COVERS WEST SUSSEX FOOTBALL LEAGUE (Established 1896–97)

NOMENCLATURE AND CONSTITUTION

1. (A) The Competition shall be designated the West Sussex Football League and shallbe known as Covers West Sussex Football League and shall consist of not morethan ninety (90) Clubs approved by the sanctioning authority.

(B) All such Member Clubs must be affiliated to an affiliated County FootballAssociation and their names and particulars shall be returned annually by theappointed date on the Form D to the Sussex County Football Association Ltd.The area covered by the Competition Membership shall be the County of WestSussex and adjacent borders of the Counties of Hampshire and Surrey.

The Competition shall apply annually for sanction to the Sussex County FootballAssociation Ltd and the constituent teams of Member Clubs may be grouped indivisions not exceeding 15 in number.

(C) Inclusivity and Non-discrimination

(i) This Competition and each Member Club must be committed to promotinginclusivity and to eliminating all forms of discrimination.

(ii) This Competition and each Member Club does not and must not [by its rulesor regulations or] in any manner whatsoever unlawfully discriminate againstany person within the meaning and scope of the Equality Act 2010 or anylaw, enactment, order or regulation relating to discrimination (whether byage, gender, gender reassignment, sexual orientation, marital status, race,nationality, ethnic origin, colour, religion or belief, ability or disability orotherwise).

(iii) This Competition and each Member Club must make every effort to promoteequality by treating people fairly and with respect, by recognising that in-equalities may exist, by taking steps to address them and by providing accessand opportunities for all members of the community, irrespective of age, gender,gender reassignment, sexual orientation, marital status, race, nationality,ethnic origin, colour, religion or belief, ability or disability or otherwise.

(iv) Any alleged breach of the Equality Act 2010 legislation must be referred tothe appropriate sanctioning Association for investigation.

(D) Standard Rule not applicable to this competition

(E) This Competition and its Clubs shall support the FA’s Respect programme. Assuch it recognises that everyone in football has a collective responsibility tocreate a fair, safe and enjoyable environment in which the game can take place.A Respect League values the contribution of match officials, players andspectators and ensures that they are treated with courtesy and fairness byopposing players, club officials and spectators. The Competition and its Clubswill seek to play fixtures in a fair, competitive but not antagonistic environment.

(F) Member Clubs shall not enter any of their teams playing in the Competition inany other Competitions (with the exception of F.A. and County F.A. Competitions)except with the written consent of the Management Committee of theCompetition.

(G) At the Annual General Meeting or a Special General Meeting called for thepurpose, a majority of the delegates present shall have power to decide or adjustthe compilation of the divisions at their discretion. When necessary this Ruleshall take precedence over Rule 12.

(H) This Competition shall only permit one team from a Club to participate in the samedivision unless there is no viable alternative because of logistical issues and/orreasons linked to participation and geographical boundaries. This Competitionwill obtain the prior approval of the sanctioning Association in the event of adivision comprising of more than one team from the same Club. This Competitionwill ensure that, where permission is given, teams from a Club operating in thesame division are run as separate entities with no interchange of players otherthan via transfers of registration in accordance with Competition Rules.

ENTRY FEE, SUBSCRIPTION AND DEPOSIT

2. (A) Applications by Clubs for admission to this Competition must be made in writingto the General Secretary by not later than 15th May in each year and must beaccompanied by an Entry Fee of £20.00 per team which shall be returned in theevent of non-election.

At the discretion of a majority of the accredited voting members present,applications,, of which due notice has been given, may be received at the AnnualGeneral Meeting or a Special General Meeting. The Entry Fee shall apply.

When Rule (12B) is applied or a team seeks a transfer or is compulsorilytransferred to another division no Entry Fee shall be payable.

Applications for additional teams for admission to the Competition must be madein writing to the General Secretary by not later than 15th May in each year.

(B) The Annual Subscription shall be £35.00 per team payable on or before 1stSeptember in each year.

(C) Each Club shall within fourteen days of election pay a Deposit of £50 which shallbe returnable to the Club on leaving the Competition providing they have fulfilledtheir fixtures and complied with all orders of the Management Committee.

(D) A Club shall not participate in this Competition until the Entry Fee, AnnualSubscription and Deposit have been paid.

(E) Clubs must advise annually to the General Secretary in writing by 1st August ofits County Football Association affiliation number for the forthcoming season,failing which they shall be fined £12.00. Clubs must advise the GeneralSecretary in writing, or on the prescribed form, of details of its Headquarters,Officers and any other information required by the Competition.

OFFICERS

3. The Officers of the Competition shall be determined by the Annual General Meetingand elected thereat. (N.B. the Qualified Accountants must not be Officers.)

MANAGEMENT, NOMINATION AND ELECTION

4. (A) The Competition shall be governed in accordance with the Rules andRegulations of The Football Association by a Management Committeecomprised of the Officers, Life Members and not more than twenty (20)members who shall be elected for a period of two (2) years at the Annual

General Meeting and of whom half shall retire annually. All participants shallabide by The Football Association Regulations for Safeguarding Children asdetermined by The Association from time to time.

(B) Retiring Officers shall be eligible to become candidates for re-election withoutnomination. All other candidates for election as Officers or Members of theManagement Committee shall be nominated to the General Secretary in writing,signed by the Secretaries of two (2) Member Clubs, by not later than 15th Junein any year. Names of the candidates for election shall be circulated with thenotice of the Annual General Meeting. In the event of there being no nominationin accordance with the foregoing for any office, nominations may be received atthe Annual General Meeting.

Life Members, up to a maximum of six (6) in number at any time, shall benominated by the Management Committee and elected at an Annual GeneralMeeting.

(C) The Management Committee shall meet at least quarterly.

On receiving a requisition signed by two-thirds of the Members of theManagement Committee the General Secretary shall convene a meeting of thefull Committee.

(D) Except where otherwise mentioned, all communications shall be addressed tothe General Secretary who shall conduct the correspondence of the Competitionand keep a record of its proceedings.

(E) All communications received from Clubs must be conducted through their ClubSecretary or nominated Deputy (except for payment of monies).

(F) All clubs must have an e-mail address to receive Competition Correspondencein addition to a postal address, a telephone number and an emergency /contact telephone number.

POWERS OF MANAGEMENT

5. (A) The Management Committee shall appoint Standing Committees as listed belowand may appoint Sub-Committees and delegate such of their powers as theymay deem necessary. The decisions of all sub-committees shall be reported

to the Management Committee for ratification. The Management

Committee shall have power to deal only with matters within the

Competition and not for any matters of misconduct that are under the

jurisdiction of the Football Association or affiliated Association.

All reports of Standing Committees, Sub-Committees or Special Assignmentsshould be reported to the Management Committee in writing. Except in caseswhere the Management Committee has delegated its powers, such reports shallbe subject to ratification. In the event of all or any part of a Committee’s reportbeing objected to, such whole or part shall be referred back to the Committee,amended or deleted at the discretion of the Management Committee.

The following shall be Standing Committees and shall be comprised of Membersappointed annually by a Selection Committee consisting of the Officers togetherwith three (3) elected Management Committee Members nominated by theManagement Committee. This Committee shall also incorporate the TicketCommittee and make the season’s Cup Draws.

(i) Finance and General Purposes and Rules

To consist of the Officers and not more than ten (10) elected Members. Tobe the Senior Committee of the Competition, deal with all matters relatingto Finance, Rules and General Administration, together with such mattersas may be referred back to it by the Management Committee.

(ii) Competitions

To consist of the Officers and not more than ten (10) elected Members. Todeal with all matters relating to Competitions, Cups, Grounds, Registrationsand Referees, with full powers to take any action deemed necessary underthe Rules of the Competition.

(iii) Intermediate and Junior Match

To consist of not more than five (5) elected Members together with theRegistration Secretary and a Representative Match Secretary. To appointTeam Managers – not necessarily members of the Management Committee– who, together with the Committee, shall be responsible for all mattersappertaining to Representative Matches, except where it falls within thejurisdiction of the General Secretary.

Where an elected Member of the Management Committee has not beenallocated to a Standing Committee, the Member may attend any suchCommittee meeting. However, such Member may take part in any debate but notvote on same except at any Management Committee Meeting.

Should any member of a Standing Committee fail to attend three consecutivemeetings, except on account of illness or other reasonable excuse, the mattershall be reported to the Management Committee.

Each Standing Committee shall appoint its own Chairman, Vice-Chairman and(where applicable) Secretary, deal with all matters appertaining to thatCommittee and meet regularly to conduct its business.

(B) Subject to the permission of the Sussex County Football Association Ltd havingbeen obtained, the Management Committee may order a match or matches tobe played each season, the proceeds to be devoted to the funds of theCompetition and, if necessary, may call upon each Club (including any Clubwhich may have withdrawn during the season) to contribute equally such sumsas may be necessary to meet any deficiency at the end of the season (See Rule6(E)).

(C) (Each Member of the Management Committee shall have the right to attend andvote at all Management Committee Meetings and have one vote thereat, but noMember shall be allowed to vote on any matters directly appertaining to suchMember or to the Club so represented or where there may be a conflict ofinterest. (This shall apply to the procedure of any sub-committee).

In the event of the voting being equal, on any matter, the Chairman shall have asecond or casting vote.

(D) The Management Committee shall have powers to apply, act upon and enforcethe Rules of the Competition and shall also have jurisdiction over all mattersaffecting the Competition, including any not provided for in the Rules.

With the exception of Rules 5(I), 6(H), 11 and 19, for all breaches of a Rule aformal written charge must be issued. The respondent shall be given seven daysfrom the date of notice to reply to the charge and given the opportunity to:-

(i) Accept or deny the charge(ii) Submit in writing a case of mitigation, or(iii) Put their case before the Management Committee

All breaches of the Laws of the Game, Rules and Regulations of The FootballAssociation shall be dealt with in accordance with F.A. Rules by the appropriateAssociation.

