It is my pleasure to provide the 2015-2016 Macomb County Directory.

My office provides prompt, friendly, convenient services including:

Court: Fax requests and fax filing of documents, a PPO Assistance Office with the help of Turning Point, Inc., an online court case index, free wireless Internet access in the Court building and e-filing for select case types.

Elections: Campaign finance reports online, including reports on those who have failed to pay, students are given the chance to “learn and earn” as student election inspectors, customized election results and texts and e-mails on elec-tion night.

Jury Room: Shortened jury service for most with the One-Day One-Trial system, free library books waiting on the day of service, free wireless Internet service, free bus tickets for rides to and from the Courthouse via partnership with SMART, pagers that allow jurors to roam the downtown area while waiting to be called to a courtroom and self-serve kiosks for improved service.

Register of Deeds: Combats real estate fraud with the state’s first electronic entry book and improves the process of recording real estate records with elec-tronic filing and computerized scanning and indexing and the new Super Index, which may be the nation’s best public real estate search system.

Vital Records: Prevents fraud with a birth record verification system developed for use with the Social Security Administration, allows 24/7 access online to: CPL status tracking, the business registration index and the death record index, more efficient customer service due to digital records and extended office hours on Wednesday nights.

Other services offered are a fast-pass system eliminating a wait in line, 24/7 fax-on-demand system, next-day delivery option, online videos with more thorough information, live Internet chat, a mobile office that travels to different commu-nities throughout the year and acceptance of credit cards for easier payment options.

On behalf of the nearly 870,000 residents of Macomb County, I want to thank you for exploring what our county has to offer. If you have come across this publication, you are most likely looking for something. Maybe you want to start a business? Have an interest in volunteer opportuni-ties? How about a marriage license? Regardless of your objective, this directory will help you better navigate Macomb County government.

More than four years ago, the residents of Macomb County resoundingly supported a new executive form of government, and I was given the op-portunity to be the leader of this great county. During my time as county executive, we have transformed county government by making it more economical, efficient and ethical. As one of the fastest growing coun-ties in the state of Michigan, we are continually working to enhance the services we provide. With the help of the countywide elected officials and the Board of Commissioners, we have created a service network that is responsive to the needs of its residents. Each day we strive to impact the lives of the people that live, work and play in Macomb County. This publication illustrates the true reach and impact of county government. From Animal Control to the Department of Roads, the commitment and professionalism of Macomb County’s employees is helping us respond to the opportunities and challenges of each day.

One of my responsibilities, and true passions, is promoting Macomb County. In hopes of generating more awareness and activity, we created “Make Macomb Your Home”. This countywide branding and marketing campaign is helping us showcase the great things happening here each day. This award-winning branding and marketing campaign is helping us tell our amazing story, and is creating a new found sense of pride in Macomb County. We possess some incredible assets that illustrate the true character and identity of the great people of Macomb County. From Lake St. Clair to our traditional downtowns, Macomb County has a wide array of distinct places and experiences. We, as residents, businesses owners, public servants and volunteers, have a unique opportunity to come together, communicate the good news and be ambassadors for Macomb County. The Macomb County Commission is the legislative and policy-making body of Macomb County government. The board is composed of 13 members, elected for two-year terms from 13 districts of nearly equal population, with all terms expiring on December 31, 2016. The Macomb County Board of Commissioners functions on a committee basis. An indication of the scope and subject matter dealt with by the Board is revealed in the titles of the various committees. Ad Hoc committees are appointed as needed for specific purposes.

COMMISSION MEETINGS All Commission meetings are open to the public with an opportunity for public comment at every meeting. Full Board meetings are held once a month in the evening at 7 p.m. and also at least once a month during a weekday morning in the 9th Floor Board Room of the County Administration Building. BRIEF HISTORY OF MACOMB COUNTY Named in honor of General Alexander Macomb, a highly decorated veteran of the War of 1812, Macomb County was formally organized on January 15, 1818 as the third county in the Michigan territory. At that time, it covered a much larger area than it does today. In 1819 and 1820, large portions of the county were removed to form the counties of Oakland, Lapeer, Genesee and St. Clair. The first Europeans arrived in the area during the 17th century. They included French fur trappers who recognized the richness of the marshes and sought new opportunities for trade. Moravian missionaries established the first organized, non-native settlement in the county in 1782 as a refuge for Christianized Indians driven out of Ohio. They built along the banks of the Clinton River, then known as the Huron River, but were forced to leave four years later by the Chippewa Indians. In the late 1790s, Christian Clemens visited the area, and in March 1800, purchased a distillery considered the first building on the site of the future Mount Clemens. The next year he purchased 500 acres for development. This site, known as High Banks, was platted as the Village of Mount Clemens in 1818, when it was proclaimed the Macomb County Seat. In the early 1800s, and at least by 1840, settlers moved into the interior of the county, carving out farms from the hardwood forests. The roots of the county villages and townships were established by this time. In addition to the original French and English, later settlers included Germans, Belgians and others who came directly from Europe. In the 1870s, mineral baths brought international fame to Mount Clemens. Many believed the waters had healing powers. Although the stream still runs beneath the city, interest in the spas died out in the early 20th century. Recently, there has been a reemergence of interest in the mineral baths now being offered at Henry Ford Macomb-East Campus in Mount Clemens. Between 1920 and 1930, Macomb County doubled in population, rising from 38,103 to 77,146 persons. Two significant developments spurred this growth – the establishment of Selfridge Field in 1917, and the beginning of the urbanization movement northward from the City of Detroit. During the 1940s and the 1950s the movement from the central city to the suburbs increased. The largest growth occurred between 1950 and 1970, when over 440,000 people were added to Macomb County’s population. Today, Macomb County encompasses 482 square miles, and ranks third in population in the state, with a 2010 census total of 840,978 persons. The county is recognized as a leader in business and industry, and designated as a “Community of Economic Excellence” by the State of Michigan.

