County Training Coordinator.
Where can I find all the documentation associated with the new scheme?
As we mentioned earlier, we have fully updated our Training page on scouts.ie and it now provides information on a range of training
Information. You can access the page by logging on to my.scouts.ie and click on the tab for Resources. The Training page is available
under the heading Adult Resources / Scouter Training.
• The page includes a range of resources including Welcoming Adults to Scouting (Induction) - Issue 1 0316 for GL’s or their nominee
who is conducting the Induction process for a new Scouter;

A focus on ‘This is Scouting’
As per the Training Scheme outline on the previous page, the
Programme Scouter Training Scheme 2016 comprises four
Components. The components are:
• This is Scouting;
• The Scouter in Action;
• The Dynamic Scouter;
• and Continuing your Journey.
Within each of these components there are a number of training
strands (training courses). The ‘This is Scouting’ component of
the scheme enables the participant to:
• To integrate effectively into their local Scout Group
• Understand the fundamental principles of Scouting and the
core elements of our Programme
• Understand the principles involved in Safeguarding our
Children and Young People
As you can see from the Scheme outline on the previous page,
the Strands in ‘This is Scouting are:
• Induction;
• The Story of Scouting;
• Being a Scouter.
Induction
The Scouting Ireland induction process is a supported journey that
an adult will partake in when they show an interest in being a
Scouter. This process is also used to support Youth Members who
seek to become Scouters but are not required to undertake ‘The
Story of Scouting’ eLearning Module and training course.
The process is supported within the local Scout Group by the
Group Leader directly or by an ‘Induction Facilitator’ that they
nominate.
Each person undertaking the Induction process will be given an
Induction Handbook containing useful information which they
should refer to during their Induction.
The handbook sets out a number of meetings to be attended and
provides an amount of useful information for the person wishing to
become a Scouter.
The Induction process is designed to support an adult who wishes
to become a Scouter to understand what Scouting is and what it
means to become a Scout before they agree to take on that
commitment. It also helps the Scout Group welcome and include
the new adult volunteer so that they come to feel that they will be a
valued part of the team.
The Story of Scouting
The Story of Scouting starts with an eLearning module and
continues with an interactive (trainer led) training session.
The eLearning module takes about 30 minutes for most people to
complete. It provides the participant with an overview of our Aim,
the age ranges we work with, some of the benefits of Scouting
and an overview of the origins of the Movement.
The interactive session introduces the participant to some of the
concepts and methodologies used in Scouting, such as the Scout
Method. It is structured like a Programme Section meeting so that
participants can experience and appreciate what we do and how
we do it.
Being a Scouter
Being a Scouter, is a two day residential training course for all
new Programme Scouters; those with previous Scouting
experience, and those who have none. Normally there will be a
large element of time spent in the out of doors during this course.
Participants who arrive feeling they know very little about
Scouting will go away with confidence, knowledge and ability;
feeling a lot more ‘like a Scout’, having experienced our methods,
our symbolism and our motivations.
The participant who has already experienced Scouting as a Youth
Member, will go away with a new outlook on how to achieve our
Aim, and with the confidence to deliver Scouting as a Programme
Scouter.
The Being a Scouter course programme;
• Provides an introduction to the fundamentals of Scouting:
what we do, why we do it and how we do it;
• Introduces the participant to non-formal education, the
elements of the Scout Method, and the Learning Objectives
through which we achieve our Aim; it does this though
imaginative and interactive methods and the process of the
earning sessions
• Provides an opportunity for the participant to ‘Learn By
Doing’, to experience Scouting in action so that they leave
with a bank of methodologies that they can use directly with
Youth Members in their own Scout Group
• Promotes an understanding that programme direction and
ideas come from the Youth Members and that the role of the
Scouter is that of facilitator
During the course of Being a Scouter, participants will work
together in small groups, to use and build their understanding of:
• The symbolism of Scouting, including spirituality, how it is
used and how it is celebrated;
• The Small Group / Patrol System, its benefits and how it
supports the individual’s development and the group’s
operation
• Fun activities with purpose, how the Progressive Scheme is
an integrated part of the sections Programme Cycle;
• The core values integral to Scouting, including the relationship between young people and adults, and
promoting and facilitating Youth Led Programme;
• The process of the Programme Cycle, how it works,
breaking down the complexity of it, and how it offers
opportunities for achievement;
• The importance of ‘Plan, Do, Review’ as a tool for facilitating
imaginative Youth Led Programme;
• The components of a Section meeting, including games, the
Small Group System, activities and Youth/Adult involvement;
• The One Programme materials and their use in the
Programme Section;
• Scouting Ireland’s policies and guidelines for safeguarding
young people.
The Scout Method is
the common thread
through which
Trainers will introduce
the learning experience.
They will work together
as a team, to provide
the best possible
experience for the
participants who will
finish the training course
with a Promise Ceremony,
welcoming them to the
World Scout Movement.
By the end of Being a Scouter the
participants will have become

Induction Induction into your local Scout Group, delivered locally by the Group Leader or their nominee. Runs concurrently with The Story of Scouting (online and course) and Being a Scouter.