With the exception of Clubs playing at Step 7 of the Football Pyramid and the FAWomen’s Premier League, the maximum fine permitted for any breach of aCompetition rule is £250 and, when setting any fine, the Competition mustensure that the penalty is proportional to the offence, taking into account anymitigating circumstances.

(E) All decisions of the Management Committee shall be binding subject to the rightof appeal in accordance with Rule 16.

Decisions of the Management Committee must be notified to those concernedwithin 14 days.

(F) Eight (8) Members of the Management Committee shall constitute a quorum forthe transaction of business of the Management Committee and three (3)Members shall constitute a quorum for the transaction of any StandingCommittee or Sub-Committee of the Competition.

(G) The Management Committee, as it may deem necessary, shall have power to fillin an acting capacity, any vacancies that may occur amongst their number.

Should any Member of the Management Committee fail to attend three (3)consecutive meetings, the General Secretary shall write to the ManagementCommittee Member requesting the reasons for such non-attendance. Shouldthese not be on account of illness or other reasonable excuse, the Member’sseat shall be declared vacant.

(H) A Club having failed to comply with an order or instruction of the ManagementCommittee, or failing to satisfactorily attend to the business and/or thecorrespondence of the Competition, shall be liable to be fined or otherwisepenalised at the discretion of the Management Committee.

(I) All fines and charges shall be paid within 14 days of the date of posting of thewritten notification.

Any Club failing to do so will be fined a maximum of £50. Further failure to paythe fine including the additional sum within 14 days will result in fixtures beingwithdrawn until such time as the outstanding payments are settled.

The payment of fees, fines, and other monies to the Competition shall be madedirect to the Treasurer. All cheques, postal orders etc, to be made payable to“The West Sussex Football League” and not to any individual.

(J) A Member of the Management Committee appointed by the Competition toattend a meeting or match may have any expenses incurred refunded by theCompetition.

(K) The Management Committee shall have power to fill any vacancy that may occurin the membership of the Competition between the Annual General or SpecialGeneral Meeting called to decide the constitution and the commencement of theCompetition season.

(L, M & N) Not applicable to this competition.

(O) The business of the Competition as determined by the Management Committeemay be transacted by electronic mail or facsimile.

ANNUAL GENERAL MEETING

6. (A) The Annual General Meeting shall be held not later than the third Friday in Julyin each year. At this meeting the following business shall be transacted providedthat at least twenty (20) Members are present and entitled to vote:-

(i) To receive and confirm the Minutes of the preceding Annual General Meetingand any Special General Meeting(s) held since the last Annual GeneralMeeting.

(ii) To consider any business arising therefrom.

(iii) To receive and adopt the Annual Report, Balance Sheet and Statement ofAccounts.

(iv) Election of Clubs to fill vacancies (as recommended by the ManagementCommittee).

(v) Formation of Divisions for ensuing season (as recommended by theManagement Committee).

(vi) Election of Patron, Officers and Management Committee.

(vii) Appointment of Independent Examiner.

(viii)Alteration to Rules, if any (of which notice has been given).

(ix) Fix the date for the commencement of the season and kick off times applicableto the competition.

(x) Other business of which due notice shall have been given and accepted asbeing relevant to an Annual General Meeting.

(B) A copy of the Balance Sheet and Statement of Accounts, duly verified by aqualified Accountant, and Agenda shall be forwarded to each Club and to theSussex County Football Association at least fourteen (14) days prior to the Meeting.

(C) A signed copy of the Balance Sheet and Statement of Accounts, duly verified bya qualified Accountant, shall be sent to the Sussex County Football AssociationLtd by September 30th following its adoption by the Annual General Meeting.

(D) Each Member Club shall be empowered to send two delegates to an AnnualGeneral Meeting. Each Club shall be entitled to one vote only. Fourteen days’notice shall be given of any Meeting.

(E) Clubs who have withdrawn their Membership of the Competition during theseason being concluded or who are not continuing Membership, shall be entitledto attend but shall vote only on matters relating to the season being concluded.This provision will not apply to clubs expelled in Accordance with Rule 17.

(F) All voting shall be conducted by a show of voting cards unless a ballot bedemanded by at least twenty (20) of the delegates qualified to vote, except asprovided for in Rule 17(B), or the Chairman of the Meeting so decides.

(G) No individual shall be entitled to vote on behalf of more than one Member Club.

(H) Any new or continuing Member Club failing to be represented at the AnnualGeneral Meeting without satisfactory reason being given shall be fined £12.00.

(I) Officers and Management Committee Members shall be entitled to attend andvote at an Annual General Meeting.

AGREEMENT TO BE SIGNED

7. The Chairman and the Secretary of each Club shall complete and sign the followingAgreement which shall be deposited with the Competition together with theApplication for Membership for the coming season, or upon indicating the Clubintends to compete

QUALIFICATION OF PLAYERS

8. (A) (i) Contract players, as defined in Football Association Rules, are not permitted inthis Competition with the exception of those Players who are registeredunder Contract with the same Club who have a team operating at Steps1 to 6 of the National League System.

(iii) While serving in any branch of Her Majesty’s Regular Forces, a player mustfirst obtain the consent of his Association Secretary before signing aregistration form to play for a Club.

(B) A registered playing Member of a Club is one who, being in all other respectseligible, has:- Signed a fully and correctly completed Competition registrationform in ink, countersigned by an Officer of the Club, and who has beenregistered with the Registrations Secretary at least five (5) days before the firstSaturday of the season or for subsequent registrations during the season, atleast 2 days prior to playing and whose completed registration counterfoil hasbeen received by the Club or verbal/email confirmation of the registrationhas been obtained from the Registrations Secretary prior to playing.

Registration forms may also be submitted to the (Registration) Secretary byfacsimile machine or electronic mail prior to the player playing. The originaldocument must be forwarded by post within three days of the match to theappropriate Officer.

(C) Any player who has played more than eight times during the current season inany Senior Status League or Cup Competition, excluding recognised Sundayfootball, shall be regarded as a Senior player. Any player not already a Seniorplayer who has played more than five times during the current season in theIntermediate Status Divisions of this or any other Intermediate StatusCompetition, excluding recognised Sunday football, shall be regarded as anIntermediate player.

A player who has not played in more than five (5) Senior or Intermediate Statusgames during the current season shall be regarded as a Junior player and shallbe eligible to play for his Club in any Division of the Competition.

For the purpose of this Competition a Senior Competition is a SaturdayCompetition approved by the Sussex County Football Association Ltd as SeniorStatus. Similarly, an Intermediate Competition is a Saturday Competitionapproved by the Sussex County Football Association Ltd as Intermediate Status.

(D) A player having taken part in matches for any Club affiliated to any CountyFootball Association shall not be allowed to join, be transferred to, or sign for aClub in the Competition without first proving to the officials of the intended Clubthat the player has discharged all reasonable financial liabilities to the previousClub or Clubs, and a Club official may not accept such player’s signature withoutfirst ascertaining whether such claims have been discharged to the satisfactionof the Club, or Clubs, for which the player last played.

(E) Registration forms shall be obtained from the Registrations Secretary onprepayment of £1.00 per form. A stamped and addressed envelope mustaccompany applications for registration forms for the return of the registrationforms. Any Club failing to provide a stamped and addressed envelope shall befined £12.00.

(F) The Management Committee shall decide all registration disputes. In the eventof a player signing a registration form or having a registration submitted for morethan one Club, priority of registration shall decide for which Club the player shallbe registered. The Registrations Secretary shall notify the Club last applying toregister the player of the fact of the previous registration.

(G) It shall be a breach of Rule for a player to:-

(i) Play for more than one Club in the Competition without first being transferred.

(ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer

(iii) Submit a signed registration form for registration that the player had wilfullyneglected to accurately or fully complete

(H) (i) The Management Committee shall have power to accept the registration ofany player subject to the provisions of clauses (ii) and (iii) below.

(ii) The Management Committee shall have power to refuse, cancel or suspendthe registration of any player or may fine any player, at their discretion, whohas been charged and found guilty of registration irregularities. (Subject toRule 16).

(iii) The Management Committee shall have power to make application torefuse or cancel the registration of any player charged and found guilty ofundesirable conduct (Subject to Rule 16) subject to the right of appeal to theFA or the relevant County Football Association. Undesirable conduct shallmean an incident of repeated proven misconduct, which may deter aparticipant from being involved in this Competition. Application should bemade to the parent County of the Club the player is registered or intendingto be registered with.

(iv) For a player who has previously had a registration removed in accordancewith clause (iii) but has a registration accepted at the expiry of exclusion willbe considered to be under a probationary period of 12 months. Whilst undera probationary period, should the player commit a further act of provenmisconduct under the jurisdiction of the Competition, (excluding standarddismissals), the Competition would be empowered to consider a furthercharge of bringing the Competition into disrepute.

(v) A Club Official or Registered player charged and found guilty by theirrespective sanctioning authority (County Football Association) of an offencecontrary to the Football Association Social Networking Policy, specifically:Comments which are improper, bring the game or the Competition intodisrepute; or are threatening, abusive, indecent or insulting; or include areference to a person’s ethnic origin, race, nationality, faith, gender, sexualorientation or disability may be subject to further action by the Competition.In the case of a club official the Competition may deny the right of that personto act as a club official within this competition. In the case of a registeredplayer the Competition shall have the right to make application to the relevantsanctioning authority to refuse or cancel the Registration of said player.

Subject to the right of appeal as per Rule 16

(Note: Action under Clause (iii) shall not be taken against a player formisconduct until the matter has been dealt with by the appropriateAssociation, and then only in cases of the player bringing the Competitioninto disrepute and will in any case be subject to an Appeal to the FootballAssociation. All decisions must include the period of restriction. For thepurpose of this Rule, bringing the competition into disrepute can only beconsidered where the player has received in excess of 112 days’ suspension,or 10 matches in match based discipline, in a period of two years or less fromthe date of the first offence for any team playing in this Competition).

