CTO ROUNDTABLE

CTO Roundtable:Influencing the future

Acouple of years agoHuawei started toorganise a CTO

Roundtable with the aim toprovide a platform where CTOscan meet amongst their peersand with industry partners toshare ideas, views on changes, trends and new technologies inthe telecom industry. Along with our industry

partner GSMA, we extend thisinvitation on a twice-yearly basisto keep pace with the fastmoving changes in our industry. At each of the previous

roundtables more than 30executives from the world'sleading operators and industrypartners came together to discussthree hot topics for three hours.

During the last eightroundtables, more than 100 ofthe most influential CTOs havediscussed over twenty-five of theindustry's most importantchallenges. CTOs exchange best practices,

opportunities and thoughts, withthe spirit to push the whole industryforward towards 5G and beyond. However, just because 5G is

one of the hottest topicsdiscussed in the mobile industryand one of the key questions ishow to prepare today’s networksfor 5G, we must not forget thatcurrent technologies will bearound for many years. Therefore, in addition to futuretechnologies and trends, theCTOs will focus on current and

near-term topics as well. Prominent topics amongst

CTOs include challenges such ashow to maintain the competitiveedge of existing networks, howtechnologies can best be used tomaximize return on investment, what new business models allowus to capitalize on the Internet ofThings (IoT) opportunity, or howto create value from existing data. Some previously discussed

topics, such as the need for aninterim technology between LTEand 5G, or the importance ofcellular IoT, have alreadybecome a reality and found theirway to standardisation. In fact, the perceived value of

the CTO roundtable has increasedcontinuously over the last few

years and its output has provideda significant contribution andcommon voice to the industry, helping to speed up and influencestandardisation and the entiremobile broadband industry. The CTO roundtable

celebrates the vital role CTOsplay in steering operators throughthe dramatic changes happeningin telecoms and preparing themfor the future. This year’sinvitation-only CTO roundtablewill take place Wednesday 23November from 3pm and includeguests from the GSMA, HKT,PLDT, NTT Docomo, Telus andTelecom Italia. The CTO roundtable club

CLOUDRAN | FEATURE

Diversified services, multiple technologiesand new business models

are the key driving force behindnetwork architecture evolution.Firstly, future mobile networks

require an elastic networkarchitecture to support multipletypes of services that havedifferentiated requirements fornetwork performance (speed, connectivity, and latency). ARservices require Gbps-levelbandwidth and ms-level latencyto provide an excellent userexperience, while meter readingrequires kbps-level bandwidthand is insensitive to latency. These two services have

significantly divergent networkrequirements and require aflexible network architecture.Secondly, future mobile

networks require long-term co-existence of multiple radio accesstechnologies (RATs). Networkcomplexity will increase withconcurrent RATs (3G, 4G, 5G, andWi-Fi), additional frequencybands, various site types, andemerging heterogeneousnetworks. This requires a unifiednetwork architecture to supportmultiple RATs and provide asuperior user experience.Thirdly, future mobile

networks require higher networkefficiency. The increasingnumber of diversified servicesresults in an unbalance ofhotspots and MBB traffic, whichadds further urgency to deployan elastic network architecture toachieve higher profits. Finally, future mobile networks

must support rapid serviceprovision. The rapid development

of over the top (OTT) services willlead to a considerable expansionin operators' business scope, beyond that of voice and data.Traditional telecom services willfocus primarily toward customer, enterprise, and industrialinformation and entertainmentservices. During comprehensivedigital transformation, operatorsmust reduce network O&M costs, but also accelerate new on-demand service provision andflexible deployment to promoteadditional revenue growththrough an agile and opennetwork. The imminent realization of an

interconnected mobile worldinvolves a network evolutionfrom 4G to 5G and a completereconstruction of operators'basic interconnection capabilitysparked by this new era of digitaltransformation. Maximizingmobile network value, building afuture-oriented mobile accessnetwork, and addressing futurechallenges created by serviceinnovation are top priorities to betackled over the next two tothree years.

