On June 27, 2013, Metro’s Board of Directors approved a $1.272 billion contract with Walsh/Shea Corridor Constructors to build the Crenshaw/LAX Transit Corridor Project, an 8.5-mile light-rail line that will run between the Expo Line on Exposition Boulevard and the Metro Green Line. The design/build contract will include both the Leimert Park and Hindry Stations.

The Board also approved an additional $160 million in contingency funds for the project for a total project budget of $2.058 billion, which includes the fixed guideway, Leimert Park and Hindry stations, new rail cars, a rail maintenance yard, real estate acquisition, the cost of planning and designing the line and other associated construction costs.

The Crenshaw/LAX line will o=er commuters a viable transportation alternative to congested streets and freeways. The transit project will also provide significant environmental benefits, economic development potential and employment opportunities within the corridor’s communities and throughout LA County. Once the project is completed, riders on the Crenshaw/LAX line will be able to make easy connections to light rail lines and subways within the entire Metro Rail system, as well as connections to municipal bus lines and regional transportation services. The purpose of the project is to improve public transit service and commuter mobility throughout the Crenshaw Corridor near Los Angeles International Airport (LAX). The overall goal of the proposed project is to improve mobility in the corridor by connecting the Crenshaw/LAX line to existing light rail lines such as the Metro Green Line and the Expo Line.

The Crenshaw/LAX Transit Corridor light rail line is scheduled to open in 2019. When the Crenshaw/LAX line is operational, riders will be able to travel north-and-south from the heart of Southwest Los Angeles’ historic African American community in the Crenshaw District through downtown Inglewood to Metro’s Green Line in El Segundo. Metro and Los Angeles World Airports are also coordinating planning e=orts toward eventually connecting the Crenshaw/LAX line to the LAX terminal area.

The CLC holds Project Oriented Discussion (POD) meetings throughout the year, which are open to the public, to provide a sharper focus on topic-specific items related to the Crenshaw/LAX Transit Corridor Project. These POD meetings function as topic-specific work groups, where guest experts are invited to speak on specialized or technical issue areas under discussion in regard to the Crenshaw/LAX transit project such business sustainability (during

construction), economic development, joint development, safety, and environmental quality/mobility/quality of life. POD meetings provide community feedback to Metro about potential rail project construction impacts, transit system design preferences, rail system safety, economic development, contract procurement and job opportunities.

Arna Fulcher and Tunua Thrash accepted the responsibility for helping frame their respective community’s dialogue with Metro regarding the Crenshaw/LAX Transit Corridor Project. Fulcher and Thrash bring extensive experience to their role as CLC co-chairs. They have high expectations for the CLC’s potential to have a positive impact on the design and construction of the Crenshaw Line.

“I hope the project will unify the communities that the rail line will go through and it provides opportunities – jobs to individuals, revenue to businesses and new services to the communities served by the project,” Fulcher said.

“Jobs are very important. Construction as well as transit-oriented development and the dollars both can help bring to a community are critical. The Crenshaw/LAX project can elevate the hopes and aspirations of people and important communities, as well as take people places once it’s built,” Fulcher added.

Thrash said, “I hope to help guide the conversation our community must have with Metro regarding the transit line they plan to build and we hope to use. We are a part of the process of helping people become informed about this transit project.”

“In regard to Metro, we can play a very e=ective role in providing suggestions, recommendations and advice on the possibilities for development at and near key station locations.”

“The line will help people in our Inglewood community become more mobile and can contribute to a better quality of life helping create a better community-connected atmosphere. Inglewood has the opportunity to become a destination and attract an array of retailers and development opportunities,” noted Fulcher. “As riders board the new trains, Inglewood has to give them a reason to get o= and visit our restaurants and shops, and not just pass through. It is important to tie revitalization to this transit project.”

Thrash said Crenshaw Bl has a robust transit system today. Thousands of people rely on Metro bus service and they use buses along Crenshaw Bl to make their way across Los Angeles.

How the transit project will a=ect communities and neighborhoods in LA and Inglewood are the Co-Chairs mutual concerns. They both say they see challenges and opportunities.

Los Angeles Co-Chair Tunua Thrash is executive director of Los Angeles-based West Angeles Community Development Corporation, the housing and economic development arm of the 25,000-member West Angeles Church of God in Christ. Thrash serves on the executive committee of the Greenlining Institute board of directors and is a member of the Urban Land Institute.

Inglewood Co-Chair Arna Fulcher is executive director of First Community Development Corporation, an a;liate of Inglewood-based First Church of God…Center of Hope. Fulcher has served as chief financial o;cer for the California Family Health Council, California State Northridge University Student Union, California State University Los Angeles University Auxiliary Services and California Community Foundation.

‘Back to the Future’

The Crenshaw/LAX transit line is the 21st century successor to the Los Angeles Railway’s Yellow Cars that connected communities in Southwest LA and carried passengers more than 600-miles throughout Los Angeles County from 1925 to 1961 before they were replaced by new bus lines.

As the photos of historic transit images below shows, light rail is not a new mode of transportation for residents in LA’s Crenshaw District.