(I) Subject to The FA Rule C2(a) Rules dealing with players without a writtencontract when a player desires a transfer, the Club the player wishes to transferto shall submit a transfer form to the Registrations Secretary accompanied by afee of £12.00 and a stamped and addressed envelope for the confirmationgranting the transfer. The transfer form shall be signed by the Secretary of theClub the player wishes to transfer to and, if there is no objection, by theSecretary of the Club for which the player is registered. Should this Club objectto the transfer, it should state its objections in writing to the RegistrationsSecretary and to the player concerned within seven days of the request for atransfer. Upon receipt of a transfer form duly signed by the player and theSecretary of each Club, the Registrations Secretary may, on behalf of theManagement Committee, transfer the player who shall be deemed eligible toplay for the new Club from two days after receipt of such transfer. In the event ofan objection to a transfer the matter shall be referred to the ManagementCommittee for a decision. Any Club failing to provide a stamped and addressedenvelope for the transfer confirmation shall be fined £12.00.

(J) A player may not be registered for a Club nor transferred from another Club inthe Competition after 16th March except by special permission of theManagement Committee.

(K) A Club shall keep a list of the players it registers and a record of the games inwhich they have played, and shall produce such records upon demand by theManagement Committee.

(L) A register containing the names of all players registered for each Club, with thedate of registration, shall be kept by the (Registration) Secretary and shall beopen to the inspection of any duly appointed Member Club representative at allManagement Committee meetings or at other times mutually arranged.Registrations are valid for one Season only.

In the event of a player without a written contract changing his status to that ofa contract player with the same Club, another Club in the Competition or with aClub in another Competition his registration as a player without a written contractwill automatically be cancelled and declared void unless the Club conforms tothe exception detailed in Rule 8 (A)(i).

(M) A player shall not be eligible to play for a team in any special championshippromotion or relegation deciding match (as specified in Rule 12(A)) unless theplayer has played six (6) games for that team in this Competition in the currentseason.

(N) A Club shall not be permitted to play more than four (4) Senior players in anyone match. A Club shall not be permitted to play more than four (4) Senior orIntermediate players collectively in any one match in Division 2 or in any of thelower Divisions of the Competition (see Rule 8(D)). A Club shall have the rightto apply to the Management Committee for the reinstatement of any Senior orIntermediate player to Junior status and if granted such player shall be eligibleto play for his Club in the appropriate Divisions of the Competition. A player shallnot be eligible for reinstatement more than once during the current season.

(O) (i) Any team playing an unregistered or otherwise ineligible player may havethe points gained in the match deducted from its total and may be fined upto £50 for each offending player in each match and/or otherwise dealt withat the discretion of the Management Committee.

(ii) In addition the team may have up to three (3) points deducted from its totalat the discretion of the Management Committee and may be dealt with inany further manner which is thought to be fit.

(iii) The Management Committee may, at its discretion, award the pointsavailable in the match in question to the opponents, subject to the match notbeing ordered to be replayed.

(The following Clause applies to Competitions involving players in full-timesecondary education):

(P) (i) Priority must be given at all times to school and school organisations’activities.

(ii) The availability of children must be cleared with the Head Teachers (exceptfor Sunday Competitions).

(iii) To play open age football the player must have achieved the age of 16.

CLUB COLOURS, CLUB NAME

9. (A) Every Club must register the colour of its shirts and shorts with the GeneralSecretary by date of the Annual General Meeting, who shall decide as to theirsuitability.

Goalkeepers must wear colours which distinguish them from other players andthe referee.

No player, including the goalkeeper, shall be permitted to wear black or very darkshirts.Any team not being able to play in its normal colours as registered with theCompetition shall notify the colours in which they will play to its opponents atleast three (3) days before the match.

If, in the opinion of the referee, two teams have the same or similar colours, theaway team shall make the change. Any team not having a change of colours ordelaying the kick-off by not having a change shall be fined £12.00.

The General Secretary of the Competition may request shirts to be submitted ifcomplaints are received as to lack of distinguishing colours, and theManagement Committee may refuse to permit any shirts or shorts as they thinkfit. Players must wear numbers on the back of their shirts, no team to have twonumbers the same. Any team failing to comply with this Rule shall be fined£12.00.

(B) Any Club wishing to change its name and/or colours, must obtain permissionfrom its affiliated County Association and from the Management Committee.

PLAYING SEASON. CONDITIONS OF PLAY TIMES OF KICK-OFF,POSTPONEMENTS, SUBSTITUTES

10. (A) The Annual General Meeting shall determine the date for the commencement ofthe season in accordance with Football Association Rules. Original fixturesarranged by the Fixtures Secretary, or at a meeting specially convened for thatpurpose, to be held no later than 30th March must not be arranged for a datelater than seven days preceding the concluding date.

(B) All matches shall be played in accordance with the Laws of the Game asdetermined by the International Football Association Board.

Clubs must take all reasonable precautions to keep their ground in a playablecondition and when necessary shall arrange for a Referee registered with hisCounty Association, and not a member of the Club concerned, to inspect theground and decide as to its fitness for play in time to save unnecessary travellingexpenses being incurred by the visiting Club. All matches shall be played onpitches deemed suitable by the Management Committee. If through any fault ofthe home team a match has to be replayed, the Management Committee shallhave power to order the venue to be changed.

The Management Committee shall have power to decide whether a pitch and/orfacilities are suitable for matches in the Competition and to order the Clubconcerned to play its fixtures on another ground.

Football Turf Pitches (3G Artificial Pitches) are allowed in this Competitionproviding they meet the required performance standards and are listed on theFA’s Register of Football Turf Pitches. For clubs playing at Step 7 and below fromseason 2014/15, all Football Turf Pitches used must be on the FA’s register andmust be tested (by an accredited test institute) every three years and the resultspassed to The FA. The FA will give a decision on the suitability for use and addthe pitch to the Register.

The home Club is also responsible for advising participants of footwear require-ments when confirming match arrangements in accordance with Rule 10(D).

All matches shall have a duration of 90 minutes unless a shorter time (not lessthan 80 minutes) is mutually arranged by the two captains in consultation withthe referee prior to the commencement of the match, and in any event shall beof equal halves.

The times of kick-off shall be fixed by the A.G.M. or the Management Committee.Any Club failing to commence at the appointed time shall be fined a sum notexceeding £12.00 or be otherwise dealt with as the Management Committeemay determine.

Referees must order matches to commence at the appointed time and mustreport all late starts to the Referees Appointments Secretary of the Competition.

The home team must provide at least two footballs fit for play and the refereeshall make a report to the Referees Appointments Secretary of the Competitionif the footballs are unsuitable. Goal nets must be used.

(C) Except by permission of the Management Committee all matches must beplayed on the dates originally fixed but priority shall be given to The FootballAssociation and parent County Association Cup Competitions. All other matchesmust be considered secondary. Clubs may mutually agree to bring forward amatch with the consent of the (Fixtures) Secretary.

In the case of a revised fixture date, the Clubs must be given by the Competition5 clear days notice of the match (unless otherwise mutually agreed).

(D) The Secretary of the home Club must give notice in writing (writing shall includeemail but not TEXT MESSAGE) of full particulars of the location of, and accessto, the ground and time of kick-off to the match officials and the Secretary of theopposing Club at least three (3) clear days prior to the playing of the match. Theaway Club shall seek and acknowledge receipt of such particulars. Any Clubfailing to comply with this Rule shall be liable to a fine of £12.00.

(E) In the event of a Club playing in any match with less than 8 players they may befined £2 for each missing player. A minimum of seven (7) players will constitutea team for a Competition match.

(F) (i) Home and away matches shall be played. In the event of a Club failing tokeep its engagement the Management Committee shall have power to inflicta fine a minimum fine of £20 and not exceeding £50, deduct points from thedefaulting Club, award the points from the match in question to theopponents, order the defaulting Club to pay any expenses incurred by theopponents or otherwise deal with them except the award of goals. Notwithstanding the foregoing home and away provision, the ManagementCommittee shall have power to order a match to be played on a neutralground or on the opponent's ground if they are satisfied that such action iswarranted by the circumstances.

(ii) Any Club with more than one team in the Competition shall always fulfil itsfixture, within the Competition, in the following order of precedence:- FirstTeam, Reserve Team, Third Team, and so on. Clubs in breach of thisrequirement shall be fined a sum not exceeding £50.00 or otherwise dealtwith by the Management Committee.

(iii) Any Club unable to fulfil a fixture or where a fixture has been postponed forany reason must, without delay, give notice by phone but not TEXTMESSAGE to the (Fixtures) Secretary, the Competition Referees Appoint-ments Secretary, the Secretary of the opposing Club and the matchofficials. Any Club failing to comply shall be dealt with by the ManagementCommittee who may inflict a fine.

(iv) In the event of a match not being played or abandoned owing to causes overwhich neither Club has control, it shall be played in its entirety on a date tobe mutually agreed by the two Clubs and approved by the ManagementCommittee. Failing such agreement and notification to the (Fixtures) Secretarywithin three days the Management Committee shall have power to order thematch to be played on a named date or on or before a given date.

(v) The Management Committee shall review all matches abandoned in caseswhere it is consequent upon the conduct of either or both teams. Where itis to the advantage of the Competition and does no injustice to either Club,the Management Committee shall be empowered to order the score at thetime of the abandonment to stand. In all cases where the ManagementCommittee are satisfied that a match was abandoned owing to the conductof one team or its Club member(s) they shall be empowered to award thepoints for the match to the opponent. In cases where a match has beenabandoned owing to the conduct of both teams or their Club member(s), theManagement Committee shall rule all points for the match as void. Nofine(s) can be applied by the Management Committee for an abandonedmatch.

(vi) The Management Committee shall review any match that has taken placewhere either or both teams were under a suspension imposed upon themby the Association or Affiliated Association. In each case the team that wasunder suspension would be dealt with in the same manner as if they hadparticipated with ineligible players in accordance with Rule 8(O) above.Where both teams were under suspension the game must be declared nulland void.