RECONSTRUCTING THERADIO NETWORK WITHCLOUD With cloud-based hardware andsoftware systems, CloudRANenables operators to build aservice-driven and user-centricelastic network that supports 4Gand 5G connectivity, whileembracing the diversity of futureMBB services. CloudRAN acts asa platform that supports multipleservices and technologies, increases network resource

utilization, and implements agileservice release. Reengineeringthe architecture of the mobilenetwork maintains the followingfour key benefits:

ON-DEMAND DEPLOYMENTOF NETWORK FUNCTIONSIN DIVERSE SERVICESCENARIOSCloudRAN's new network-layering standard shifts from NE-based to more function-basedorientation. Resourcemanagement helps add a list ofdetailed functions to traditionalvertically managed wirelessarchitecture systems. Thesecapabilities can be rapidlyconfigured on demand to caterfor growing servicerequirements. In principle, real-time components are in closerproximity to base stations, allowing for super-low latencyand an acceleration in post-processing based on complexdata calculations completed atthe front end.

UNIFIED ARCHITECTUREPROMOTES HIGHNETWORK CONVERGENCECloudRAN utilizes multi-connectivity, control and userplane separation, and uplink anddownlink decoupling methods toresolve network complexitycaused by multiple RATs,network layers, and frequencybands on a multi-layeredarchitecture, and to provide anoptimal user experience. Multi-connectivity allows a singleservice to run on multiple RATs,including 4G, 4.5G, 5G, and Wi-Fi. Authorized and unauthorizedspectrum resources will bothprovide access capabilities tomaximize user speed.

HARDWARE RESOURCESPOOLING ENHANCESNETWORK EFFICIENCYBesides the inherent benefitsderived from resource pooling ofthe entire network, CloudRANincreases the number of positiveaspects by forming independentnetwork resource pools achievedthrough hierarchical decoupling.Signaling and data functions ofdifferent services can then formindependent resource pools toincrease network resourceefficiency. For example, social gaming (such

as Pokemon GO) may generateunexpected massive connections, which put big pressure on signalingprocessing. In this case, CloudRANcan form a resource pool forsignaling processing to increasenetwork resource utilization andaddress challenges derived byunpredictable signaling bursts.

OPEN PLATFORMIMPLEMENTS AGILESERVICE RELEASEOn a new cloud-basedarchitecture, base stations canmore easily open networkcapabilities through valued dataor interface (network optimizationparameters, QoS information, andservice APIs). OTT companiesand vertical industries can thenutilize this data and interface toperform an innovation ofservices. CloudRAN will decoupleservices to implement rapidsingle-service-based deploymentand significantly shorten theexpected time to market.Mobile IoT will increase the

value brought by CloudRAN, andoperators will be better preparedand ready for the muchanticipated arrival of a moreconnected mobile era.

OFFICIAL SHOW PREVIEW2016 GLOBAL MBB FORUM DAILY | #HWMBBF16 PAGE 3

The rise of the mobile Internet has unleashed new types ofservices carried on public mobile networks that would haveonce been regarded as impossible. These include HD video, virtual reality (VR), augmented reality (AR), driverlessvehicles, real-time industrial control, ubiquitous access tohigh-speed cloud content anytime, Internet of Thingsservices, and public safety services – all are confirmed as keyfuture wireless network applications.

greatly appreciate GTI's strongsupport for TD-LTEdevelopment and fully respect itscommitment and leadership inpursuing this new technology.”From a network vendor

perspective, Mr. Rajeev Suri,CEO, Nokia, said: “Weacknowledge GTI's support andhelp in developing the maturityof TD-LTE technology and lookforward to many stakeholderssharing our passion for TD-LTEover the coming time”What’s more, last year GTI

evaluated how to move on as wehave accomplished our initialmission. Many industryexecutives told us that GTIcannot stop and TDD still needsGTI to move on towards 5G,which strongly strengthened ourconviction to push ‘GTI 2.0.’