Clemens, Roseville, Eastpointe and Warren, these residents must contact their Police Department non-emergency number). The Animal Control Division also inspects pet shops, horse boarding facilities and issues kennel licenses.

In addition to law enforcement, The Animal Control Division assists residents with re-homing their pets (appointments necessary). Residents wishing to re-home their pets should first seek local rescue groups to set their pets up for success!

A Brownfield Redevelopment Authority may use Tax Increment Financing (TIF) as a tool for property redevelopment. An authority may: (1) capture increases in property tax revenues generated by the redevelopment of eligible properties to reimburse parties for costs of eligible development activities and (2) use captured revenues to finance a local remediation revolving fund to address other eligible sites. Brownfield authorities can qualify for Brownfield site assessment grants, redevelopment grants and the state revitalization loan fund. Brownfield Redevelopment Authorities are authorized under Michigan Public Act 381 of 1996.

The Clerk’s office is launching a new program to pay jurors in cash on the day of their service, which will begin in the summer of 2015.

The drains are located primarily south of M-59 in communities such as Warren, Sterling Heights, Eastpointe, Clinton Township, St. Clair Shores, Roseville, Center Line, Fraser and Utica. Chapter 20 drains are established pursuant to the State Drain Code, Act 40 of Public Acts of 1956, as amended. Each drainage district is considered a special purpose public corporation with the power to enter into contracts, acquire property, sue, be sued and conduct other necessary business. The drain boards approve agree-ments, pay invoices, sell bonds, authorize new projects and make assessments against municipalities in the districts, among other duties.

Other duties include administration of the Soil Erosion Control program, review of drainage plans for subdivision plats, management of 13 pump stations including the Chapaton and Martin in St. Clair Shores and Clintondale in Clinton Township.He operates the Phase 2 Storm Water Management Program for Macomb County mandated by the U.S. Clean Water Act, which includes illicit discharge elimination activity and an extensive environmental education effort that promotes the preservation and protection of our natural resources. Commissioner Marrocco is a statutory member of Inter-County Drainage Boards for the Oakland Macomb Interceptor, Red Run Drain, Bear Creek Drain and Clinton River Spillway Drain, among others. As a law enforcement agency, it is the Sheriff’s Office duty to enforce all laws and to protect the lives, property and welfare of the citizens who work, live and travel through Macomb County. It is also his responsibility to secure all prisoners in the County Jail, as well as provide security and transportation of those prisoners to court proceedings. The Sheriff’s Office includes the road and marine patrols, investigative bureaus, jail operations and is enhanced by a large group of reserve officers who greatly assist our officers, as well as the citizens of Macomb County with different events. The Sheriff also is part of multi-jurisdictional units including COMET (drugs), MATS (auto theft), MACE (computer crimes), and SWAT (tactical unit). The Townships of Harrison, Macomb, Lenox and Washington, the Village of New Haven and the City of Mount Clemens contract police services with the Macomb County Sheriff’s Office.

The Macomb Circuit Court is a trial court of “general jurisdiction” because it handles all actions except those given by State law to another court. The Civil Division has jurisdiction over civil cases involving more than $25,000 and cases in which parties seek equitable relief. The Criminal Division handles all Macomb County felony criminal actions and some serious misdemeanor cases. The County Clerk serves as Clerk of the Court. Circuit Court judges are elected to six-year terms on non-partisan ballots. The Family Division handles all domestic relations matters. The Juvenile Division is part of the Family Division and handles delinquency, abuse and neglect and adoption cases.

John BrennanThe Court Administrator supervises the general operation of Probate Court including personnel, budgets, and implementation of statutory changes and applicable court rules. This office maintains statutory records and indexes as well as archival records. The scheduling of cases for hearings and trials as well as alternative dispute resolution (ADR) are handled by this office. The Administrator will accept comments, suggestions and reviews complaints that may arise.

This division processes petitions on the hospitalization of those individuals who are in need of mental health services and appoints guardians for those adults who are found to be developmentally disabled.