(G) A Club may at its discretion and in accordance with the Laws of the Game, usethree (3) substitute players in any match in this Competition who may beselected from five (5) players.

The referee shall be informed of the names of the substitutes not later than ten(10) minutes before the start of the match.

A player who has been selected, appointed or named as a substitute before thestart of the match but does not actually play in the game shall not be consideredto have been a player in that game within the meaning of Rule 8 of this Competition.

(H) The half time interval shall be of five (5) minutes duration, but it shall not exceed(15) fifteen minutes. The half time interval may only be altered with the consentof the referee.

(I) Clubs are instructed to ask the person’s name when being informed of apostponed fixture, and even if the name given is the Opponent’s Club Secretary,should return the telephone call for proof of this. A Club that does not carry outthis procedure will be charged with failing to fulfil a fixture if it is proved the matchhad not been postponed.

(J) All Home Clubs (or the Away Club where the Home Team does not play withinthis Competition) must telephone the Fixtures Secretary immediately of allpostponed matches.

(K) Any Club failing to comply with Rule 10(B) (2nd paragraph) shall pay the visitingClub’s travelling expenses as ordered by the Management Committee.

(L) The League shall require all players and club officials to have signed the FA’sRespect Codes of Conduct and produce these if so requested by the Leaguemanagement committee.

Prior to each match the participating teams and officials shall conduct the‘Respect’ handshake and/or participating teams to offer ‘three cheers’ andhandshakes to the opposing team after the match.The participating clubs taking part in the fixture shall identify a team captaindesignated with a captain’s armband who has a responsibility to offer support inthe management of the on-field discipline of his/her team mates.

(M) Clubs shall provide adequate accommodation and washing facilities for visitingteams and suitable separate accommodation for the Referee. Visiting Team’sand Referee’s dressing rooms must be open at least forty five (45) minutes priorto kick-off time. Provision must be made for each dressing room to be

locked. Failure to comply with this section of the Rule shall render the offendingClub liable to a fine of £12.00.

(N) In the event of a Club or team being suspended from all football by a CountyFootball Association, the Management Committee shall have the power to dealwith the fixtures of such Club or team as it thinks fit.

(O) A representative of the team must hand a copy of a list of names of players(including names and numbers of nominated substitutes) taking part in a match(excluding the Centenary Cup Competition) to the Referee and a representativeof their opponents in the presence of the Referee at least 10 minutes before thescheduled kick off time. The players’ numbers and the colours of the playing stripmust be clearly stated. Any club in breach may be fined £12.00.

REPORTING RESULTS

11. (A) The Registration Secretary must receive within four (4) days of the date played,the result of each Competition match, and Cup match, including externalCompetitions and any abandonments, in the prescribed manner. This mustinclude the forename(s) and surname and registration number of the teamplayers (in block letters), including the substitutes used, and also the Referee

markings required by Rule 13, or any other information required by the

Competition. Failure to do so will incur a fine of £5.00 for the first offence andthis will be increased by £1.00 for each subsequent offence (i.e. £6.00 forsecond offence, £7.00 for third offence and so on) and/or the Club being dealtwith as the Management Committee decide.

(B) The Home Club (or the Away Club where the Home Club does not play withinthis Competition) shall telephone/notify the results of ALL League & Cupmatches to one of the numbers nominated by the Management Committee before7.00 pm on Saturdays and Bank Holidays and 9.00pm for mid-week matches.Failure to do so will incur a fine on the same basis as set out in Rule 11(A).

(C) The match result notification, correctly completed, shall be signed by aresponsible member of the Club. Failure to do so will result in a fine of £12.

NB. If the fixed penalty exceeds £20 the Club must be charged as detailed

in Rule 5(D).

(D) A Senior player and an Intermediate player who plays in any Division other thanan Intermediate Division shall be indicated by an asterisk on the match resultnotification form.

DETERMINING CHAMPIONSHIP

12. (A) Team rankings within the Competition will be decided by points with three pointsto be awarded for a win and one point for a drawn match. The teams gaining thehighest number of points in their respective Divisions at the conclusion shall beadjudged the winners. Matches must not be played for double points.

In circumstances where two or more teams are equal on points team rankingsshall be determined by goal difference where the goals scored against by eachteam shall be deducted from the goals scored by that team and the largestpositive difference shall be placed the highest. In the event of the goal differencebeing equal the highest placed team shall be the team which has scored themost goals. In the event that two or more teams have the same goal differenceand have scored the same number of goals then the highest placed team shallbe the team which has won the most matches.

In the event of the two teams still being equal the team which has the betterplaying record against the other team in their head to head Competition matchesduring the Season will be the highest placed team.

If the records of two or more teams are still equal and it is necessary for anyreason to determine the position of each then the teams affected shall play adeciding match or matches as determined by the Management Committee

(B) (i) The champions and runners-up of Division One (1) shall be promoted to the Premier Division subject to the provisions of Rule 28.

(ii) The champions of each section of Division Two (2) shall be promoted toDivision One (1) along with the winners of a play-off between the runners-

up of the two (2) sections subject to the provisions of Rule 28. The play-offshall be on a neutral ground to be decided by the Management Committeeand shall consist, unless with the special permission of the ManagementCommittee, of only those players who have played at least six (6) DivisionTwo (2) games for their Club during the current season. If the match isdrawn after ninety (90) minutes, thirty (30) minutes extra time shall beplayed. If the match is still drawn after extra time has been played, thematch shall be decided by the taking of penalty kicks in accordance with theLaws of the Game – Knockout competitions – obtaining a result.

(iii) The champions and runners-up of each section of Division Three (3) shallbe promoted to Division Two (2).

(iv) The champions and runners-up of each section of Division Four (4) shall be promoted to Division Three (3).

(v) The champions and runners-up of each section of Division Five (5) shall be promoted to Division Four (4).

(vi) The teams finishing in the last two (2) places of the Premier Division shallbe relegated to Division One (1).

(vii) The teams finishing in the last three (3) places in Division One (1) shall be relegated to Division Two (2).

(viii) The teams finishing in the last two (2) places in each section of Division Two (2) shall be relegated to Division Three (3).

(ix) The teams finishing in the last two (2) places in each section of DivisionThree (3) shall be relegated to Division Four (4).

(x) The teams finishing in the last three (3) places in each section of DivisionFour (4) shall be relegated to Division Five (5).

(xi) Notwithstanding any of the above mentioned provisions, the ManagementCommittee shall have powers to maintain the strength of any division whose numbers become depleted.

(xii) A Club may enter a team in more than one division or section of a Division

(C) In the event of a team not completing 75% of its fixtures for the season all pointsobtained by or recorded against such defaulting team shall be expunged fromthe Competition table.

(D) Providing they meet the appropriate grading criteria, Premier Division Clubs willbe eligible to make application to the Sussex County Football LeagueCompetition for admission in accordance with the Constitution of the JointLiaison Committee, shown at the end of these Competition Rules.

At the end of each season and depending on the geographical location of Clubsbeing relegated from the Sussex County Football League Competition, it may benecessary for the Competition to accept a Club/Clubs from the Sussex CountyFootball League.

REFEREES

13. (A) Registered Referees (and Assistant Referees where approved by the FA or

County FA) for all matches shall be appointed in a manner approved by theManagement Committee and by the sanctioning Association(s).

(B) In the event of the non-appearance of the appointed Referee the appointedsenior Assistant Referee shall take charge and a substitute Assistant Referee beappointed by the competing Teams. In cases where there are no officiallyappointed Assistant Referees, or where the competition has been unable toappoint a Referee, the Clubs shall agree upon a Referee. Where the Clubs areunable to agree, the Home Club shall provide a Referee. A Referee thus agreedupon shall, for that game, have the full powers, status and authority of aregistered Referee. Individuals under the age of 16 must not participate eitheras a Referee or Assistant Referee in any open age competition.

(C) In the Premier Division and Division One (1), a Club Assistant Referee shall notbe any of the nominated substitutes under the provisions of Rule 10(G). Clubsfailing to comply or failing to provide a Club Assistant Referee shall be fined£15.00 for the first offence and this will be increased by £5.00 for eachsubsequent offence (i.e. £20.00 for second offence, £25.00 for third offence andso on). The fine will be implemented notwithstanding the Referee allowing theNominated Substitute to act as Assistant referee.

For all other divisions each team shall provide a Club Assistant Referee, failingwhich a fine of £12.00 will be imposed on the defaulting team.

Referees shall report any breach of this Rule to the Referees AppointmentsSecretary of the Competition.

(D) The appointed Referee shall have power to decide as to the fitness of the groundin all matches and the decision shall be final subject to either in the case of aground of a Local Authority or the owners of a ground, the Representative of thatbody is the sole arbiter and whose decision must be accepted unless the groundis declared fit for play.

(E) Subject to any limits/provisions laid down by the sanctioning Association MatchOfficials appointed under this Rule shall be paid a match fee of as paid in theearly rounds of the Sussex County F.A. Intermediate Cup for Premier Divisionand Division One (1) matches. All other Divisions the fee is to be as paid in theearly rounds of the Sussex County F.A. Junior Cup and travel expenses of 37pper mile, or standard class public transport. subject to a maximum of £15

The Home Club shall pay the Officials their fees and expenses immediately afterthe match.

(F) In the event of a match not being played because of circumstances over whichthe Clubs have no control, the Match Officials, if present, shall be entitled to onehalf fee plus expenses. Where a match is not played owing to one Club beingin default, that Club shall be ordered to pay the Officials, if they attend theground, their full fee and expenses.

(G) A Referee not keeping an engagement, and failing to give a satisfactoryexplanation as to any non-appearance, may be reported to the Association withwhich the Referee is registered.In the event of a Referee failing to attend a gameto which he has been appointed, the Home Club shall notify the Referees’Appointments Secretary of the Competition at once.