GTI OFFICIALLY ENTEREDINTO GTI 2.0 IN FEBRUARY2016. WHAT’S THE NEWSTRATEGY MISSION OFGTI? HOW WILL YOUACHIEVE THE NEWSTRATEGY MISSION?

The mission of GTI 2.0 is tocontinue TD-LTE GlobalDevelopment via continuing topromote TD-LTE, continuing toenlarge the scale of convergedTDD/FDD terminals and

networks, and further promotingthe development of TD-LTEenhanced technologies. We alsowant to propel 5G developmentand will do that by promotingand utilizing the advantages ofTDD to facilitate 5Gdevelopment, promoting 5Gunified standards and the end-to-end ecosystem, and exploring 5Gcross-industry marketopportunities.GTI has already become the

most important global TDDplatform, and we have a greatindustry base with 124 operatormembers and 111 partners.

Secondly, GTI 2.0 has obtainedcore operator support. TheChairman/CEO of BhartiEnterprises, China Mobile, KT,SoftBank and Vodafone haveformed the GTI LeadersCommittee, pushing GTI futurestrategies to explore newmarkets, and create innovativeservices and business models tolead 5G development.Thirdly, compared with other

global organizations, GTI is morefocused on industrialization andtrials. And GTI has rich experiencein quickly pushing the developmentof the end-to-end ecosystem.

IN YOUR OPINION, WHATKIND OF ROLE DOES GTIPLAY IN IMPROVING THEGLOBAL INFLUENCE OFCHINESE COMPANIES?

Chinese enterprises likeoperators and end-to-endvendors really contribute a lot toGTI’s work. Without theircontribution, we would not haveGTI and we would not have TD-LTE today. This is obvious. Meanwhile, GTI is the most

important platform for Chinesecompanies. With the greatsuccess of TD-LTE globally,Chinese enterprises and Chinesetelecommunication techniqueshave won global recognition.GTI provides a greatinternational stage for Chineseenterprises to show theiradvanced TDD technologies andsolutions, and to make themconnected to global operatorsand the worldwide industry.During GTI’s 5 year growth,Chinese enterprises captured theglobal mobile market withincredible speed; companies likeHuawei, ZTE, and manyterminal manufactures likeXiaomi, Oppo etc. Furthermore, on the subject of

TD-LTE development, Chineseenterprises will go further in the5G era through GTI.

INTERVIEW | GSMA

2016 GLOBAL MBB FORUM DAILY | #HWMBBF16PAGE 6 OFFICIAL SHOW PREVIEW

WHAT DO YOU SEE ASGSMA’S MAIN ROLE ININFLUENCING NEWTECHNOLOGY AND 5G?

The GSMA is working for itsmembers and with its partners toshape 5G. As the associationrepresenting the mobile industry,we will play a significant role inshaping the strategic, commercialand regulatory development ofthe 5G ecosystem. This willinclude areas such as thedefinition of roaming andinterconnect in 5G, and theidentification and alignment ofsuitable spectrum bands. Once astable definition of 5G is reached, the GSMA will work with itsmembers to identify and developcommercially viable 5Gapplications.

WHAT DO YOU CONSIDER TOBE THE MOST IMPORTANTFEATURE OF 5G?

Clearly there’s a lot of excitementaround 5G - it offers enormouspotential for both consumers and

industry. In addition to beingconsiderably faster than existingtechnologies, 5G holds thepromise of applications with highsocial and economic value, leading to a ‘hyper-connectedsociety’ in which mobile will playan ever more important role inpeople’s lives. However, it’simportant to note that many ofthe 5G technical requirementsalready form part of the networkinnovations being undertaken byoperators today. For example, technologies such as NFV, SDN,HetNets and Low Power, LowThroughput networks are beingbundled under the title of 5Gdespite the fact that they arealready being brought to marketby vendors and deployed byoperators. We need to continueto innovate and drive sustainablegrowth and service innovationthat builds on currenttechnologies such as 4G toenable new businessopportunities in the near term, rather than being swept towards5G deployment ahead of realdemand.

