Regional Quality Managers
Services Provided:
• Work with provider agencies to support effective use of the CANS.
• Monitor providers use of the CANS during assessment and treatment planning and related to child outcomes.
• Assist in identification of community resources and services related to CANS- identified needs across agencies.
Identify gaps in outpatient and trauma- related services and resources based on CANS-identified needs across agencies.
• Support in bridging these gaps in CQI and trauma-specific practices.
Structure and AccessTo Consultation Resources
Case Consultations:
Topics for case consultations will be determined by the CQI and IDCFS planning teams in conjunction with the providers being served, based on common themes observed or representative topics.
Topics and dates will be disseminated via email listserves and information will also be communicated via Regional Quality Managers.
Providers may sign up to either staff or participate in these consultations via mechanisms established by their Regional Quality Managers.
Participation will be determined based on region and considered on a first come basis.
Agency & Program Consultation:
Initial topics for agency and program consultation will focus on:
~ Implementation of the CANS ~ Building knowledge about trauma-specific treatment practices.
Subsequent topics will be determined in conjunction with provider agencies, program specific needs assessments, and suggestions determined by agency contact with Regional Quality Managers.

Clinical case consultations will be offered within
interdisciplinary staffing or clinicalteam format.
Inclusion of key service providers suchas therapists, supervisors, case workers,school counselors, probation officers, andfoster parents.
Enhancement of skills in providing trauma-focused services and addressing complex caseswithin IDCFS.
Twelve, 90-minute clinical case consultations will
be offered in a group teleconference format.
Consultation Formats:All other consultation services will be ongoing and offered in the following formats:
•Group teleconferences based on identified or suggested topics
•Individual agency phone or in-person meetings based on need
•Web or e-mail-based discussion groups
•Inter-agency Super User Program meetings
•Quarterly Newsletter – highlighting updates on provider progress, ongoing CQI activities (such as use of outcome data), and specific trauma topics
CQI CUI Focus
CQI ObjectivesTrain and certify providers on the
IDCFS Child and Adolescent Needs &Strengths (CANS) assessment tool.
Provide support and technical assistance in implementation of the CANS in community agencies to track behavioral health needs and outcomes.
Provide consultation on the developmentof assessment-based, trauma-informed andstrength-based treatment plans.
Provide training and consultation
on child trauma best practices and quality improvement strategies
to enhance provider knowledge, skills
and practices.
Emphasizes improvement in the quality of care and effectiveness of services within the behavioral health system served by IDCFS providers where trauma is often a clinical concern.
State Trauma Expert Consultation Services Provided:
Assistance in effective and consistent use of the
CANS to support strength-based and trauma- informed service planning and outcomes management.
Assessment of the training and resource needs
across agencies to improve effectiveness of servicesand enhance trauma-informed practices.
Training on the identification, assessment and treatment of childhood trauma.
Consultation with agencies on how to build organizational capacity and readiness toadopt new trauma practices.
Linkage to web-based resources and writtenmaterials developed by several leading national child trauma experts.
Establishment of learning communities to
facilitate communication and information sharing across agencies.
Program and clinical consultation for
building trauma-related practices basedon specific agency needs and the needs of children served.
The CQI Initiative National Trauma Consultant
Consultation Services Provided:
National ConsultantBruce Perry, MD, Ph.D.
Dr. Perry is one of the leading nationaltrauma experts on the impact of
childhood trauma and maltreatment on child development.
State Trauma ExpertCassandra Kisiel, Ph.D.
Dr. Kisiel is a Research Assistant Professor at Northwestern University and past Training Director for the National Child Traumatic Stress Network. Her background and expertise are in child trauma assessment and effective training and dissemination methods for trauma-focused practices.