(H) Each Club shall, in a manner prescribed from time to time by The FootballAssociation, award marks to the Referee for each match and the name of theReferee and the marks awarded shall be submitted to the Competition on theprescribed Form provided. Where a mark of 60 or less is given, a writtenexplanation of the reason for the marking must be given within 4 working days.Clubs failing to comply with this Rule shall be liable to be fined or dealt with asthe Management Committee shall determine.

(I) The Competition shall keep a record of the markings and, on the Form providedby the prescribed date(s) each season (currently required on a monthly basis),shall submit a summary to The Sussex County Football Association.

(J) The Referee shall submit a report form, supplied by the Competition, giving theresult of the match, the number of players in each team, the time of kick-off,sportsmanship markings, and any other information required by the Competitionto the Referees’ Appointments Secretary within four (4) days of the match.

(K) Registered Referees shall be supplied, each season, with a copy of the Competition Rules free of charge.

(L) Referees and Assistant Referees shall have undertaken a Respect briefingoffered by the FA/County FA or the Competition

(M) Notice of Referee appointments shall be sent to the Home Club and the Referee.It is the responsibility of the Home Club Secretary to inform the Visiting TeamSecretary of any change of Referee.

(N) Each Home Club shall be responsible for providing standard Assistant Referees’ flags. Clubs failing to comply with this Rule shall be fined £12.00.

(O) Referees shall report any abandoned match to the Competitions GeneralSecretary in writing within five (5) days of the match.

(P) Match Officials should be present at the appointment at least 30 minutes priorto the scheduled Kick Off time

CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB

14. (A) After 31st December in the current season, a Club intending, or having aprovisional intention, to withdraw a team from the Competition on completion ofits fixtures and fulfilment of all other obligations to the Competition must notifythe General Secretary in writing by 31st March each season or be liable to a finenot exceeding £50.00.

All Clubs wishing to remain in membership of the Competition for the followingSeason must confirm their intention to do so in writing to the General Secretaryby 31st May.

(B) A Club shall not be allowed to withdraw any or all of its teams from theCompetition after the Annual General Meeting for the following Season. AnyClub infringing this Rule shall be liable to a fine not exceeding £50 per team andshall also be liable for its share of any call which may be made under Rule 5(B).

(C) The Membership for the coming season having been confirmed at the AnnualGeneral Meeting held not later than the third Friday in July, the Competition shallhave the right, irrespective of other provisions in this Rule, to refuse to permit aClub to withdraw its team(s) in order to join another Competition and may holdthe Club to its engagements.

(D) In the event of a Member Club which is an unincorporated association withdrawingand/or disbanding it shall be immediately liable to discharge all its financial andother obligations to the Competition.

In the event that any such obligation remains undischarged after a period oftwenty one (21) days then such obligation shall be met by the then current ClubMembers, excluding those under the statutory school leaving age. Until aMember’s pro-rata obligation is discharged in full, the Member shall not beallowed to participate in the Competition which may apply to the Club’s ParentCounty Association for a suspension order.

If the debt remains unpaid after eighty-four (84) days the Competition may applyto the Club’s parent County Association for the debt to be recovered inaccordance with the FA Football Debt Recovery System. Once the matter hasbeen passed to the Club’s parent County Association the debt can only becleared by payment to that County Association.

(E) Any Club withdrawing its highest positioned team from this Competition to joinan equal or lower status Competition, with the exception of the Sussex CountyFootball League, will not be allowed to keep any other team in this Competition.

(F) A copy of the club accounts should be forwarded to the Secretary of the Leagueno later than 30th September failure to comply will result in a fine of £12.

PROTESTS AND COMPLAINTS

15. (A) (i) All questions of eligibility, qualifications of players or interpretations of theRules shall be referred to the Management Committee

(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or otherfacilities of the venue will not be entertained by the Management Committeeunless a protest is lodged with the Referee before the commencement ofthe match. Any Club lodging such protest and not proceeding with it shallbe deemed guilty of a breach of this Rule and shall be dealt with by theManagement Committee.

(B) Except in cases where the Management Committee decide that there arespecial circumstances, protests and complaints (which must contain fullparticulars of the grounds upon which they are founded) must be lodged induplicate with the General Secretary within seven (7) days (excluding Sundays)of the match or occurrence to which they refer. A protest or complaint shall notbe withdrawn except by permission of the Management Committee. A Memberof the Management Committee who is a member of any Club involved shall notbe present (except as a witness or representative of his Club) when such protestor complaint is being determined.

(C) Any dispute occurring between Clubs in the Competition shall be referred fordetermination by the Management Committee whose decision shall be bindingupon all parties subject to Rule 16.

(D) No protest of whatever kind shall be considered by the Management Committeeunless the complaining Club shall have deposited with the General Secretary asum of £12.00. This may be forfeited in whole or in part in the event of thecomplaining or protesting Club losing its case. The Competition shall have powerto order the defaulting Club or the Club making a losing or frivolous protest orcomplaint to pay the expenses of the enquiry or to order that the costs to beshared by the parties.

(E) All parties to a protest or complaint must receive a copy of the submission andmust be afforded an opportunity to make a statement at least 7 days prior to theprotest or complaint being heard.

(i) All parties must have received 14 days’ notice of the Hearing should they beinstructed to attend.

(ii) Should a Club elect to state its case in person then they should forward adeposit of £50 and indicate such when forwarding the written response.

(F) When dealing with a protest or complaint the Management Committee shall takeinto consideration the possession by the protesting or complaining Club of anyinformation which, if properly used, might have avoided the protest or complaint.

BOARD OF APPEAL

16. Within 14 days of posting of written notification of any decision of the ManagementCommittee of the Competition, a Club, Official or Player, against whom action istaken, may appeal against such decision by lodging particulars, two (2) copies withthe Chief Executive of the Sussex County Football Association Ltd, including a fee of£35.00, for adjudication of a Board of Appeal and one (1) copy with the GeneralSecretary of the Competition. The grounds of appeal shall be in accordance with F.A.Rules. The Board of Appeal may order the appeal fee to be forfeited and shall decideby whom the costs of the appeal shall be borne. The decision of the Board of Appealis final and binding on all parties concerned. No appeal can be lodged against adecision taken at an Annual or Special General Meeting unless this is on the groundof unconstitutional conduct.

EXCLUSION OF CLUBS, OR TEAMS MISCONDUCT, CLUBS, OFFICIALS, PLAYERS

17. (A) At the Annual General Meeting, or at a Special General Meeting called for thepurpose in accordance with the provisions of Rule 19, Notice of Motion havingbeen duly circulated on the Agenda, the accredited delegates present shall havethe power to exclude any Club or Team from further membership which must besupported by more than two-thirds (⅔) of those present and voting. Voting onthis point shall be conducted by ballot.

(B) At the Annual General Meeting, or at a Special General Meeting called for thepurpose, in accordance with the provisions of Rule 19, the accredited delegatespresent shall have the power to exclude from further participation in theCompetition any Club or team of a Club whose conduct has, in their opinion,been undesirable, which must be supported by more than two-thirds (⅔) ofthose present and voting. Voting on this point shall be conducted by ballot. AClub whose conduct is the subject of the vote being taken shall be excluded fromvoting.

(C) Any official or member of a Club proved guilty of either a breach of Rule, otherthan field offences, or of inducing or attempting to induce a player or players ofanother Club in the Competition to join them shall be liable to expulsion or suchpenalty as a General Meeting or Management Committee may decide, and theirClub shall also be liable to expulsion in accordance with the provisions ofClauses (A) and (B) of this Rule.

TROPHIES:- LEGAL OWNERS, CONDITIONS OF TAKING OVER,AGREEMENT TO BE SIGNED, AWARDS

18. (A) The following agreement shall be signed on behalf of the winners of the Cup orTrophy:-

“We A_________________ and B___________________, the Chairman andSecretary of ______________________________ FC, members of andrepresenting the Club, having been declared winners of_____________________________ Cup or Trophy, and it having beendelivered to us by the Competition, do hereby on behalf of the Club jointly andseverally agree to return the Cup or Trophy to the Competition Secretary on orbefore 1st March . If the Cup or Trophy is lost or damaged whilst under our carewe agree to refund to the Competition the amount of its current value or the costof its thorough repair or cleaning”.

Failure to comply will result in a fine as determined by the ManagementCommittee.

(B) At the close of each competition awards shall be made to the winners andrunners up if the funds of the Competition permit.

(C) The winning Club shall be responsible for the suitable engraving of the Cups or Trophies and shall return them to an Officer of the Competition or Member of theManagement Committee on or before 1st day of March in the ensuing year. AClub failing to comply with this Rule shall be subject to a fine of £20.00 perTrophy.

(D) The Guy Walker Sportsmanship Trophy and the Paul Brant SportsmanshipTrophy shall be awarded annually to the two teams attaining the highest averageof sportsmanship throughout the season, based on the points system awardedby Referees, in the Southern and Northern areas (as designated by theManagement Committee) respectively.

SPECIAL GENERAL MEETINGS

19. Upon receiving a requisition signed by two-thirds of the Clubs in membership theSecretary shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time.

At least seven days notice shall be given of either meeting under this Rule, togetherwith an agenda of the business to be transacted at such meeting.

Each Member Club shall be empowered to send two delegates to all Special GeneralMeetings. Each Club shall be entitled to one vote only, as will members of theManagement Committee.

Any continuing Member Club failing to be represented at a Special General Meetingwithout satisfactory reason being given shall be fined £12.00.

Officers and Management Committee members shall be entitled to attend and voteat all Special General Meetings.

ALTERATION TO RULES

20. Alterations, for which consent has been given by the sanctioning Association, shallbe made to these Rules only at the Annual General Meeting or at a Special GeneralMeeting specially convened for the purpose called in accordance with Rule 19. Any

alteration made during the playing season to the Rule relating to the qualification ofplayers shall not take effect until the following season.