HOW DOES GSMA PLAN TOINCREASE OPERATORS’INVOLVEMENT IN IOT?

The GSMA has a programmecalled Connected Living that isworking with the industry toaccelerate the potential of theIoT. We believe the IoT can beunlocked through industrycollaboration, interoperabilityand the development ofcommon standards that willhelp to avoid marketfragmentation, accelerateadoption and encourage theIoT market to grow in asustainable way. The GSMA isworking closely with operatorsand ecosystem partners inthree critical areas that areintegral to the development ofthe IoT:• Interoperability and

standardisation: Without acommon approach, the marketwill become fragmented andreliant on proprietarysolutions. Common standardsand interoperability areessential for a sustainable IoT.

Mats Granryd,Director General, GSMA

Q&A The head of the mobile industry association gives his

thoughts on the development of 5G and the Internet ofThings, while also speaking passionately about whymobile is so important to the United Nations’ SustainableDevelopment Goals.

GSMA | INTERVIEW

OFFICIAL SHOW PREVIEW2016 GLOBAL MBB FORUM DAILY | #HWMBBF16 PAGE 7

• Security: We are working toget best practice securityguidelines adopted so thatmachines can communicatevia the mobile network in themost secure way.

• Big Data: The IoT alreadygenerates a huge amount ofdata that is largely retained invertical silos. We are workingto establish an IoT Big DataEcosystem (BDE) to unlockthe potential of this data. Acommon, collaborative andinteroperable approach willhelp to usher in a new era ofIoT solutions, helping themarket to scale.

ARE “RIVAL” OFFERINGS TOLPWA THAT COMPETE WITHTHE 3GPP-BACKED NB-IOTGOOD OR BAD FOR IOT?

We created the Mobile IoTInitiative to align the mobileindustry behind threecomplementary Low Power, WideArea (LPWA) technologies inlicensed spectrum and fast-trackedtheir standardisation in 3GPP toaccelerate adoption. Networkoperators are experienced andtrusted providers of managedM2M solutions and are best placedto lead the development andcommercial roll out of LPWAservices that meet customerrequirements. Solutions in licensedspectrum are scalable, reliable, secure and flexible and avoidunnecessary risks inherent withunlicensed offerings. Werecommend that customers waituntil licensed LPWA solutions areavailable in market to avoid riskingan unlicensed solution that maynegatively impact their business.

WITH LPWA TRIALS STILLUNDERWAY, HOW CANOPERATORS ENSURECOMMERCIAL NB-IOTDEPLOYMENT BY NEXTYEAR?

We have already seen manypilots and pre-commercialdeployments of Narrow BandInternet of Things networks (NB-IoT) this year, with ChinaUnicom, China Telecom, Etisalat,Deutsche Telekom, KT andVodafone announcing their plansfor network deployments into2017. In 2016, AT&T alsoannounced a number of LTE-M

pilots with customers withcommercial roll-outs expectedsoon. We would encourageoperators to work with theGSMA’s Mobile IoT Initiative orthe GSMA NB-IoT Forum to helpaccelerate the commercialadoption and deployment of NB-IoT technology.

WHY IS MOBILE SOIMPORTANT FOR THE UN’SSUSTAINABLEDEVELOPMENT GOALS?

