IntroductionIn May 2002, after a large public consultation exercise and extensive feasibility work on six possible routes, theCity and County Councils agreed to progress the design of two tram routes to Clifton via Wilford and to Chilwell viaQMC and Beeston.

Since then, the City and County Councils have carried out significant further development work and have submitteda case for funding to Central Government. Importantly, the outline design has now been developed, which formsthe basis of this consultation. The designs include a more detailed consideration of the tram alignment includingroad layouts, potential stop locations, parking and loading provision, landscaping and ways of screening the tramand providing for any lost trees and vegetation.

In order to produce these designs a considerable amount of preparatory work has been undertaken includingground investigations, engineering studies and environmental surveys, as well as taking account of economic andplanning considerations. This information will also be used to inform the Environmental Statement, which would besubmitted as part of any Transport and Works Act Order (TWAO) application to Government.

This consultation is a very important stage and it is vital that you take the opportunity to comment. If the Councilsand then the Government, following a Public Inquiry, approve the tram routes then these designs will be used as atemplate to build the system. It is therefore important that you have your say on the detail now, whatever yourviews on the project as a whole.

The Clifton via Wilford route joins Line One at Nottingham railway station, offering through journeys to thecity centre and beyond without changing trams. It continues down Queen’s Walk and passes over the RiverTrent on Wilford Toll Bridge. From Main Road the route turns alongside Coronation Avenue and operatesalong the former railway line behind Wilford and Compton Acres. It then runs to the south of Silverdale andinto Clifton. The route passes along Southchurch Drive and at Holy Trinity turns into Farnborough Road. Theroute terminates at a Park and Ride site between the A453 at Mill Hill and Nottingham Road, south Clifton.

4 The tramway would run along Farnborough Road before turning into Southchurch Drive. A traffic light controlled junction would replace the roundabout and a tram stop would be located just after the junction. The tram stop will have passenger shelters, real-time information boards, CCTV and passenger help buttons.

5 There would be an opportunity for additional tree planting at this junction in front of St Francis Church and the Youth Club as more space is created due to the removal of the roundabout.

6 Revised access to the Community Centre and for the Youth Club is to be determined.

The tram would share the road with traffic along Farnborough Road and Southchurch Drive. The road humps along partsof Farnborough Road and Southchurch Drive where the tram is running will need to be removed. Alternative methods oftraffic calming will be considered.

1 The tram would link onto Farnborough Road from Silverdale Walk. Private property would need to be acquired on Farnborough Road.

2 Tree planting and fences would be located alongside the tramway on both sides as it passes alongside 177 Farnborough Road and 2 Brooksby Lane. Vehicles will be prohibited from driving onto the off-street tramway from Farnborough Road.

3 A footway would run alongside the tram and would connect Farnborough Road with the existing footpath of Silverdale Walk.

2 Further tree planting would be proposed to frame the shop frontages and create an informal avenue on both sides of the road.

3 Formal disabled parking and loading bays would be provided to the front of the shops to replace on-road parking.

4 The Green Lane roundabout would become a traffic light controlled junction, thus resulting in the removal of trees on the roundabout. These would be replaced by planting trees on the grass verges surrounding the junction.

5 The entrance to the servicing road for the shops is moved away from the junction.

6 Access road near library would be closed. Alternative access and parking would be provided via Lanthwaite Road.

7 Access road adjacent to Clifton Housing and Social Services Office would be closed with alternative access to parking provided via Lanthwaite Road.

The tramway would share the road with other traffic along Southchurch Drive through Clifton Centre. The pedestriansurfacing would be high quality paving (such as clay block or real stone slabs) and the road surface would changefrom tarmac to imprinted concrete surfacing. This would be to raise the standard of the environment in this centralarea and to define it as a more pedestrian friendly zone.

1 The Clifton Centre stop would be on Southchurch Drive, retaining the majority of the pedestrian area and existing trees at the front of the shops. The tram stop will have passenger shelters, real-time information boards CCTV and passenger help buttons. There will be good opportunities to interchange with buses.

Again on this section parking bays will be provided for properties without drives and positioned, where possible, to avoidexisting trees. As the tramway continues to run on Southchurch Drive towards Holy Trinity there would be some scopefor landscaping at the roadside where space between parking bays would allow additional tree planting.

The tram will continue to share Southchurch Drive with traffic. Space for cyclists will be provided adjacent to thefootway. Bus stops will, where necessary, be relocated to suitable, safe and convenient locations.

1 At the end of Southchurch Drive, the tram would turn right onto Farnborough Road. At the junction of Southchurch Drive and Farnborough Road the roundabout would be replaced by a traffic light controlled junction. A number of trees will be lost.

2 A “Holy Trinity” tram stop would be positioned off road at this point in front of the shopping area. The tram stop will have passenger shelters, real-time information boards, CCTV, passenger help buttons and high quality paving. There will be good opportunities to interchange with buses.

3 The existing car park would be rearranged, maintaining a similar number of spaces.

4 The access from Southchurch Drive for servicing the shopping area is realigned slightly to the north.

The road humps along parts of Farnborough Road and Southchurch Drive where the tram is running will need to beremoved. Alternative methods of traffic calming will be considered.

1 The tramway would continue along Farnborough Road to Clifton Lane where it would cross Clifton Lane/Nottingham Road.

2 The northern side of the tramway would have post and rail fencing to separate the track from the surrounding landscape and would be reinforced by hedge planting and scattered trees running along the length of the track from Clifton Road to the Park and Ride site.

3 On the southern side there would be a grass verge to separate the footpath/cycleway link from the tramway. The footpath/cycleway would lead into an area of high quality paving to define the stop location.

4 A strip of approx. 10m wide tree and shrub planting would be proposed for the outside of the Park and Ride site to screen it from Clifton and the surrounding farmland. This would also provide for an attractive field boundary. A post and rail fence would surround the planting to define the NET boundary.

5 Shrub and flower planting would be located at the vehicle entrance to the Park and Ride from Nottingham Road.

6 There will be two vehicle entrances to the site. Firstly, directly off Nottingham Road via a new junction with traffic lights. Secondly, a new road link will provide direct access between the A453 and the Park and Ride site. Measures within the car park will prevent this from becoming a through route into Clifton.

The large expanse of car parking will be broken up with occasional tree planting. There would be approximately 1,000 spacesand the site would include CCTV, cycle stands, high quality lighting, disabled parking spaces and bus stops with the potentialfor interchange with ‘feeder’ bus services from Clifton and surrounding areas.

The plans shown in this booklet have been drawn up as a representation of the likely extent of works required toconstruct the proposed tram route. They are however, indicative and will be developed further as the projectprogresses.

As a result of this consultation, the plans could be amended and the limits of land interest shown in any Transportand Works Act Order (TWAO) application may therefore differ from those shown in this booklet.

After any amendments have been made, the Councils will both meet in full session to consider an application fora TWAO from Government. A TWAO would give the Councils the powers necessary to build and operate theproposed tramways to Clifton via Wilford and Chilwell via QMC and Beeston.

We expect an independent Public Inquiry to take place, probably in 2004, where any application for a TWAO wouldbe considered and in which all interested people could participate. The Inquiry would be advertised in good time,when the dates are known.

The Secretary of State for Transport would take the final decision. If approval was granted works could start from2006, with trams running from 2009.