Notice of proposed alterations to be considered at the Annual General Meeting shallbe submitted to the General Secretary by 1st May in each year. The proposals,together with any proposals by the Management Committee, shall be circulated tothe Clubs by 14th May and any amendments thereto shall be submitted to theGeneral Secretary by 28th May. The proposals and proposed amendments theretoshall be circulated to Clubs with the notice of the Annual General Meeting. Aproposal to change a Rule shall be carried if a majority of those present and entitledto vote are in favour.

A copy of the proposed alterations to Rules to be considered at the Annual GeneralMeeting or Special General Meeting shall be submitted to the sanctioning FootballAssociation twenty one (21) days prior to the date of the meeting.

Any alterations or additions decided upon at any meeting shall not become operativeuntil the approval of the Association issuing sanction shall have been obtained.

FINANCE21. (A) The Management Committee shall determine with which bank or other financial

institution the funds of the Competition will be lodged.

(B) All expenditure in excess of £250.00 shall be approved by the ManagementCommittee. Cheques shall be signed by at least two Officers nominated by theManagement Committee.

(C) The financial year of the Competition will end on 31st May.

(D) The books, or a certified balance sheet, of the Competition shall be preparedand shall be verified annually by some suitable person(s) who shall be appointedas independent examiner(s) at the Annual General Meeting.

INSURANCE22. All Clubs must have public liability insurance cover of at least ten million pounds

(£10,000,000).

All Clubs must be members of a Players’ personal accident scheme. The policy covershall be at least equal to the minimum recommended cover determined from time totime by the sanctioning Association. In instances where The Football Association isthe sanctioning Association, the minimum recommended cover will be the coverrequired by the Affiliated Association to which a Club affiliates.

DISSOLUTION23. (A) Dissolution of the Competition shall be by resolution approved at a Special

General Meeting by a majority of three quarters of the members present andshall take effect from the date of the relevant Special General Meeting.

(B) In the event of the dissolution of the Competition, the members of theManagement Committee are responsible for the winding up of the assets andliabilities of the Competition.

(C) The Management Committee shall deal with any surplus assets as follows:

(i) Any surplus assets, save for a Trophy or any other presentation, remainingafter the discharge of the debts and liabilities of the Competition shall betransferred only to another Competition or Affiliated Association or The

Football Association Benevolent Fund or to such other charitable orbenevolent object in the locality of the Competition as determined byresolution at or before the time of winding up, and approved in writing by thesanctioning Association.

(ii) If a Competition is discontinued for any reason a Trophy or any otherpresentation shall be returned to the Donor if the conditions attached to itso provide or, if not, dealt with as the sanctioning Association may decide.

HEADQUARTERS

24. The Competition’s Headquarters shall be at Arundel Football Club, Mill Road,Arundel.

NOTICES

25. Any Club failing to send any notices required by these Rules and where a specificpenalty has not been set out or as directed by the Management Committee, shall befined £12.00.

HANDBOOK

26. A Handbook shall be published each season and each Club shall purchase aminimum of four (4) copies.

REPRESENTATIVE MATCHES

27. All Member Clubs of the Competition shall be bound to place their players at thedisposal of the Management Committee for representative matches.

A player selected for a Competition’s or County F.A.’s representative match, will onlyin exceptional circumstances be allowed to play for his Club on the day of the match,for which written consent from the Management Committee must be obtained. Anyplayer playing for his Club on the day of the representative match without suchwritten consent will be deemed to be an ineligible player and will be dealt with underthe provisions of Rule 8(Q).

No Club with a goalkeeper or two (2) or more players selected for a representativematch will be compelled to play a match under the jurisdiction of this Competition onthe day of the representative match providing that the Club concerned makes writtenapplication for a postponement to the Fixtures Secretary at least five (5) days beforethe match.

SPONSORSHIP

28. The Competitions’ Management Committee has the power to administer sponsorshipfor any of the Competitions under its jurisdiction providing the conditions for suchsponsorship comply with the Football Associations and Sussex County FootballAssociations requirements governing sponsorship and do not conflict with thisCompetitions Rules.

PREMIER DIVISION AND DIVISION ONE – CONDITIONS AND FACILITIES

29. Membership of the Premier Division and Division One (1) is subject to theManagement Committee being satisfied that the following ground conditions andfacilities are provided on the Member Club’s ground

(a) Adequate dressing room accommodation for each team, with suitable hotbath or hot shower facilities. Provision must be made for each dressingroom to be locked.

(b) Referees must have a separate dressing room and suitable hot showerfacilities must be available to the referee which the referee must be able toaccess without going through a public area.. Provision must be made for thedressing room to be locked.

(c) Dimensions of the field of play must not be less than 100 yards in length and60 yards in width

(d) Pitches must be completely and safely cordoned off for all of thisCompetition’s matches, failure to do so will result in a £12.00 fine.

If a Club does not satisfy the Management Committee that the ground and facilitiesstandards are met, that Club will not be admitted to the Premier Division or DivisionOne (1). Similarly, if if a Premier Division or Division One (1) Club’s ground andfacilities fall below the standards required by the Management Committee, that Clubwill be placed into Division Two (2) for the following season.

MANAGEMENT COMMITTEE PASSES

30. Each member of the Management Committee shall be furnished with a pass (nottransferable) which shall admit the holder to all grounds and stands of all Clubs inassociation with the West Sussex Football League except when the ManagementCommittee shall decide otherwise. Such passes to be surrendered to the GeneralSecretary of the League when the holder no longer serves on the ManagementCommittee.

CUP COMPETITION RULES

Names of Competitions1. The following Cup competitions shall be under the control of the Management

Committee of the West Sussex Football League:

The Malcolm Simmonds Memorial Cup, the Chichester Charity Cup, Division 3Charity Cup, Division 4 Charity Cup, Division 5 Charity Cup, the Bareham Trophy,and the Tony Kopp Cup.

Eligible Clubs2. The Cup competitions shall be played for annually and open to the eligible teams as

shown below, or as Management Committee may decide.

The Bareham Trophy All teams of junior status competing inDivisions 3, 4 or 5, whose Club is noteligible or invited to compete in theTony Kopp Cup.

The Tony Kopp Cup All teams of junior status competing inDivisions 3, 4 and 5, who at the time of themerger were members of the Horsham & District F.A., together with such other junior status teams playing in the West Sussex Football League as may be invited.

A Club cannot enter more than one team in any one competition.

Entry Fees

3. A fee of £15.00 will be charged for entry to each of the competitions named in CupRule No. 2.

Organisation of the Competitions

4. The Competitions Committee shall have the power to divide the competing teamsinto geographically convenient districts to such a stage in the competition as theymay deem necessary.

The ties shall be drawn by ballot and the first team drawn shall have a choice ofground. Matches shall be played on the dates fixed by the Fixtures Secretary or hisAssistant, who shall give the Clubs five (5) clear days’ notice. Should the tie bepostponed on two occasions due to poor condition of the ground the fixturesSecretary can order a change of venue

In the event of a drawn game, extra time of 15 minutes each way shall be played. Ifthe score is level at the end of extra time, all matches shall be decided by the takingof kicks from the penalty mark in accordance with the Laws of the Game – knockoutcompetitions – obtaining a result.

The final tie shall be played on a neutral ground which, together with the date, shallbe arranged by the Competitions Committee.

The final tie of the Tony Kopp Cup shall be played on the ground of Horsham FootballClub, if available, or on a neutral ground which, together with the date shall bearranged by the Competitions Committee.

Proceeds of Matches

5. The gate receipts or collections at each match, after the Referee’s and AssistantReferee’s fees and expenses have been deducted, must be sent to the Treasurer ofthe League within three (3) days of the match. If no gate is taken a collection mustbe made. In the event of the Referee’s and Assistant Referee’s fee and expensesexceeding the gate or collection taken, a statement must be sent to the Treasurer ofthe League within three (3) days of the match.

The Management Committee shall devote a proportion of the gate receipts andcollections from the Malcolm Simmonds Memorial Cup, Chichester Charity Cup andDivisions 3, 4 and 5 Charity Cup Competitions, to the Sussex County F.A. BenevolentFund, or such charitable organisations as Council may decide, in accordance withthe Football Association’s regulations governing charity challenge cup competitions.

Cup competitions, shall be devoted to the funds of the West Sussex Football League.

Qualification of Players6. The qualification of players shall be as in the West Sussex Football League but,

except with the consent of the Management Committee, no player shall be qualifiedto play in the final tie unless he has played at least six (6) games under the controlof the West Sussex Football League, for his club during the current season.

Any Club found guilty of playing an ineligible player shall be removed from thecompetition.

A player shall not play for more than one Club in any one season in the samecompetition.

A Club may not play more than four players, collectively, of senior or intermediatestatus in any one match, except, in the Malcolm Simmonds Memorial CupCompetition.

A player who has played in the Malcolm Simmonds Memorial Cup competition shallnot be eligible to play in any of the other cup and trophy competitions in the sameseason except with the consent of the Management Committee.

A player who has played in the Chichester Charity Cup competition, shall not beeligible to play in either Divisions 3, 4 and 5 Charity Cup, or The Bareham Trophy, orThe Tony Kopp Cup competitions in the same season, except with the consent of theManagement Committee.

A player who has played in the Division 3 Charity Cup shall not be eligible to play ineither Division 4 or 5 Charity Cup competitions in the same season, except with theconsent of the Management Committee.

A player who has played in the Division 4 Charity Cup shall not be eligible to play inthe Division 5 Charity Cup in the same season, except with the consent of theManagement Committee.

Assistant Referees7. (a) Each Club shall provide a Club Assistant Referee for the duration of the match

except the final tie when Referees and Assistant Referees shall be appointed bythe Competitions Committee. Assistant Referees shall be appointed to all or anysemi-final subject to availability.