Globally, nearly 4.8 billion menand women subscribe to a mobileservice – almost two-thirds of theworld’s population – and this isexpected to reach 5.6 billionpeople in 2020. As an industry, wehave an opportunity to leveragethe mobile networks that we havebuilt and the services we deliver tohelp achieve the United Nations’Sustainable Development Goals(SDGs). In February 2016, the mobile

industry became the first sectorto commit to the SDGs. InSeptember, at the UN GeneralAssembly week, we published the‘2016 Mobile Industry ImpactReport: Sustainable DevelopmentGoals’, which provides anassessment of the mobileindustry’s current impact inachieving the SDGs and outlinesfuture actions that will expandand strengthen that impact. Thisfirst-of-its-kind report alsoestablishes a benchmark throughwhich we will measure theindustry’s progress incontributing to the SDGs by 2030,and serves as a blueprint forother industries as they committo achieving the Goals. This is an important

opportunity ahead of us, andworking together as an industry, with other sectors, governmentsand key stakeholders, I dobelieve we can make a realdifference in people’s lives.

IN ADDITION TO THE 17SDGS, WHAT OTHERAPPLICATIONS CAN RAISETHE PROFILE OF THEUN’S GOALS?

In addition to publishing theMobile Industry Impact Report,we have partnered with theUnited Nations and ProjectEveryone to develop and launch

the official ‘SDGs in Action’mobile app, creating a communityfor industry, governments andindividual citizens to worktogether in delivering the SDGs.Users can get details on each ofthe 17 Goals, including theassociated SDG targets, as well asexplanatory videos, case studiesand data, and suggestions on howpeople can take action to helpachieve them. The app alsoallows individuals to highlight theactivities they are undertaking insupport of the SDGs, and to invitetheir social networks to getinvolved as well. The report and the app are just

two examples of what we’reundertaking to put a spotlight onthis important issue. The GSMAand our members, along withmany others in the private andpublic sectors, are working tobuild visibility around theseGlobal Goals. There’s not a singleorganisation that can do thisalone – it is critical that we allwork together in making this areality by 2030.

WHAT DO OPERATORS ANDTECH COMPANIES NEED TODO TO BRIDGE THE DIGITALDIVIDE?

Despite the strong progress wehave made in connecting theunconnected, at the end of thedecade, more than 40% of theworld’s population will still lackinternet access, with most of theexcluded population living inrural areas. Digital inclusion canextend economic and socialbenefits to previouslyunconnected populations, fuelling a virtuous circle thatreduces poverty, improvesinfrastructure and services, andfurther increases internet accessand usage. The GSMA is workingwith the mobile ecosystem toaddress the four key challengesto increasing digital inclusion: • Network coverage: expandingthe commercially sustainablecoverage of mobile broadbandnetworks to underservedpopulation groups (typically inrural or remote communities)by promoting infrastructuresharing, regulatory best practiceand technical innovation.

• Affordability: addressing keyissues such as mobile-specifictaxation to help make internet

access more affordable, especially for “bottom of thepyramid” citizens.

• Digital skills and awareness:providing training to people sothey understand the benefitsand opportunities of beingonline and have the skills touse the mobile internet.

• Locally relevant content:encouraging and promoting thedevelopment of content andservices that are relevant tounderserved population groups.

HOW WILL GSMA APPROACHPRIVACY AND SECURITYISSUES WHEN IT COMES TODIGITAL AUTHENTICATIONAS PART OF THE MOBILECONNECT INITIATIVE?

The premise of Mobile Connect isthat it offers consumers a single, trusted, mobile phone-basedauthentication solution.Fundamental to its uptake andeffectiveness is that MobileConnect must absolutely respectonline privacy and enhanceindividual security by mitigatingpassword vulnerability. Theservice securely authenticatesusers, granting them safe on-lineaccess to mobile and digitalservices such as e-commerce,banking, health and e-government.

WHAT ARE YOU MOSTEXCITED ABOUT AT THISYEAR’S GLOBAL MBBFORUM?

Each year at Huawei’s GlobalMBB Forum, we see a lot of newproducts and technologies ondisplay, and I’m looking forward toseeing the showcases highlightinghow mobile is being used in newand exciting applications.

“We recommendthat customerswait until licensedLPWA solutionsare available inmarket to avoidrisking anunlicensedsolution that maynegatively impacttheir business.”