This division administrates testate and intestate decedent’s estates and has exclusive jurisdiction over testamentary and intervivos trusts. Where appropriate the Court appoints guardians and/or conservators for minors and legally incapacitated adults. As a public service, the Court accepts for safekeeping the Last Will and Testaments of county residents. There is a nominal fee of $25 for this service.

MACOMB COUNTY DISTRICT COURTSDistrict Courts have exclusive jurisdiction of all civil litigation up to $25,000 and also handle garnishments, eviction proceedings, land contract forfeitures, civil infractions, and other proceedings. For criminal cases, the district court conducts preliminary examinations in felony cases and handles all misdemeanors where punishment does not exceed one year in jail including arraignment, sentence, and setting and acceptance of bail. District judges may appoint magistrates. The magistrates may set bail and accept bonds in criminal matters, accept guilty pleas, sentence for traffic, motor carrier, dog, game, snowmobile and boat law violations, and issue arrest and search warrants. Attorney magistrates may hear small claims cases. Magistrates may, at the direction of the Chief Judge, perform other duties allowed by statute.

Municipal Court civil jurisdiction is limited to $1,500. Its criminal jurisdiction is similar to district court. Municipal judges must be lawyers, residents, and electors of their cities. They are paid by the municipality and are elected for four-year terms as provided by city charter. They are part-time judges and may practice law outside of the courtroom.

Macomb County is often noted for its recreational opportunities, particularly its access to inland lakes and Lake St. Clair. There are three major public parks in the County and our new linear park, the Macomb Orchard Trail, where people can enjoy a vast array of year-round recreational activities. County residents are never far from leisure facilities. Lake St. Clair Metropark (586) 463-4581Scenic Lake St. Clair Metropark offers a mile-long shoreline on Lake St. Clair. This 789-acre park features a 700-foot sandy beach, a 50-meter swimming pool with two waterslides, a poolside rock climbing wall and an inflatable water obstacle course, the Squirt Zone sprayground, children’s play areas, picnic areas and shelters, marinas, a nature center, nature trails, a paved hike-bike trail, boat launches, an 18-hole par-3 golf course (which also doubles as a foot golf course) and the 18-hole Shipwreck Lagoon miniature golf course. The day sail launch provides opportunities to launch jet skis, kiteboards, windsurfers and ice boats. The park is a top bird-watching site with more than 230 commonly-seen species. Winter activities include ice fishing, ice skating, sledding and cross-country skiing. Stony Creek Metropark (586) 781-4242Built around the 600-acre Stony Creek Lake in gently rolling terrain, this 4,435-acre park offers many recreational activities, including ten large picnic areas, an 18-hole regulation golf course and driving range, a nature center, a nature interpretive area, a 36-hole disc golf course, two swimming beaches, play areas, a boat launch and boat rentals. A 6-mile paved hike-bike trail circles Stony Creek Lake. Mountain bikers can ride on 17 miles of hilly, heavily wooded dirt trails that traverse the southwest side of the park and the Trolley Trails area. The Trolley Trails area also offers a mountain biking skills course. Hiking trails are located near the Nature Center and north of Inwood Road (separate entrance). Winter visitors can enjoy cross-country skiing, sledding, ice skating and ice fishing. Wolcott Mill Metropark (586) 752-5932Located along the banks of the North Branch of the Clinton River in Ray Township, this 2,850-acre park features farm center, historic grist mill and an 18-hole regulation golf course and driving range. Ten miles of equestrian trails and a rental facility for parties are available at Camp Rotary. Visit the farm center to see a modern 250-acre working farm, complete with horses, goats, sheep and ducks. The dairy herd is milked daily at 10 am, April 1 through October 31; and at 9 am, November 1 through March 31. The Grist Mill offers a rare glimpse of Macomb County’s historic past and is listed on the National Register of Historic Places. Three miles of nature trails can be accessed from the Historic Center parking lot. Interpretive programs are offered at the mill and the farm. The Historic Center (the grist mill and surrounding buildings) is open Friday through Sunday and other times by appointment. The grounds are open daily 9 am-5 pm.

MAJOR PARKSGENERAL INFORMATIONLocated along the Huron and Clinton rivers, the Huron-Clinton Metroparks pro-vide a natural oasis from urban and suburban life as well as year-round recre-ational activities and events. A regional park system, the Metroparks consist of 13 beautiful parks covering 25,000 acres, ten spectacular public golf courses and two marinas on Lake Erie and Lake St. Clair. The parks also offer scenic nature trails, breathtaking beaches, educational activities and exciting winter sports. For persons with special accessibility needs or who have limited English pro-ficiency, please contact the park facility of your choice at least 72 hours in advance of your visit. A Metroparks vehicle entry permit is required to enter any Metropark and is only $30 annually for regular admission, $20 for seniors (62 and up), or $7 daily. The VOCA grant funds come from fines and penalties levied against criminals convicted of federal crimes. The PPO advocate helps citizens complete the PPO forms which assists the circuit court staff in filing the forms quickly and helps the judge in determining whether to grant the request. In addition the advocate assists with safety planning and screens for lethality.