Assistant Referees’ fees for semi-finals and finals for the Malcolm SimmondsMemorial Cup shall be as paid in the early rounds of the Sussex County F.A.Intermediate Cup, and for all other Cups, as paid in the early rounds of theSussex County F.A. Junior Cup. Travelling expenses shall be as per rate shownin League Rule No.13(E).

(b) Each Home Club shall be responsible for providing standard Assistant Referees’flags.

A Club failing to comply with either part of this Rule shall be fined £12.00.Referees shall report any breach of this Rule to the General Secretary of theCompetition.

In the Malcolm Simmonds Memorial Cup Competition, a Club Assistant Refereeshall not be any of the nominated substitutes under the provisions of LeagueRule No. 13C.

Kick-off Times8. All kick-off times shall be at 3.00 p.m. except in November, December, January, and

February when the kick-off time shall be 1.30p.m. unless advised and agreedotherwise by the Fixtures Secretary. For matches played on grounds with approvedfloodlights, kick-off times will be 3.00 p.m. on Saturdays and 7.30 p.m. for mid-weekfixtures, unless advised or agreed otherwise by the Fixtures Secretary. Refereesshall report any breach of this rule in writing to the General Secretary and advise thecaptain of the offending team of his intention. A Club proved to have broken this rulemay be fined a sum of £12.00.

Duration of Matches9. All matches shall be played according to the Rules of the League and Laws of the

Game.

Duration of matches shall be two equal periods of 45 minutes with a minimum of 40minutes each period subject to agreement by the Referee and both team captainsprior to the kick-off, such period of time only to be played if, in the opinion of theReferee, conditions are such that a match of 90 minutes duration might not becompleted. In all matches an extra 15 minutes each way shall be played if, at the endof normal or agreed time, scores are level, or, if in the opinion of the Refereeprevailing circumstances would not permit the match to be finished, ten minutes eachway may be played. If the Referee decides to play ten minutes each way, he mustnotify both Clubs before the commencement of extra time.

Should a match, through no fault of either team, be abandoned after the end ofnormal agreed time, the replay shall be on the ground of the visiting team in theabandoned match. Any match not completed or where short time, less than normalor agreed time is played, may be ordered to stand as a completed match or replayedfor a full or agreed period of time as the Competitions Committee shall direct.

A match shall not commence unless there are seven (7) players on each sideavailable, and if, during the course of the match, one side should be depleted to lessthan seven (7) players the match shall be abandoned.

In normal or agreed time at half-time the interval shall be five minutes, except byconsent of the Referee.

Medals10. The League shall present plaques, medals, or other suitable mementoes to the

players of both teams in final ties. The Referee, Assistant Referees and FourthOfficial shall have the choice of a memento or match fee in accordance with LeagueRule No. 13E and Cup Rule No. 7.

Rules11. In all other respects than the foregoing, the Rules governing the West Sussex

Football League Competition shall apply.

CENTENARY CUP RULES

1. The competition shall be under the control of the Management Committee of theWest Sussex Football League.

2. The Centenary Cup may be competed for by all Clubs within this League.

3. A fee of £15.00 will be charged for entry into the competition.

4. The Competitions Committee shall have the power to exempt teams to such a stagein the competition as they deem necessary.

The ties shall be drawn by ballot and the first team drawn shall have a choice ofground. Matches shall be played on the dates fixed by the Fixtures Secretary or hisAssistant, who shall give Clubs five (5) clear days’ notice.

In the event of a drawn game, after extra time has been played, all matches shall bedecided by the taking of kicks from the penalty mark in accordance with the Laws ofthe Game – knock-out competitions – obtaining a result.

The Semi-Finals and Final Tie may be played on a neutral ground under floodlightsin mid-week which, together with the date, shall be arranged by the CompetitionsCommittee.

5. The qualification of players shall be as in the West Sussex Football League but,except with the consent of the Management Committee, no player shall be qualifiedto play in the final tie unless he has played at least six (6) games under the controlof the West Sussex Football League, for his Club during the current season.

Any Club found guilty of playing an ineligible player shall be removed from thecompetition.

A player shall not play for more than one club in any one season.

A Club may not play more than four (4) players, collectively, of senior status in anyone match.

6. All referees shall be appointed by the Referees’ Appointments Secretary and shall bepaid a fee as paid in the early rounds of the Sussex County F.A. Junior Cup plustravelling expenses as shown in League Rule No.13(E).

7. Each Club shall provide a Club Assistant Referee for the duration of the matchexcept in the final tie when Referees and Club Assistant Referees shall be appointedby the Competitions Committee. Assistant Referees shall be appointed to all Semi-Finals subject to availability.

Assistant Referees’ fees for semi-finals and finals shall be paid as paid in the earlyrounds of the Sussex County F.A. Junior Cup plus travelling expenses as shown inLeague Rule No.13(E)

Walter Rossiter Memorial Trophy Rules

1. The Walter Rossiter Memorial Trophy shall be competed for by:-

Premier Division Winners v Malcolm Simmonds Cup Winners

In the event that either team is unavailable the Committee will invite the next placedavailable runners-up from the two competitions. If a Club is unable to field an eligibleside at the start of the next season the Committee will invite the next placed availablerunners-up from the respective competition.

2. The Competitions Committee will decide the venue and date of the match and alsoappoint Match Officials. The League will be responsible for the Match Officials feesand expenses. The game will normally be played early in the next season followingthe respective/qualifying League and Cup results.

3. A gate/collection will be taken and any surplus remaining, having deducted Pitch hireand Match Officials fees & expenses, will be donated to such charitable organisationas the Management Committee may decide, in accordance with F.A. regulations.

4. The qualification of players shall be as in the West Sussex Football League, butexcept with the consent of the Management Committee, no player shall be qualifiedto play in the match unless he has played at least six (6) games under the control ofthe West Sussex Football League, for the CLUB during the previous season.

5. Either club found guilty of playing an ineligible player will be dealt with in accordancewith League Rules.

6. No individual awards will be presented to either team.

7. In the event of a drawn game, after ‘extra time ‘ has been played, the match shall bedecided by the taking of penalty kicks in accordance with the Laws of the Game –obtaining a result as detailed below.

The referee chooses the goal at which the kicks will be taken• The referee tosses a coin and the team whose captain wins the toss decides whether to take

the first or the second kick• The referee keeps a record of the kicks being taken• Subject to the conditions explained below, both teams take five kicks• The kicks are taken alternately by the teams• If, before both teams have taken five kicks, one has scored more goals than the other could

score, even if it were to complete its five kicks, no more kicks are taken• If, after both teams have taken fi ve kicks, both have scored the same number of goals, or have

not scored any goals, kicks continue to be taken in the same order until one team has scoreda goal more than the other from the same number of kicks

• A goalkeeper who is injured while kicks are being taken from the penalty mark and is unableto continue as goalkeeper may be replaced by a named substitute provided his team has notused the maximum number of substitutes permitted under the competition rules

• With the exception of the foregoing case, only players who are on the field of play at the endof the match, which includes extra time where appropriate, are eligible to take kicks from thepenalty markEach kick is taken by a different player and all eligible players must take a kick before anyplayer can take a second kick

• An eligible player may change places with the goalkeeper at any time when kicks from thepenalty mark are being taken

• Only the eligible players and match officials are permitted to remain on the field of play whenkicks from the penalty mark are being taken

• All players, except the player taking the kick and the two goalkeepers, must remain within thecentre circle

• The goalkeeper who is the team-mate of the kicker must remain on the field of play, outsidethe penalty area in which the kicks are being taken, on the goal line where it meets the penaltyarea boundary line

• Unless otherwise stated, the relevant Laws of the Game and International F.A. BoardDecisions apply when kicks from the penalty mark are being taken

• If, at the end of the match and before kicks start to be taken from the penalty mark, one teamhas a greater number of players than their opponents, they must reduce their numbers toequate with that of their opponents and the team captain must inform the referee of the nameand number of each player excluded

• Before the start of kicks from the penalty mark, the referee must ensure that an equal numberof players from each team remains within the centre circle and they shall take the kicks

8. In all other respects than the foregoing, the Rules governing the West SussexFootball League Competition shall apply.

SAFEGUARDING CHILDREN

1. Any act, statement, conduct or other matter which harms a child or children, or posesor may pose a risk of harm to a child or children, shall constitute behaviour which isimproper and brings the game into disrepute.

2. (a) In these Regulations the expression "Offence" shall mean any one or more ofthe offences contained in the Schedules of the Criminal Justice and CourtServices Act 2000 and any other criminal offence which reasonably causes TheAssociation to believe that the person accused of the offence poses or may posea risk of harm to a child or children.

(b) All persons in such positions that The Association deems relevant whose normalduties include caring for, training, supervising or being in sole charge of childrenare required to obtain an Enhanced Disclosure via The Association’s CRB process.

3. Upon receipt by The Association of:

3.1 notification that an individual has been charged with an Offence; or

3.2 notification that an individual is the subject of an investigation by the Police,Social Services or any other authority relating to an Offence; or

3.3 any other information which causes The Association reasonably to believe thata person poses or may pose a risk of harm to a child or children then TheAssociation shall have the power to order that the individual be suspendedfrom all or any specific football activity for such period and on such terms andconditions as it thinks fit.

4. In reaching its determination as to whether an order under Regulation 3 should bemade The Association shall give consideration, inter alia, to the following factors:

4.1 whether a child is or children are or may be at risk of harm;

4.2 whether the matters are of a serious nature;

4.3 whether an order is necessary or desirable to allow the conduct of anyinvestigation by The Association or any other authority or body to proceedunimpeded.

5. The period of an order referred to in 3 above shall not be capable of lasting beyondthe date upon which any charge under the Rules of The Association or any Offenceis decided or brought to an end.

6. Where an order is imposed on an individual under regulation 3 above, TheAssociation shall bring and conclude any proceedings under the Rules of TheAssociation against the person relating to the matters as soon as reasonablypracticable.

