A planning process to update the Village’s Official Community Plan in a way that is sustainable & inclusive. The new plan will shape our future.

WHAT IS SUSTAINABLE SALMO?

ü  Successful federal gas tax grant of $75,000 (Jan 2016).

ü  Columbia Basin Trust convening grant (April 2016).

ü  Formation of Sustainable Salmo

Technical Working Group.

¡  Community capital: the natural, social/cultural, built and

economic capital from which a community receives benefits and on which the community relies for continued existence.

¡  Community assets:

§  strengths of the community (to be maintained and encouraged over time)

§  priority things or qualities that deliver community benefit (contribute to livability, sense of place & overall well-being over time)

PARKS, TRAILS & RECREATION ¡  Salmo and surrounding rural area provides inter-

connected parks & trails e.g. Great Northern Trail .

¡  Partnerships with Vil lage and community organizations, Salmo Trail Society.

¡  Informed by RDCK Recreation Master Plan in 2014

REGIONAL LEVERS TO FOSTER SOCIAL & CULTURAL WELL-BEING

EMPLOYMENT LANDS ¡  The Village of Salmo is ideally located for the purposes of commuting

distances to other regional hubs of employment including the City of Nelson, City of Castlegar and City of Trail.

¡  Public transit routes allow for commuting. Access to transit has been

identified as an important barrier to mobility within the rural communities of Electoral Area G.

¡  Ensuring an adequate land base for commercial and industrial

development in the areas proximate to the Village encourages local employment and economic diversification.

¡  The Rural Development Institute of Selkirk College with some

assistance from RDCK staff, developed an interactive mapping program called 'employment lands".

¡  Used to examine how land use regulation in the RDCK and member

municipalities contribute to local employment

¡  Sustainable Salmo project will inform land use regulations in the rural

area proximate to the Village for the Area G Community Plan Review.

¡  Sustainability is a concept that encompasses social, cultural, economic, and environmental aspects in how we live.

¡  It has been used in community planning over the past 10-15 years.

¡  Decisions and choices are based on integrating all the above elements, for the well-being of people and ecosystems.

¡  It looks to the long term – 25 to 50, even 100 years into the future.

¡  The comprehensive approach includes governance and the four orders of Canadian government: local, provincial, First Nations, and federal.

¡  The elements of sustainability fall within one or more jurisdictions, calling for collaboration among agencies and cooperation with volunteer organizations and residents.

SOCIAL & CULTURAL WELL-BEING AND SUSTAINABILITY (JOAN)

¡  Local Government Act – an of ficial community plan is a statement of objectives and policies to guide decisions on planning and land use, respecting the purposes of local government

¡  The purposes of local government include good government, providing services, providing stewardship of public assets, and fostering current and future economic, social, and environmental well -being of the community

¡  Both direct and indirect connection to social and cultural well-being ¡  An OCP must include (among other things):

§  residential development to meet anticipated housing needs §  Institutional, agricultural, recreational, and public utility land uses §  Present and proposed public facilities including schools and parks

¡  While definitely related, not everything about social and cultural well -being belongs in an OCP – eg, volunteerism, being a good neighbour.

SOCIAL & CULTURAL WELL-BEING AND LAND-USE (JOAN)

¡  Salmo residents have a BIG sense of place with a lot of social & cultural capital

¡  There are significant assets

§  Cultural assets: good people, volunteerism, etc. §  Social assets: networks, comm. groups, non-profit recreation §  Built assets: library, farmers market, community centre

¡  Supportive programs, policies and infrastructure for social and cultural well-being is often supported across multiple levels of government (e.g. public health and safety)

¡  Tonight we want to think through a vision and specific content for how to plan the future of our community
