The Department of Sport and Recreation appreciates and embraces the crucial role that sport plays in the lives and development of our youth, especially in promoting the health and the self-esteem of our young people. We are also mindful of the importance of sport in promoting social cohesion and inclusion in society and community life. We will continue utilise sport for peace and development and as tool to contribute to the 2030 Agenda for Sustainable Development. Sport and recreation programs and activities promotes, “A Healthy Society Built on Athletic Spirit”, and reaffirms our belief that sport and physical education play a key role in the development of fundamental cognitive skills of young people. It is for that reason that we continue to pursue the schools sport agenda. Embedding the provision of sport-based programs and quality physical education is vital to talent identification and development. The outcomes of our transformation report from 2013 to date as well as our National Federations Transformation barometer indicates that Schools Sport is the only platform that we can utilise in transforming sport in South Africa. Schools Sport is therefore fundamentally the bedrock for future growth and development of the sector.We concede that the promotion and provision of opportunities for recreational and leisure activities relies on the availability of spaces where these activities can take place. Hence our determined drive for consolidation of all available resource to deliver facilities and maintenance of such within sustainable human settlements. Many athletes in this country are a product of school sport. Some are from humble backgrounds, and yet they have achieved great heights. These athletes are an inspiration to our young stars who are participating at this National Schools Athletics Championships, which is the breeding ground for future top athletes. It is for this reason that the Department is proud of all learners taking part in the national athletics championships. Through such activities, we also hope that values of hard work, respect for authority, and team loyalty can be developed. We believe that the interaction with other learners during a game, or even a social event after the game, helps to break social barriers, and builds respect for authority and the “rules of the game”. Finally, we wish to thank parents, teachers, coaches and technical officials for the support given to our hard working learners by facilitating their participation in these games. We wish to urge all to continue to play their part in building a winning nation.Best wishes for a successful National Athletics Championships.

Athletics South Africa is excited by the National Primary Schools Track and Field Championships which will be hosted in Port Elizabeth by the South African Schools Association (SASA) from 10-12 March 2016.We are excited because the future of the country’s athletics begins here.There will be excitement all around amongst students, teachers, parents, coaches and the public as athletes chase glory for their respective provinces and schools. These Championships present coaches, teachers and ASA, with the perfect opportunity to test how far the many hours of development and preparations have come.It is also an opportunity for our young South African athletes to learn about the joys of winning and the pain of losing gracefully. This Championship is also about getting kids to run together, play together and measure their level of talent. After this, when we look back, we will know how much more we still have to work on developing our youth and also see how much we have achieved so far. At the end of it all, for many of the kids, the greatest thing about the Championships experience, will be just about making new friends.

2. Verification of birthOriginal ID document, or copy thereof certified by a Commissioner of Oaths

OR

Birth certificate with a recent colour photo (not older than 6 months) attached thereto. After the photo has been attached to the certificate, a school stamp should overlap the photo and birth certificate signed by the Principal/Commissioner of Oaths. Learners from private schools, home schooling or independent schools must conform to the same standards. Scanned documents will be allowed.

The General Manager of each Province must have a list of all athletes with the relevant information stating the date of birth of each athlete. The list must be verified and duly approved and signed-off by the Provincial Structure.

All Team Managers must, however, verify their athletes who finish among the top 3 (three) in an event, before the medals are awarded.

Athletes will be disqualified if this arrangement is not adhered to by the Manager/Province.

Provinces will be held responsible if an athlete is entered in the wrong age division.

3. Medals and trophiesChampionship medals will be awarded to the first three (3) athletes in the finals.

A trophy will be awarded to the Best Performer in every section as indicated – Categories:Track Girls, Track Boys, Field Girls, Field Boys.

SECTION B

1. GENERAl RulES1.1 No littering within the grounds will be allowed.1.2 Respect officials — poor behaviour etc. can result in suspension. 1.3 No alcohol or glass bottles will be allowed at the stadium.1.4 Team Managers and Coaches are responsible for the good conduct and behaviour of their own

athletes. Disciplinary action will be taken against any defaulting Province. 1.5 Athletes will not be allowed to compete in any event if in the opinion of the officials, he/she is not

suitably attired.1.6 First aid will be provided at the stadium in the case of injuries or emergencies.1.7 A medical doctor will be on standby. The cost of treatment by this doctor will be for the account

of the athlete or his/her province. Provinces are requested to provide their own physiotherapist for their team’s own general purposes.

1.8 Athletes who belong to a medical scheme must bring their membership cards in case of a seri-ous injury.

1.9 Doping tests will be done randomly during the championships.1.10 Implements for the throwing events must be given in on registration for the purpose of ASIZING.

The implement will be returned to the athlete at the start of the event. 1.11 No person, except officials, will be allowed within the arena. The same apply to athletes who are

not participating. Only Team Managers may enter the competition area to launch a protest.

The competition would not have happened without the Athletes who are learners from different Primary Schools across the nine South African Provinces. Their parents continue to be an inspiration, as they support them and follow them where ever they go.

The teachers who prepared and presented these learners from their respective schools where the learners were selected to the Provincial Officials who prepared and presented these teams to the National Championship.