7. Where a person is convicted, or is made the subject of a caution in respect of anOffence, that shall constitute a breach of the Rules of The Association and TheAssociation shall have the power to order the suspension of the person from all orany specific football activity for such a period (including indefinitely) and on suchterms and conditions as it thinks fit.

8. For the purposes of these Regulations, The Association shall act through its Councilor any committee or sub-committee thereof, including the Board.

9. Notification in writing of an order referred to above shall be given to the personconcerned and/or any club with which he is associated as soon as reasonably practicable.

10. The applicable standard of proof shall be the civil standard, of the balance ofprobability. The more serious the allegation taking into account the nature of themisconduct alleged and the context of the case the greater the burden of evidencerequired to find the matter proved. Save that for charges pursuant to The FootballAssociation’s Safeguarding Children Policy, where the welfare and protection ofchildren shall be paramount and the test shall be whether more likely than not.

WORTHING AND DISTRICT FOOTBALL LEAGUE

Policy1. The Committee is appointed to discuss matters of policy and common interest to the

leagues, and where appropriate, to make recommendations.

Membership2. The Committee shall consist of two representatives from each of the member

leagues except the Sussex County League which may have three representatives.Those persons so nominated by their leagues shall be responsible for appointingsubstitutes in their absence.

Committee Nominations3. The Management Committee of each league will, following its Annual General

Meeting, appoint two members to serve on the Joint Consultative Committee, suchnominations to be notified within fourteen days to the Secretary of the JointConsultative Committee.

Committee4. (a) The Chairman and Secretary of the Sussex County Football League will be

Chairman and Secretary of the Joint Consultative Committee.

(b) Each league shall be entitled to one vote on all resolutions and in the event ofequality of votes being recorded, the Chairman shall have a casting vote.

(c) A quorum for the conduct of any business shall be not less than two-thirds ofmember leagues.

(d) In the event of the absence of the Chairman from the meeting, a temporaryChairman will be appointed, choice by mutual agreement.

(e) The Committee shall have power to co-opt further members at its discretion. Theco-opted members will have no voting powers.

(f) The Committee shall have the power to set up Sub-committees as it considersnecessary. The members of such Sub-committees need not be members of themain Committee.

Meetings5. (a) The Secretary shall give fourteen days notice to Nominees notified under the

constitution (Rule 3), of the venue, date and time of each meeting, along with acopy of the agenda specifying the nature of the business to be transacted.

(b) On receipt of a request for an urgent meeting from a member league, theSecretary will make the necessary arrangements for the meeting to be heldwithin twenty-one days.

(c) Meetings will normally be arranged as and when necessary.

Finance6. All travelling and other expenses incurred by the Committee and the members will be

met by the individual leagues.

Application for Admission7. Any Club wishing to make application for admission to Division Three of the Sussex

County Football League shall notify, in writing, the Hon. Secretary of the respectiveIntermediate League. This shall be received not later than the 1st March. A copy shallbe sent to the Hon. Secretary of the Sussex County Football League to be receivedby the same due date.

Grade of Clubs8. Grading standards for clubs making application for consideration as members of the

Sussex County Football League, will be confirmed to the respective leagues by theend of April each year.

Transfers between Leagues9. The Joint Consultative Committee, at the end of each season, shall confirm the

transfer of clubs between the leagues, and be responsible for adjustments betweenthe leagues, where appropriate. Two clubs will be transferred from Division Three ofthe Sussex County Football League, provided there are two clubs from the FeederLeagues which meet the criteria for entry into Division Three of the Sussex CountyFootball League and they wish to be admitted. There will be no appeal for Clubs whodo not gain promotion into the League. The decision of the Sussex County FootballLeague shall be final.

ADMISSION INTO DIVISION THREE OF THESUSSEX COUNTY FOOTBALL LEAGUE

Eligibility(a) Two Clubs will be admitted from the Feeder Leagues.

(b) Only one Club will be considered from each League. Notwithstanding this however,a Feeder League may supply a second Club to fulfil an otherwise unfulfilled placeprovided an agreement can be reached between a Feeder League and the SussexCounty Football League. This can only be done with the common goodwill andagreement of both leagues concerned.

(c) Only Clubs finishing in the top two of a Feeder League will be considered.

Selection(a) Clubs must pass the grading criteria of Division Three of the Sussex County Football

League.

(b) Preference will be given to the Club finishing in the highest place in their FeederLeague Table.

(c) If the above two criteria are equal, the Joint Consultative Committee will determinethe means by which any vacancy will be filled. Rules governing any “Play Off” will bedecided at the appropriate time.

(d) If a “Play Off” is necessary, only Players who have played six or more First Teamfixtures by 14th March during the current season shall be eligible to play.

SPONSORSHIP SCHEME

The terms of the sponsorship agreed between this League and Covers which came intoeffect at the commencement of the 1995–96 season, are as follows:

(a) COVERS TEAMS OF THE MONTH

Teams will be divided into two Sections, one Section will comprise of all teams in thePremier Division, Division One, Division Two and Division Three. The second Sectionwill comprise of all teams in Division Four and Division Five.

A sum of £50 per month will be given to each Section for a period of eight months(September to April inclusive) to the club with a team gaining the most points in eachmonthly period. Points will be calculated as follows:

Three for a win and one for a draw, plus a point for every goal scored.

The games to be taken into account will include all matches administered by thisLeague played on a Saturday.

From the aggregate amount of points scored during the month shall be deducted thefollowing penalty points – five for a sending off and two for a caution.

(i) No team shall be eligible for more than one monthly award during the course ofthe season, though this shall not be taken to exclude different teams of the sameclub.

(ii) In the event of two or more teams having the same net score, the winner shallbe the team with fewest penalty points. If the totals then still remain level theteam which has the highest number of goals for the month shall be the winner.

(b) COVERS TEAMS OF THE YEAR

A sum of £200 will be given to the club with a team which has gained the highestnumber of points at the end of the season in each Section.

Points will be based on the aggregate number of points (three for a win and one fora draw) from all League matches played during the season LESS any penalty pointsincurred in such matches (five for a sending off and two for a caution). A team whichhas not incurred any penalty points for misconduct throughout the season shallreceive bonus points of twenty, to be added to its total of League points in decidingits final aggregate score at the end of the season.

In the event of two or more teams having the same number of points in theirparticular section after taking into account any penalty points or bonus points thenthe award shall go to the team which has scored the highest number of goals inLeague matches.

All teams shall be eligible for consideration for the Team of the Year award for theirparticular section of the League irrespective of whether or not they have previouslygained one of the monthly awards.

(c) In addition to the monetary awards the sponsors will present Challenge Cups to theClubs qualifying for a Team of the Year Award and certificates to individual membersof the winning teams.

(d) The Management Committee reserves the right to withhold making an award toany Club whose Players, Officials or Spectators have been found guilty by aCounty Football Association of Misconduct against any Match Official/s whethersuch Official/s have been appointed by the League or not. This right will alsoapply where the Players, Officials or Spectators of a Club have been found guiltyby a County Football Association of Misconduct against any Players, Officials orSpectators of another Club.

(e) In the event of any dispute, the decision of the Management Committee shall be final.

NOTES TO SECRETARIES

All HOME Clubs must telephone results of League and Cup matches to one of thefollowing telephone numbers: BARRY COMBELLACK 01403 262159 or Eddie ADAMS01403 731168, before 7.00 p.m. Saturday, for inclusion in the Sunday papers and thepreparation of league tables (see League Rule No. 11B).

All Home Clubs (or the Away Club where the home side does not play within this League)must telephone the results of ALL League and Cup Matches to one of the nominatednumbers before 7.00 p.m. on Saturdays, and 9.00 p.m. for Midweek matches.

Club officials and players should thoroughly acquaint themselves with the Laws of the Gameand competition rules before the match. Ignorance of the Rules will not be accepted as anexcuse.

Avoid all possibility of protests and unfinished games by seeing your ground is of properdimensions, correctly marked out, and protected against the encroachment of spectatorsand by having your men ready to start play at the time appointed. The latter is especiallyimportant, as the Rules provide that the game shall be of ninety minutes’ duration. Have twoconspicuous flags placed about two yards from the end of the half way line, as suggestedin Law 1 (2).

Be sure that your players are all duly qualified in accordance with Rules and that correctresults of matches are sent to the Registration Secretary so as to arrive within four days ofthe match being played.

Ensure that all your Players wear the proper team colours.Always advise the Referee of the dressing rooms, position of ground, time of kick-off,

etc. at least three days preceding the match. Give the Referee a separate dressing room.See that flags are provided for the Linesmen; and remember that they are more readily

seen by the Referee if they are of a vivid colour.Remember that your Club is responsible for the conduct of all spectators during and

after the match, on your Ground.See that the match balls are fully inflated, and that there are reserve balls in case of accident.See that the Match Balls and Assistant Referees’ Flags are given to the Referee in the

dressing room, prior to the match.Every team should have a basic first aid kit.Clubs are requested to ask the person’s name when being informed of a postponed

fixture, and even if the name given is the Opponents Club Secretary you should return thetelephone call for proof of this. A Club that does not carry out this procedure will be chargedwith failing to fulfil a fixture, if it is proved the match had not been postponed.

It is very important that all clubs who are unable to provide a telephone for theirSecretary should make arrangements where telephone messages can be left.

Do not forget to recommend any outstanding players for the Team SelectionCommittee’s consideration.

If you have the misfortune to be fined for any offence, you have 14 days in which topay from date of posting. Do not forget that overdue fines will lead to a further penalty andpossible suspension from the League (see West Sussex Football League Rule No. 5 (i).

Do not forget to make an occasional collection for the Benevolent Fund – it meansmore money will be available if an injured player requires assistance. Why not ask yourplayers to each contribute a few pence each year? Collection boxes are obtainablefrom the Sussex County F.A. Benevolent Fund Secretary.

HOME Clubs are expected to provide a practice ball and adequate washing facilities forthe visiting teams. Playing pitches should be cordoned off (see League Rule 28D).