The Story of Scouting This is an interactive training session covering a basic introduction to the fundamentals of Scouting.

Being a Scouter Provides adults with a full understanding of the fundamental principles of Scouting and the core elements of our Programme. Also covers the core competencies required in Safeguarding (Child Protection) which enables adults to engage safely and effectively with youth members.
For all Adults. This training experience is followed by a practical application of learning back with your programme section.
2 day/ 1 Overnight Residential COST: €120 /£95
The Scouter in Action (Wood Badge Trail)
Youth Led Programme Provides Scouters with an in-depth understanding of how to facilitate and support ‘Youth Led’ Programme.
These 4 training experiences, Youth Led Programme, Scouting Together, Adventure Skills Facilitator and Learning for your Team can be completed in any order. Scouters who have been assessed by an expert panellist (to level 7 or higher), will be deemed to have completed an Adventure Skills Facilitator.
2 day/ 1 overnight Residential COST: €120 /£95
Scouting Together Provides Scouters with an understanding of effective interpersonal skills for working with both young people and adults. Also provides further training in Safeguarding.
2 day/ 1 overnight Residential COST: €120 /£95
Adventure Skills Facilitator
Provides Scouters with the basic skills (in one Adventure Skill of choice) to facilitate and support Youth Members in attaining up to Stage 5 in that specific Adventure Skill.
Varies depending on adventure skill. COST: approx. €50/£38
Awarded Wood Badge Pin Learning for your Team Scouters will choose from a range of modules of learning to enhance the capacity of their Scouter Programme Team.
3 hours COST: €10 /£10
The Dynamic Scouter (Wood Badge Trail)
Learning for your Team Scouters will choose from a range of modules of learning to enhance the capacity of their Scouter Programme Team.
These 2 training experiences, Learning for your Team and Adventure Skills Facilitator can be completed in any order. Adventure Skills Facilitator as above.
3 hours COST: €10 /£10
Adventure Skills Facilitator
Provides Scouters with the basic skills (in one additional Adventure Skill of choice) to facilitate and support Youth Members in attaining up to Stage 5 in that specific additional Adventure Skill.
Varies depending on adventure skill. COST: approx. €50/£38
Awarded Wood Badge Beads
You, the Scouter Provides Scouters with an opportunity to review their learning journey to date. Also provides opportunities to enhance their understanding of Youth Led Programme & Interpersonal Skills.
This is the last training experience in the Wood Badge Trail.
2 day/ 1 overnight Residential COST: €120 /£95
Continuing your Journey
Various This gives Scouters a range of options to enhance their skill set and learning on an ongoing basis beyond attaining the Wood Badge Beads.
Training done annually and can be an Scouting Ireland or external training experience.
Minimum of 3 hours per year. COST: Varies
Old to New Scheme ‘Cross Over’ Points
There are no direct correlations between the outgoing ‘Stages’ Scheme and the incoming Scheme. However, to ensure Scouters can constructively continue to engage with their training journey, they can cross from the old scheme into the new scheme as indicate in the table below. It is extremely important to remember that any training completed to date remains valid and any Scouter transferring to the new scheme will be accredited for all training completed. If you have attained your Wood Badge Beads prior to the introduction of the new scheme, this achievement will of course remain valid and there will be no requirement for you to under take the Wood Badge Trail in the new scheme. However, you may choose and are very welcome to under take any learning experience as part of your approach to Continuing your Journey (in training).
Scouters who are in Scout Groups prior to April 2016 and have completed Stages 1 and 2 of the outgoing Scheme will continue to be involved with the youth members in their Scout Group as they currently do. From April 2016, Scouting Ireland will require all new adults to complete the full ‘This is Scouting’ element of the Training Scheme and successfully complete the membership application process (which includes satisfactory completion of the Garda Vetting/Access NI process) prior to direct work with, or access to our youth members.
It should be noted that Scouters who have completed Stages 1 to 3 in the current scheme, have the added opportunity to continue on their journey and complete their training to Stage 6 during 2016 (please see the table below).
